Abstract:Overseeing the continued recovery, dispersal and management of large carnivore populations while simultaneously considering human viability and welfare requires delicately balancing local concerns for rural communities' livelihood prospects and property vulnerability with international concerns for saving threatened species. In this article, we propose an integrated analytical perspective to elucidate how competing interests and power relationships influence the governance and management of contested wildlife resources. However, simply identifying these patterns is not enough. It is also imperative that the interrelationships between broader biophysical, social, political, economic, and cultural contexts and histories be explored in order to describe, analyze and better understand how and why individual and collective responses vary. In doing this, we drew from findings from a variety of social science disciplines (environmental communication, environmental psychology, human ecology, human geography, political science, public administration and social anthropology) and, here, present how social science approaches can enhance understanding of the different layers and contexts of contested natural resource management. Highlighting the individual, socio‐cultural, political and institutional dimensions, the article concludes by identifying five recurrent concepts that must be understood and consciously applied to large carnivore governance and management: 1) establishment of trust between people and groups interacting on the subject; 2) fair representation of stakeholder interests; 3) acknowledgement of the different knowledge‐spheres, including those based on personal experiences, culture and tradition, and science; 4) communication, based on dialogue about pluralistic perspectives, to collectively formulate and agree on set goals; and 5) leadership emphasising empowerment.

Opening the black box between governance and management: A mechanism-based explanation of how governance affects the management of endangered species

Abstract:Good governance is needed to foster good management of the environment. Yet, the link between environmental governance and environmental management has received very little research attention. This paper adopts a mechanism-based framework to unpack the link between the governance and management of species at risk or endangered species in a working landscape. Using species at risk management in the South of the Divide region of southwestern Saskatchewan as a case study, we identified four governance conditions connected by five mechanisms to produce management outcomes. The governance conditions include facilitative leadership, local autonomy, trust, and incentives. The five mechanisms include institutional disruption, institutional crafting and drift, brokerage or bridging, program uptake, and alleviation of fear of harm. We discuss how using a mechanism-based approach could help us better understand the processes within the governance system that trigger particular management outcomes. For example, in this case study, dissatisfied factors disrupt the existing governance arrangements and create new ones that reflect their desire for local autonomy. Local autonomy, in turn, creates an atmosphere for local actors to form coalitions and build trust; trust enhances program uptake and the co-design and co-implementation of incentives, which then alleviates land managers' fear of harm from participating in species at risk management. Our study also suggests that top-down institutions that create room for further institutional work can become acceptable at the local level and enhance endangered species management. We conclude that a mechanism-based explanation can be useful for opening the black box connecting environmental governance and management and offering valuable recommendations to guide policy.

Abstract:Transforming wildlife management institutions at the cultural level to increase alignment with diverse worldviews can improve relations with Indigenous Peoples and the implementation of Indigenous Knowledges within management. 3 priorities to facilitate this cultural shift are: reconciling historical legacies and power imbalances, moving beyond attempts to integrate Indigenous Knowledges into dominant management paradigms, and building reciprocal, accountable relations with Indigenous Peoples. Within governance agencies, academia, and communities alike, there are increasing calls to recognize the value and importance of culture within social‐ecological systems and to better implement Indigenous sciences in research, policy, and management. Efforts thus far have raised questions about the best ethical practices to do so. Engaging with plural worldviews and perspectives on their own terms reflects cultural evolutionary processes driving paradigm shifts in 3 fundamental areas of natural resource management: conceptualizations of natural resources and ecosystems, processes of public participation and governance, and relationships with Indigenous Peoples and communities with differing worldviews. We broadly describe evolution toward these paradigm shifts in fish and wildlife management. We then use 3 case studies to illustrate the ongoing cultural evolution of relationships between wildlife management and Indigenous practices within specific historical and social‐ecological contexts and reflect on common barriers to appropriately engaging with Indigenous paradigms and lifeways. Our case studies highlight 3 priorities that can assist the field of wildlife management in achieving the changes necessary to bridge incommensurable worldviews: acknowledging and reconciling historical legacies and their continued power dynamics as part of social‐ecological systems, establishing governance arrangements that move beyond attempts to extract cultural information from communities to integrate Indigenous Knowledges into dominant management paradigms, and engaging in critical reflexivity and reciprocal, accountable relationship building. Implementing these changes will take time and a commitment to processes that may initially feel uncomfortable and unfamiliar but have potential to be transformative. Ethical and culturally appropriate methods to include plural and multivocal perspectives and worldviews on their own terms are needed to transform wildlife management to achieve more effective and just management outcomes for all.

Unpacking the challenges of wildlife governance in community‐based conservation programs to promote human–wildlife coexistence

Abstract:One of the numerous global challenges today is how to promote biodiversity persistence and at the same time reduce poverty and improve livelihoods, especially in multiple‐use landscapes shared by people and wildlife. In such landscapes, where the cost of sharing the landscape with large wildlife can be high, Community Based Natural Resource Management (CBNRM) program is a model promoted to offset negative wildlife impacts. However, such programs, that promote sustainable utilization of wildlife, are not always successful. To better understand how CBNRM governance systems enable or hinder human–wildlife coexistence, I implemented an 11‐weeks participatory co‐learning program in conservancies in the Zambezi region of Namibia. Framing human–wildlife relationships as occurring within complex social–ecological systems, participatory dialogues were used to unpack the system to better understand why human–wildlife conflict remains a challenge after 30 years of CBNRM in Namibia. From listening to communities I identified five key areas requiring improvement: (1) inefficient communication and transfer of information between management and community; (2) lack of policy and process clarity; (3) lack of support, knowledge, resources, and implementation of mitigation measures; (4) lack of accountability by both management and conservancy members; and (5) lack of skills and capacity by both management and conservancy members. To address these problem areas, I propose three key priority actions: (1) harmonize conservancy policies and management practices; (2) improve information flow; and (3) implement an adaptive management mitigation measure program. While this study focused on a small part of Namibia, I expect this methodology and many of the key findings and proposed interventions will be relevant for other areas applying collaborative approaches to improve human–wildlife coexistence.

Biological Interactions and Cooperative Management of Multiple Species

Abstract:Coordinated decision making and actions have become the primary solution for the overexploitation of interacting resources within ecosystems. However, the success of coordinated management is highly sensitive to biological, economic, and social conditions. Here, using a game theoretic framework and a 2-species model that considers various biological relationships (competition, predation, and mutualism), we compute cooperative (or joint) and non-cooperative (or separate) management equilibrium outcomes of the model and investigate the effects of the type and strength of the relationships. We find that cooperation does not always show superiority to non-cooperation in all biological interactions: (1) if and only if resources are involved in high-intensity predation relationships, cooperation can achieve a win-win scenario for ecosystem services and resource diversity; (2) for competitive resources, cooperation realizes higher ecosystem services by sacrificing resource diversity; and (3) for mutual resources, cooperation has no obvious advantage for either ecosystem services or resource evenness but can slightly improve resource abundance. Furthermore, by using a fishery model of the North California Current Marine Ecosystem with 63 species and seven fleets, we demonstrate that the theoretical results can be reproduced in real ecosystems. Therefore, effective ecosystem management should consider the interconnection between stakeholders’ social relationship and resources’ biological relationships.

Abstract:<p>The global environmental change research community that engages with Indigenous knowledge holders commonly practice engagement in an extractive way: knowledge is treated as data that can be aggregated and understood in abstract and universal form. This assumes that knowledge and governance are separate and gives knowledge co-production the appearance of playing an informative and facilitative role in global environmental change governance. But seeking Indigenous knowledge to inform environmental decision-making implies that Indigenous peoples are stakeholders as opposed to self-determining nations with rights and responsibilities regarding their knowledge systems and lands. Indigenous sovereignty is not respected when knowledge is treated as mere data for collective decision-making. This paper brings literatures on knowledge co-production together with Indigenous knowledge, research, and environmental governance to explain why co-production scholars must move away from seeking to better 'integrate' Indigenous knowledges into western science and make way for Indigenous research leadership.</p>

Abstract:labile, the exercise tolerance may be severely limited. The pain is not always immediately relieved by rest, since this relief appears to depend on the return of the heartblock to the resting state. Similarly, the pain may occur at rest with the abrupt slowing of the heart rate due to the onset of heart-block. The history may be very suggestive of an impending cardiac infarction. When the change is from 1: 1 to 2: 1 block a cardiogram will not be helpful between attacks, and the fear that the symptoms are due to an impending cardiac infarction will prevent an exercise test being done. Some of these patients must be undergoing treatment with continuous anticoagulants and unnecessarily running the hazards of this therapy. A 2: 1 block might be missed when alternate P waves are buried in the T waves as in Case 2 (Fig. 2 c). The feeling of panic, probably a manifestation of left ventricular failure (Fowler, 1962), also suggests a psychogenic basis for the symptoms. The symptoms in patients with a transient or changing heart-block vary from typical Stokes-Adams attacks on the one hand to the unrecognized chest pain and other symptoms described here. When chest pain occurs in a patient with heart-block it is assumed to be anginal and the pain and the block are attributed to ischaemic heart disease. Smith and Zoob (1961) have shown that many cases of heart-block in elderly persons are not due to ischaemia, the cause being unknown. One of the four cases described had clinical evidence of coronary artery disease and another had post-mortem proof. But it cannot be assumed that the heart-block in these patients was due to ischaemia. The chest pain was clearly related to the heart-block itself and not to any coronary disease that might also be present. Froment et al. (1959) state that the pain is anginal because of the characteristic features, particularly the relief with trinitroglycerin. The effect of trinitroglycerin is mentioned only in their patient in whom some ischaemic heart disease was found at post-mortem examination. Assuming that the pain is due to decreased coronary blood flow with the onset of heart-block (Starzl et al., 1955), there is no reason to believe that a coronary vasodilator should be beneficial in such a case. Trinitroglycerin may cause the heart-block by accelerating the auricular rate and thereby produce or aggravate the pain as seen in two of the four cases reported here. Similarly, effort angina due to anaemia may be worsened by vasodilators (Fowler, 1962). Evidence that the pain in these patients is not due to cardiac anoxia stems from observations on Case 1. A 2: 1 block produced by slight exertion caused severe symptoms but no ischaemic changes in the cardiogram, whereas later severe exertion producing a definite ischaemic pattern was associated with only slight retrosternal discomfort. The abrupt slowing of the heart at the time of increasing venous return with exercise could lead to distension of the heart. This was considered to be the possible cause of the pain in these patients before discovering that many years ago Pierre Merklen (1908) attributed angina pectoris to sudden left ventricular distension. The other symptoms associated with the chest pain can be attributed to the abrupt slowing of the heart when exercise is increasing the venous return. It has often been shown that adaptation to heart-block occurs so that the working capacity becomes virtually normal (Gilchrist, 1934; Campbell, 1943; Ikkos and Hanson, 1960), but there is no time for adaptation with the transient changes in rate described here. Summary This paper describes the cases of four patients with a syndrome in which chest pain, dyspnoea, palpitations, faintness, weakness of the limbs, and alarm are associated with a transient or increasing heart-block occurring usually on exertion. The symptoms may occur at rest and may be aggravated by trinitroglycerin. This syndrome is probably common, but the symptoms are attributed to a psychoneurosis or an impending cardiac infarction. The diagnosis is confirmed by a cardiogram taken after exercise. Transparency and adaptability aid in realigning the complexity of objectives, approaches, and systems in human-wildlife coexistence research

Abstract:Human-wildlife interactions are situated within dynamic systems, characterized by social and ecological complexity. Human-wildlife coexistence research, however, typically focuses on one component of these systems in isolation. We inadvertently followed this norm while carrying out semi-structured interviews of livestock-owners in Northern Tanzania. As existing literature highlighted that this area was a hotspot for livestock depredation, our research questions focused on human interactions with carnivores. Interestingly, almost three quarters (72%, n = 72 of 100) of study participants independently raised African elephants ( Loxodonta africana ) as presenting the greatest impediments to coexistence. By centering our interviews on carnivores, we omitted vital components of this complex system. To counteract the effects of this oversimplification, we changed our intended analytical process after data collection. Instead of conducting a quantitative analysis of rates of livestock depredation and perceptions of risk posed by a suite of sympatric carnivores, we applied a grounded theory approach to assess interactions across multiple dimensions of this complex system. Through this transparent effort to realign our approaches with the complexity of the study system, we highlight the importance of designing research approaches that effectively reflect the complexities inherent to human-wildlife coexistence.

Abstract:With climate, biodiversity and inequity crises squarely upon us, never has there been a more pressing time to rethink how we conceptualize, understand and manage our relationship with Earth's biodiversity. Here, we describe governance principles of 17 Indigenous Nations from the Northwest Coast of North America used to understand and steward relationships among all components of nature, including humans. We then chart the colonial origins of biodiversity science and use the complex case of sea otter recovery to illuminate how ancestral governance principles can be mobilized to characterize, manage and restore biodiversity in more inclusive, integrative and equitable ways. To enhance environmental sustainability, resilience and social justice amid today's crises, we need to broaden who benefits from and participates in the sciences of biodiversity by expanding the values and methodologies that shape such initiatives. In practice, biodiversity conservation and natural resource management need to shift from centralized, siloed approaches to those that can accommodate plurality in values, objectives, governance systems, legal traditions and ways of knowing. In doing so, developing solutions to our planetary crises becomes a shared responsibility. This article is part of the theme issue ‘Detecting and attributing the causes of biodiversity change: needs, gaps and solutions’.

Abstract:Norwegian protected areas have historically been managed by central, expertise bureaucracy; however, a governance change in 2010 decentralized and delegated the right to manage protected areas to locally elected politicians and elected Sami representatives in newly established National Park Boards. We explore how this new governance change affects adaptive capacity within the reindeer industry, as the reindeer herders are now participating with other users in decision-making processes related to large tracts of protected areas in which they have pasture access. Aspects within adaptive capacity and resilience thinking are useful as complementary dimensions to a social-ecological system framework (Ostrom 2007) in exploring the dynamics of complex adaptive social-ecological systems. The National Park Board provides a novel example of adaptive governance that can foster resilient livelihoods for various groups of actors that depend on protected areas. Data for this paper were gathered primarily through observation in National Park Board meetings, focus groups, and qualitative interviews with reindeer herders and other key stakeholders. We have identified certain aspects of the national park governance that may serve as sources of resilience and adaptive capacity for the natural system and pastoral people that rely on using these areas. The regional National Park Board is as such a critical mechanism that provides an action arena for participation and conflict resolution. However, desired outcomes such as coproduction of knowledge, social learning, and increased adaptive capacity within reindeer husbandry have not been actualized at this time. The challenge with limited scope of action in the National Park Board and a mismatch between what is important for the herders and what is addressed in the National Park Board become important for the success of this management model.

Goose management schemes to resolve conflicts with agriculture: Theory, practice and effects

Abstract:In 2012, the four countries hosting the Svalbard population of pink-footed goose Anser brachyrhynchus along its flyway launched an International Species Management Plan for the population. One of the aims was to reduce conflicts between geese and agriculture to an acceptable level. Since 2006, Norway has offered subsidies to farmers that provide refuge areas for geese on their land. We evaluate the mid-Norwegian goose management subsidy scheme, with a view to its adjustment to prevailing ecological and socio-economic parameters. The analysis indicates that the legitimacy of the scheme is highly dependent on transparency of knowledge management and accountability of management scheme to the farming community. Among farmers, as well as front-line officials, outcomes of prioritisation processes within the scheme are judged unfair when there is an evident mismatch between payments and genuine damage. We suggest how the scheme can be made more fair and responsive to ecological changes, within a framework of adaptive management.

Abstract:Human-wildlife dynamics is a growing field and one of considerable importance to conservation. Wild spaces are in short supply, and consequently wildlife and people increasingly share the landscape, though not necessarily by choice. As a result, peoples’ needs might not be prioritized over those of wildlife, even in cases of human-wildlife conflict. For wildlife conservation to be effective and human-wildlife coexistence possible, the needs of both wildlife and people must be simultaneously addressed. Rather than an afterthought or a sentence in the conservation/management implications section of a paper, community engagement should be addressed before, during, and after a research project. However, this can be a difficult and often complicated task, for multiple reasons. Building relationships founded on trust, respect and reciprocity with community members takes commitment, time, skill, and a willingness by researchers to be open-minded in terms of methodologies and new ideas. Different cultural norms, beliefs, perspectives and biases can further exacerbate these challenges. Here, we share three short case studies reflecting our own research experiences engaging with communities in the field of grizzly bear ( Ursus arctos ) ecology and conservation science. We conclude with guidelines for advancing effective community engagement and suggestions for tackling some common barriers. Overall, we offer considerations for a practical and more holistic approach to large carnivore conservation, established on a foundation of strong community support.

Abstract:There exists an extensive, diverse, and robust evidence base to support complex decisions that address the planetary biodiversity crisis. However, it is generally not sought or used by environmental decision-makers, who instead draw on intuition, experience, or opinion to inform important decisions. Thus, there is a need to examine evidence exchange processes in wildlife management to understand the multiple inputs to decisions. Here, we adopt a novel approach, fuzzy cognitive mapping (FCM), to examine perceptions of individuals from Indigenous and Western governments on the reliability of evidence which may influence freshwater fisheries management decisions in British Columbia, Canada. We facilitated four FCM workshops participants representing Indigenous or Western regulatory/governance groups of fisheries managers. Our results show that flows of evidence to decision-makers occur within a relatively closed governance network, constrained to the few well-connected decision-making organizations (i.e., wildlife management agencies) and their close partners. This implies that increased collaboration (i.e., knowledge co-production) and engagement (i.e., knowledge brokerage) with wildlife managers and decision-makers are needed to produce actionable evidence and increase evidence exchange.

Abstract:Increasingly, fisheries researchers and managers seek or are compelled to "bridge" Indigenous knowledge systems with Western scientific approaches to understanding and governing fisheries. Here, we move beyond the all‐too‐common narrative about integrating or incorporating (too often used as euphemisms for assimilating) other knowledge systems into Western science, instead of building an ethic of knowledge coexistence and complementarity in knowledge generation using Two‐Eyed Seeing as a guiding framework. Two‐Eyed Seeing (Etuaptmumk in Mi'kmaw) embraces "learning to see from one eye with the strengths of Indigenous knowledges and ways of knowing, and from the other eye with the strengths of mainstream knowledges and ways of knowing, and to use both these eyes together, for the benefit of all," as envisaged by Elder Dr. Albert Marshall. In this paper, we examine the notion of knowledge dichotomies and imperatives for knowledge coexistence and draw parallels between Two‐Eyed Seeing and other analogous Indigenous frameworks from around the world. It is set apart from other Indigenous frameworks in its explicit action imperative—central to Two‐Eyed Seeing is the notion that knowledge transforms the holder and that the holder bears a responsibility to act on that knowledge. We explore its operationalization through three Canadian aquatic and fisheries case‐studies that co‐develop questions, document and mobilize knowledge, and co‐produce insights and decisions. We argue that Two‐Eyed Seeing provides a pathway to a plural coexistence, where time‐tested Indigenous knowledge systems can be paired with, not subsumed by, Western scientific insights for an equitable and sustainable future.

Abstract:Scientists, resource managers, and decision‐makers increasingly use knowledge co‐production to guide the stewardship of future landscapes under climate change. This process was applied in the California Central Valley, USA to solve complex conservation problems, where managed wetlands and croplands are flooded between fall and spring to support some of the largest concentrations of shorebirds and waterfowl in the world. We co‐produced scenario narratives, spatially‐explicit flooded waterbird habitat models, data products, and new knowledge about climate adaptation potential. We document our co‐production process, and using the co‐produced models, we ask: "when and where do management actions make a difference?" and "when does climate override these actions?" The outcomes of this process provide lessons learned on how to co‐create usable information and how to increase climate adaptive capacity in a highly managed landscape. We found that: 1) actions to restore wetlands and prioritize their water supply create habitat outcomes resilient to climate change impacts particularly in March, when habitat is most limited, 2) land protection combined with management can increase the ecosystem's resilience to climate change, and 3) the uptake and use of this information was influenced by the roles of different stakeholders, plus rapidly changing water policies, discrepancies in decision‐making time frames, and immediate crises of extreme drought. While a broad stakeholder group contributed knowledge to scenario narratives and model development, to co‐produce usable information, data products were tailored to a small set of decision contexts, leading to fewer stakeholder participants over time. A boundary organization convened stakeholders across a large landscape, and early adopters helped to build legitimacy, yet broad‐scale use of climate adaptation knowledge will depend on state and local policies, engagement with decision‐makers that have legislative and budgetary authority, and the capacity to fit data products to specific decision needs. Disentangling the complexity of human–nature interactions

Abstract:Human–nature interactions have been identified as an important leverage point for achieving sustainability. Processes to recognize, protect, improve and reimagine human–nature interactions will be central to shift the world to more sustainable and equitable pathways and futures. In the context of the interconnected and rapidly changing Anthropocene, work on human–nature interactions must move beyond dominant linear assumptions of a relatively simple and easily and predictably manipulated world to acknowledge and engage with the complex, dynamic, asymmetrical and unequal nature of the interactions connecting people and nature. Based on three key features highlighted by the study of complex social–ecological systems (SES)—that these systems are relational, open and dynamic—we propose three new directions for the study and management of human–nature interactions that can help to acknowledge and disentangle the globally intertwined and dynamic nature of these interactions. These features suggest new directions and foci for sustainability science: the inseparable and relational qualities of the interactions between people and nature; the cross‐scale nature of these relationships; and the continuously evolving and changing form of these relationships. To bridge the gap between the theory of complex, inseparable and unequal human–nature interactions and the reductionist tendencies in research and practice, SES research raises opportunities to connect local action and global learning; to mobilize and develop new cross‐scale and relational capacities to encourage synergies and avoid trade‐offs; and to explore, experiment and learn our way forward onto more sustainable and equitable pathways. Legitimacy, Shared Understanding and Exchange of Resources: Co-managing Lakes Along an Urban-Rural Gradient in Greater Bengaluru Metropolitan Region, India

Abstract:Co-management is increasingly seen as a way forward in natural resource management and collective goods provisioning, especially in the management of urban commons. Co-management entails sharing of power between actors, including elements such as exchange of information and resources as well as changes in regulations favouring the development of common goals among actors. In this paper, we try to understand if and how preconditions of legitimacy, shared understanding and exchange of resources combine to facilitate the co-management of lakes in Greater Bengaluru Metropolitan Region (GBMR), India. To understand these issues, we undertook an exploratory, qualitative analysis of the governance of three lakes located within a single watershed placed along an urban-rural gradient. We provide an exploratory assessment of co-management across the cases situated in diverse contexts, highlighting the importance of heterogeneity of socio-economic settings for co-management of lakes. Community involvement in co-management varies with heterogeneity, correspondingly increasing transaction costs. In urbanising contexts, state actors have started to recognise the political efficacy of non-state actors mobilising knowledge and financial resources for lake management. Involvement of the state custodian and third-sector organisations (NGOs) was found to be crucial in developing and facilitating shared understanding. Deliberation between mutually dependent state and non-state actors was key to overcoming scepticism in order to realign actor perspectives. We highlight that increased acceptance of community participation based on the development of a collective identity and understanding of mutual dependence observed in our urban and rural cases reduced transaction costs and thus enabled co-management.
Adaptive co-management of conservation conflicts – An interactional experiment in the context of German national parks

Abstract:Social-ecological systems are characterized by complexity, uncertainty, and change. Adaptive co-management may help to improve adaptability and resilience and to develop 'no-regret strategies' for a sustainable management. It is a dynamic, inductive, and self-organized process based on social learning and collaboration. In this regard, conservation conflicts, conflicts between humans about wildlife, are a contemporary environmental management issue. Their management may be facilitated through adaptive co-management. However, adaptive co-management typically emerges because of a crisis or changing context and is difficult to be applied intentionally. We hypothesize that it may be possible to lay the ground for an adaptive co-management process by activating stakeholders to interact experimentally without a prescriptive application of adaptive co-management criteria. We examined conservation conflicts in the context of three German national parks, where we triggered interaction between 68 stakeholders in nine moderated focus groups. These were recorded and analyzed. Stakeholders discussed similar conflict issues and conflict management suggestions. Subsequently, we conducted a literature synthesis, resulting in 13 adaptive co-management characteristics, and analyzed concurrencies between these and stakeholders' management suggestions. Management suggestions reflected collaborative, interactional, structural, and practice-oriented adaptive co-management characteristics, while political context, rules, adaptability, learning, and monitoring were underrepresented. These underrepresented adaptive co-management characteristics may be harder to be recognized by stakeholders. An implementation of stakeholder-based management suggestions may prepare the systems for change. However, policy windows and resilience have to be observed, underrepresented characteristics have to be examined, and political context, long-term support, monitoring, and facilitation have to be considered. The approach fosters conservation conflict solution. The results could help protected area managers to further develop a local process. The experiment empowered stakeholders and resulted in case-specific suggestions, backed up by adaptive co-management literature. Research should focus on bridging knowledge between case studies as well as between politics, management, stakeholders, and scientists and on further examining stakeholders' capabilities to develop adaptive co-management approaches.

Abstract:Addressing diffuse agricultural pollution to improve water quality is a socioeconomic, political, and policy challenge worldwide. In New Zealand, catchment load limits are being introduced to regulate nutrient losses from agricultural land. Focused on the South Island region of Canterbury, this article presents an interpretive co-production policy analysis to examine the role of science through modeling in rescaling the knowledge and governance of diffuse pollution. The article assembles a discourse of limits, scientific representations of catchment-scale diffuse pollution, a “fast-track” institutional pathway, and identities of scientists and government as knowledge broker and the community as decision maker. The analysis identifies the paradoxical scripting of “predictable nature” and “uncertain nature” and the enrollment of the future as a governance space essential for resolving water resource conflict. The article illustrates a role for modeling well beyond informing and facilitating environmental decision making to constituting the identities, objects, and spaces of governance.
