Abstract:By classic results in social choice theory, any reasonable preferential voting method sometimes gives individuals an incentive to report an insincere preference. The extent to which different voting methods are more or less resistant to such strategic manipulation has become a key consideration for comparing voting methods. Here we measure resistance to manipulation by whether neural networks of varying sizes can learn to profitably manipulate a given voting method in expectation, given different types of limited information about how other voters will vote. We trained over 70,000 neural networks of 26 sizes to manipulate against 8 different voting methods, under 6 types of limited information, in committee-sized elections with 5-21 voters and 3-6 candidates. We find that some voting methods, such as Borda, are highly manipulable by networks with limited information, while others, such as Instant Runoff, are not, despite being quite profitably manipulated by an ideal manipulator with full information. For the two probability models for elections that we use, the overall least manipulable of the 8 methods we study are Condorcet methods, namely Minimax and Split Cycle.

An Empirical Study of the Manipulability of Single Transferable Voting

Abstract:Voting is a simple mechanism to combine together the preferences of multiple agents. Agents may try to manipulate the result of voting by mis-reporting their preferences. One barrier that might exist to such manipulation is computational complexity. In particular, it has been shown that it is NP-hard to compute how to manipulate a number of different voting rules. However, NP-hardness only bounds the worst-case complexity. Recent theoretical results suggest that manipulation may often be easy in practice. In this paper, we study empirically the manipulability of single transferable voting (STV) to determine if computational complexity is really a barrier to manipulation. STV was one of the first voting rules shown to be NP-hard. It also appears one of the harder voting rules to manipulate. We sample a number of distributions of votes including uniform and real world elections. In almost every election in our experiments, it was easy to compute how a single agent could manipulate the election or to prove that manipulation by a single agent was impossible.

Abstract:Most analyses of manipulation of voting schemes have adopted two assumptions that greatly diminish their practical import. First, it is usually assumed that the manipulators have full knowledge of the votes of the nonmanipulating agents. Second, analysis tends to focus on the probability of manipulation rather than its impact on the social choice objective (e.g., social welfare). We relax both of these assumptions by analyzing optimal Bayesian manipulation strategies when the manipulators have only partial probabilistic information about nonmanipulator votes, and assessing the expected loss in social welfare (in the broad sense of the term). We present a general optimization framework for the derivation of optimal manipulation strategies given arbitrary voting rules and distributions over preferences. We theoretically and empirically analyze the optimal manipulability of some popular voting rules using distributions and real data sets that go well beyond the common, but unrealistic, impartial culture assumption. We also shed light on the stark difference between the loss in social welfare and the probability of manipulation by showing that even when manipulation is likely, impact to social welfare is slight (and often negligible).

Abstract:Considering voting rules based on evaluation inputs rather than preference rankings modifies the paradigm of probabilistic studies of voting procedures. This article proposes several simulation models for generating evaluation-based voting inputs. These models can cope with dependent and non identical marginal distributions of the evaluations received by the candidates. A last part is devoted to fitting these models to real data sets.

Abstract:For many voting rules, it is NP-hard to compute a successful manipulation. However, NP-hardness only bounds the worst-case complexity. Recent theoretical results suggest that manipulation may often be easy in practice. We study empirically the cost of manipulating the single transferable vote (STV) rule. This was one of the first rules shown to be NP-hard to manipulate. It also appears to be one of the harder rules to manipulate since it involves multiple rounds and since, unlike many other rules, it is NP-hard for a single agent to manipulate without weights on the votes or uncertainty about how the other agents have voted. In almost every election in our experiments, it was easy to compute how a single agent could manipulate the election or to prove that manipulation by a single agent was impossible. It remains an interesting open question if manipulation by a coalition of agents is hard to compute in practice.

Abstract:Several elections run in the last years have been characterized by attempts to manipulate the result of the election through the diffusion of fake or malicious news over social networks. This problem has been recognized as a critical issue for the robustness of our democracy. Analyzing and understanding how such manipulations may occur is crucial to the design of effective countermeasures to these practices. Many studies have observed that, in general, to design an optimal manipulation is usually a computationally hard task. Nevertheless, literature on bribery in voting and election manipulation has frequently observed that most hardness results melt down when one focuses on the setting of (nearly) single-peaked agents, i.e., when each voter has a preferred candidate (usually, the one closer to her own belief) and preferences of remaining candidates are inversely proportional to the distance between the candidate position and the voter's belief. Unfortunately, no such analysis has been done for election manipulations run in social networks. In this work, we try to close this gap: specifically, we consider a setting for election manipulation that naturally raises (nearly) single-peaked preferences, and we evaluate the complexity of election manipulation problem in this setting: while most of the hardness and approximation results still hold, we will show that single-peaked preferences allow to design simple, efficient and effective heuristics for election manipulation.

Complexity of Conformant Election Manipulation

Abstract:It is important to study how strategic agents can affect the outcome of an election. There has been a long line of research in the computational study of elections on the complexity of manipulative actions such as manipulation and bribery. These problems model scenarios such as voters casting strategic votes and agents campaigning for voters to change their votes to make a desired candidate win. A common assumption is that the preferences of the voters follow the structure of a domain restriction such as single peakedness, and so manipulators only consider votes that also satisfy this restriction. We introduce the model where the preferences of the voters define their own restriction and strategic actions must ``conform'' by using only these votes. In this model, the election after manipulation will retain common domain restrictions. We explore the computational complexity of conformant manipulative actions and we discuss how conformant manipulative actions relate to other manipulative actions.

Exploring Weak Strategy-Proofness in Voting Theory

Abstract:Voting is the aggregation of individual preferences in order to select a winning alternative. Selection of a winner is accomplished via a voting rule, e.g., rank-order voting, majority rule, plurality rule, approval voting. Which voting rule should be used? In social choice theory, desirable properties of voting rules are expressed as axioms to be satisfied. This thesis focuses on axioms concerning strategic manipulation by voters. Sometimes, voters may intentionally misstate their true preferences in order to alter the outcome for their own advantage. For example, in plurality rule, if a voter knows that their top-choice candidate will lose, then they might instead vote for their second-choice candidate just to avoid an even less desirable result. When no coalition of voters can strategically manipulate, then the voting rule is said to satisfy the axiom of Strategy-Proofness. A less restrictive axiom is Weak Strategy-Proofness (as defined by Dasgupta and Maskin (2019)), which allows for strategic manipulation by all but the smallest coalitions. Under certain intuitive conditions, Dasgupta and Maskin (2019) proved that the only voting rules satisfying Strategy-Proofness are rank-order voting and majority rule. In my thesis, I generalize their result, by proving that rank-order voting and majority rule are surprisingly still the only voting rules satisfying Weak Strategy-Proofness.

Abstract:A negotiating team is a group of two or more agents who join together as a single negotiating party because they share a common goal related to the negotiation. Since a negotiating team is composed of several stakeholders, represented as a single negotiating party, there is need for a voting rule for the team to reach decisions. In this paper, we investigate the problem of strategic voting in the context of negotiating teams. Specifically, we present a polynomial-time algorithm that finds a manipulation for a single voter when using a positional scoring rule. We show that the problem is still tractable when there is a coalition of manipulators that uses a x-approval rule. The coalitional manipulation problem becomes computationally hard when using Borda, but we provide a polynomial-time algorithm with the following guarantee: given a manipulable instance with k manipulators, the algorithm finds a successful manipulation with at most one additional manipulator. Our results hold for both constructive and destructive manipulations.

Abstract:The Coalitional Manipulation problem has been studied extensively in the literature for many voting rules. However, most studies have focused on the complete information setting, wherein the manipulators know the votes of the non-manipulators. While this assumption is reasonable for purposes of showing intractability, it is unrealistic for algorithmic considerations. In most real-world scenarios, it is impractical to assume that the manipulators to have accurate knowledge of all the other votes. In this work, we investigate manipulation with incomplete information. In our framework, the manipulators know a partial order for each voter that is consistent with the true preference of that voter. In this setting, we formulate three natural computational notions of manipulation, namely weak, opportunistic, and strong manipulation. We say that an extension of a partial order is viable if there exists a manipulative vote for that extension. We propose the following notions of manipulation when manipulators have incomplete information about the votes of other voters. 1. Weak Manipulation: the manipulators seek to vote in a way that makes their preferred candidate win in at least one extension of the partial votes of the non-manipulators. 2. Opportunistic Manipulation: the manipulators seek to vote in a way that makes their preferred candidate win in every viable extension of the partial votes of the non-manipulators. 3. Strong Manipulation: the manipulators seek to vote in a way that makes their preferred candidate win in every extension of the partial votes of the non-manipulators. We consider several scenarios for which the traditional manipulation problems are easy (for instance, Borda with a single manipulator). For many of them, the corresponding manipulative questions that we propose turn out to be computationally intractable. Our hardness results often hold even when very little information is missing, or in other words, even when the instances are very close to the complete information setting. Our results show that the impact of paucity of information on the computational complexity of manipulation crucially depends on the notion of manipulation under consideration. Our overall conclusion is that computational hardness continues to be a valid obstruction to manipulation, in the context of a more realistic model.

Abstract:We consider the problem of manipulation of elections using positional voting rules under Impartial Culture voter behaviour. We consider both the logical possibility of coalitional manipulation, and the number of voters that must be recruited to form a manipulating coalition. It is shown that the manipulation problem may be well approximated by a very simple linear program in two variables. This permits a comparative analysis of the asymptotic (large-population) manipulability of the various rules. It is seen that the manipulation resistance of positional rules with 5 or 6 (or more) candidates is quite different from the more commonly analyzed 3- and 4-candidate cases.

Abstract:These are lecture notes written at the University of Zurich during spring 2014 and spring 2015. The first part of the notes gives an introduction to probability theory. It explains the notion of random events and random variables, probability measures, expectation, distributions, characteristic function, independence of random variables, types of convergence and limit theorems. The first part is separated into two different chapters. The first chapter is about combinatorial aspects of probability theory and the second chapter is the actual introduction to probability theory, which contains the modern probability language. The second part covers conditional expectations, martingales and Markov chains, which are easily accessible after reading the first part. The chapters are exactly covered in this order and go into some more details of the respective topic.

Abstract:We model voting behaviour in the multi-group setting of a two-tier voting system using sequences of de Finetti measures. Our model is defined by using the de Finetti representation of a probability measure (i.e. as a mixture of conditionally independent probability measures) describing voting behaviour. The de Finetti measure describes the interaction between voters and possible outside influences on them. We assume that for each population size there is a (potentially) different de Finetti measure, and as the population grows, the sequence of de Finetti measures converges weakly to the Dirac measure at the origin, representing a tendency toward weakening social cohesion as the population grows large. The resulting model covers a wide variety of behaviour, ranging from independent voting in the limit under fast convergence, a critical convergence speed with its own pattern of behaviour, to a subcritical convergence speed which yields a model in line with empirical evidence of real-world voting data, contrary to previous probabilistic models used in the study of voting. These models can be used, e.g., to study the problem of optimal voting weights in two-tier voting systems.

The Impact of a Coalition: Assessing the Likelihood of Voter Influence in Large Elections

Abstract:For centuries, it has been widely believed that the influence of a small coalition of voters is negligible in a large election. Consequently, there is a large body of literature on characterizing the likelihood for an election to be influenced when the votes follow certain distributions, especially the likelihood of being manipulable by a single voter under the i.i.d. uniform distribution, known as the Impartial Culture (IC). In this paper, we extend previous studies in three aspects: (1) we propose a more general semi-random model, where a distribution adversary chooses a worst-case distribution and then a contamination adversary modifies up to $\psi$ portion of the data, (2) we consider many coalitional influence problems, including coalitional manipulation, margin of victory, and various vote controls and bribery, and (3) we consider arbitrary and variable coalition size $B$. Our main theorem provides asymptotically tight bounds on the semi-random likelihood of the existence of a size-$B$ coalition that can successfully influence the election under a wide range of voting rules. Applications of the main theorem and its proof techniques resolve long-standing open questions about the likelihood of coalitional manipulability under IC, by showing that the likelihood is $\Theta\left(\min\left\{\frac{B}{\sqrt n}, 1\right\}\right)$ for many commonly-studied voting rules. The main technical contribution is a characterization of the semi-random likelihood for a Poisson multinomial variable (PMV) to be unstable, which we believe to be a general and useful technique with independent interest.

Things we can learn by considering random locally symmetric manifolds

Abstract:In recent years various results about locally symmetric manifolds were proven using probabilistic approaches. One of the approaches is to consider random manifolds by associating a probability measure to the space of discrete subgroups of the isometry Lie group. The main goals are to prove results about deterministic groups and manifolds by considering appropriate measures. In this overview paper we describe several such results, observing the evolution process of the measures involved. Starting with a result whose proof considered finitely supported measures (more precisely, measures supported on finitely many conjugacy classes) and proceeding with results which were outcome of the successful and popular theory of IRS (invariant random subgroups). In the last couple of years the theory has expanded to SRS (stationary random subgroups) allowing to deal with a lot more problems and establish stronger results. In the last section we shall review a very recent (yet unpublished) result whose proof make use of random subgroups which are not even stationary.

The probability of casting a pivotal vote in an Instant Runoff Voting election

Abstract:I derive the probability that a vote cast in an Instant Runoff Voting election will change the election winner. I phrase that probability in terms of the candidates' expected vote totals, and then I estimate its magnitude for different distributions of voter preferences. The result is very similar to the probability of casting a pivotal vote in a Single-Member District Plurality election, which suggests that Instant Runoff Voting does not actually increase or decrease voters' incentives to vote strategically. The derivation uncovers a counter-intuitive phenomenon that I call "indirect pivotality", in which a voter can cause one candidate to win by ranking some other candidate on their ballot.

The Complexity of Manipulating $k$-Approval Elections

Abstract:An important problem in computational social choice theory is the complexity of undesirable behavior among agents, such as control, manipulation, and bribery in election systems. These kinds of voting strategies are often tempting at the individual level but disastrous for the agents as a whole. Creating election systems where the determination of such strategies is difficult is thus an important goal. An interesting set of elections is that of scoring protocols. Previous work in this area has demonstrated the complexity of misuse in cases involving a fixed number of candidates, and of specific election systems on unbounded number of candidates such as Borda. In contrast, we take the first step in generalizing the results of computational complexity of election misuse to cases of infinitely many scoring protocols on an unbounded number of candidates. Interesting families of systems include $k$-approval and $k$-veto elections, in which voters distinguish $k$ candidates from the candidate set. Our main result is to partition the problems of these families based on their complexity. We do so by showing they are polynomial-time computable, NP-hard, or polynomial-time equivalent to another problem of interest. We also demonstrate a surprising connection between manipulation in election systems and some graph theory problems.

On the Robustness of Democratic Electoral Processes to Computational Propaganda

Abstract:There is growing evidence of systematic attempts to influence democratic elections by controlled and digitally organized dissemination of fake news. This raises the question of the intrinsic robustness of democratic electoral processes against external influences. Particularly interesting is to identify the social characteristics of a voter population that renders it more resilient against opinion manipulation. Equally important is to determine which of the existing democratic electoral systems is more robust to external influences. Here we construct a mathematical electoral model to address these two questions. We find that, not unexpectedly, biased electorates with clear-cut elections are overall quite resilient against opinion manipulations, because inverting the election outcome requires to change the opinion of many voters. More interesting are unbiased or weakly biased electorates with close elections. We find that such populations are more resilient against opinion manipulations (i) if they are less polarized and (ii) when voters interact more with each other, regardless of their opinion differences, and that (iii) electoral systems based on proportional representation are generally the most robust. Our model qualitatively captures the volatility of the US House of Representatives elections. We take this as a solid validation of our approach.
