Abstract:With the rapid convergence of energy-saving and emission-reduction effects on the production side, tapping the potential of emission reduction on the consumption side has been become a new focus for emission-reduction actions. The starting point of carbon-emission reduction on the consumption side is the low-carbon consumption potential of urban residents. Thus, it is crucial to measure and improve the low-carbon consumption potential of urban residents from the perspective of maturity—that is, from the perspective of the capability and intention to act responsibly. The low-carbon consumption maturity of residents cannot be improved without scientific and effective policy guidance and intervention. In the age of the Internet and information exchange, promoting maturity in residents’ low-carbon consumption through information interventions is critical. This study defines the combination of consumers’ low-carbon capability and low-carbon consumption intention as low-carbon consumption maturity. Surveys conducted with 1381 residents in China revealed that 62.85% were at maturity level I, while only 2.68% were at maturity level IV. The proportion of residents with low-carbon capability (maturity level I and II) was 96.23%, and the proportion of residents with low-carbon consumption intention (maturity level I and III) was 55.39%. Carbon capability level is an important marker hinting at improvement in residents’ low-carbon consumption maturity. Residents are more likely to spread low-carbon information through the Internet, TV/movies, personalized brochures, and face-to-face meetings with friends and relatives. Rational information policy can promote improvement of residents’ carbon capability, while egoistic information policy can promote improvement of residents’ low-carbon consumption intention. Residents’ carbon capability changes in an inverted U-shape with an increase in age, and residents aged 31–40 have the highest average carbon capability. Residents’ intention to consume low-carbon will increase linearly with the improvement of their education level. Regarding residence difference, suburban residents have the strongest low-carbon consumption intention, followed by urban residents, and then rural residents. In closing, an information-based guidance policy based on the characteristics of low-carbon consumption maturity is proposed, including an information intervention strategy based on promoting individual intentions (maturity levels I–II, maturity levels III–IV), an information intervention strategy based on promoting individual capabilities (maturity levels I–III, maturity levels II–IV), and an information reinforcement strategy based on promoting both capabilities and intentions (maturity level IV).
