Abstract:Internet usage has increased quickly, particularly in the previous decade. With the widespread use of the internet, cybercrime is growing at an alarming rate in our daily lives. However, with the growth of artificial intelligence (AI), businesses are concentrating more on preventing cybercrime. AI is becoming an essential component of every business, affecting individuals worldwide. Cybercrime is one of the most prominent domains where AI has begun demonstrating valuable inputs. As a result, AI is being deployed as the first line of defense in most firms' systems. Because AI can detect new assaults faster than humans, it is the best alternative for constructing better protection against cybercrime. AI technologies also offer more significant potential in the development of such technology. This paper discusses recent cyber intrusions and how the AI-enabled industry is preparing to defend itself in the long run.

Abstract:Abstract Due to information technology development and its industrial adaptation, the dilemmas so far specific to philosophical speculations and science-fiction literature and films have become the real problems of the contemporary world. On one hand, these issues are related to an unprecedented scale on which computational algorithms are currently used as well as a level of complexity of mutual connections; on the other hand, these are linked to their autonomous behavior. States, industry, and users themselves demand formulation of understandable ethical categories and determination of transparency standards and legal norms for these algorithms’ functioning in the near future.

Abstract:Abstract Sovereignty and strategic autonomy are felt to be at risk today, being threatened by the forces of rising international tensions, disruptive digital transformations and explosive growth of cybersecurity incidents. The combination of AI and cybersecurity is at the sharp edge of this development and raises many ethical questions and dilemmas. In this commentary, I analyse how we can understand the ethics of AI and cybersecurity in relation to sovereignty and strategic autonomy. The analysis is followed by policy recommendations, some of which may appear to be controversial, such as the strategic use of ethics. I conclude with a reflection on underlying concepts as an invitation for further research. The goal is to inspire policy-makers, academics and business strategists in their work, and to be an input for public debate.

Abstract:Recent advances in artificial intelligence (AI) have lead to an explosion of multimedia applications (e.g., computer vision (CV) and natural language processing (NLP)) for different domains such as commercial, industrial, and intelligence. In particular, the use of AI applications in a national security environment is often problematic because the opaque nature of the systems leads to an inability for a human to understand how the results came about. A reliance on 'black boxes' to generate predictions and inform decisions is potentially disastrous. This paper explores how the application of standards during each stage of the development of an AI system deployed and used in a national security environment would help enable trust. Specifically, we focus on the standards outlined in Intelligence Community Directive 203 (Analytic Standards) to subject machine outputs to the same rigorous standards as analysis performed by humans.

Abstract:The current challenge with defense against cyberattacks is that the speed and quantity of threats often outpace human-centered cyber defense capabilities. That is why a new Artificial Intelligence driven approach may enhance the effectiveness of security controls. However, it can also be used by adversaries to create more sophisticated and adaptable attack mechanisms. Distinguishing three key AI capabilities (knowledge acquisition, human-like perception and decision making), the goal of this paper is to assert where within the cyber kill chain have AI capabilities already been applied, and which phase holds the greatest near-term potential given recent developments and publications. Based on literature review, authors see the strongest potential for deploying AI capabilities during the reconnaissance, intrusion, privilege escalation and data exfiltration steps of the cyber kill chain with other uses being deployed in the remaining steps.

Abstract:With the turmoil in cybersecurity and the mind-blowing advances in AI, it is only natural that cybersecurity practitioners consider further employing learning techniques to help secure their organizations and improve the efficiency of their security operation centers. But with great fears come great opportunities for both the good and the evil, and a myriad of bad deals. This paper discusses ten issues in cybersecurity that hopefully will make it easier for practitioners to ask detailed questions about what they want from an AI system in their cybersecurity operations. We draw on the state of the art to provide factual arguments for a discussion on well-established AI in cybersecurity issues, including the current scope of AI and its application to cybersecurity, the impact of privacy concerns on the cybersecurity data that can be collected and shared externally to the organization, how an AI decision can be explained to the person running the operations center, and the implications of the adversarial nature of cybersecurity in the learning techniques. We then discuss the use of AI by attackers on a level playing field including several issues in an AI battlefield, and an AI perspective on the old cat-and-mouse game including how the adversary may assess your AI power.

Abstract:In April 2021, the Commission published a draft proposal for a regulation on artificial intelligence (AI) systems aimed at striking a balance between the market need for a competitive and dynamic ecosystem and the need to minimise risks to the safety and fundamental rights of users and citizens. Among the set of obligations that apply to high-risk AI technologies, the AI Act includes a specific provision addressing the security and robustness of AI systems. This provision overlaps with existing legislation addressing cybersecurity, namely the certification process defined in Regulation 2019/881 on the European Union Agency for Cybersecurity and on information and communication technology cybersecurity certification. Although the AI Act hints at a possible path towards mutual recognition of certifications, a deeper analysis of the provisions and a comparison between the underlying features of the certification mechanisms show that the different approaches adopted in the two acts may undermine the goal of certification mechanisms as trust-enhancing and transparency instruments. As a result, this paper provides evidence of the missed opportunity for the AIA proposal to link and coordinate in a more structured way with the cybersecurity framework.

Abstract:In July 2022, the Center for Security and Emerging Technology (CSET) at Georgetown University and the Program on Geopolitics, Technology, and Governance at the Stanford Cyber Policy Center convened a workshop of experts to examine the relationship between vulnerabilities in artificial intelligence systems and more traditional types of software vulnerabilities. Topics discussed included the extent to which AI vulnerabilities can be handled under standard cybersecurity processes, the barriers currently preventing the accurate sharing of information about AI vulnerabilities, legal issues associated with adversarial attacks on AI systems, and potential areas where government support could improve AI vulnerability management and mitigation. This report is meant to accomplish two things. First, it provides a high-level discussion of AI vulnerabilities, including the ways in which they are disanalogous to other types of vulnerabilities, and the current state of affairs regarding information sharing and legal oversight of AI vulnerabilities. Second, it attempts to articulate broad recommendations as endorsed by the majority of participants at the workshop.

Abstract:This article examines the interplay between artificial intelligence (AI) and cybersecurity in light of future regulatory requirements on the security of AI systems, specifically focusing on the robustness of high-risk AI systems against cyberattacks in the context of the European Union's AI Act. The paper identifies and analyses three challenges to achieve compliance of AI systems with the cybersecurity requirement: accounting for the diversity and the complexity of AI technologies, assessing AI-specific risks, and developing secure-by-design AI systems. The contribution of the article consists in providing an overview of AI cybersecurity practices and identifying gaps in current approaches to security conformity assessment for AI systems. Our analysis highlights the unique vulnerabilities present in AI systems and the absence of established cybersecurity practices tailored to these systems, and emphasises the need for continuous alignment between legal requirements and technological capabilities, acknowledging the necessity for further research and development to address the challenges. It concludes that comprehensive cybersecurity practices must evolve to accommodate the unique aspects of AI, with a collaborative effort from various sectors to ensure effective implementation and standardisation.

Principles of Legislative Regulation of Artificial Intelligence in the USA and Its Impact on the Development of the Technology Sector

Abstract:The subject of the study is a set of norms defining the principles of legislative regulation of public relations related to the development, deployment and implementation of artificial intelligence technologies in the United States. It is indicated that this country is the undisputed leader in all indicators of the development of this industry, and therefore the experience of legal regulation of this state deserves a comprehensive analysis. The strategic documents of the last decade are analyzed: the National Strategic Plan for the Development of Artificial Intelligence, 2016, the National Artificial Intelligence Research and Development Strategic Plan, 2019, updated in 2023. Five principles of the advisory "Blueprint for an AI Bill of Rights" are disclosed: safe and effective systems; algorithmic discrimination protections; data privacy; notice and explanation; human alternatives, consideration, and fallback. It is noted that there are voluntary commitments made by US technology companies to comply with the principles of ensuring safe, secure, and trustworthy artificial intelligence. The Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence in 2023, based on eight guiding principles and policy priorities of his administration in promoting and managing the development and use of artificial intelligence, has been studied. The content of the AI Risk Management Framework is disclosed: validity, dependability, security, resiliency, improved privacy, transparency, accountability, interpretability, explicability, fairness with zero negative biases. It is concluded that a comprehensive strategy for the legal regulation of public relations regarding the use of artificial intelligence in the United States has not yet been formed, but fundamental principles have been laid down in this country, allowing at least to declare to American citizens that the authorities are taking measures to protect their rights and freedoms.

Abstract:Science, Technology and Society, Ahead of Print. In June 2023, the Nishan Dialogue on Digital Civilisation of the World Internet Conference was held in China. At this conference, China proposed for the first time, in the era of artificial intelligence (AI), to build a digital world of exchange, mutual appreciation and tolerance, hoping to gather the wisdom of the internet community and seek the governance of digital civilisation. In recent years, with the rapid development and wide recognition of AI technology, how to solve the AI ethical issues generally faced by the international community has become the focus of attention. By analysing the current status of AI ethics and governance in the United States and the European Union, and comparing it with China's development in recent years, this article further advances the exploration of Chinese solutions to the global ethical governance of AI. On this basis, it responds positively to the call of the United Nations and international organisations to explore solutions to the four main realities of: (a) phenomenon of alienation of labour competition brought about by AI technology; (b) infringement of the subject's personal privacy and impact on the ethics of responsibility for awareness and undermining of social fairness; (c) justice to seek a path of avoidance for collaborative governance from government supervision, public constraints, technology; and (d) sound mechanisms, which can actively promote global AI ethics.

Automation enhances diplomatic communication and data processing, freeing diplomats to focus on strategic decisions. Abstract:Currently, technologies are actively shaping and intensifying the time of implementation of artificial intelligence (AI) systems, while at the same time the so-called soft skills that employers are looking for in future employees are becoming increasingly important. Thus, in today's situation, we have the possibility to use automatons and robots that successfully replace humans in many tasks, while at the same time there is a need to create teams based on such qualities as empathy, communication, ingenuity, intelligence and, above all, humanism, whose importance in creating a business perspective cannot be overestimated. The aim of this article is to analyse the research problem in case of social robots and the probable legal status of artificial intelligence in the future. The article will discuss the differences between artificial intelligence versus artificial consciousness. AI poses societal challenges, it is currently undergoing a number of important developments, and the law must be rapidly changed. Firstly, the difference between artificial intelligence and artificial consciousness is attempted to be demystified. Subsequently, the analysis of current legal status of Artificial Intelligence in EU will be conducted. Cyberspace and the Internet revolutionised human life. It brings benefits, but also hitherto unknown risks. However, this is an inherent problem of human development. Every new technology, every new invention has its advantages, but also disadvantages. It would seem that autonomous systems, using artificial intelligence, are a panacea for such problems. Perhaps so, but the security of cyberspace depends on a variety of factors that are sometimes beyond our control or, from another perspective, we ourselves create the threat, inspire it intentionally or through inadequacies, ignorance, and negligence.

Undoubtedly, one of the significant challenges is the development and application of deep learning. Scientific research in Artificial Intelligence will be accompanied by intensive development of computer vision, convolutional networks and virtual, augmented and mixed reality. In the future, everything digital will be able to fall prey to counterfeiters. The essence and functioning of related Deepfake tools are explained and described in the paper. The development of Artificial Intelligence will result in a wide and versatile application of Biometrics. The paper describes the prospective areas of its use and draws attention to the problems associated with the construction of the oversized databases necessary for this purpose. In the era of a society characteristic of the development of the fourth industrial revolution, theway and means of automobile transportation and the necessary infrastructure will be radically transformed - autonomous vehicles will appear. The paper describes all levels of reference relating to the scope of control of an autonomous vehicle. Effective use of Artificial Intelligence solutions will not be possible without computers with enormous computing power. Theemergence of quantum computers will certainly solve this problem. The essence of quantum computer functioning is described in the next chapter. Artificial Intelligence can successfully perform many tasks better than humans. This will make Artificial Intelligence take on a huge economic value. Positions will be lost for both physical and mental workers. The question then becomes, where are we? Which professions can take over Artificial Intelligence and which ones will not move? What is the future of work done by humans? These issues are addressed in Chapter 9. The prospect of widespread and comprehensive use of Artificial Intelligence solutions will raise the following question, with respect to both humans and society. Can Artificial Intelligence optimize our happiness? The answer to such a question is not an easy one. The paper attempts to answer it. In the age of Robotics and Artificial Intelligence, we will be accompanied by, revolutionary changes in the way humans of entire societies function. There will be an urgent need to define a neweconomic model. Issues clarifying the nature and importance of the essential components of the said model are addressed in this work. Solutions and use of Artificial Intelligence are often accompanied by various kinds of failures. These can have many causes. Abstract:Both national security and information security are closely associated with and connected to the emerging field of artificial intelligence. In this regard, following the presumed axioms of the anticipated proliferation of AI systems within modern society and its expected widespread implementation in vital public and private institutions and furthermore the extensive application of AI systems within personal data processing, possible threats to national and information security within the European Union - with an emphasis on Poland and the Polish legal system – are explored. On the basis of an overview of the theoretical basis of the concepts of national and information security and artificial intelligence, the emergence of AI within personal data processing in the context of the GDPR legal framework is discussed. At least one potential conflict between the implications of the hypothetical scenario of the emergence of the so-called strong form of artificial intelligence and both the Polish data privacy legal framework (based, inter alia, on the GDPR) and the Polish information security is being identified in this context. The academic article draws the conclusion that the emergence of so-called “strong AI” may lead to a number of real and probable threats to the system of personal data protection and information security in Poland (and possibly in other EU Member States as well). The paper finally concludes by outlining and discussing the negative impact of the identified conflict, in particular on Polish information security, and calls for efforts to address these issues in future studies in the academic literature.
