A review of potential barriers to the participation of electric vehicles in German balancing markets

Abstract:As conventional flexibility providers are gradually being replaced by variable renewable energies and electricity demand keeps rising, additional flexibility will become increasingly valuable for the power system. Meanwhile, new sources of flexibility known as distributed energy resources are starting to emerge. Among them electric vehicles have a promising potential to provide short-term frequency-control services. However their integration into balancing markets faces various barriers. Based on the existing literature, this paper aims at identifying which potential barriers exist in the case of the participation of electric vehicles in German balancing markets.

What problem does this paper attempt to address?
The paper aims to explore the potential barriers for Electric Vehicles (EVs) to participate in the German electricity balancing market. As renewable energy gradually replaces traditional flexible power sources and electricity demand continues to grow, the need for additional flexibility in the power system is increasing. At the same time, Distributed Energy Resources (DERs) are emerging as new sources of flexibility, among which electric vehicles are considered to have great potential to provide short-term frequency control services due to their technical characteristics. However, integrating electric vehicles into the balancing market faces multiple obstacles. Through a literature review, the paper identifies these barriers and focuses on the issues encountered when providing Frequency Containment Reserves (FCR) and Frequency Restoration Reserves (FRR) in the German balancing market. Specifically, the paper discusses regulatory, market access, economic, and technical barriers, and introduces the concept of behavioral barriers, such as range anxiety, which refers to the concern of EV owners that participating in the balancing process will reduce the vehicle's range. Overall, the paper attempts to provide insights into the integration barriers of electric vehicles in the German balancing market by analyzing existing literature and to offer references for future research and policy-making.
