Abstract:The enlargement of the European Union to new countries in 2004 launched mechanisms supporting the development of various social and economic areas, as well as levelling the differences between the Community members in these areas. This article focuses on the insurance sector. Its main purpose is to analyze the development and similarity of the insurance markets of old and new members of the European Union after the enlargement in 2004.

The problem that this paper attempts to solve is to analyze the similarities and development paths of the insurance markets between old and new member states after the EU expansion in 2004. Specifically, the research aims to explore the following issues: 1. **Impact of EU Expansion**: Did the EU expansion in 2004 have an impact on the insurance markets of old and new member states? What is the extent of this impact? 2. **Market Similarities**: In which aspects are the insurance markets of old and new member states similar or different? Do these similarities and differences change over time? 3. **Market Development Paths**: What are the development paths of the insurance markets of old and new member states in different years (2005, 2009, 2015, and 2018) after 2004? Is there a convergence phenomenon? To answer these questions, the author uses a variety of statistical methods, including Hellwig's development measure and clustering analysis methods (such as Ward's method, k - means method, and PAM method), to analyze and compare the characteristics of insurance markets in different countries. These characteristics include indicators such as population size, GDP, number of insurance companies, total assets, total premiums for life and non - life insurance, penetration rate, density index, and market concentration. Through these analyses, the paper hopes to reveal the development differences and similarities between old and new member states in the insurance market after the EU expansion and evaluate the effectiveness of EU integration policies.
