Abstract:Community service aims to prevent the occurrence of victims of moneylender activities that are rife in the community, especially during pandemics. The term moneylender is used in the mention of non-bank people or entities that lend money with the imposition of high interest and its billing system that is done every day. The laws and regulations do not regulate the definition of the moneylender, in Law No. 10 of 1998 on Amendments to Law No. 7 of 1992 on Banking. That is referred to as shadow banking. High loan interest becomes an issue later on. The extension was held on September 18, 2021, coordinated with the neighborhood heads (RT and RW), head of urban village Cibubur RT 10 / RW 10, Cibubur, East Jakarta. This activity was carried out not to eliminate the role of the head of urban village Cibubur, RW, RT in providing legal protection material and legal certainty to victims of moneylenders and their preventive efforts. The implementation of community service is done online through teleconference media such as zoom. The method of implementation in the form of lectures conducted by a presenter provides in-depth information regarding the moneylender's legal aspects and related problems. Before implementing activities in the community, to have the right targets and have the value of usefulness, a survey by the community service team was conducted.ABSTRAKPengabdian kepada masyarakat bertujuan untuk mencegah terjadinya korban dari kegiatan rentenir yang sedang marak di masyarakat terutama pada saat terjadinya pandemi. Adapun istilah rentenir merupakan istilah yang dipergunakan dalam penyebutan orang atau badan non-bank yang meminjamkan uang dengan pengenaan bunga tinggi dan sistem penagihannya yang dilakukan setiap hari. Pengertian rentenir tidak diatur dalam peraturan perundang-undangan. Dalam Undang-undang Nomor 10 Tahun 1998 tentang Perubahan Atas Undang-undang Nomor 7 Tahun 1992 tentang Perbankan, yang disebutkan sebagai bank gelap. Bunga pinjaman yang tinggi menjadi persoalan di kemudian hari, sedangkan rentenir dalam menjalankan usahanya menjadikan bunga sebagai sumber keuntungan. Dalam penyuluhan yang diadakan pada tanggal 18 September 2021 yang diselenggarakan dengan berkoordinasi bersama Ketua RT, Ketua RW, Lurah Cibubur RT 10/ RW 10, Cibubur, Jakarta Timur. Kegiatan ini dilakukan untuk tidak menghilangkan peran Lurah, Ketua RW, Ketua RT dalam memberikan materi perlindungan hukum dan kepastian hukum terhadap warga yang merupakan korban dari rentenir dan upaya preventifnya. Pelaksanaan pengabdian masyarakat ini dilakukan secara online melalui media teleconference seperti zoom. Metode pelaksanaan berupa ceramah yang dilakukan oleh permateri guna memberikan informasi secara mendalam berkenaan dengan aspek hukum rentenir dan permasalahan yang terkait. Sebelum pelaksanaan kegiatan pada masyarakat, agar mempunyai sasaran yang tepat dan mempunyai nilai kemanfaatan dilakukan survei oleh tim pengabdian kepada masyarakat, yang kemudian ditindaklanjuti dengan penyuluhan hukum, pembinaan dan pendidikan.
