Abstract:Urban areas such as megacities (those with populations greater than 10 million) are hotspots of global water use and thus face intense water management challenges. Urban areas are influenced by local interactions between human and natural systems and interact with distant systems through flows of water, food, energy, people, information, and capital. However, analyses of water sustainability and the management of water flows in urban areas are often fragmented. There is a strong need to apply integrated frameworks to systematically analyze urban water dynamics and factors that influence these dynamics. We apply the framework of telecoupling (socioeconomic and environmental interactions over distances) to analyze urban water issues, using Beijing as a demonstration megacity. Beijing exemplifies the global water sustainability challenge for urban settings. Like many other cities, Beijing has experienced drastic reductions in quantity and quality of both surface water and groundwater over the past several decades; it relies on the import of real and virtual water from sending systems to meet its demand for clean water, and releases polluted water to other systems (spillover systems). The integrative framework we present demonstrates the importance of considering socioeconomic and environmental interactions across telecoupled human and natural systems, which include not only Beijing (the water-receiving system) but also water-sending systems and spillover systems. This framework helps integrate important components of local and distant human-nature interactions and incorporates a wide range of local couplings and telecouplings that affect water dynamics, which in turn generate significant socioeconomic and environmental consequences, including feedback effects. The application of the framework to Beijing reveals many research gaps and management needs. We also provide a foundation to apply the telecoupling framework to better understand and manage water sustainability in other cities around the world.

Abstract:Water sustainability in megacities is a growing challenge with far‐reaching effects. Addressing sustainability requires an integrated, multidisciplinary approach able to capture interactions among hydrology, population growth, and socioeconomic factors and to reflect changes due to climate variability and land use. We developed a new systems modeling framework to quantify the influence of changes in land use, crop growth, and urbanization on groundwater storage for Beijing, China. This framework was then used to understand and quantify causes of observed decreases in groundwater storage from 1993 to 2006, revealing that the expansion of Beijing's urban areas at the expense of croplands has enhanced recharge while reducing water lost to evapotranspiration, partially ameliorating groundwater declines. The results demonstrate the efficacy of such a systems approach to quantify the impacts of changes in climate and land use on water sustainability for megacities, while providing a quantitative framework to improve mitigation and adaptation strategies that can help address future water challenges.

Abstract:As urban centers worldwide face the escalating impacts of climate change, rapid urbanization, and increasing water scarcity, the need for sustainable water management practices to enhance urban resilience in the Anthropocene has become critical. This study explores how ancient water management practices—including Roman aqueducts, Maya rainwater harvesting systems, and ancient Chinese flood control techniques—can be adapted to address contemporary water challenges in modern cities. We evaluate these historical practices through a lens of contemporary environmental pressures, including climate change, urbanization, and resource scarcity. By integrating ancient methods with modern technologies, we propose adaptive solutions to enhance urban water resilience. Case studies from five cities (Singapore, Copenhagen, Mexico City, Los Angeles, and Philadelphia) illustrate how modern green infrastructure, inspired by ancient techniques, is being successfully implemented to manage stormwater, mitigate urban flooding, and improve water conservation. By integrating historical practices with modern technologies—such as advanced filtration systems and water recycling—these cities are enhancing their water resilience and sustainability. The findings suggest that urban planners can draw valuable lessons from historical systems to design adaptive, climate-resilient cities that balance human needs with ecological sustainability. This paper concludes with actionable recommendations for future urban planning, emphasizing the importance of decentralized water systems, nature-based solutions, and community engagement to ensure sustainable urban water management in the Anthropocene.

Abstract:Water scarcity and accessibility remain persistently amongst the most prominent global challenges. Although there is a wide agreement among international organizations that Integrated Water Resources Management (IWRM) and water governance are key to overcome water-related challenges, global assessments of the progress made by cities is lacking. This paper for the first time analyses the challenges of water, wastewater, municipal solid waste and climate change in cities. We used empirical studies (125 cities) based on the City Blueprint Approach and developed a statistical estimation model to estimate IWRM performances of another 75 cities. These 200 cities in total represent more than 95% of the global urban population. This comprehensive global picture enables us to evaluate the existing gaps in achieving water-related Sustainable Development Goals (SDGs), in particular SDG 6 (clean water and sanitation) and SDG 11 (sustainable cities and communities). The best performing cities were Amsterdam and Singapore. Unfortunately, most cities do not yet manage their water resources wisely and are far from achieving the SDGs. For instance, targets regarding drinking water supply are still a challenge for many cities in Africa and Asia and challenges regarding sanitation are high in cities in Africa, Asia and Latin America. The same holds for solid waste management, climate adaptation, and people living in informal settlements. In another paper we will address the solution pathways to these global challenges.

Abstract:Several cities are facing water emergencies related to urbanization impact and amplified by climate change. Most of the cities have responded to these crises through short-term measures. However, some cities have incorporated a watershed approach to water management in seeking more sustainable solutions. Although the importance of a watershed approach in land management is generally acknowledged, studies on this topic have typically focused on theoretical models, water management in rural areas or single case-studies of cities or countries. In this research, a scoping review of the literature was performed, based on the PRISMA 2020 statement, in three databases: Web of Science, Google Scholar and SciELO. Forty-one studies were identified analyzing 17 city cases implementing urban actions from a watershed approach in water management. These cities were from the Global North and Asian rising world powers. The lack of results of cities from the Global South, based on the research undertaken, was the main limitation and bias identified. Most of the Global South results identified in this research were theoretical models, scenarios and cases of rural areas instead of urban contexts. The results obtained indicate that the main motivations for cities to implement a watershed approach were water scarcity, floods and contamination of water bodies. The implemented actions focused on the shift from gray to green and blue infrastructure and on conservation measures. Lastly, the challenges to introduce those actions were mainly the lack of economic investment, insufficient experience, stakeholder opposition, and regulatory obstacles. Urban water management could be seen as an opportunity to change the way we relate to urban territory. Incorporating a watershed approach into urban planning and water management could promote more sustainable cities.

Abstract:This work aims to effectively resolve the problem of waterlogging in cities and manage water resources in sustainable cities. Digital Twins (DTs) technology was applied to the Urban Drainage System (UDS) and solves the modeling and scheduling problems of emergency drainage through the core model construction method of DTs. Firstly, the components of the UDS that are necessary in the process of building the model were listed according to the entity elements of the five-dimensional (5D) DTs model. Then, this work analyzed the essential data of the DTs of UDS and the Data Collection method according to the data elements of the 5D DTs model. Finally, the Multi-Level Dynamic Priority and Importance Scheduling (MDPIS) algorithm was proposed based on the Fixed Priority Scheduling (FPS) algorithm, which was verified by the simulation experiment. The experimental results indicated that the MDPIS algorithm showed significant performance in the rainfall scene with large fluctuations compared with the FPS algorithm. Specifically, the average improvement ratio was the highest, reaching 49.81%; the overall improvement rate was constant at about 48%. The operation results showed an apparent correlation between the catchment parameters and the overflow loss of the pumping station. The improved MDPIS algorithm can effectively utilize the water storage capacity and drainage capacity of the pumping station and reduce overflow losses during rainfall by dynamically adjusting the priority to solve the problem of urban inland inundation. The DTs-based UDS proposed here can effectively mitigate the overflow loss and improve the working efficiency of the pumping station cluster, promoting the development of Substainable Cities.

Abstract:Lima is the second-largest capital of the world located in a desert and already faces water scarcity. Here, more than 30% of the population is supplied by only 2.2% of the national water resources. The urbanization process has an informal nature and occurs at a very accelerated rate. These new settlements lack water infrastructure and access to other services. The objectives of this study are to quantify changes in the urban landscape of Lima Metropolitan Area from 1990 to 2021 to propose a water-sensitive urban plan by detecting changes, urbanization trends and identifying alternative water sources. The trend suggests a future constant increment of the urban areas, diversification of the landscape and more equally distributed land cover. Lima has more disconnected settlements and more complex shapes of urban patches nowadays. The landscape is also more mingled, but cracked. Overall, the trend is to become more disaggregated, demanding small and scattered water solutions. The WSUP includes the implementation of treatment plants in new multi-family buildings, hybrid desalination plants at the coast and parks with fog collectors on the hills. Additionally, these solutions will require the beneficiary community and the local authorities to work together in the planning and maintenance.

Abstract:Water Sensitive Urban Design (WSUD) has attracted growing attention as a sustainable approach for mitigating pluvial flooding (also known as flash flooding), which is expected to increase in frequency and intensity under the impacts of climate change and urbanisation. However, spatial planning of WSUD is not an easy task, not only due to the complex urban environment, but also the fact that not all locations in the catchment are equally effective for flood mitigation. In this study, we developed a new WSUD spatial prioritisation framework that applies global sensitivity analysis (GSA) to identify priority subcatchments where WSUD implementation will be most effective for flood mitigation. For the first time, the complex impact of WSUD locations on catchment flood volume can be assessed, and the GSA in hydrological modelling is adopted for applications in WSUD spatial planning. The framework uses a spatial WSUD planning model, the Urban Biophysical Environments and Technologies Simulator (UrbanBEATS), to generate a grid-based spatial representation of catchment, and an urban drainage model, the U.S. EPA Storm Water Management Model (SWMM), to simulate catchment flooding. The effective imperviousness of all subcatchments was varied simultaneously in the GSA to mimic the effect of WSUD implementation and future developments. Priority subcatchments were identified based on their influence on catchment flooding computed through the GSA. The method was tested for an urbanised catchment in Sydney, Australia. We found that high priority subcatchments were clustering in the upstream and midstream of the main drainage network, with a few distributed close to the catchment outlets. Rainfall frequency, subcatchment characteristics, and pipe network configuration were found to be important factors determining the influence of changes in different subcatchments on catchment flooding. The effectiveness of the framework in identifying influential subcatchments was validated by comparing the effect of removing 6% of the Sydney catchment's effective impervious area under four WSUD spatial distribution scenarios. Our results showed that WSUD implementation in high priority subcatchments consistently achieved the largest flood volume reduction (3.5-31.3% for 1% AEP to 50% AEP storms), followed by medium priority subcatchments (3.1-21.3%) and catchment-wide implementation (2.9-22.1%) under most design storms. Overall, we have demonstrated that the proposed method can be useful for maximising WSUD flood mitigation potential through identifying and targeting the most effective locations.

Abstract:Global change, that results from population growth, global warming and land use change (especially rapid urbanization), is directly affecting the complexity of water resources management problems and the uncertainty to which they are exposed. Both, the complexity and the uncertainty, are the result of dynamic interactions between multiple system elements within three major systems: (i) the physical environment; (ii) the social environment; and (iii) the constructed infrastructure environment including pipes, roads, bridges, buildings, and other components. Recent trends in dealing with complex water resources systems include consideration of the whole region being affected, explicit incorporation of all costs and benefits, development of a large number of alternative solutions, and the active (early) involvement of all stakeholders in the decision-making. Systems approaches based on simulation, optimization, and multi-objective analyses, in deterministic, stochastic and fuzzy forms, have demonstrated in the last half of last century, a great success in supporting effective water resources management. This paper explores the future opportunities that will utilize advancements in systems theory that might transform management of water resources on a broader scale. The paper presents performance-based water resources engineering as a methodological framework to extend the role of the systems approach in improved sustainable water resources management under changing conditions (with special consideration given to rapid climate destabilization). An illustrative example of a water supply network management under changing conditions is used to convey the basic principles of performance-based water resources engineering methodology.

Abstract:Water and energy are critical components of urban metabolism. However, climate change-induced water scarcity and elevated temperatures pose a significant threat to the adequate supply of essential human services, including sanitation and space cooling, particularly in coastal cities where over 40% of the population resides. The water-energy nexus of sanitation and space cooling is crucial for promoting sustainability and resilience in coastal cities. For decades, Hong Kong has demonstrated the effectiveness of using seawater for toilet flushing and district cooling to save water and energy, which could serve as a potential solution for other coastal cities worldwide. Seawater is a superior alternative to other sources of toilet flushing water due to its abundant availability, easy detection of cross-contamination, and lower treatment costs. Furthermore, saline wastewater treatment requires fewer materials and energy inputs and produces less sludge. Using seawater for district cooling also saves energy without exacerbating water stress. However, there is a lack of comprehensive insights from Hong Kong on how seawater use can be adopted by other coastal cities to promote sustainable development. A successful introduction of seawater into coastal cities requires a holistic water-energy management framework that provides technical and policy-level guidance. We developed such a framework that follows four sustainability principles, namely customized solutions, efficient resource allocation, comprehensive evaluation, and optimized tradeoffs. These principles are designed into contextualized location analysis, urban spatial analysis, integrated sustainability assessment, and nexus analysis. The results of these analyses can aid decision-making regarding the technical and policy aspects of seawater uses in sanitation and space cooling to maximize the positive impacts on sustainable development. Breaking barriers between sectors and encouraging inter-municipal cooperation between sectors are critical to the successful use of seawater. By adopting this framework and promoting collaboration across different sectors, coastal cities can enhance their sustainability and resilience, providing a better quality of life for their citizens.

A Multicriteria Decision-Making Approach for Urban Water Features: Ecological Landscape Architecture Evaluation

Abstract:In recent decades, the issues of ecology and environmental sustainability have become a global concern in contemporary urban design. Among various urban elements, water features play a significant role in improving the ecological characteristics of their surrounding environment, especially in hot and arid areas. The aim of this study is to evaluate the ecological characteristics of urban water features comprehensively and quantitatively, which has been overlooked in previous studies, taking their physical characteristics into account. To this end, a multicriteria decision-making method, an analytic network process, was proposed to quantitatively evaluate the ecological characteristics of water features. In this approach, four ecological criteria—microclimate, biodiversity, greenery, and human wellbeing—and ten physical characteristics of water features were considered. Twenty-one experts were asked to complete a questionnaire for pairwise comparisons of all ecological criteria and the influence of physical characteristics. The results showed that vegetation and scale, with the relative influencing values of 0.255 and 0.188, respectively, were identified as the most decisive features influencing ecological criteria. Conversely, texture, with a value 0.023, had the least impact. Moreover, it was shown that water features have the greatest impact on the microclimate compared with other ecological criteria. The results were used to compare water features at the Koohsangi Transregional Park, located in a hot and arid city of Iran. The results of this study lead to a framework that can help urban designers integrate ecological criteria into water feature planning to enhance urban ecology and sustainability.

Abstract:Current urban water and energy systems are expanding while increasing attention is paid to their social, economic and environmental impacts. As a research contribution that can support real-world decision making and transitions to sustainable cities and communities, we have built a model-based and data-driven platform combining comprehensive database, agent-based simulation and resource technology network optimization for system level water and energy planning. Several use cases are demonstrated based on the Greater Accra Metropolitan Area (GAMA) city-region in Ghana, as part of the Future Cities Africa (FCA) project. The outputs depict an overall resource landscape of the studied urban area, but also provide the energy, water, and other resource balance of supply and demand from both macro and micro perspectives, which is used to propose environmental friendly and cost effective sustainable city development strategies. This work is to become a core component of the resilience.io platform as an open-source integrated systematic tool gathering social, environmental and economic data to inform urban planning, investment and policy-making for city-regions globally.
Application of Set Pair Analysis in a Comprehensive Evaluation of Water Resource Assets: A Case Study of Wuhan City, China

Abstract:With the rapid development of the social economy, China is suffering from severe water scarcity due to improper management. Evaluation of water resource value is a crucial issue for innovative management in regional water resources. In this paper, in consideration of the complexity and uncertainty of water resources, 15 indicators were selected to establish the assessment system for its value in Wuhan City from the following three aspects, namely the environment, resources, and society. The analytic hierarchy process (AHP) and Entropy Weight Method were combined to calculate the comprehensive weight. An improved set pair analysis (SPA) model was applied to evaluate water resource assets in the period of 2013–2017. For the sake of the dependability of these results, the James Pollution Loss model was utilized to compute loss of water resource value caused by the decline of water quality in the water pollution environment. The results show that the amount of water resource through physical quantitative accounting in Wuhan City fluctuates greatly. The initial change is relatively stable, then surges in 2015 and 2016, but slumps in 2017. The total water resource assets for Wuhan City from 2013 to 2017 are 14.221, 14.833, 28.375, 75.558, and 21.315 billion RMB, respectively. Therefore, water resource value accounting plays an indispensable role in the environmental protection and sustainable development of water, as well as provides a support for comprehensive calculation and management of various valuable natural resources.

Abstract:In this study, a data-driven approach employed by utilizing the product called JRC-Global surface water mapping layers V1.4 on the Google Earth Engine (GEE) to map and monitor the effects of climate change on surface water resources. Key climatic variables affecting water bodies, including air temperature (AT), actual evapotranspiration (ETa), and total precipitation, were analyzed from 2000 to 2021 using the temperature-vegetation index (TVX) and Moderate Resolution Imaging Spectroradiometer (MODIS) products. The findings demonstrate a clear association between global warming and the shrinking of surface water resources in the LUB. According to the results, an increase in AT corresponded to a decrease in water surface area, highlighting the significant influence of AT and ETa on controlling the water surface in the LUB (partial rho of − 0.65 and − 0.68, respectively). Conversely, no significant relationship was found with precipitation and water surface area (partial rho of + 0.25). Notably, the results of the study indicate that over the past four decades, approximately 40% of the water bodies in the LUB remained permanent. This suggests a loss of around 30% of the permanent water resources, which have transitioned into seasonal water bodies, accounting for nearly 13% of the total. Abstract:Water, as an essential natural resource, plays a crucial role in sustaining life and supporting various human activities, such as industrial processes, household consumption, irrigation, power generation, navigation, and livestock watering. However, the global challenge of water scarcity presents significant obstacles. This study provides an overview of WaterGEMS software, an advanced tool for modeling and optimizing water distribution systems. WaterGEMS offers extensive capabilities for hydraulic analysis, network optimization, and asset management, utilizing genetic algorithms and real-time data integration via SCADA systems. This research highlights the software's application in various case studies, including network rehabilitation, leak detection, valve operation, pipeline flushing management, water quality analysis, network development, and real-time simulation. The study demonstrates WaterGEMS' effectiveness in optimizing pipe diameters, improving pump scheduling, and addressing water scarcity issues in urban and rural settings. Results indicate significant improvements in network performance, energy efficiency, and cost reduction, underscoring the software's potential in enhancing water distribution system resilience and sustainability. Integrated assessment of available water volume for sustainable sponge city construction – a case study in Xi'an, China

Abstract:To address the lack of theoretical guidance for sponge city construction (SCC) in China, this study introduces a method to evaluate the available water volume (AWV) in urban watersheds. This evaluation is based on the water balance relationship, water volume, and ecological water demand (EWD). The Xi'an urban area was selected as a case study due to its water shortage and flooding issues. Results show monthly surface and subsurface AWV ranging between 53.06 and 53.98 million m3 and between 8,701.89 and 8,898.14 million m3, respectively. By maximizing the potential for surface AWV, an annual water supply of 527.75 million m3 could be provided, surpassing the annual artificial water consumption of 394.20 million m3, effectively addressing water scarcity. During the rainy season, implementing measures such as employing permeable paving materials, establishing wetlands and rainwater gardens, and constructing lakes and reservoirs can mitigate flooding caused by rainfall exceeding 32.8 mm. While the subsurface space in Xi'an holds significant potential for subsurface AWV utilization, revitalizing the ecological environment of subsurface water is crucial. Overall, the AWV theoretical framework offers a comprehensive solution to water shortage and flooding issues in the Xi'an urban area, serving as a vital theory for SCC.
