Abstract:After three decades of development, China's private economy has made tremendous achievements. Due to historical and institutional reasons, compared to the state-controlled economy, the private economy is still suffering from severe disadvantages in economic and business activities. This paper investigates the influence of legal environment on the growth of private enterprises in China using provincial level panel data. We proposed a set of dimensions to measure the legal environment at the provincial level, including government administrative and judicial capacity, legal intermediary organizations, and legal protection of intellectual property rights. Based on data of 31 provinces in China from 2000 to 2008, we found that in general private enterprises grow faster with more advantageous legal environment. The effect shows certain aspects of difference between inland and coastal regions. Both theoretical and practical implications are discussed following the report of findings.

Abstract:Emerging and booming in the rural parts of South Jiangsu and Southeast Zhejiang, private economy has been the main driving force for China's market development.Private sector pushes forward China's institutional transition and stimulates the growth of industrial clusters on the regional level.It facilitates the process of industrialization and urbanization.The growth and development of private economy has always been based on an innovation of integrating industrial and corporation structures,product composition,and market structures in order to see them well matched with each other.This paper explores the development of the private economy and how it stimulates China's institutional transition with its mechanism of privatization,from a perspective of historical evolution over more than two decades.The author interprets the development of private economy into four stages in accordance with its historical evolution.The first stage is the description of the initial development phase of private economy over 1978—1992: ″Wenzhou Model″ and ″South Jiangsu Model″,with pure private ownerships for private sector development in the form of family firms in the villages,as well as with(non-state owned) township and village enterprises(TVEs).The second stage is the description of the rapid development stage over 1993—1997: specific markets and industrial division/collaborations.The third stage is the promotional stage of private sector development over 1998—2003: positive replacement of enterprises.During this period,non-public economic development has stepped into a new charming season of development in the whole nation.Some private enterprises are growing into larger sized ones.They are relatively strong in market competition.This finally leads to the improvement of the structure and industrial organization for the private sector.The fourth stage is the comprehensive innovation phase from 2003 up to now: the universal extension and implementation of privatization mechanism.In general,facing the economic integration in the globalization era,private enterprises themselves are continuously seeking to increase techniques and management innovations,to build entrepreneurship and business culture,to improve management efficiency and elevate their core competitiveness in the domestic market as well as the international market.

Abstract:Ever since China implemented its reform and opening up policy in the late 1970s, it has engaged in theoretical and practice-based innovations in the development of its private sector. China has experienced four evolutionary stages of private sector development and theoretical innovation: from proposing that the private sector was "subsidiary and complementary to the socialist public sector," to elevating it to the heights of China's "basic economic system"; from adhering to the principle of "the two unwaverings," i.e., unwaveringly consolidating and developing the public sector on the one hand, and unwaveringly encouraging, supporting, and guiding the development of the non-public sector on the other; and thence to further stating explicitly that "private enterprises and private sector entrepreneurs are one of us; they are socialist." New theories of private sector development have been created in response to the inherent requirements of the primary stage of socialism, to the choice of the correct path to common prosperity, and to the human behavioral rationality and the laws governing people's interest claims. The private sector is an important achievement of the development of the socialist market economy; an important force promoting the development of the socialist market economy; and an important actor in the building of the modern economic system. Creating new theories of private sector development has opened up a new realm for Marxist political economy.

Abstract:Private capital is one of the main driving forces in China's initiatives towards stimulating the market economy. The development of private economy in China has always been based on integrating industrial and corporate structures with product composition and market structures. This paper explores the development of the private economy and how it integrates different industries with specific markets by analyzing the leading private sector in Zhejiang province. It also examines the trends of industrial cluster, the formation of the agglomerative economy and their effects on private economy development. Finally, the paper explains why Zhejiang people have profited much from the Wenzhou model, and discusses some existing problems and future possibilities for development of the Wenzhou model.

Abstract:The strategy of relying on excessively low cost to occupy the market has constrained the development of private enterprises.According to the empirical research of private enterprises in Zhejiang province,it was found that the main factors influencing the technological innovation capability are: the product innovation capability,the process innovation capability,the technician resource,the innovation policies,and the financing environment.These factors are important to foster the technological innovation capability of private enterprises.

Abstract:How were financing problems solved when modern China was transforming from a traditional society into an industrializing one? Modern China lacked the experience of primitive accumulation of capital.Moreover,there were limited subsidies from the government for privately funded enterprises which were most vibrant and existent in great numbers.Against this background,we can see that the great needs for capital in the process of industrialization have been met with private financial institutions,traditional ways and practices of financing,and financing methods adopted by modern private enterprises after the emergence of machinery industries.Here is an analysis of financing through private financial institutions,direct collection of savings by enterprises,and various expanding ways within enterprises to increase capital accumulation internally,thus presenting a series of historical pictures about active private finance in modern China.

Abstract:From the factor endowments and the institution evolution perspectives,offering a conceivable interpretation to the development of Taizhou's outoriented economy is the main subject of this paper.At the very start,this paper starts off with looking backward the paths of development and summarizing the general situations of Taizhou's out-oriented economy,the main characteristics patterns of the evolution of out-oriented economy in ″Taizhou economical phenomena″ are concluded in the part I of this paper.Secondly,based on the above analysis,the part II and the part III of this paper focus on tracing back respectively the factor endowments,such as natural resources,location,human capital and so on,and the institutional environment which are depended on.Finally,this paper defines clearly the essential connotation of the development pattern of Taizhou's out-oriented economy.Namely,according to existing constraints,the paths of the development of Taizhou's out-oriented economy is the optimal choices which have been made by rational Taizhoumen in every phase of history;then it depends basically on the accumulation of internally private funds,furthermore it not only has carried out creatively the regulations from the upper governments,but also stimulated furthest indigenes to greatest effort.;eventually,it has gained remarkable success by achieving double reciprocations,viz.one is the reciprocation between the local governments and the microeconomic entities,the other is the reciprocation between the special markets and the private economical entities.Consequently,this research shows that,depending mainly on the accumulation of internally private funds,the ″mutual aid″ local governments and the developed specialized markets,the patterns of the development of Taizhou's out-oriented economy are the optimal choices under existing resources constraints.This unique orbit of the development pattern of out-oriented economy not only provides a mass of very valuable material for academic studies;but also presents west poverty-stricken regions which are highly short of funds and entrepreneurs with the guide to develop local economics relying on developing out-oriented economy.Furthermore,the more important signification of this study lies in the more general conclusion that,in fact,there is not a simplex indicator of evaluating out-oriented economy,the key is to discover the optimal development pattern of out-oriented economy which maximizes income under existing resources constraints.

Abstract:Abstrcat The paper analyzes the current policies of private education in China by employing economic approach. Main points are summarized as follows. Firstly, the government should establish an effective incentive mechanism and a quality guarantee system. Secondly, non-profitable and profit-making educational institutions should be differentiated strictly. Thirdly, policies of private education should satisfy the social objectives at a higher level. Fourthly, the government is supposed to use the policy instruments comprehensively. In many cases, economic approaches are more effective than regulatory approaches. Fifthly, an effective private educational system is made in an evolutionary way rather than designed arbitrarily. Lastly, the regulations and rules for a third party is necessary for the governance of newly emerging independent colleges.

Abstract:The rapid development of private economy has made great contributions to the cause of socialism with Chinese characteristics. In order to promote the development of private economy to a higher level, this paper analyzes the development of private economy in Guangdong Province in recent years, constructs the evaluation index system of regional private economy competitiveness from six dimensions of regional economic strength, business environ ment, profitability, innovation ability, development potential and corporate social responsibility, and determines the weight of each evaluation index by principal component analysis of p rivate economy competitiveness evaluation model. The results show that the overall competitiveness of private enterprises in Guangdong Province is increasing year by year, the scores of each index are also increasing year by year, and some indexes fluctuate greatly. According to the score of each index, this paper puts forward the countermeasures to enhance the competitiveness of private economy in Guangdong Province, so as to promote the healthy and sustainable development of private enterprise economy.

Abstract:There existed certain limitations in the subjectivity of the investors in both rounds of infrastructure investment in China over the last two decades.Foreign investors acting as the major player in the first round usually charged high and preferred operating projects in more developed regions in China while state-owned enterprises as the main player in the second round had relative low operation and management efficiency,which largely restrained the liscencing advantages.Therefore,there is an urgent need to examine the situation and future of private enterprises,another potential player in the economic market,in infrastructure development.Based on a comprehensive literature review,this paper identifies the private enterprises′ strength and weakness as well as opportunities and threats they are faced with in infrastructure development.The findings could be a valuable reference for private enterprises engaged in developing infrastructure projects in China.

Abstract:Under its maturing market system and institutional control, the economy of the Ming and the Qing Dynasty enjoyed its internal development. The huge market of the whole country became the strong motive power of developing economy, promoted the forming of the market of land-ownership and the integration of productive factors and the allocation of resources, which resulted in great returns, productive efficiency and economic vitality. In this historical period, the internal and external factors for reform as well as heterogeneous factors could hardly survive, and even in modern China, it would cost much to realize any reform in this system. In the same historical period, Western European countries experienced continuous reforms due to their different systems, and their domestic market competition caused them to open up overseas markets. Thus, in their system-related competition, new elements and mechanisms emerged.

Abstract:On February 24th 2005, seven policies, which encourage, sustain and induct the development of non- public sectors of the economy were clearly brought forward in 'some opinion on encouraging, sustaining and inducting the development of non-public sectors of the economy such as individual and private economy which is constituted and pro- mulgated by State Department. Its promulgation has great realistic and historic meaning on ulteriorly carrying out the poli- cies of encouraging and accelerating the non-public sectors of the economy development from the 15th congress and espe- cially the 16th congress, fulfilling the request on perfecting the law of safeguarding the private property in constitution a- mendment, solving the difficulty and problem of opinion, law and system faced by the development of non-public sectors of the economy in China. So the column of 'equal guarantee of non-public sectors of the economy' is put forward, and some famous legalists were invited to discuss this problem.

Abstract:The institutional environment – including protection of private properties and contract enforcement – has been rather unfavorable for the emergence and development of China's private enterprises. This is in sharp contrast to the case of the developed economies where the institutional environment is conductive to the entrepreneurial activities and only the personal attributes of would-be entrepreneurs determine their entrepreneurship decision. We thus propose a theoretical framework for the entrepreneurship decision in China with a focus on the role of the institutional environment. Using a life-histories survey data of 2854 respondents from twenty cities in China, we find strong support for the impacts of the institutional environment and its interactions with other determinants of entrepreneurship decision.

Abstract:Combining the perspectives of population ecology and the institutional school, this article examines the influence of private sector development on the performances of private enterprises in different provinces of China. The analysis shows that rapid growth of the private sector has a negative impact on the performance of private enterprises in provinces with a well-developed private sector, whereas it has a positive impact on private firm performance in provinces with a less-developed private sector. We argue that the former finding is largely due to the competitive mechanism in firms’ environment, and the latter to the legitimacy mechanism. Further analysis also shows that young and small private enterprises benefit more in a rapidly growing private sector. In doing so, this article contributes to population ecology theoretically and methodologically; it also qualifies “the liability of newness.”

Abstract:This paper provides an in-depth analysis on China's transition and development path.So far,China's e- conomic reform maintains the pre-reform rural-urban segmentation,economic decentralization and relational gov- ernance,albeit to a different extent.The associated political and social structure are conducive to capital accu- mulation,getting incentive right and contractual enforcement in the early stage of development,while they incur some costs such as increasingly widening income gaps,which have some negative effects on economic growth, poverty-reduction and social mobility,posing great challenges for sustainable and harmonious development. Hence,before the costs come to a threshold,China should make some corresponding gradual changes in politi- cal and social structure,leading to a unique China development model.
