A Multi-constraint and Multi-objective Allocation Model for Emergency Rescue in IoT Environment

Abstract:Emergency relief operations are essential in disaster aftermaths, necessitating effective resource allocation to minimize negative impacts and maximize benefits. In prolonged crises or extensive disasters, a systematic, multi-cycle approach is key for timely and informed decision-making. Leveraging advancements in IoT and spatio-temporal data analytics, we've developed the Multi-Objective Shuffled Gray-Wolf Frog Leaping Model (MSGW-FLM). This multi-constraint, multi-objective resource allocation model has been rigorously tested against 28 diverse challenges, showing superior performance in comparison to established models such as NSGA-II, IBEA, and MOEA/D. MSGW-FLM's effectiveness is particularly notable in complex, multi-cycle emergency rescue scenarios, which involve numerous constraints and objectives. This model represents a significant step forward in optimizing resource distribution in emergency response situations.

What problem does this paper attempt to address?
This paper mainly discusses the problem of efficient allocation of emergency rescue resources in the Internet of Things (IoT) environment. A new approach called Multiconstraint Multioptimal Grey Wolf Leaping Model (MSGW-FLM) is proposed, which combines Grey Wolf Optimization Algorithm (GWOA) and Shuffled Frog Leaping Algorithm (SFLA), for dynamic multi-period emergency rescue scenarios. Through experiments on 28 different challenges, MSGW-FLM is validated to outperform other benchmark models (such as NSGA-II, IBEA, and MOEA/D) in terms of performance. After a disaster, emergency rescue operations are crucial and require efficient resource allocation to minimize losses. With the development of IoT technology, real-time collection of disaster data can help decision-makers continuously adjust and optimize rescue plans. The MSGW-FLM model utilizes spatio-temporal data, especially in complex and multi-period rescue situations, and demonstrates excellent performance in effectively handling multiple constraints and objectives. The main contributions of this paper are as follows: 1. Under the framework of the Internet of Things, the Multiconstraint Multioptimal Resource Allocation Model MSGW-FLM is proposed for multi-period emergency rescue. 2. Through experiments, MSGW-FLM is proven to outperform traditional models in most evaluation indicators, especially in complex scenarios. The experimental part demonstrates the ability of MSGW-FLM to manage the allocation of emergency supplies in random supply/demand point situations, indicating that the model can effectively reduce the shortage of supplies in affected areas, and achieve zero average system losses by the fourth planning period, surpassing other algorithms. In conclusion, MSGW-FLM is an effective tool for optimizing the allocation of emergency response resources. Future work will validate its application in actual disaster situations and test its ability to handle dynamic spatio-temporal information updates.
