The International Feature of the New Trade Protection Measures and the Empirical Analysis of the Influence on Chinese Edible Fungus

Abstract:The edible fungus industry developed rapidly,and played an increasingly important role in raising farmers' income,prospering rural economy,maintaining the agroecological environment,earning foreign exchange through export and so on,while the expansion of oversea agricultural product market was frustrated in the financial crisis and trade protection measures which took the technical barriers to trade as the core.The international feature of the technical barriers to trade in China on the basis of the analysis of the trade protection measures which took the technical barriers to trade as the core was summarized.Took dry agaric export trade to Japan as an example,the influence of technical barriers to trade in exports of edible fungi and export competitiveness from long-term was analyzed,and whether it existed Granger causality test or not was examined.Research results showed that,Chinese agricultural exports and export competitiveness changed in the same trend with the intensity of the foreign technical barriers to trade.It showed that technical barriers to trade promoted Chinese edible fungus technology progress in a certain degree,and exchanged export competitiveness.Accordingly,the efficiently hedge agaist technical barriers to trade was put forward,and a policy recommendation for the healthy development of Chinese edible fungus industry was proposed.

Abstract:PurposeAs technical barriers gradually become the important tools of trade protection, it is important to understand whether intensified enforcement of border controls is adopted as a hidden tool of trade protectionism and differs across periods and industries.Design/methodology/approachThis article applies a panel structural vector autoregression (PSVAR) model to investigate the potential role of trade protectionism motives in Food and Drug Administration (FDA) import refusals on China's agricultural exports, utilizing newly constructed monthly data at the industry level.FindingsThe results show that import refusal is mainly driven by the inspection history, highlighting the importance of the intrinsic product quality and maintaining an excellent inspection history in border inspection. The novel finding is that US employment contractions would also lead to a small increase in FDA import refusals, especially those taking place within ten months and made without sampling tests. Such an association is driven by industry-specific employment shocks and becomes stronger after the financial crisis. It is also more evident in industries where the US lacks competitiveness against China, being manufactured without mandatory safety regulations, and with negative skewness of employment growth.Originality/valueThis research is one of the preliminary attempts to understand whether the de facto border controls are worked as a hidden tool of protectionism to agricultural products, and what the specific trajectory and duration of the impacts at the monthly level. This study provides empirical evidence showing the role of protectionism motives in FDA import refusals and is heterogeneous across industries, which generate new insights and policy implications to predict and cope with additional barriers on agricultural trade.

Abstract:Agriculture is an important part of economic development. At present, China is deeply affected by green trade barriers, which seriously hinders the development of agriculture. Hebei Province has a huge grain output. Taking Hebei Province as an example, this paper discusses the impact of green trade barriers on the export of agricultural products, and finds solutions. Based on data analysis technology, this paper makes an empirical analysis. It is found that the symbol of the strictness of implementing green trade barriers is consistent with the anticipated symbol, which is passive in the brief term and optimistic in the extended term. Therefore, in the brief term, the implementation of green trade barriers will lessen the export quantity of farming products and raise the sell abroad price. In the extended run, the implementation of green trade obstacle will promote scientific and technological progress, increase the sell abroad quantity of agricultural products and expand diversified markets. Finally, the countermeasures of agricultural products export against green trade barriers are put forward from both government and enterprises.

Abstract:With the increasingly active global economic and trade activities, some international trade issues are gradually emerging. At the same time, some countries led by the United States vigorously promote unilateral trade, which has led to the emergence of traditional trade protectionism. Some developed countries, citing the protection of their own trade, set high standards and thresholds for imported products, Furthermore, green trade barriers have emerged in the process of international trade. Abstract:Abstract With the development of global big data and trade liberalization, tariff barriers are gradually weakened, while technical trade barriers, mainly in the form of technical regulations, standards, and conformity assessment procedures, are constantly strengthening. Affected by this, in recent years, my country’s traditional Chinese medicine industry has also suffered technical trade barriers from various countries, and the export of Chinese medicine has been seriously affected. In this regard, the purpose of this article is to study the international trade barriers and countermeasures of Chinese herbal medicines based on big data. This article first expounds the meaning of technical barriers to trade in traditional Chinese medicines, and classifies them according to the form and substance of technical barriers to trade in traditional Chinese medicines. The experimental results indicate that an anti-technical trade barrier service system for the Chinese medicine industry must be established as soon as possible. The industry association must give full play to its communication and coordination role, reduce the number of Chinese medicinal materials rejected by foreign countries to less than 31 batches, and provide suggestions for the government and enterprises. Innovative ability, establish the concept of quality management, and face the technical trade barriers of traditional Chinese medicine with a positive attitude.

Abstract:Economic globalization and trade liberalization call for an elimination of tariff wall. With an increasing awareness of environment protection, one new non-tariff trade barrier, green barrier, emerged. In the paper, the development of green-barrier to trade and its influences on the export of farm produce of China are introduced and deep institutional reasons for green-barriers inflicted on farm produce in China are analyzed. Finally, it is held that a series of institutional policies should be improved to develop China’s green-agriculture and overcome the green barriers.
