Abstract:We present an architectural alternative to global digital platforms termed grassroots, designed to serve the social, economic, civic, and political needs of local digital communities, as well as their federation. Grassroots platforms may offer local communities an alternative to global digital platforms while operating solely on the smartphones of their members, forsaking any global resources other than the network itself. Such communities may form digital economies without initial capital or external credit, exercise sovereign democratic governance, and federate, ultimately resulting in the grassroots formation of a global digital democracy.

Abstract:The Internet revolution of democracy, which will transform earthly representative democracies by employing the communication and collaboration capabilities of the Internet, has yet to come. Here, we enlist the wisdom of our forefathers to lead the way. By consulting the 1789 Declaration of the Rights of Man and of the Citizen, we distill core values of democracy and derive from them requirements for the foundations of e-democracy. How to Think about Cyber Sovereignty: the Case of China

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:While the physical lives of many of us are in democracies (one person, one vote - e.g., the EU and the US), our digital lives are mostly in autocracies (one person, all votes - e.g., Facebook). Cryptocurrencies promise liberation but stop short, at plutocracy (one coin, one vote). What would it take for us to live our digital lives in a digital democracy? This paper offers a vision, a theoretical framework, and an architecture for a grassroots network of autonomous, people-owned, people-operated, and people-governed digital communities, namely a grassroots democratic metaverse. It also charts a roadmap towards realizing it, and identifies unexplored territory for further research.

Abstract:In the current architecture of the Internet, there is a strong asymmetry in terms of power between the entities that gather and process personal data (e.g., major Internet companies, telecom operators, cloud providers, ...) and the individuals from which this personal data is issued. In particular, individuals have no choice but to blindly trust that these entities will respect their privacy and protect their personal data. In this position paper, we address this issue by proposing an utopian crypto-democracy model based on existing scientific achievements from the field of cryptography. More precisely, our main objective is to show that cryptographic primitives, including in particular secure multiparty computation, offer a practical solution to protect privacy while minimizing the trust assumptions. In the crypto-democracy envisioned, individuals do not have to trust a single physical entity with their personal data but rather their data is distributed among several institutions. Together these institutions form a virtual entity called the Trustworthy that is responsible for the storage of this data but which can also compute on it (provided first that all the institutions agree on this). Finally, we also propose a realistic proof-of-concept of the Trustworthy, in which the roles of institutions are played by universities. This proof-of-concept would have an important impact in demonstrating the possibilities offered by the crypto-democracy paradigm.

Abstract:Digital sovereignty—the exercise of control over the internet—is the ambition of the world’s leaders, from Australia to Zimbabwe, a bulwark against both foreign state and foreign corporation. Governments have resoundingly answered first-generation internet law questions of who if anyone should regulate the internet—they all will. We now confront second generation questions—not whether, but how to regulate the internet. We argue that digital sovereignty is simultaneously a necessary incident of democratic governance and democracy’s dreaded antagonist. As international law scholar Louis Henkin taught us, sovereignty can insulate a government’s worst ills from foreign intrusion. Assertions of digital sovereignty, in particular, are often double-edged—useful both to protect citizens and to control them. Digital sovereignty can magnify the government’s powers by making legible behaviors that were previously invisible to the state. Thus, the same rule can be used to safeguard or repress--a feature that legislators across the Global North and South should anticipate by careful checks and balances.

Abstract:Global digital governance has been rising in response to a dual process of globalization and digitalization. Serving the innovation and application of digital technologies, global digital governance requires global cooperation to achieve economic benefits and cope with digital transformation challenges, covering issues, such as the Internet, digital tax, and trans-border data flow. The extant literature fails to answer why these challenges have been getting intense in recent decades and why the global governance responses to them may vary in different ways. This study argues that the transformation from protective immunity of digital platforms to Techlash against big tech triggered the rapid development of global digital governance. Following the paradigm shift argument, the paper further proposes an integrated framework to analyze the characteristics of the new model to explain the heterogeneity across global digital governance issues. The major constituent elements of this framework include the nature of the global commons (comedy or tragedy), global power structure (decentralized or centralized), and the governance regime (technocracy or democracy). This study applies the framework to analyze three cases of global digital governance issues and demonstrates its analytical power.

Abstract:Sovereign cryptocurrencies are a digital means for turning mutual trust into liquidity. Their purpose is to provide a foundation for a grassroots digital economy. (Informally, a distributed system is grassroots if it can have autonomous, independently-deployed instances -- geographically and over time -- that can interoperate once interconnected.) Their coins are units of debt that can be issued digitally by anyone -- people, communities, corporations, banks, municipalities and governments -- and traded by anyone. With sovereign cryptocurrencies, independent local digital economies can emerge without initial capital or external credit, and gradually merge into a global digital economy. As each sovereign provides for the economic and computational integrity of its own cryptocurrency, the needs of a distributed implementation of sovereign cryptocurrencies are comparatively modest -- grassroots dissemination and simple local computations. Importantly, it does not require expensive all-to-all communication and synchronization protocols such as blockchain consensus, Byzantine Atomic Broadcast, or Reliable Broadcast, nor even all-to-all dissemination. In this paper we introduce the principles that underlie sovereign cryptocurrencies; elaborate economic scenarios derived from these principles; specify the Sovereign Cryptocurrencies protocol formally via multiagent transition systems; provide it with an implementation by a grassroots dissemination protocol; prove the implementation correct, fault-resilient and grassroots; which entails that the Sovereign Cryptocurrencies protocol is grassroots.

Abstract:Cryptocurrencies came to the world in the recent decade and attempted to offer a new order where the financial system is not governed by a centralized entity, and where you have complete control over your account without the need to trust strangers (governments and banks above all). However, cryptocurrency systems face many challenges that prevent them from being used as an everyday coin. In this paper we attempt to take one step forward by introducing a cryptocurrency system that has many important properties. Perhaps the most revolutionary property is its deterministic operation over a fully asynchronous communication network, which has sometimes been mistakenly considered to be impossible. By avoiding any temporal assumptions, we get a system that is robust against arbitrary delays in the network, and whose latency is only a function of the actual communication delay. The presented system is based on familiar concepts $-$ banking and democracy. Our banks, just like normal banks, keep their clients' money and perform their clients' requests. However, because of the cryptographic scheme, your bank cannot do anything in your account without your permission and its entire operation is transparent so you don't have to trust it blindly. The democracy means that every operation performed by the banks (e.g., committing a client transaction) has to be accepted by a majority of the coin holders, in a way that resembles representative democracy where the banks are the representatives and where each client implicitly delegates his voting power (the sum of money in his account) to his bank. A client can switch banks at any moment, by simply applying a corresponding request to the new bank of his choice.

The essay explores a variety of tools available and explores the history of democracy, modern experiments with democracy and how these tools might support democracy. The essay also explores concerns as these new tools emerge. These issues include concerns such as privacy and the societally negative use of these tools by corporations, totalitarian regimes and terrorists.

Abstract:Cryptocurrencies are a digital medium of exchange with decentralized control that renders the community operating the cryptocurrency its sovereign. Leading cryptocurrencies use proof-of-work or proof-of-stake to reach consensus, thus are inherently plutocratic. This plutocracy is reflected not only in control over execution, but also in the distribution of new wealth, giving rise to ``rich get richer'' phenomena. Here, we explore the possibility of an alternative digital currency that is egalitarian in control and just in the distribution of created wealth. Such currencies can form and grow in grassroots and sybil-resilient way. A single currency community can achieve distributive justice by egalitarian coin minting, whereby each member mints one coin at every time step. Egalitarian minting results, in the limit, in the dilution of any inherited assets and in each member having an equal share of the minted currency, adjusted by the relative productivity of the members. Our main theorem shows that a currency network, where agents can be members of more than one currency community, can achieve distributive justice globally across the network by joint egalitarian minting, whereby each agent mints one coin in only one community at each timestep. Specifically, we show that a sufficiently large intersection between two communities -- relative to the gap in their productivity -- will cause the exchange rates between their currencies to converge to 1:1, resulting in global distributive justice.

Abstract:With the world's largest number of netizens, China has been engaged in the ever more intense global competition for cyber governance over the past decade. Based on some preliminary studies, this article discusses China's position, approach and contribution to global cyber governance, as well as the understanding gap on major issues between China and developed countries in the cyber arena. In the past decade, China has made significant contributions to the reform of global cyber governance utilizing a "patch-work" approach, and it will try to play a more active role as a constructive participant in global cyber governance while enhancing its own cyber capacity. Unlike many developed countries that advocate "Internet freedom," China will continue to uphold the principle of cyber sovereignty. Yet in the meantime, China will try to work with other countries to build a " Community of Shared Future in Cyberspace," in order to promote freedom, democracy and transparency in cyberspace in an incremental, stable and reasonable way.

Abstract:Intense interest abounds regarding the Internet's potential to contribute to, or assume primary responsibility for, a new era of participatory democracy and revitalization of the public sphere. Metaphors of the American frontier inform much of the debate and policy making surrounding these ideas. As its use gradually expands into middle‐income groups, lower‐income groups and non‐English speakers, the Internet could encourage participatory democracy in a revitalized public sphere, but only if governments are cooperative ‐ a fairly unlikely prospect. This article reviews certain promising aspects of the Internet, as a site for a revitalised public sphere, including interactive capabilities and capacity to promulgate expanded ranges of views.

Abstract:Blockchain, Smart Contracts and Distributed Ledger Technology (DLT) are being touted to revolutionise digital services - through decentralisation. Cryptocurrencies, self-sovereign identities, decentralised certificate registries, and transparent voting systems are but a few applications which promise to empower endusers and provide assurances that neither data nor the associated computational logic have been tampered with. Decentralisation, disintermediation, transparency, verifiability, auditability, openness, inclusion, tamper-proof, immutability are just some of the buzz words that continue to be swung around in the promotion of the benefits brought about by Blockchain-based systems to the users. The rhetoric used creates parallels between the features brought about through blockchains and values that many try to uphold, for example honesty, openness, transparency, teamwork and unchanging truth. In this paper a number of blockchain applications aimed at supporting initiatives for common good are highlighted. This is followed by a discussion on technology de/centralisation and a thought experiment used to raise questions regarding the use of decentralised technology in terms of social implications.

Abstract:The Global Brain is a leading hypothesis explaining the current evolution of the human system. Recent multidisciplinary research at the Global Brain Institute has laid a potential framework for thinking about the future of human society within the context of the emergence of a global brain this century. In this article, I outline the theory of challenge propagation and explain how this theory can help us formulate an empirical understanding of the future of individual and collective human experience with a global brain. This includes a prescriptive and predictive analysis of the future of governance and religion. The article invites discussion as well as critical and constructive feedback as its sole purpose is to stimulate a decentralized discussion that will help us all better understand the future of human organization in the twenty-first century.
Computational Diplomacy: How "hackathons for good" feed a participatory future for multilateralism in the digital age

Abstract:This article explores the role of hackathons for good in building a community of software and hardware developers focused on addressing global SDG challenges. We theorise this movement as computational diplomacy: a decentralised, participatory process for digital governance that leverages collective intelligence to tackle major global issues. Analysing Devpost and GitHub data reveals that 30% of hackathons since 2010 have addressed SDG topics, employing diverse technologies to create innovative solutions. Hackathons serve as crucial kairos moments, sparking innovation bursts that drive both immediate project outcomes and long-term production. We propose that these events harness the neurobiological basis of human cooperation and empathy, fostering a collective sense of purpose and reducing interpersonal prejudice. This bottom-up approach to digital governance integrates software development, human collective intelligence, and collective action, creating a dynamic model for transformative change. By leveraging kairos moments, computational diplomacy promotes a more inclusive and effective model for digital multilateral governance of the future.

Abstract:What is the connection between modern democratic thought and globalization? This article examines the rationale behind the present crisis of democracy. It demonstrates that the problem facing modern democratic thought has less to do with the asymmetries associated with the forces of globalization and more to do with an asymmetry within popular sovereignty itself: the fact that the boundaries of democracy cannot themselves be democratically legitimated. By making this argument the article seeks to move beyond the contemporary opposition between nationalism and cosmopolitanism. It shows that the appeal to globalization among contemporary political theorists to a large extent is analogous to the appeal to the nation during the French Revolution.

Abstract:Though successive generations of digital technology have become increasingly powerful in the past twenty years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This essay argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the U.S., this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity.

Abstract:We propose a research initiative to explore and evaluate end-user technology, infrastructure, business imperatives, and regulatory policy to support the privacy, dignity, and market power of individual persons in the context of the emerging digital economy. Our work shall take a "system-level" approach to the design of technology and policy, considering the outcomes associated with the implementation and deployment of systems consisting of operational infrastructure, policies, and protocols for humans and computers alike. We seek to define and evaluate a set of approaches to the design and implementation of systems whose features specifically support the rights and market power of individual persons and local organisations, for the explicit goal of supporting truly consensual trust relationships and empowering local communities and organisations.
