Abstract:This study assesses Japan's emission pathways aimed at net-zero emissions by 2050, as implied by the Paris Agreement's global climate goal of pursuing efforts to limit the temperature rise to 1.5 °C. Based on a scenario analysis performed using AIM/Enduse [Japan], Japan's energy supply sector requires a radical transformation, including reliance on carbon dioxide removal options such as bioenergy with carbon capture and storage (BECCS) to attain net-zero emissions by 2050 without substantial social changes. By contrast, the gap between the 1.5 and 2 °C scenarios is relatively moderate in demand sectors. The building sector may need to be decarbonized even in the 2 °C case, whereas the transportation sector will face additional challenges, such as electrification and penetration of biofuel, in the 1.5 °C case. Reaching net-zero emissions by 2050 is a huge challenge, since the price of carbon in the net-zero emissions case increases by a factor of four or five over that in the 2 °C case. Moreover, the absence of early action as well as limited use of low-carbon energies would considerably add to the burden. Given these challenges and uncertainties, the potential of other mitigation options, such as drastic social change, large-scale afforestation and international emissions trading, merits consideration.

Abstract:Abstract The first draft scenario toward net zero greenhouse gas (GHG) emissions by 2050 for the material cycles and waste management sector was presented by the Ministry of the Environment, Japan in August 2021. The details of the future GHG emission estimation used to create the draft scenario are described in this document. For multiple scenarios where more aggressive measures, such as carbon capture, utilization, and storage (CCUS), were included in addition to business-as-usual and the current policy continuity scenario, future GHG emissions were estimated as the sum of the products of activities and emission factors indicating changes in measures between scenarios. The estimation outcomes demonstrated that future GHG emissions from the solid waste management sector could be anticipated to be zero or even negative when material conversion to biomass, primarily for plastics, recycling to raw materials, and installation of CCUS at incineration facilities are assumed. Extensions of prior plans are not enough to reach the goal of net zero emissions, according to the measures necessary and the volume and pace of their implementation suggested in this study. Stakeholders should collaborate with great ambition.

Abstract:Japan’s INDC toward post-2020 greenhouse gas (GHG) emission reductions is at the level of a reduction of 26% by fiscal year (FY) 2030 compared to FY2013 (18% reduction compared to FY1990). After the accident of the Fukushima Daiichi nuclear power station in 2011, the GHG emission in Japan soared due to the increase of the power generation by the fossil fuel-powered station. However, in 2014, GHG emission declined due to the decrease of electricity consumption and improvement of the CO2 intensity and power generation. Current governmental energy/climate policy, which becomes the basis of the INDC, requires the industry sector to implement less energy conservation and GHG emission reduction measures compared to other sectors such as commercial, transport and household, which may result in the introduction of the specific policy such as carbon pricing to those sectors. Prioritization of nuclear power and coal-fired power as base-load power-generation technologies is also the characteristics of the current governmental policy. Since the framework to control the coal-fired power plants is voluntary in nature and the future of the nuclear power is uncertain, there is a possibility that Japan cannot achieve the INDC targets. In that case, Japan will rely on the international credits such as from the Joint Crediting Mechanism (JCM).

Abstract:Japan's sixth Strategic Energy Plan mentions that carbon dioxide capture and storage (CCS) is one of the important options to achieve carbon neutrality by 2050; however, the technology faces significant uncertainties regarding its potential and costs. This study quantifies the impact of CCS uncertainties on Japan's net-zero energy mix using an energy system optimization model. The simulation results show that CO2 storage availability largely affects the optimal energy choice in the entire energy sector, including the electricity and all end-use sectors. Future CCS implementation would determine the penetration of net-zero emission fuels, such as hydrogen and synthetic fuels. The results also imply that CCS is crucial in curbing Japan's emission reduction costs. Marginal CO2 abatement cost in 2050 surges to 1717 USD/tCO2 in a limited CCS case (injecting 10 MtCO2/year in 2050), tripling from that of a higher CCS case (504 USD/tCO2 when injecting 200 MtCO2/year in 2050). An additional analysis of CCS costs confirms that CCS can be economically attractive even in a high CCS cost case. The results of this study can provide scientific insights into the design of country- and corporate-level energy strategies.

Abstract:Japan aims to contribute to an 80% reduction of global emissions by 2050 and has accordingly set policies to promote the acceleration of technological development for Carbon Capture and Storage. The first pilot project began operation in 2016 to demonstrate the viability and reliability of Carbon Capture and Storage. However, there are challenges faced today of a technological, social, and economic nature, leading to uncertainty in future energy scenarios. To evaluate the opportunities and challenges of further development and expansion of Carbon Capture and Storage, this paper uses a TIMES (The Integrated MARKAL-Efom System) code generator and identifies four potential scenarios: base, low penetration, high penetration, and carbon tax scenario. In the base scenario, no CO 2 is delivered to the reservoir, while in the low and high penetration scenarios, 1.62% and 22% CO 2 are absorbed, respectively, but it is not enough to reach Japan's target. The use of carbon taxes, however, achieved a greater CO 2 reduction of 53%. The results of this research are useful for informing policymakers in the energy sector toward sustainable development. Overall, it provides valuable insights into the potential of Carbon Capture and Storage to mitigate climate change.

Abstract:Depopulation, aging, and regional decline are becoming increasingly serious issues in Japan's hilly and mountainous areas. Focusing on mitigating environmental damage and envisioning a sustainable future for these regions, this study examines the potential for reducing CO2 emissions in the residential and transportation sectors by 2050. Bottom-up simulations were used to estimate CO2 emissions. Subsequently, six decarbonization scenarios were formulated, considering various measures from the perspectives of population distribution and technological progress. Based on these scenarios, this study analyzes changes in future population, energy consumption, and CO2 emissions by 2050. The results of this study show the following. (1) Depopulation and aging problems in these regions are expected to become more severe in the future. It is necessary to take action to promote sustainable regional development. (2) Pursuing decarbonization has a positive impact on enhancing regional sustainability; however, maintaining the intensity of measures at the current level could lead to a reduction of only 40% in CO2 emissions per capita by 2050 compared with 2020. (3) Scenarios that strengthen decarbonization measures could achieve a reduction of over 95% by 2050, indicating that carbon neutrality is attainable. However, this will require implementing measures at a higher intensity, especially in the transportation sector.

Abstract:In Japan, the National Intended Determined Contributions (INDCs) towards post-2020 GHG emission reductions indicates a reduction of 26.0% is expected by the fiscal year 2030. However, regional emissions allowances have not been fully discussed based on Japan's INDCs target, which considers the regional socio-economic features. Given this, this study points out a soft-path for a fair and efficient quota allocation by proposing an integrated bilevel equilibrium model within a hierarchical structure consisting of the national government and 47 prefectural governments. This proposed model can be changed into a single level solvable equilibrium model, which can be solved by Particle Swarm Optimization (PSO) method. The major findings show that Hokkaido, Tokyo and Osaka were allowed the largest emissions quotas, while Tottori, Saga and Okinawa had the lowest emissions quotas. And the equity is necessary to be considered along with improving the emissions efficiency when reallocating carbon emission quotas, otherwise, the initiative to reduce emissions will not take place in prefectures with higher efficiency performance. Based on the findings, energy policy implications can be generated based on the above quantitative analysis to form a fair and efficient emission quota system at a sub-national level.
Assessing the optimal contributions of renewables and carbon capture and storage toward carbon neutrality by 2050

Abstract:Building on the carbon reduction targets agreed in the Paris Agreements, many nations have renewed their efforts toward achieving carbon neutrality by the year 2050. In line with this ambitious goal, nations are seeking to understand the appropriate combination of technologies which will enable the required reductions in such a way that they are appealing to investors. Around the globe, solar and wind power lead in terms of renewable energy deployment, while carbon capture and storage (CCS) is scaling up toward making a significant contribution to deep carbon cuts. Using Japan as a case study nation, this research proposes a linear optimization modeling approach to identify the potential contributions of renewables and CCS toward maximizing carbon reduction and identifying their economic merits over time. Results identify that the combination of these three technologies could enable a carbon dioxide emission reduction of between 55 and 67 percent in the energy sector by 2050 depending on resilience levels and CCS deployment regimes. Further reductions are likely to emerge with increased carbon pricing over time.

Abstract:Despite the recent increase in vehicle electrification, the transport sector remains a major contributor to the rise in global CO 2 emissions. Using dynamic product lifecycle (LC) models, we analyzed the relationship between LC-CO 2 emissions and the proportion of electric vehicle (EV) sales in Japan, where the introduction of EVs could increase LC-CO 2 emissions. We considered the contributions of vehicle fuel efficiency and vehicle lifetime to LC-CO 2 emissions under three scenarios—changes in sales, improvements in fuel efficiency, and changes in vehicle lifetimes. Our findings show that promoting EVs and decarbonization in the electricity sector will decrease CO 2 emissions during the driving phase. However, even if the energy mix follows the net zero emission target, emissions from the vehicle manufacturing phase will largely remain, and the manufacturing emissions from electric will account for over 50% of the total emissions in 2050, even when the vehicle lifetime is extended by 5 years. Although the decarbonization of the power sector and vehicle electrification are important steps toward reducing LC-CO 2 emissions, they are insufficient. Thus, to reduce LC-CO 2 emissions, including those from the manufacturing phase, the Japanese government needs to focus on decarbonizing the supply chain and extending vehicle lifetime, especially that of EVs, as well as reducing driving phase emissions.

Abstract:Japan has lagged behind other developed nations in transitioning its transportation sector to sustainable energy sources. This study employs the Low Emissions Analysis Platform (LEAP) model to examine six scenarios, assessing energy consumption and emissions associated with four major energy sources and pollutants. Our findings reveal an overall decline in total energy consumption across all scenarios. Notably, the Combined scenario where multiple policies are integrated demonstrates the most significant reduction, with a 56% decrease compared to the Business as Usual (BAU) scenario by 2050. The analysis also indicates that the electricity and hydrogen demand for Electric Vehicles (EVs) and Fuel Cell Vehicles (FCVs) remains economically viable within future strategic plans. Emissions, including CO2, Carbon Monoxide (CO), Methane (CH4), and Nitrous Oxide (N2O), exhibit substantial reductions, particularly under the Active Promotion Scenario (APS), where a high EV adoption rate is achieved. Moreover, the Combined scenario resulting in a comprehensive and integrated approach, leads to a remarkable 66% decrease in emissions. These results serve as valuable reference points for the Japanese government, aiding in the formulation of future targets for widespread EV adoption and emission standards for pollutants.

Abstract:Because transport in the port hinterlands heavily depends on roads with negative externalities, much social interest has been in modal shifts (MSs) to rail and shipping with lower environmental impact. Currently, leading industry sectors to ambitiously embrace technological innovations to decarbonize—consequently, in line with these changes, the significance of MSs should change; however, no previous studies have comprehensively presented the overall CO 2 emissions and transport mode shares for future regional cargo transport. This paper presents a scenario analysis of CO 2 emission reductions in the Japanese domestic hinterland of international maritime container transport based on future scenarios of technological innovation and change in shipper behavior. The simulation results using the global logistics intermodal network simulation model showed that up to 87% CO 2 reduction is possible, and the primary driver for this is technological innovation. Moreover, the significance of MSs fluctuates depending on the advancement of technological innovation, suggesting that MSs hold a degree of import as a decarbonization measure during the transitional phase toward carbon neutrality (CN) as technological innovation advances. The results of this study, which fluctuated considerably by scenario and timing, have policy implications with respect to the path to be followed toward CN, including whether to promote MSs.

Abstract:Mitigation pathways are critical in achieving carbon neutrality. However, currently most analyses of carbon neutral scenarios are based on solving for macroeconomic costs and optimal energy sharing. However, it remains unclear how the contribution of energy from each of the various technologies and their interactions, change over time. To address this, this study presents an improved "Glocal" Century Energy Environment Planning (G-CEEP) model, with embedded energy technology modules, evaluate different mitigation pathways. The approach introduced here provides a more nuanced understanding of how a broad range of measures can be evaluated at each step. Based on these findings, although it may be challenging, communities can achieve carbon neutrality by using different measures during different stages. Interestingly, although there is consensus that renewable energy sources contribute the most to decarbonization, communities need to engage in discussion about how to utilize renewable energy. Furthermore, imported energy sources could become the dominant clean energy source for 2022–2028, providing a transition between low-cost on-site energy sources and high-cost technologies based on biomass and hydrogen. And implementation of hydrogen- and biomass- based sources requires the window period for establishing a supply chain and reducing costs.

A Study of Long-term Energy-mix Optimization Model: A Case Study in Japan

Abstract:There is a strong need to reduce greenhouse gas emissions to deal with climate change. In the power sector, changing the power generation method in the medium and long term is needed to reduce greenhouse gas emissions. This paper proposes a long-term energy-mix optimization mod-el to obtain the process of carbon neutrality in the power system. The proposed model models power supply and demand at an hourly granularity and determines the generation capacity that minimizes the long-term energy supply cost. Compared with the models proposed in previous studies, the proposed model can determine the installed capacity to maintain the balance of power supply and demand by adding the capacity of regulation reserve required by fluctuations in the output of variable renewable energy as a constraint condition. A Japan energy mix calculation is reported as a case study of the proposed model. This model can clarify the roadmap to achieving each country's emission reduction target and support the government's decision-making.

Configuration of Materially Retained Carbon in Our Society: A WIO-MFA-Based Approach for Japan

Abstract:To achieve the goals of Paris Agreement, global society is directing much effort in substantially reducing greenhouse gas (GHG) emissions. In addition to energy-related efforts, prevention of carbon release into the atmosphere with carbon capture and storage (CCS) and/or utilization of biomass resources is considered indispensable to achieving the global objective. In this study, considering carbon-containing goods as carbon reservoirs in our society similar to forests and reservoirs enabling CCS, the flow of materially utilized carbon was quantified by input-output-based material flow analysis (IO-MFA). As a result, in 2011, 6.3 Mt-C of petroleum-derived carbon and 7.9 Mt-C of wood-derived carbon were introduced to the Japanese society as end-use products (e.g., automobiles and constructions) in various forms (e.g., plastics and synthetic rubbers). The total amount (14.2 Mt-C) corresponded to 4.1% (52.1 Mt-CO2) of annual CO2 emission in Japan in 2011. Subsequently, by referring to the technology that can treat carbon in the target forms in end-of-life products, the recoverability of carbon as a material has been discussed with respect to each form and end-use of carbon. By numerically showing the necessity and potential of implementing appropriate technologies, this study provides scientific direction for policymakers to establish a quality carbon cycle in our society.

Abstract:Under the Kyoto Protocol, Japan was supposed to reduce six percent of the Greenhouse Gas (GHG) emission. However, in the year 2012, the statistics suggested that the GHG emission increased 9% compared with the year 1990. Even with the leading energy saving technologies and a lot of experience on handling with environmental issues, Japan still could not meet the target set by Kyoto Protocol. The demonstration area of “smart community” suggests Japanese exploration for low carbon strategies. It is the shift toward the emphasis on the GHG emission control in civil sector. The Japanese version of smart communities also suggests the promotion on the use of renewable and untapped energy resource as well as the collaborative energy to be used in the district level. Much more important than the technology itself, the concept of smart community in Japan makes the community and the city as a whole, setting up a system of cooperation between the industry, government and residents. Taking the city of Kitakyushu as case study, this paper introduces the current development of smart community in Japan, focusing on analyzing its potential and challenges.

Abstract:As the realization of carbon neutrality has been a main assignment for coping with the global climate change, it became necessary to analyze upcoming changes in electricity mix with economic and technical viewpoints. This paper presents a newly-developed simulation model that reflects the daily intermittency of renewable energy by applying daily average power supply-demand patterns for each season. Also, the paper provides an economic analysis in the viewpoint of investment cost, annual cost and power generation cost by utilizing the calculations from the simulation model. Four scenarios are selected for the analyses, one based on the Korean Government's 2050 Carbon Neutrality Scenario and three Nuclear Power Build-up scenarios, which are newly suggested by the authors. The simulation results show that the increase of nuclear energy from 5.7% of Government's Scenario to 37.7% of the proposed Nuclear Power Build-up Scenario leads to the decrease of about 635 billion US in annual cost; with reduction in the increase of 2050 expected generation cost from 3.1 to 1.6 times compared with the referenced 2021 average cost. Further, this study has significance in performing the economic analysis with the expected daily power supply-demand patterns in 2050.

Abstract:China's leadership has announced its aim to achieve carbon neutrality at the national level by 2060. Recent statements clarify that the country's pledge applies to all greenhouse gases. This review examines the extent to which current policies and institutions would need to evolve to support deep decarbonization in the world's largest emitting nation. First, we describe the landscape of policies related to climate change mitigation, focusing on planning targets, command-and-control policies, and market-based instruments. Second, we discuss the institutional landscape in the energy sector and identify changes that could improve the effectiveness of climate policies. Third and finally, we discuss how international action in the realms of climate negotiations, trade, and technological innovation could help clear the path to the 2060 goal. Our policy review illustrates how market-based elements are increasingly being incorporated into existing command-and-control policies or layered on top of them. This approach may be most successful if it can generate influential beneficiaries early on while reducing expected costs over time.

Abstract:Japan is firmly committed to transitioning to a low‐carbon economy to address climate change. This research focuses on the role of innovation and governance in achieving carbon neutrality among Japanese companies listed on the Tokyo Stock Exchange from 2017 to 2023, particularly in all carbon dioxide‐contributing sectors. Through multivariate statistics, regression modeling, and quantitative literature analysis, we provide robust evidence of the relationship among innovation, governance, and carbon neutrality. The findings highlight the importance of fostering a sustainability‐oriented culture to drive sustainable innovation and achieve carbon neutrality. We compared the environmental, social, and governance (ESG) and governance to expand our scope. Its results underscore the significance of strong corporate governance in facilitating sustainable initiatives. A robustness test is included to finalize that the samples have avoided endogeneity. These findings demonstrate a positive outlook for Japan's future emissions reduction.

CO2 Emissions from Blade Waste Treatments under Wind Power Scenario in Japan from 2021 to 2100

Abstract:Wind power generation has been introduced to reduce carbon emissions; however, recycling or recovering the waste of wind blades, which contain fibre-reinforced plastic, is difficult. Converting the recovered materials for secondary use is also difficult owing to the decreased strength and low material value. Many countries, including Japan, have not considered the future energy and CO2 emission scenarios, particularly CO2 emissions from wind blade waste. Based on these scenarios, Japan has planned to introduce large amounts of onshore/offshore wind power generation through 2050. Therefore, we aimed to evaluate quantitatively the total amount of waste and the global warming potential (GWP) from multiple blade waste treatment processes. Based on the average lifetime of blades (20–25 years), we found that the GWP of wind blade waste treatment in Japan may reach a maximum of 197.3–232.4 MtCO2eq by 2060–2065. Based on this lifetime, the wind blade treatment in 2050 accounted for 63.9–80.1% of the total greenhouse gas emissions in 2050. We also showed that the rise in CO2 emissions from the wind blade wastes would make up 82.5–93.6% of the potential reduction in the GWP, which is achievable by shifting from thermal to wind power generation.
