Abstract:In 1859 Riemann (1826-1866) published his only paper on number theory. In this eight-page paper he obtained a formula for the number of primes less than or equal to a real number x, and revealed the deep connection between the distribution of primes and the zeros of an analytic function now called the Riemann Zeta Function. In the early 1930's two related unpublished results from 1859 were found in Riemanns very rough notes by the great twentieth century mathematician and scholar, Carl Ludwig Siegel (1896-1981). In his 1932 paper "Uber Riemanns Nachlass zur analytischen Zahlentheorie"("On Riemann's Nachlass for Analytic Number Theory") Siegel presents these unpublished results and gives derivations he found in Riemann's notes. The first is an asymptotic development, now called the Riemann-Siegel formula, for efficiently computing values of the Riemann Zeta Function. The second is a new integral representation of the zeta function. These results had not been rediscovered seventy years after Riemann. Thus, in 1932 the importance of Siegel's paper was not only its contribution to the history of mathematics, but also its contribution to current research. Hoping to get some insight into how Siegel spotted and deciphered these gems among Riemann's fragmentary and disordered personnel papers, we decided to look at the 1932 paper. We also wanted to learn how much of the paper is original to Riemann and whether Siegel needed to fill any gaps. Although Siegel's paper is cited whenever the Riemann-Siegel formula is discussed, we were unable the locate an English translation. Despite our limited knowledge of the German language, we have produced a translation of the paper as it appears in volume one of Siegel's collected works.

Abstract:The author was recently able to provide a cohomological interpretation of Tate's Riemann-Roch formula for number fields using some new harmonic analysis objects, ghost-spaces. When trying to investigate these objects in general, we realized the importance of functions and measures on locally compact abelian groups that are both positive and positive-definite at the same time. It looks like this class of functions and measures was not systematically studied before. The goal of this paper is to partially fill in this gap. We answer some of the natural questions involving these functions and measures, especially those that satisfy some extra integrability conditions. We also study some operations and constructions involving these functions and measures. There are several very interesting open questions, that we are only able to point out at this moment. In particular, the structure of the cone of such functions is not clear even when the group is just $\R.$

Abstract:Several proof translations of classical mathematics into intuitionistic mathematics have been proposed in the literature over the past century. These are normally referred to as negative translations or double-negation translations. Among those, the most commonly cited are translations due to Kolmogorov, Godel, Gentzen, Kuroda and Krivine (in chronological order). In this paper we propose a framework for explaining how these different translations are related to each other. More precisely, we define a notion of a (modular) simplification starting from Kolmogorov translation, which leads to a partial order between different negative translations. In this derived ordering, Kuroda and Krivine are minimal elements. Two new minimal translations are introduced, with Godel and Gentzen translations sitting in between Kolmogorov and one of these new translations.

Abstract:This paper starts with a biographical sketch of the life of Josef Meixner. Then his motivations to work on orthogonal polynomials and special functions are reviewed. Meixner's 1934 paper introducing the Meixner and Meixner-Pollaczek polynomials is discussed in detail. Truksa's forgotten 1931 paper, which already contains the Meixner polynomials, is mentioned. The paper ends with a survey of the reception of Meixner's 1934 paper.

Abstract:Pólya's Positivstellensatz and Handelman's Positivstellensatz are known to be concrete instances of the abstract Archimedean Representation Theorem for (commutative unital) rings. We generalise the Archimedean Representation Theorem to modules over rings. For example, consider the module of all symmetric matrices with entries in a polynomial ring, also known as matrix polynomials. Pólya's Positivstellensatz and Handelman's Positivstellensatz had been generalised by Scherer and Hol, and Lê and Du' respectively to matrix polynomials, using the method of effective estimates from analysis. We show that these two Positivstellensätze for matrix polynomials are concrete instances of our Archimedean Representation Theorem in the case of the module of symmetric matrix polynomials over the polynomial ring.

Abstract:THIS readable and trustworthy translation will be welcome to those who cannot enjoy the original, the merits of which are by this time well known. The typography is unusually good, and is very creditable to all concerned, such symbols as the square of a1, or even of a′, being printed in a satisfactory way, which English printers might imitate with advantage. There are a few terms here and there which are ungrateful to an English ear; “involutionary” or “involutional” would be more agreeable to analogy than “involutory,” and “nappe” is retained instead of being rendered by “sheet.” But these are trifles, and those of us who have no French can now study a treatise which is eminently lucid and attractive, as well as being up to date and sufficiently rigorous for the purpose it is designed to fulfil.

Abstract:This is an English translation of the monograph "Die Klassenk\"orper der komplexen Multiplikation" by Max Deuring, published in 1958 as Enzyklop\"adie der Mathematischen Wissenschaften, Band I-2, Heft 10, Teil II by B.G. Teuber Verlagsgesellschaft, Stuttgart. It gives a systematic exposition of the analytic method in the theory of complex multiplication -- the interrelations between elliptic functions, modular functions and algebraic numbers. This translation was done as an exercise for learning the German language. The mathematical notation and terminology are kept as closely as possible to those given in the German original work. No attempt has been made to modernize the exposition, other than rectifying a (very) few obviously-correctable typographical errors.

Abstract:Newton's identities provide a way to express elementary symmetric polynomials in terms of power polynomials over fields of characteristic zero. In this article, we study the failure of this relation in positive characteristic and what can be recovered. In particular, we show how one can write the elementary symmetric polynomials as rational functions in the power polynomials over any commutative unital ring.

Abstract:The present is a companion paper to "A contemporary look at Hermann Hankel's 1861 pioneering work on Lagrangian fluid dynamics" by Frisch, Grimberg and Villone (2017). Here we present the English translation of the 1861 prize manuscript from Göttingen University "Zur allgemeinen Theorie der Bewegung der Flüssigkeiten" (On the general theory of the motion of the fluids) of Hermann Hankel (1839-1873), which was originally submitted in Latin and then translated into German by the Author for publication. We also provide the English translation of two important reports on the manuscript, one written by Bernhard Riemann and the other by Wilhelm Eduard Weber, during the assessment process for the prize. Finally we give a short biography of Hermann Hankel with his complete bibliography.

Abstract:Given a rational polytope $P \subset \mathbb R^d$, the numerical function counting lattice points in the integral dilations of $P$ is known to become a quasi-polynomial, called the Ehrhart quasi-polynomial $\mathrm{ehr}_P$ of $P$. In this paper we study the following problem: Given a rational $d$-polytope $P \subset \mathbb R^d$, is there a nice way to know Ehrhart quasi-polynomials of translated polytopes $P+ \mathbf v$ for all $\mathbf v \in \mathbb Q^d$? We provide a way to compute such Ehrhart quasi-polynomials using a certain toric arrangement and lattice point counting functions of translated cones of $P$. This method allows us to visualize how constituent polynomials of $\mathrm{ehr}_{P+\mathbf v}$ change in the torus $\mathbb R^d/\mathbb Z^d$. We also prove that information of $\mathrm{ehr}_{P+\mathbf v}$ for all $\mathbf v \in \mathbb Q^d$ determines the rational $d$-polytope $P \subset \mathbb R^d$ up to translations by integer vectors, and characterize all rational $d$-polytopes $P \subset \mathbb R^d$ such that $\mathrm{ehr}_{P+\mathbf v}$ is symmetric for all $\mathbf v \in \mathbb Q^d$.

Abstract:In spite of the wide range of his book, Cournot did not know some essential discoveries in natural sciences (William Herschel, Daniel Bernoulli, Humboldt) and his deliberations about measurement were almost useless. But he introduced the median and a definition of probability that covered both the discrete and continuous cases; studied mixtures of densities; qualitatively explained randomness anticipating one of Poincar\`e's interpretations (small causes leading to considerable effects) and introducing an embryo of irregularity as a condition of randomness; introduced a pattern of stratified sampling; attempted to study dependence between the decisions of jurors; introduced (after J. F. Fries) philosophical, i.e. qualitative probabilities. Cournot stated that statistics ought to have its own theory, rules and principles and should penetrate into the essence of things (which was not yet a received opinion). Many of his pronouncements were thoughtful and echoed the statistical thought of the time. In 1849 his book was translated into German.

Abstract:Annotated parallel text in Latin and English of the paper of Adam Adamandy Kochański "Solutio Theorematum Ab illustri Viro in Actis hujus Anni Mense Januario, pag. 28. propositorum", Acta Eruditorum, Lipsiae 1682, pp. 230-236, in which he presented solutions of two geometric problems proposed by an anonymous author in the same journal in January 1682. The Latin text of "Solutio theorematum" presented here closely follows the original text published in "Acta Eruditorum". Punctuation, capitalization, and mathematical notation have been preserved. Several misprints which appeared in the original are also reproduced unchanged, but with a footnote indicating correction. Every effort has been made to preserve the layout of original tables. The translation is as faithful as possible, often literal, and it is mainly intended to be of help to those who wish to study the original Latin text. In the appendix, all propositions from Euclid's "Elements" mentioned in the text are listed in both Latin and English.
