Abstract:Digital platforms have emerged as engines of innovation for companies to build complementary products and services in the ecosystems leveraged by the remarkable progress in digital technologies. However, the implementation of governance mechanisms to manage complementary innovation in digital platform ecosystems remains poorly understood. This study explores how digital platform owners implement governance mechanisms to manage complementary innovation along with the evolution of digital platforms. Based on the longitudinal case analysis of a leading Chinese digital platform in the Internet of Things sector, we identify four major governance mechanisms in digital platform ecosystems for managing complementors, which include agreement and rules, selective promotion, joint problem solving, and socialisation. We then develop two governance modes: the 'commanding' mode for mobilising complementors in the start-up stage and the 'enabling' mode for locking in complementors in the scale-up stage. This study reveals the major governance mechanisms and interaction dynamics between governance mechanisms and platform architecture in the evolution of digital platforms.

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:By reviewing lawsuits against Alibaba, this article explores the evolving model of platform governance that expresses and constitutes the historical political economy of China’s Internet at large. It outlines the significance of platform immunity in legal cases and conceptualizes the construct as a common carrier of governance registering cross-scale, cross-unit, and cross-context concordance and discordance. Beyond the censorship imaginary that has conventionally defined China’s Internet governance, the article ultimately reveals a model of fragmented governance: a model that encompasses many moving parts, legal and administrative, authoritarian and mercantile, and across disjointed issue areas from speech to digital trade, from copyright to trademark—a model that sustains platform immunity as a common carrier, keeps alive power struggles among collective interests, makes haphazard institutional tweaking, and repeats regulatory compromises.

Abstract:Global digital governance has been rising in response to a dual process of globalization and digitalization. Serving the innovation and application of digital technologies, global digital governance requires global cooperation to achieve economic benefits and cope with digital transformation challenges, covering issues, such as the Internet, digital tax, and trans-border data flow. The extant literature fails to answer why these challenges have been getting intense in recent decades and why the global governance responses to them may vary in different ways. This study argues that the transformation from protective immunity of digital platforms to Techlash against big tech triggered the rapid development of global digital governance. Following the paradigm shift argument, the paper further proposes an integrated framework to analyze the characteristics of the new model to explain the heterogeneity across global digital governance issues. The major constituent elements of this framework include the nature of the global commons (comedy or tragedy), global power structure (decentralized or centralized), and the governance regime (technocracy or democracy). This study applies the framework to analyze three cases of global digital governance issues and demonstrates its analytical power.

Abstract:This study aims to examine China's approach to the cyber governance, especially the discourse of Internet information, through a detailed investigation of the Provision on Ecological Governance of Internet Information Content. The findings in this study indicate that China's approach to the governance of Internet information possesses the following essential features: the clarification of the dialectical relationship between Internet freedom and order, the unification of carrying forward positive energy and restraining negative information, the people-oriented and bottom-up participatory approach to the ecological governance of Internet information, as well as the strictly prohibitive conducts of three key administrative counterparts. The underlying reasons for choosing such an ecological path to regulate the Internet information can be attributed to China's national configuration, including its political system, cultural tradition, status quo of the Internet development, and the pervasive cybersecurity challenges facing its society. It is thus argued that the governance of Internet information, characteristic of spatiality, can merely be construed within specific socio-political and cultural contexts. Albeit the spatiality of the governance of the Internet information, China's approach can serve as a model for other nations to develop their own governance discourses pertaining to the Internet information. This study aims not only to unpack the Chinese discourse of the ecological governance of Internet information but also to provide useful insights into the discourse and practices of global cyber governance.

Abstract:Digital sovereignty—the exercise of control over the internet—is the ambition of the world’s leaders, from Australia to Zimbabwe, a bulwark against both foreign state and foreign corporation. Governments have resoundingly answered first-generation internet law questions of who if anyone should regulate the internet—they all will. We now confront second generation questions—not whether, but how to regulate the internet. We argue that digital sovereignty is simultaneously a necessary incident of democratic governance and democracy’s dreaded antagonist. As international law scholar Louis Henkin taught us, sovereignty can insulate a government’s worst ills from foreign intrusion. Assertions of digital sovereignty, in particular, are often double-edged—useful both to protect citizens and to control them. Digital sovereignty can magnify the government’s powers by making legible behaviors that were previously invisible to the state. Thus, the same rule can be used to safeguard or repress--a feature that legislators across the Global North and South should anticipate by careful checks and balances.

Abstract:The standards development organization’s (SDO) role in Internet governance is notable given its central place in society. The bulk of decision-making for the Internet takes place in technical standards fora, such as the Internet Engineering Task Force (IETF) and World Wide Web Consortium (W3C), which have no formal state or public sector body membership. Recent years have seen a significant degree of spill-over of highly politicized policy areas such as data protection, digital rights management, security, and bandwidth and spectrum to SDOs, policies which were formerly domains of the nation state. SDOs are grappling with the efficiency of cloud storage, limits of spectrum use, and autonomy and management of devices. Security questions abound as demonstrated by the Cambridge Analytica scandal and Snowden revelations. The book breaks new ground by exploring decision-making within SDOs. It provides an invaluable insight into a world, which, although highly technical, affects the way in which citizens live and work on a daily basis. The work stands out from existing literature on Internet governance, which focuses on international organizations such as the United Nations (UN), the Internet Governance Forum (IGF), and the Internet Corporation for Assigned Names and Numbers (ICANN). As such, it adds significantly to the trajectory of research that explores the relationship between politics and protocols. It explains the interplay between different interests and whether civil society and other actors are able to defend and promote citizens’ rights within SDOs. As such, it contributes to knowledge about how the public interest is promoted.

Abstract:China’s Internet governance is not immutable, nor is it dominated by the government, as portrayed by Western scholars. Based on an analysis of Beijing’s Internet governance policies and practices, this paper focuses on the evolution of China’s Internet governance from the non-governmental stage through the government control stage to the multi-actor coordination stage. In terms of governance paradigm, Beijing’s Internet governance is transitioning from one-way management to multi-dimensional governance, from offline management to online and offline integration, and from “prior control” to “panoramic governance.” In terms of governance system, Beijing’s Internet governance has evolved from an ad hoc pattern through problem-solving to a strategic planning paradigm. Internet governance in China has demonstrated three features, namely, pragmatism, state centralism, and preemption. These characteristics have paved the way for the rapid development of China’s Internet but also present many challenges.

Abstract:The spread of digital technologies has led to the global digitalization of all types of public activities. The digital economy emerging during this process has become a leading factor in world economic growth and one of the criteria of national development. The digital economy is based on the Internet, which ensures the functioning of new business models, forms of social interaction and public diplomacy. The Internet governance system differs from other modern international systems of public and political relations in that the leading role in it is played by non-governmental organizations, in particular, the Internet Corporation for Assigned Names and Numbers (ICANN) and the Internet Society (ISOC). The activities of states are significantly limited by the basic properties of the system, which complicates the implementation of the state’s digital sovereignty. The aim of this article is to determine ways to resolve this discrepancy.Analyzing the current state of Internet governance, the authors outline the key characteristics that lead to potential conflict. These include decentralization, an insufficient evaluative level of accountability and lack of legitimacy. The authors analyze ICANN and ISOC toolkits and identify the key instruments that actually make organizations central to the Internet governance system. In conclusion, the authors provide recommendations for action by the international community to mitigate the identified imbalances.

Abstract:Recently, platform ecosystem has received attention as a key business concept. Sustainable growth of platform ecosystems is enabled by platform users supplying and/or demanding content from each other: e.g. Facebook, YouTube or Twitter. The importance and value of user data in platform ecosystems is accentuated since platform owners use and sell the data for their business. Serious concern is increasing about data misuse or abuse, privacy issues and revenue sharing between the different stakeholders. Traditional data governance focuses on generic goals and a universal approach to manage the data of an enterprise. It entails limited support for the complicated situation and relationship of a platform ecosystem where multiple participating parties contribute, use data and share profits. This article identifies data governance factors for platform ecosystems through literature review. The study then surveys the data governance state of practice of four platform ecosystems: Facebook, YouTube, EBay and Uber. Finally, 19 governance models in industry and academia are compared against our identified data governance factors for platform ecosystems to reveal the gaps and limitations.

Abstract:This article examines the challenges faced by the Westphalian model of governance in the twenty-first century, and how the emerging model of ‘multi-stakeholder’ governance may provide a way forward to handle complex global issues effectively. A review of the best practice for multi-stakeholder governance processes suggested within the United Nations context and the Net Mundial conference is followed by a focus on the example of ICANN, one of the few organisations that have been experimenting in depth with the new model. Despite being in its infancy and the teething issues it encounters, this pioneering and inherently evolutive model has become a necessity for Internet governance and it provides many practical avenues for improvement, which could help reinvigorate the current global governance system as a whole.

Abstract:Despite the massive amount of data and sophisticated computing capacity, Big Tech has evolved into the new data sovereigns that governments must accept in the data era. Data mining and application determine the true value of data; in this regard, Big Tech is tough to replace. The so-called "Fourth Industrial Revolution" is reshaping the emerging global order, and at its core are Big Tech firms. They not only express their concerns and spread their values and ideologies but also make their strong presence felt in international affairs, as Big Tech appears to be transforming into a new type of Leviathan. With access to significant amounts of data, the rise of Big Tech poses a challenge to sovereignty's exclusivity and superiority, assuming the position of de facto data sovereign. The article holds that the Big Tech firms, by virtue of their technical advantages, have not only deconstructed the traditional concept of sovereignty, but also formed a complex symbiotic relationship.

Abstract:More and more Chinese high- and new-technology companies have entered the global market in the recent years. While their business success has attracted widespread attention, their engagement in governance innovation has been largely ignored by previous studies. This special issue explores the governance challenges and opportunities for Chinese high- and new-technology companies at multiple levels. The empirical case studies of prominent Chinese companies, such as Alibaba, Huawei, the China Railway Corporation, and the State Grid Corporation of China, show a variety of experiences and approaches regarding governance innovation. We hope these studies will encourage more scholars to explore wider patterns of business actor engagement in governance innovation, paying special attention to the new actors from the Global South.

Abstract:The “gatekeeper” system for the special governance of super-large Internet platforms has been put into practice in major international digital economies, and problems such as general identification standards, vague definition of concepts, lack of complaint system, damage to consumer welfare, and insufficient protection for small and medium-sized platforms have emerged. Based on an in-depth analysis of the internal logic and operation problems of the international gatekeeper system, this paper suggests that we should improve the system of gatekeeper by completing the identification mechanism of “gatekeeper”, building an unblocked appeal channels of gatekeeper, and setting up social enterprises of gatekeeper in the future.

Abstract:The development of the digital economy has given rise to a new industry structure. Many platform corporates (such as Facebook, Amazon, Uber and Alibaba) have emerged around the world with rapid development, strong momentum and service innovation. With the help of Internet digital technology, platform corporates promote the commonality and integration of resources and value co-creation among the subjects connected by the platform. At the same time, the operation of the platform has also caused hot issues such as "data disputes among platforms", "the responsibility boundary of platform corporates is difficult to determine" and "the platform mode challenges the traditional anti-monopoly restrictions". Therefore, it is very important to promote the research on platform corporate governance. This paper systematically reviews the important literature on platform governance in the Web of Science database. Firstly, it states the connotation of platform corporate and platform governance. Then, it expounds on the main viewpoints of platform enterprise governance from three aspects: governance body, governance system and governance mechanism. Finally, it analyzes and summarizes the characteristics of platform corporate governance, which are multiple subjectivities, the openness of boundary, dynamic relationship and ambiguity of rights and responsibilities, points out the existing problems of platform corporate governance, and provides guidance for the practice of platform corporate governance in the future.

Abstract:In the era of“Techlash”,the evolution of the Internet governance has presented two shifits in both academic research and industry practices: government supervision instead of platform autonomy and nation-state regulations instead of global governance.In this paper, five major themes are by summarized from reviewing Internet governance related studies published in international academic journals in 2022,including the multi-track trend of digital governance, the increasing prominence of the government in the platform governance triangle, the“infrastructure shift”in digital governance research, Internet’s global nature and nation-state governance models, as well as the emergence of the Global South in the academic filed.

Abstract:In this analytical essay, part of Harvard Educational Review’s symposium on Platform Studies in Education, Ben Williamson, Kalervo N. Gulson, Carlo Perrotta, and Kevin Witzenberger argue that global technology companies have begun acting as governance organizations in education. Their analysis focuses on the global technology company Amazon, which has begun penetrating education through a connective architecture of digital infrastructure and platform services. Looking at Amazon technical documentation and publicly available materials, the authors identify and examine five interlocking governance operations and their effects: inscribing commercial business models on the education sector, habituating educational users to Amazon technologies, creating new interfaces with educational institutions, platforming third-party education providers on the cloud, and seeking market dominance over provision and control of key information infrastructures of education. In showing how Amazon is potentially developing infrastructural dominance in the education sector as part of its transformation into a statelike corporation with significant social, technical, economic, and political power to govern and control state and public services, this article highlights the broader implications of increasing technological governance in education.

Abstract:This paper examines the role of civil society in shaping content moderation governance arrangements in the United States. Drawing on prior research that recognizes the importance of civil society in shaping policy, this article analyzes the experiences of civil society practitioners engaged in content moderation activism. Based on in-depth original interviews with civil society practitioners, I demonstrate how civil society's activity in this space aligns with known regulatory standard-setting process competencies and suggest advocacy work benefits from the power of coalition lobbying and social capital. Moreover, I highlight the sense of frustration from some practitioners that they are not compensated by firms for their monitoring and reporting work that improves platforms' products, and I offer preliminary reasons for why practitioners contest moderation norms. The paper's insights contribute to the study of platform governance by illuminating informal mechanisms utilized by civil society, which holds broader implications for understanding the dynamics of non-state actors in shaping online platforms and their policies.

Abstract:The Digital Markets Act (DMA) aims to ensure contestability and fairness in digital markets, particularly focusing on regulating Big Tech companies. The paper explores the DMA's capacity to address both current and future challenges in digital market contestability and fairness, spotlighting the trend towards platform integration and the potential rise of "super-apps" akin to WeChat and KakaoTalk. Specifically, it investigates WhatsApp, owned by Meta, as a gatekeeper that might expand its service offerings, integrating additional functionalities like AI and metaverse technologies. The paper discusses whether the DMA's obligations, such as mandated interoperability and data portability, can mitigate the emergent risks to market fairness and contestability from such integrations. Despite recognizing that the DMA has the potential to address many issues arising from platform integration, it suggests the necessity for adaptability and a complementary relationship with traditional antitrust law to ensure sustained contestability and fairness in evolving digital markets.
