Abstract:Generative Artificial Intelligence (GenAI), specifically large language models like ChatGPT, has swiftly entered organizations without adequate governance, posing both opportunities and risks. Despite extensive debates on GenAI's transformative nature and regulatory measures, limited research addresses organizational governance, encompassing technical and business perspectives. Our review paper fills this gap by surveying recent works with the purpose of developing a framework for GenAI governance within companies. This framework outlines the scope, objectives, and governance mechanisms tailored to harness business opportunities as well as mitigate risks associated with GenAI integration. Our research contributes a focused approach to GenAI governance, offering practical insights for companies navigating the challenges of GenAI adoption and highlighting research gaps.

What problem does this paper attempt to address?

The paper attempts to address the governance issues of Generative Artificial Intelligence (GenAI) in enterprises. Although GenAI, particularly large language models like ChatGPT, brings significant opportunities to businesses, its rapid integration into organizations also introduces numerous risks, including legal requirements, reputational risks, intellectual property leaks, and declines in productivity and quality. Currently, there is relatively little research on enterprise governance of GenAI, especially in terms of governance frameworks that combine technical and business perspectives. Therefore, this paper reviews recent related research and proposes a framework for enterprise GenAI governance, aiming to help businesses fully leverage the commercial value of GenAI while effectively managing the risks associated with its integration.

Specifically, the paper focuses on the following aspects:
1. **Governance Scope**: Including governance at the data, model, system, personnel, and organizational levels.
2. **Governance Objectives**: Ensuring ethical behavior of GenAI, alignment between humans and AI, compliance, efficiency, security, transparency, and traceability.
3. **Governance Mechanisms**: Proposing specific governance measures and methods to help enterprises achieve the above objectives.

Through research on these aspects, the paper provides practical guidance for enterprises, helping them make responsible decisions when adopting GenAI.
