Abstract:Member countries of the United Nations have pledged to ensure access to affordable, reliable, and sustainable energy for all by 2030 (Sustainable Development Goal 7). However, energy poverty continues to be a significant challenge for billions of people. Empirical research established a connection between energy poverty and traditional public health indicators such as overall mortality rate, but relatively little is known about its holistic impact on public health and in particular on health vulnerability. This research establishes a holistic measure of public health using panel data from 143 countries between 2000 and 2016 to analyze the impact of energy poverty on health vulnerability. Using Ordinary Least‐Squares (OLS), fixed effects, system Generalized Method of Moments (GMM), and quantile regression approaches, our results show that reducing energy poverty mitigates health vulnerability. Energy poverty amplifies the susceptibility to negative health outcomes (sensitivity) and diminishes a population's capacity to respond to public health crises (resilience). The analysis also reveals a heterogeneous impact of energy poverty on health vulnerability associated with the socio‐economic development level of the region, with the largest increase being in more developed and high‐income regions.

Abstract:Access to clean, affordable, and reliable energy services is a key requirement for global sustainability. The United Nations reports that 91% of the world's population had access to electricity in 2021, up from 87% in 2015 (https://sdgs.un.org/goals/goal7#progress_and_info). However, grid connection does not guarantee energy well-being, which New Zealand's Ministry of Business, Innovation and Employment defines as the situation "when individuals, households, and whanau are able to obtain adequate energy services to support their well-being in their home or kainga" (https://www.mbie.govt.nz/building-and-energy/energy-and-natural-resources/energy-hardship/defining-energy-hardship/). When a household is unable to meet its energy needs, either because it does not have access to a reliable energy supply or cannot afford the necessary energy services, it suffers from energy hardship or, in the extreme, energy poverty. Our research addresses the latter situation; that is, when energy hardship exists despite a reliable energy supply.

Abstract:This paper analyses the energy poverty status in off-grid rural households and its underlying socioeconomic factors. Employing the Foster–Greer–Thorbecke Technique and Probit regression on data from 53 households, the study uncovers a diverse array of energy sources in use, including firewood, paraffin, LPG, candles, and generators. Despite this energy source diversity, the poverty line threshold, as measured by the per capita energy expenditure line (92.40 ZAR) (1 US Dollar = ZAR 18.20), reveals the prevalence of energy poverty. Approximately 15% of respondents are experiencing severe energy poverty and 22% are facing moderate vulnerability to energy poverty, while over 50% are not energy poor. This indicates that, although they may lack access to electricity, their energy usage and expenditure in other forms might still be sufficient to meet their basic energy needs. This distinction highlights the importance of assessing energy poverty, extending beyond a simplistic assessment of absolute poverty but taking into account the dynamic nature of income levels. Gender, household size, formal education, and social grants emerge as key indicators shaping the energy landscape in the area. The results clearly indicate that male-headed households and larger households are less susceptible to energy poverty, while increasing formal education and social grants increases the risk of households being exposed to energy poverty. These findings suggest that the problem of energy poverty in the area is uniquely linked to social, economic, and cultural issues. Therefore, interventions targeted at addressing energy poverty problems must address the underlying social, economic, and cultural factors.

Abstract:This study examines the definition, measurement, and determinants of energy poverty among Indian households. Access to clean energy sources is vital for the welfare and development of citizens in any country. Therefore, energy poverty encompasses the deprivation of affordable, reliable, and essential energy services. The definition of energy poverty and its metrics can vary across different approaches. Hence, the metrics used to measure energy poverty are crucial for determining who is energy poor. Against this backdrop, using data from NFHS-5 (2019–21) survey, we compute a multidimensional energy poverty index (MEPI) for Indian households using the methodology introduced by Oxford Poverty and Human Development Initiative. The MEPI score suggests that India is still a moderately energy poor country with regional disparity in energy poverty. We also examine determinants of energy poverty for Indian households by employing linear and fractional logit regression. Our results suggest that wealthier, more educated, or small-sized households fare better in terms of energy poverty. Households belonging to lower castes, rural areas, or having unemployed heads are more likely to be energy poor. Our baseline results are econometrically robust and inform policies that aim to address such deprivations.

Abstract:As a United Nations Sustainable Development Goal (SDG), the global community aims to provide clean and affordable energy to all people by 2030. Despite these efforts, energy poverty remains a reality for billions of people in 2022. Reducing energy poverty is a crucial impediment for public health and economic development. Previous research established a link between energy poverty and traditional public health measures such as overall mortality rate, but relatively little is known about its overall impact on public health. Following calls from researchers and policymakers to create more holistic measures of public health, the current research uses panel data from 143 countries between 2000-2016 to analyze the impact of energy poverty on health vulnerability. Using OLS, fixed-effect, system-GMM, and asymmetric analysis, results show that reducing energy poverty also reduces health vulnerability. Energy poverty increases the susceptibility of negative health outcomes (sensitivity) and decreases a population’s ability to respond to public health crises (resilience). The analysis also reveals a heterogeneous impact of energy poverty on health vulnerability depending on the level of development with the greatest impact in more developed and high-income regions. Results and future areas of interest are discussed in terms of their importance for researchers, international organizations, and local governments.

Abstract:Energy poverty is a significant barrier to sustainable development, affecting millions of people worldwide. However, technology offers innovative solutions that can bridge the energy gap and promote access to reliable and affordable energy services. In this study, we analyze the impact of ICT and globalization on energy poverty in N‐11 countries from 1990 to 2021, utilizing education, financial development, and economic growth as control variables. Results explain that the impact of ICT on energy poverty in lower quantiles appears to be relatively weak and positive, suggesting that it may be of limited effectiveness in reducing energy poverty in the most vulnerable populations. At higher quantiles, however, the impact becomes increasingly hostile, which suggests that higher ICT levels may exacerbate energy poverty among those who are already experiencing it. Energy poverty tends to decrease as globalization increases, as evidenced by the statistically significant negative coefficients across all quantiles. At the 10th percentile (Q0.1), an increase of one unit in globalization is associated with a reduction of 0.898 in energy poverty. Similarly, at the 90th percentile (Q0.9), an increase of one unit in globalization increases to 0.050 in energy poverty. It is possible to optimize resource utilization, reduce costs, and increase energy access through regional energy cooperation frameworks, such as cross‐border electricity grids or gas pipelines. In order to promote sustainable energy practices among citizens, the government should prioritize investing in clean energy projects, promoting energy conservation, and raising awareness of the importance of sustainable energy practices.

Abstract:<p>This study makes a comprehensive assessment of global energy poverty with an integrated approach. We generate an indicator system and assign weights by rough set and a large-scale survey. Absolute ideal solutions and virtual negative ideal solutions are used to improve the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS). We further present a global assessment of energy poverty with 125 countries. The results reveal that global energy poverty improves over time. However, large spatiotemporal variations on energy poverty alleviation are found across countries. Energy availability and affordability are the major obstacles to alleviating energy poverty. Moreover, energy poverty is mostly consistent with economical levels. Developed countries have lower energy poverty than developing countries. Compared with existing methods, the proposed integrated approach can improve the accuracy of energy poverty assessment. The insights obtained from this study can help policymakers in crafting well-informed decisions and sound public policies.</p>

Abstract:Access to affordable sustainable energy is a significant challenge for many lowincome countries experiencing energy poverty. The United Nations (UN) Sustainable Development Goal (SDG) 7 aims to "ensure access to affordable, reliable, sustainable and modern energy for all." Simultaneously, the European Union (EU) seeks to reduce emissions by 55 % by 2030. Decarbonization policies must be carefully considered to avoid adverse effects on vulnerable groups experiencing energy poverty. Solar technology offers a viable solution to decarbonize the building sector, reduce energy dependence on fossil fuels, and provide financial benefits to the public. Mapping solar potential is crucial to determine where investment in solar photovoltaic (PV) technology is most advantageous to the populations who stand to benefit the most. We combine a solar potential mapping approach incorporating socio-economic indicators indicative of energy poverty, using off-the-shelf Geographic Information Systems (GIS) tools that are easily replicated across cities facing energy poverty. Utilizing lowest common denominator data and analysis approaches, we offer creative and innovative mapping solutions. The socio-economic factors help to contextualise the benefits of distributed PV systems and highlight the need for mapping solar potential, in combination with energy poverty indicators for sustainable planning and policymaking. Our results for a case study in the city of Plovdiv, Bulgaria, demonstrate high solar energy potential that could meet 29 % of the city's electricity needs, save citizens about M€ 43.84 annually, and pinpoint where to invest first for the highest gains. Finally, we offer suggestions on how to use these results to inform decarbonization policies to benefit low-income populations that are often missed in existing energy policies.

Unlocking the role of energy poverty and its impacts on financial growth of household: is there any economic concern

Abstract:The major purpose of this study is to assess racial disparity and energy poverty index by measuring energy poverty index by using data envelopment analysis and regression equation from South Asia (2001-2018). An energy poverty index is quantifying the size and scope of energy poverty, and DEA is used to investigate the relevance of socioeconomic position to multidimensional energy poverty. In multidimensional energy poverty, location, house ownership position, number of dependents, and the age of the main caregiver have an important positive impact. Our research has shown that Bhutan is the most susceptible nation with an energy poverty index of (0.02), Maldives (0.03), and Bangladesh (0.11), while India (0.86) and Pakistan (0.49) are the least likely to be energy poor as regards energy poverty. Of the total energy production, 78% is based on traditional fuels, followed by 12% based on petroleum products. The Gini index indicates a positive association with the energy poverty index at a 5% significance level. This signifies that these socioeconomic indicators positively contribute to the energy poverty index level. This study developed more synchronized policies to eradicate energy poverty and can provide a way forward for policymakers to develop strategies to implement them suitably in the regional power sector.

Abstract:This paper explores energy poverty and its distribution among households in the Upper Blinkwater community, a typical remote South African community. Its selection was based on being the first identified to benefit from the pilot project implementing a decentralized hybrid mini-grid. We utilize the Foster–Greer–Thorbecke technique, which identifies households below the energy poverty line, measures the depth, and identifies those most vulnerable to energy poverty. A total of 53 households were interviewed by means of a questionnaire. The findings indicate a reliance on diverse energy sources such as wood for heating and LPG for cooking, which has enhanced community resilience and control over energy consumption, with greater proportions not affected by energy poverty. However, about 38% still experience energy poverty. The findings show that energy poverty is unevenly distributed within the community. Older individuals tend to have greater energy security, likely due to the stability provided by social grants. In contrast, female-headed households and lower-income families face the most significant challenges. The study concludes that there are substantial gender disparities and that lower-income households are particularly vulnerable to energy poverty. Therefore, we recommend gender-sensitive interventions to reduce the financial burdens on these vulnerable households, thereby improving their energy security.

Abstract:The basic goal of COP26 the UN framework convention on climate change is to guarantee accessibility to clean energy, a severe issue in developing as well as in advanced nations. Though relatively less research has been done on the causes of energy poverty. This research fills the gap in the literature by looking at the lack of accessibility, availability as well as affordability of energy which are the major factors behind energy poverty in 6 major emerging economies. This is one of the first studies to examine how natural resources, political risk, consumption of renewable energy, GDP, and globalization affect energy poverty. The authors make use of panel data and also one of the most appropriate panel data econometric tools for long relationship Quantiles regression via the Method of Moments (MMQR) to observe adjustment over time in between variables which is helpful in the empirical proof. The annual panel data used in this study are from six emerging economies from 1990 to 2019. The outcomes of the economic analysis indicated that natural resources reduce the energy poverty gap in terms of energy accessibility, availability, and affordability. Simultaneously, the gap in energy poverty is widened by high political risk. Furthermore, an upsurge in GDP and consumption of renewable energy increases the accessibility, availability, and affordability of energy poverty in the targeted economies. These empirical findings are consistent across model setups, allowing us to offer new suggestions on energy accessibility, availability, and affordability following the COP26 conference.

Abstract:This paper addresses the empirical relationship between energy poverty and energy efficiency in developed and developing countries through various domains. The analysis is conducted using energy poverty indicators, country-wise GDP, energy efficiency, and social welfare by using data envelopement analysis (DEA) and entropy method through mediating role of econometric estimation by using . The findings show that energy poverty will reduce the gross domestic product from par to par. Moreover, the countries' social welfare may dramatically decrease if long-term energy poverty is consistent and not mitigated, negating the traditional theory that only gaining energy efficiency is more than enough for energy stakeholders. Based on the deducted results, this study suggests potential policy adjustments, and illustrates the value of productive energy supply. Results reveals that expenditure associated energy poverty has major share while electricity consumption based energy poverty is the second major factor. Moreover, there is an absence of modern electricity access in less energy efficient areas. SMoreover energy prices should also provide a quantitative assessment of actual costs associated with the rising concern of energy efficiency and social welfare to reduce energy poverty. On this, the study provides valuable information for policy makers and relevant stakeholders.

Abstract:This study develops a conceptual framework of multidimensional energy poverty by using a multidimensional poverty index that considers energy accessibility, affordability, and service availability. The index is then utilized to evaluate the extent, depth, and intensity of multidimensional energy poverty (MEP) in China. Specifically, this study aims to identify factors that contribute to the urban-rural and regional MEP disparities in China. The results reveal that (1) MEP is widespread in China; (2) Rural areas experience 2.5 times more MEP compared to urban areas, while inland regions have 1.5 times higher MEP rates than coastal regions; and (3) these disparities are primarily caused by low-income levels, lack of non-agricultural employment opportunities, and educational attainment. Therefore, policies targeting low-income, unemployed, and less-educated individuals are necessary to address this issue. In addition, promoting urbanization and eliminating the household registration system are crucial steps to address MEP disparities in China. Furthermore, improving energy infrastructure and increasing knowledge dissemination can also help reduce reliance on traditional energy sources.

Abstract:Abstract Theoretically, the impact of human development on energy poverty could occur through a number of channels, for instance, through improved social mobility and employability. In this study, we elaborate on these channels and examine how human development affects energy poverty in Africa, where access to electricity is a challenge for many. We proxy human development with scores on the human development index (HDI), human capital and education levels and analyse panel data on 40 African countries from 2000 to 2018. Employing a battery of estimation methods, the results suggest that an increase in human development generally improves energy poverty.

Abstract:Energy poverty has been identified as a problem in China, but research to date does not discuss who experiences it, unlike in other countries. Here, we compared sociodemographic characteristics known to be linked to energy vulnerability in other nations between energy poor (EP) households and non-EP households, using the 2018 survey data from China Family Panel Studies (CFPS). We found that a range of sociodemographic characteristics associated with transport, education and employment, health, household structure, and social security, are disproportionately distributed among five provinces (Gansu, Liaoning, Henan, Shanghai, Guangdong) in our study. EP households are more likely to have low housing quality, low education, old people, poor mental/physical health, be mainly female, be rural-Hukou, be without pension, and lack clean cooking fuels. In addition, the logistic regression results further evidenced the increased likelihood of experiencing energy poverty given vulnerability related socio-demographic predictors in the full sample, in rural-urban areas, and in each single province. These results suggest that vulnerable groups should be considered specifically when formulating targeted policies for energy poverty alleviation to avoid exacerbating existing energy injustice or creating new ones.

Abstract:Improving access to energy services among the underserved requires understanding the status quo in energy access and estimating future energy requirements of energy service provision. In this paper, we present a novel survey dataset collected in 2021 within the framework of the PeopleSuN project. Across three Nigerian geopolitical zones, a total of 3,599 households and 1,122 small and medium-sized enterprises were surveyed. The sample is representative of grid-electrified regions of each zone, excluding urban centres. Our surveys collect data on demographic and socioeconomic characteristics, energy access and supply quality, electrical appliance ownership and usage time, cooking solutions, capabilities, and preferences. We encourage academic use of the data presented and suggest three avenues of further research: (1) modelling appliance ownership likelihoods, electricity consumption levels and energy service needs in un-electrified regions; (2) modelling the integration of decentralised renewable and battery storage solutions to address high usage of diesel generators in peri-urban regions; (3) exploring broader issues of multi-dimensional energy access, access to decent living standards and climate vulnerability.
How does digital economy affect energy poverty? Analysis from the global perspective

Abstract:As an emerging engine of economy development, the potential impact of digital economy on energy poverty are worth to explore for alleviation. Using a balanced panel dataset of 61 countries, this study empirically examined the impact of digital economy on energy poverty and relative transmission mechanisms. Specifically, we first assess the digital economy and energy poverty level across the globe, and then explore whether the development of digital economy can help alleviate energy poverty. The heterogeneity and mediating roles in the digital economy-energy poverty nexus are also discussed. We conclude that: (1) Global energy poverty index shows a decreasing trend, and global digital economy index shows an increasing trend during the sample period. (2) There is a negative relationship between the digital economy and energy poverty, demonstrating that the development of the digital economy has a positive impact on energy poverty alleviation. In addition, the heterogeneity test results demonstrated that positive alleviation impacts exist in high-income countries, whereas middle-income countries experience negative impacts, and heterogeneities also exist in different regions. (3) The analysis of the mediation effects showed that government governance, economic growth, and urban development mediate the nexus of the digital economy on energy poverty. Based on the above findings, this study proposes several policy implications to reduce energy poverty.

Abstract:The United Nations has identified 17 Sustainable Development Goals (SDGs) that need to be addressed to ensure a peaceful and sustainable existence for all living species on planet earth. To a large extent, the SDGs are interconnected, so that addressing one can simultaneously influence another; here, we explore the role of photovoltaic energy technology in combating climate change and its potential advantages in alleviating poverty in six African countries. In this context, photovoltaic solar power plants which produce “green” electrical power from solar radiation may contribute to the achievement of several of these goals. This article analyzes the extent to which the operation of on-grid solar power plants found in Burkina Faso, Madagascar, Morocco, Rwanda, Senegal, and South Africa is a vector for sustainable development. Our results give us the opportunity to identify the role of governments in enhancing solar PV sustainability for poverty alleviation. Our methodology is both qualitative and quantitative. We pursued six case studies, performed a thorough grid analysis (seven categories of impacts analyzed at local, regional, national, and international levels), and defined a sustainability index specific to solar power plants. According to the sustainability model derived from our results based on contextual and structural variables, we found that, unless appropriate adjustments are made, grid-connected photovoltaic solar power plants have a limited impact on sustainable development and poverty abatement, especially at the local level. The findings reveal the following: Firstly, energy poverty significantly reduces household development resilience, and this conclusion remains robust after addressing endogeneity issues and conducting a series of robustness tests. Secondly, energy poverty restricts household development by compromising health, educational levels, and internet access. Thirdly, the constraining effect of energy poverty on household development resilience exhibits heterogeneity, with a stronger impact in urban areas than rural areas and in eastern regions than central and western regions. Fourthly, further analysis suggests that the use of solid fuels significantly reduces household development resilience, whereas the utilization of clean energy facilitates the enhancement of household development resilience. This study provides important policy implications for addressing energy poverty and promoting long-term household development, serving as a reference for other developing countries.

Abstract:This study examines whether shifts in the stance of policymaking can account for the observed predictability in excess energy poverty (EP) or fuel poverty (FP) levels. Energy-related poverty is a subcategory of global poverty and can be categorized into accessibility problems related to EP and affordability issues associated with FP, which have a similar but not identical meaning. Furthermore, developed and developing countries have different energy issues, as the former deal with FP and the latter with EP. However, there are discrepancies in EP not only between countries but within counties as well; for instance, there are differences in urban and rural areas too. Difficulties in energy access can be devastating for people living at risk of poverty. Social welfare, although at stake due to the energy crisis sparked at the same time as the warfare in eastern Europe. Renewables and green fossil fuels have price fluctuations, and inflation is also a stress factor in EP. Generally, solutions to EP and FP could be, inter alia, the adoption of renewables, governmental regulation, and supranational support through the green deals and sustainable development goals (SDGs). In short, the inflationary trend disequilibrium and raging war have put Agenda 2030 at stake due to the provocation of sustainability via energy-related vulnerability, insecurity, and poverty phenomena.
