Abstract:This paper defines the notion of a local equilibrium of quality <math>(r,s)</math>, <math>0≤r,s</math>, in a discrete exchange economy: a partial allocation and item prices that guarantee certain stability properties parametrized by the numbers <math>r</math> and <math>s</math>. The quality <math>(r,s)</math> measures the fit between the allocation and the prices: the larger <math>r</math> and <math>s</math> the closer the fit. For <math>r,s≤1</math> this notion provides a graceful degradation for the conditional equilibria of Fu, Kleinberg and Lavi (2012) which are exactly the local equilibria of quality <math>(1,1)</math>. For <math>1</math> the local equilibria of quality <math>(r,s)</math> are more stable than conditional equilibria. Any local equilibrium of quality <math>(r,s)</math> provides, without any assumption on the type of the agents' valuations, an allocation whose value is at least <math>rs1+rs</math> the optimal fractional allocation. In any economy in which all agents' valuations are <math>a</math>-submodular, i.e., exhibit complementarity bounded by <math>a≥1</math>, there is a local equilibrium of quality <math>(1a,1a)</math>. In such an economy any greedy allocation provides a local equilibrium of quality <math>(1,1a)</math>. Walrasian equilibria are not amenable to such graceful degradation.
