Abstract:The change of the Kronecker structure of a matrix pencil perturbed by another pencil of rank one has been characterized in terms of the homogeneous invariant factors and the chains of column and row minimal indices of the initial and the perturbed pencils. We obtain here a new characterization in terms of the homogeneous invariant factors and the conjugate partitions of the corresponding chains of column and row minimal indices of both pencils. We also define the generalized Weyr characteristic of an arbitrary matrix pencil and obtain bounds for the change of it when the pencil is perturbed by another pencil of rank one. The results improve known results on the problem, hold for arbitrary perturbation pencils of rank one, and for any algebraically closed field.

What problem does this paper attempt to address?
The paper is primarily dedicated to addressing the problem of Weyr characteristic changes in matrix pencils under rank-1 perturbations. Specifically, the authors have made contributions in the following areas: 1. **Proposing a new representation**: The paper introduces a new method to describe the changes in the Kronecker structure of matrix pencils after being subjected to rank-1 perturbations. This method is based on homogeneous invariant factors and the conjugate partitions of the corresponding column and row minimal index chains. 2. **Extending Weyr characteristics**: The paper defines generalized Weyr characteristics for arbitrary matrix pencils and provides boundary conditions for the changes in these characteristics when the matrix pencils undergo rank-1 perturbations. 3. **Improving existing results**: These results improve upon previous research on this problem, applying to rank-1 perturbed pencils over any algebraically closed field and being effective for all types of matrix pencils. Through this work, the paper provides new theoretical foundations and technical tools for understanding and analyzing the structural changes of matrix pencils under specific types of perturbations.
