Abstract:AI systems may have transformative and long-term effects on individuals and society. To manage these impacts responsibly and direct the development of AI systems toward optimal public benefit, considerations of AI ethics and governance must be a first priority.
What problem does this paper attempt to address?
The paper focuses on the ethical and governance issues of artificial intelligence (AI) and machine learning (ML) in practice, particularly in the context of public sector applications. The handbook aims to provide tools, training, and support for policymakers, government agencies, and individuals involved in AI projects to ensure the development and implementation of AI technologies follow ethical, safe, and responsible principles. The handbook is divided into eight parts, covering the fundamentals of AI technology, societal aspects, key concepts, and practical activities such as sustainability, technical security, accountability, fairness, interpretability, and data management.
These handbooks not only introduce basic concepts of AI and ML, such as supervised learning, unsupervised learning, and reinforcement learning, but also explore different stages of the AI project lifecycle and associated ethical and governance frameworks, such as the CARE and Act frameworks, SUM values, and SSAFE-D principles. Additionally, it provides activities to facilitate discussions and understanding to enhance participants' comprehension of AI ethics and governance.
The development of this handbook series has been supported by multiple partners and sponsors, and it is an evolving resource that encourages user feedback for continuous improvement. The target audience includes government officials, AI ethics champions, workshop participants, and any learners interested in AI ethics.
