Risk performance analysis approach for convoy operations via a hybrid model of STPA and DBN: A case from ice-covered waters

Abstract:Convoy operation of ships in specific waters is an effective and safe way of operation. Obviously, the navigation process of escort formations is a complex system engineering problem. From the perspective of complexity system theory, introducing system process theory tools and establishing a ship navigation risk model under network topology can help promote dynamic risk performance study. This study proposes to combine the System-Theoretic Process Analysis (STPA) and Dynamic Bayesian Network (DBN) analysis approach to quantitatively analyze the marine risk performance of convoy operations in ice-coved areas of the Arctic (ICAA). First, through the analysis of ship convoy operations in ICAA, the STPA analysis method was used to determine system-level accidents and hazards, and the unsafe control actions and main causes were determined by establishing a safety control structure. Second, combined with the correlation between risk influential factors (RIFs), the DBN model was used to construct a risk performance measurement for ship convoy operations in ICAA. Finally, combined with scenario data, the basic characteristics of the risk performance can be obtained after applying the model. Convoy operation in ICAA is an important means to effectively expand the navigation window period, but convoy operations face severe risks and challenges. The case study illustrates that ship convoy operations in ICAA is at a high-risk level, and the assisted ship is most likely to have an ice besetting accident. The process of maritime fleet formation is the operational stage most susceptible to collision incidents, followed by the ship formation maintenance stage. For each system-level accident, the most influential risk factor is sea ice. In addition, crew mistakes are another major factor leading to system-level accidents, and the main reason is due to lack of communication.
