Price for the Dreamed Public Ownership:A Case Study of Corruption in China' s Privatization

Abstract:Corruption due to enterprise ownership transformation is a global phenomenon,which,in China,can be seen in the loss of public-owned assets in state-owned enterprises in the process of enterprise privatization.The culprit is never found in the privatization itself but in the defective corporate management of the state-owned.Corruption appears in the process of privatization,which in turn may reduce corruption in state-owned enterprises.In this sense,the privatization of enterprise ownership is a tradeoff between short-term equity and long-term efficiency.Under the existing structures of corporate management and government au-thority,enterprise managers are likely to conspire with government officials to decide the way of ownership transformation so that they may embezzle the benefits.Privatization is to bring forth more benefits,for which corruption is more motivated to push forward enterprise privatization.As a result,social inequity will be deteriorating.It is thus not likely that so-cial equity,corporate efficiency and stability of current power structure can all be achieved.
