Abstract:Rainfall-derived extraneous flows in sanitary systems can create a variety of management problems. In this study, the quantity of stormwater entering sanitary systems in Jiaxing, China was investigated through flow surveys and flow balance analysis. The pathways of stormwater entering the sanitary systems were also discussed. The results indicated that rainfall-derived extraneous flow in sanitary systems was serious in Jiaxing. The pathway of rainfall-derived extraneous flow included the direct entering through illicit connections or misconnections, and indirect inflow and infiltration (I/I) through joints and breaches along the pipeline. The rainfall-derived inflow coefficients in residential areas R1, R2 and R3 was 0.29, 0.31 and 0.30 m(3)/mm center dot ha, indicated that illicit connections or misconnections in residential areas are probably the important pathway of stormwater entering the sanitary system. The results indicated that I/I also served as a pathway of stormwater entering the sanitary system and led to extraneous flows.

Abstract:Climate change is currently reshaping precipitation patterns, intensifying extremes, and altering runoff dynamics. Particularly susceptible to these impacts are combined sewer systems (CSS), which convey both stormwater and wastewater and can lead to combined sewer overflow (CSO) discharges during heavy rainfall. Green infrastructure (GI) can help mitigate these discharges and enhance system resilience under historical conditions; however, the quantification of its effect on resilience in a future climate remains unknown in the literature. This study employs a modified Global Resilience Analysis (GRA) framework for continuous simulation to quantify the impact of climate change on CSS resilience, particularly CSOs. The study assesses the efficacy of GI interventions (green roofs, permeable pavements, and bioretention cells) under diverse future rainfall scenarios based on EURO-CORDEX regional climate models (2085–2099) and three Representative Concentration Pathways (2.6, 4.5, 8.5 W/m 2 ). The findings underscore a general decline in resilience indices across the future rainfall scenarios considered. Notably, the total yearly CSO discharge volume increases by a range of 145 % to 256 % in response to different rainfall scenarios. While GI proves effective in increasing resilience, it falls short of offsetting the impacts of climate change. Among the GI options assessed, green roofs routed to pervious areas exhibit the highest adaptive capacity, ranging from 9 % to 22 % at a system level, followed by permeable pavements with an adaptation capacity between 7 and 13 %. By linking the effects of future rainfall scenarios on CSO performance, this study contributes to understanding GI's potential as a strategic tool for enhancing urban resilience.

Abstract:Optimization of the spatial distribution of green infrastructures (GIs) was performed for a combined sewer system located in the Province of Quebec, Canada, using a simulation-optimization tool with the aim of reducing seasonal combined sewer overflows (CSOs). The performance of four CSOs control alternatives involving the individual and integrated implementation of GIs with storage tanks and real time control (RTC) of the sewer was evaluated for a nine-year simulation period of historical rainfall data and for 20%-increased rainfall data (representative of potential climate change impact). The integration of GIs with RTC of the sewer (with or without storage tanks) lowered the total CSO volume by 95% to 99% under historical rainfall data and by 93% to 96% under increased rainfall intensities when compared to the reference scenario. Adapting GI's number and location for optimal CSO control rather than according to space availability criteria reduced CSO frequency but had only a slight impact on CSO volume reduction.

Abstract:This study explores the use of simulated natural drainage systems for sustainable urban landscape planning to address flood disasters in low-lying urban areas. Traditional drainage methods lack sustainability, whereas simulated natural drainage systems, such as green infrastructure, rain gardens, and wetland parks, can enhance urban flood resilience and environmental quality through scientific design and strategic layout. In San Francisco, the issue of flood disasters in low-lying areas has become increasingly severe, with traditional drainage systems struggling to effectively manage flood risks under extreme weather conditions. This study employs R programming to simulate natural drainage systems, evaluating their effectiveness in mitigating flood disasters and improving ecological environments. By utilizing rainfall data, topographic data, and drainage system data from San Francisco, a simplified hydrological model was constructed to calculate catchment areas and runoff, simulating the effects of natural drainage systems. Results indicate that natural drainage systems significantly reduce flood risks and enhance ecological benefits. The findings provide urban planners with new flood management strategies, emphasizing the importance of integrated management and systemic thinking, and highlight the future potential for widespread application in urban planning. By integrating landscape design with water resource management principles, this study proposes a systematic solution validated through case studies in different cities, demonstrating its feasibility and effectiveness. This research offers new insights and methods for urban flood control engineering and landscape planning, contributing to enhanced urban disaster resilience and improved urban living environments. The simulation of natural drainage systems facilitates sustainable urban development, providing valuable references for the advancement of sustainable urban landscape planning.

Abstract:Wastewater infrastructures play an indispensable role in society's functioning, human production activities, and sanitation safety. However, climate change has posed a serious threat to wastewater infrastructures. To date, a comprehensive summary with rigorous evidence evaluation for the impact of climate change on wastewater infrastructure is lacking. We conducted a systematic review for scientific literature, grey literature, and news. In total, 61,649 documents were retrieved, and 96 of them were deemed relevant and subjected to detailed analysis. We developed a typological adaptation strategy for city-level decision-making for cities in all-income contexts to cope with climate change for wastewater structures. 84% and 60% of present studies focused on the higher-income countries and sewer systems, respectively. Overflow, breakage, and corrosion were the primary challenge for sewer systems, while inundation and fluctuation of treatment performance were the major issues for wastewater treatment plants. In order to adapt to the climate change impact, typological adaptation strategy was developed to provide a simple guideline to rapidly select the adaptation measures for vulnerable wastewater facilities for cities with various income levels. Future studies are encouraged to focus more on the model-related improvement/prediction, the impact of climate change on other wastewater facilities besides sewers, and countries with low or lower-middle incomes. This review provided insight to comprehensively understand the climate change impact on wastewater facilities and facilitate the policymaking in coping with climate change.

Reducing combined sewer overflows by using outlet controls for Green Stormwater Infrastructure: Case study in Richmond, Virginia

Abstract:Combined sewer overflows (CSOs) are a major problem in many cities. This paper assesses two Low Impact Development (LID) Green Stormwater Infrastructure (GSI) alternatives applied within a 7.05ha catchment of the Shockoe Creek tributary of the James River in Richmond, Virginia. The LID alternatives were the “Green-Free” (typical free discharge underdrains) and the “Green-Control” (underdrains with flow controlled outlets). These alternatives were compared to two non-LID alternatives: “Existing” (existing conditions) and “Gray” (tunnel storage). A normal year scenario with average rainfall depths and intensities was compared to a scenario with anticipated higher intensity rainfall due to climate change (CC).In the normal year, the Green-Control alternative performed substantially better than both the Green-Free and the Gray alternatives in terms of volume control. However it experienced slightly more CSO events than Grey. The relative performance of both green alternatives improved with the CC climate year, indicating that GSI is more resilient than gray infrastructure. In particular, Green-Control exhibited much better performance. While the gray infrastructure solution reduced CSOs to the fewest number of occurrences, the smallest overflow volumes, lowest peak flows and the most resilient system was obtained by the Green-Control alternative. Since CSO volume is strongly related to the negative ecological impacts from overflows, and CSO occurrences are not, GSI provides a more sustainable solution than gray. These results find that hydraulic control of discharges should be the preferred option when considering GSI in CSO mitigation.

Abstract:Abstract Informal housing, and operational and management deficiencies, influence sewerage system performance in Brazil. Inadequate sewage volumes in storm sewers lead to fecal contamination and affect recreational water environments. As overflow structures, dry-weather sewage intakes (DWSIs) are used to intercept and transfer sewage from storm- to sewage- sewers. For cities without public services, the DWSI strategy has been suggested as an option to enable easier and more rapid responses in terms of sewage pollution control. The strategy may also lead to gradual construction of a separate sewerage system in a two-step plan: initially, based on the construction of DWSIs and wastewater treatment plants, and then, on the construction of separate sewers. The paper is a discussion of the main technical challenges in sustainability of the DWSI strategy, and includes a case study of slum and other informal housing areas in Rio de Janeiro.

Abstract:Combined sewer system deterioration poses significant challenges, especially as it leads to substantial volumes of Permanent Infiltration Inflow (PII) and Rain-Induced Infiltration (RII) to percolate into sewer pipes. This infiltration increases the risk of Combined Sewer Overflow (CSO) events and reduces the treatment plant's efficiency by diluting raw effluent. To effectively decrease CSO volumes, it is crucial to identify the various flow components and their contribution to overflow volumes. In this study, a data-driven hydrological model was developed, conceptualizing the surface hydrological processes as well as the interactions between soil water and the sewer system, based on long-term monitoring. Four flow components at the outlet of the catchment were identified and characterized: wastewater, surface runoff, PII, and RII. The model was applied and evaluated using monitored data from the Ecully catchment in France. The model demonstrated its suitability in replicating the observed hydrograph and estimating CSO volumes. Two sewer system scenarios were proposed, investigating the effect of partial and complete reduction of PII and RII on CSO volumes. The results showed a reduction of the annual CSO volume by 5 % to 7.5 %, and 12 % to 17 %, in the first and second scenario, respectively. To compare the performance of these scenarios with stormwater management strategies, two other scenarios were considered where source control measures allowed infiltration of the first 5 and 10 mm of rainfall. The results demonstrated that these measures could, respectively, reduce CSO volumes by 13 % to 48 % and completely eliminate CSO for half of the events. This study highlights the limitations of relying solely on PII and RII strategies to eliminate CSO events and emphasizes the necessity of considering stormwater management strategies.

Modelling the Ability of Source Control Measures to Reduce Inundation Risk in a Community-Scale Urban Drainage System

Abstract:Urban inundation is a serious challenge that increasingly confronts the residents of many cities, as well as policymakers, in the context of rapid urbanization and climate change worldwide. In recent years, source control measures (SCMs) such as green roofs, permeable pavements, rain gardens, and vegetative swales have been implemented to address flood inundation in urban settings, and proven to be cost-effective and sustainable. In order to investigate the ability of SCMs on reducing inundation in a community-scale urban drainage system, a dynamic rainfall-runoff model of a community-scale urban drainage system was developed based on SWMM. SCMs implementing scenarios were modelled under six design rainstorm events with return period ranging from 2 to 100 years, and inundation risks of the drainage system were evaluated before and after the proposed implementation of SCMs, with a risk-evaluation method based on SWMM and analytic hierarchy process (AHP). Results show that, SCMs implementation resulting in significantly reduction of hydrological indexes that related to inundation risks, range of reduction rates of average flow, peak flow, and total flooded volume of the drainage system were 28.1–72.1, 19.0–69.2, and 33.9–56.0 %, respectively, under six rainfall events with return periods ranging from 2 to 100 years. Corresponding, the inundation risks of the drainage system were significantly reduced after SCMs implementation, the risk values falling below 0.2 when the rainfall return period was less than 10 years. Simulation results confirm the effectiveness of SCMs on mitigating inundation, and quantified the potential of SCMs on reducing inundation risks in the urban drainage system, which provided scientific references for implementing SCMs for inundation control of the study area.
From Sponge Cities to Sponge Watersheds: Enhancing Flood Resilience in the Sishui River Basin in Zhengzhou, China

Abstract:Increasing extreme rainfall and increasingly severe flood disasters worldwide make it essential to enhance flood resilience research and practice. The Sponge City Approach (SCA) has been proposed as a nature-based solution for solving pressing water problems in cities, but there is an urgent need to apply the approach at the broader catchment scale to address the rising challenges driven by climate change. This study established a Sponge Watershed Approach (SWA) using the “Source-Flow-Sink” framework and applied it in the Sishui River Basin in Zhengzhou, China, to reconstruct a town after a heavy rainfall disaster and enhance its resilience to future floods. An integrated modeling approach utilizing hydrologic, hydraulic, and flood-loss curve models was used to analyze and evaluate the flood-reduction effects of different strategies under multiple scenarios. The results show that: (1) a strategy focusing solely on interventions at the source of runoff cannot adequately cope with extreme rainfall, and a whole-system approach to managing floods is necessary instead; (2) the effectiveness of the flow strategy depends on the intervention magnitude and the location where interventions are made; (3) the sink strategy offers the most effective way (approximately 30% decrease in flood loss) to adapt to extreme rainfall; (4) the risk and impact of flood disaster in the town was significantly reduced with the SWA (approximately 35–50% decrease in flood loss) compared to those without any interventions; (5) the effects of these strategies are interactive, and the optimal strategy depends on the rainfall condition. These results demonstrate the practicability of SWA by integrating the source, flow, and sink strategy at the whole-catchment scale, which will help promote natural flood management and enhance the climate resilience of catchments worldwide.
Reducing Infiltration and Inflow in Small Collection Systems: Environmental, Economic, and Additional Impacts

Abstract:Wastewater treatment facilities and sewage collection systems provide essential services to society that can be negatively affected by increased infiltration and inflow (I&I). Ten case studies examined the construction and operation phases of wastewater infrastructure serving small communities (<4,000 people); the case studies were used to analyze the environmental, economic, and additional impacts and benefits from I&I mitigation using life-cycle assessment (LCA), cost data, and anecdotal information. Consistent with existing literature, I&I mitigation projects completed where initial flow was greater than 454 L (120 gal.) per capita per day were economically and environmentally advantageous. It was found that mitigating I&I is often one of the most significant practices existing facilities can implement to reduce environmental impacts. Overall environmental impacts for mechanical wastewater resource recovery facilities (WRRFs) were reduced in six of seven case studies. Conversely, overall environmental impacts from lagoons were reduced for one of three case studies. Environmental impact reductions were typically tied to reduced operational energy and/or water pollutant emissions. Generally, I&I mitigation costs are small compared to estimated original facility costs. Additional impacts and benefits include improved wet weather resilience and reduced maintenance, which were commonly cited by staff as highly important.

Abstract:Inexorable urbanization continues apace across the world and urban flooding in megacities is now frequently evidenced due to extreme rainfall events due to climate change (CC). Climate-resilient urban drainage planning is critical towards making sustainable cities or any new urbanization. This paper presents an approach through an insightful assessment of climate resilient urban drainage applying GIS-based Soil Conservation Service-Curve Number (SCS-CN) model of a new urban growth of megacity Dhaka, Bangladesh. A precise DEM (Digital Elevation Model) of the study area has been used for catchment delineation using ArcSWAT. Localized climate anomalies of rainfall of around 11% have been identified during monsoon from statistical downscaling and included in the cumulative rainfall event of 5 days. The effect of historical and CC-induced rainfall have been used to identify and map the peak discharges of sub-catchments considering the return period of 5-day cumulative rainfall for 10, 25, and 100 years of the urban catchment for both existing and future land-use scenarios accounting for the change in CN. The varying results of the peak discharges of the sub-catchments for resilient drainage planning is not only dependent on the increase in rainfall but also the combined response of the land-use and soil profile.

By using case studies and undertaking a high-level local hydraulic assessment based on historic rainfall data, the flood mitigation benefits of various solutions were assessed. The paper aims to provide further evidence of the practicality and benefits of using green and smart surface water management systems in urban areas, ultimately leading to more sustainable and resilient communities.

Abstract:Urbanization alters subsurface flow pathways through expansion of sanitary collection and conveyance infrastructure. Inflow and infiltration (I/I) into sewers redistributes slow subsurface flows to fast within‐sewer flows. Acting in concert with connected surface water, redistribution through I/I complicates the net impact of urbanization on streamflow. Elucidation of these processes is key to the characterization and prediction of urban hydrologic cycles. In this study, we collected sanitary sewer flow and streamflow data from 17 sewersheds and 18 watersheds in and around Milwaukee, WI, USA. We compared flow duration curves and baseflow recession characteristics of I/I and streamflow in urban and reference watersheds. Median depth‐normalized I/I (296mm) was nearly 35% of mean annual precipitation (867mm), and thereby a major component of the urban drainage budget. I/I flowrates were similar to urban streamflow during high flow events (10th percentile) and larger during intermediate (50th percentile) and low (90th percentile) flow events. Further, I/I recession was slower and more nonlinear in shape than urban streamflow. Increased imperviousness and sewer density were associated with increased high flows, decreased intermediate flows, and quicker streamflow recessions. Sewer density explained more variability in intermediate flows (35%) and baseflow recession rate (49%) than imperviousness (24% and 19% respectively). Based on our findings, I/I takes up valuable volume capacity in sewers, which leads to more frequent overflows and alters streamflow regimes with ecological implications. Thus, I/I should be better considered in the prediction of urban hydrologic fluxes, and the characteristics and hydro‐ecologic impact of I/I should be more thoroughly explored. Climate Change Impacts on Water Sensitive Urban Design Technologies

Abstract:Water Sensitive Urban Design (WSUD) technologies are green infrastructures that aim to restore the hydrological balance of urban catchments. This research aimed to investigate the impacts of climate change in an infiltration-based WUSD, called soak-away, at residential allotments from a Village Green townhouse complex, Aldinga, South Australia. To do so, specific rainfall data for the study area were collected and then projected for the years 2030, 2060 and 2090, considering the RCP 4.5 and 8.5 pathways. The projections were determined using CSIRO's Climate Futures tool, as suggested in the Australia Rainfall Runoff guidelines. The rainfall's projected impacts on the soak-away performance and dimensions were analyzed in terms of the Village Green catchment conditions, using the MUSIC model and stormwater source control principles. When analyzing the RCP 8.5 pathway for different years, the distinction in soak-away design was more evident and was directly related to the peak flow percentage of the increase obtained in the MUSIC model. On the other hand, for RCP 4.5, the years 2030 and 2060 presented the same characteristics, and 2090 had an equivalent rainfall projection as RCP 8.5 2030. Regarding treatment effectiveness, the soak-away dimensions reached almost 100% of pollutant removal, which indicates that the approach might oversize the system. Nonetheless, when comparing all soak-away designs, the recommended soak-away system tends to be conservative due to the uncertainties surrounding future climate projections.

Abstract:Cities increasingly use real-time control of combined sewer systems and green infrastructure to decrease emissions to surface waters, and incorporate infrastructure into the urban landscape to reduce flooding from short, intense rainfall events called cloudbursts, which can cause flash flooding. Inspired by the ‘smart cities’ agenda, we propose the use of integrated stormwater inflow control to dynamically activate cloudburst conveyance infrastructure in the urban landscape as well as green storage elements more often than originally intended. This control facilitates synergy between sewers, green infrastructure and the urban landscape, and has lower environmental impacts than isolated control approaches. A simulated, yet realistic, case study in Copenhagen, Denmark, shows that combined sewage emissions can be eliminated or reduced substantially in this manner. Other potential benefits include increasing amenity value and educating citizens, for example. The results suggest that the proposed control concept potentially provides a viable path towards more resilient, liveable and sustainable cities.

Abstract:Combined sewer overflows (CSOs), the discharge of untreated sewage mixed with stormwater into surface waters, are expected to increase under climate change as a result of more extreme rainfall. Blue-green infrastructure (BGI), such as bioretention cells and porous pavements, can help to reduce the amount of stormwater entering combined sewer systems, thus reducing CSO discharge. However, our understanding of the potential for BGI to mitigate CSOs in a future climate is still lacking, as performance is typically evaluated for individual BGI elements with fixed implementation areas under historical climate conditions or limited future scenarios. In response, this study investigates the performance of 30 combinations of BGI elements and implementation rates to prevent increases in CSOs under a range of future climate scenarios in an urban catchment near Zurich, Switzerland. Median total annual rainfall, projected to increase by as much as 46%, could double the median annual CSO volume and increase median annual CSO frequency by up to 52%. Four BGI combinations that include bioretention cells show the most promise to prevent increases in CSO volume and frequency in a future climate; and given the diverse responses of BGI elements to distinct rainfall patterns, their combinations can enhance CSO discharge reduction across varying climate patterns. BGI is also likely to become more cost-effective under future climatic conditions as projected increases in total rainfall led to larger CSO volume reductions obtained through BGI. However, there is a trade-off between robustness to climate change and cost-effectiveness, since CSO volume reduction capacity scales with BGI implementation rate but cost-effectiveness declines. Our study illustrates the effectiveness of various BGI combinations to prevent increases in CSOs in a future climate, calling for a range of BGI elements and implementation areas to be considered for urban drainage adaptation.
