A multi-type emergency material dispatch model considering rescue fairness and the characteristics of rescue points

Abstract:Based on minimizing the material delivery time and transportation cost, the multi-type emergency material scheduling model considering the rescue fairness and the characteristics of the rescue point is constructed from the perspective of fairness. Firstly, considering the characteristics of different relief points and combined with the disaster situation, the fairness measurement index is designed based on the minimum unsatisfactory emergency supplies of each disaster point, and a scheduling model with the objective function of minimizing the delivery time, minimizing the transportation cost, minimizing the difference between the relief points and the disaster points, and maximizing the matching degree between relief points and disaster points is established. Secondly, according to the characteristics of the model, a multi-objective particle swarm optimization algorithm（MOPSO） and a fast non-dominated sorting genetic algorithm（NSGA-II） are designed to solve the problem. Finally, to verify the effectiveness of the model and algorithm, a simulation case is designed and analyzed with the background of major rainstorms and flood disasters in Henan Province in 2021. The results show that:（1） The MOPSO algorithm has better uniformity and diversity of solutions, that is, the Pareto front has better closeness and dispersion. Therefore, the MOPSO algorithm has good optimization ability, and the minimum material satisfaction rate at the demand point is 80 %. The NSGA-II algorithm has better convergence, but the distribution and integrity of the solution are poor, and the stability is good. The minimum material satisfaction rate of the demand point is only 70 %.（2） Considering fairness, the matching model in the distribution of materials can make the amount of materials in each disaster area more average, has superiority in the fairness index, and the demand satisfaction rate difference of disaster point of emergency supplies is close to 0.01.
