Abstract:Physical artificial intelligence can prove to be one of the most important challenges of the artificial intelligence. The governance of physical artificial intelligence would define its responsible intelligent application in the society.

The paper aims to explore the governance framework of Physical Artificial Intelligence (PAI) and raises some key issues. Specifically:

1. **Concept Expansion**: The paper first expands the concept of PAI, not limited to robotic systems but also including multiple fields such as the Internet of Things (IoT), autonomous vehicles, agriculture, healthcare, and logistics.

2. **Classification Definition**: PAI is divided into two categories—Independent PAI and Distributed PAI. The former refers to a single intelligent device or robot, while the latter involves systems where multiple networked devices work collaboratively over a larger area.

3. **Governance Challenges**: Due to PAI's extensive perception and interaction with the real world, it brings numerous governance challenges. These issues include but are not limited to:
- **Existential Issues**: Regulatory challenges faced when deploying PAI in different regions.
- **Data Organization Issues**: Multi-source data from the physical world increases the complexity of information integration.
- **Imbalanced Disciplinary Development**: The development of PAI relies on advancements in multiple disciplines such as materials science, mechanical engineering, chemistry, biology, and computer science. Any lag in one discipline may limit overall progress.
- **Social Acceptance**: The widespread application of PAI may lead to increased unemployment rates, widened income gaps, and reduced privacy spaces.
