Abstract:Agriculture, in its broadest form, is the greatest consumptive user of water resources in the United States and around the world. Perhaps the greatest challenge facing agricultural producers will be adapting water management to an increasingly variable climate. Adaptation will be extremely difficult, in part because other demands for water (e.g., energy, domestic, industrial, municipal) will continue to increase. Despite considerable improvements in irrigation technology, product de- velopment, and other water-saving approaches, agricultural producers will be expected to reduce water consumption and improve or protect water quality of water discharged from agricultural operations. In 2004, the National Institute of Food and Agriculture embarked on an effort to address Agricultural Water Security, ensuring sufficient water of the appropriate quality at the needed time to meet demands for food, fiber, and other agricultural goods and services. This effort identified six broad areas where agricultural research, education, and extension can impact water management to achieve agricultural water security. The six areas are: biotechnology, water reuse, general conservation, irrigation efficiency, water markets and trading, and drought preparedness. We present an overview of the six areas and opportunities for agriculture—and specifically horticultural and specialty crop producers—to adapt to climate change through improved water management.

Abstract:This editorial paper takes the form of a concise report and delves into a critical and intricate issue essential for the sustainability of agriculture. It centers on the intricate relationship between agri-cultural water resource management and agronomical practices, as well as their ability to adapt to the impacts of climate change while ensuring both the quantity and quality of crop yields. Specifically, this paper serves as a synopsis of how the far-reaching consequences of climate change for water resources impact agricultural production. It also highlights primary adaptation strategies for managing agricultural water resources, as drawn from the existing literature. Such strategies are designed to counteract the potentially adverse impacts of climate change on the rural sector. Fur-thermore, this brief report offers a valuable overview of the 17 selected papers featured in this Special Issue (SI) on Water, published by MDPI. These papers serve as exemplars of cutting-edge approaches to adaptability in water resource management and resilient crop production systems, as these fields attempt to thrive in an ever-changing environmental landscape.

Abstract:With rapid industrialization and urbanization, scarce water resources are more and more being transferred from low-value agricultural use to high-value industrial and domestic uses in China. Along with water shortages, inefficiencies are apparent in Chinese agricultural water utilization. The causes of these inefficiencies include attenuated property rights, artificially low water prices, lack of farmer participation in irrigation districts management and fragmented government management. It is concluded, against the background of a transitional economy, that the lack of economic incentives in the allocation of water is the principal reason why shortage and waste coexists in Chinese irrigated agriculture. The challenge now facing decision makers is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the growth of cities and the industrial sector. Owing to failures in both markets and government in water allocation, it is argued that it is necessary to establish a quasi-market for water.

Abstract:Water scarcity and related climate volatility are growing constraints on agricultural production landscapes around the world. While the adaptation options available are often dictated by system context, in many places broad-scale transformations are occurring in response to water-related pressures. We sought contributions from across regions, agricultural system types, and scientific disciplines to examine agricultural land use transitions driven by water scarcity , including the tradeoffs associated with alternative land uses; impacts on food production, environment, and society; innovations that can buffer risk; and considerations for planning and implementation. The research presented in this collection highlights the spectrum of policy and practice changes that are needed to facilitate beneficial land use transitions and system transformations, from quantifying risks, to evaluating multidimensional tradeoffs, to developing socio-technical policy bundles to maximize co-benefits.

Abstract:Freshwater is a vital resource for both ecosystem health and human survival, and it is the natural resource that is the most extracted at the global level. Excessive freshwater consumption can be responsible for a scarcity in the circulation rate, which occurs when the freshwater demand exceeds its availability. Hence, water consumption needs to be optimised in all human activities, given the increasing freshwater scarcity due to climate changes and to the annual net increase in the human population of 81,000,000. Freshwater plays many important roles in daily life for example, agriculture is responsible for nearly 70% of that withdrawal volume, and it is therefore, the most water-intensive sector. This puts emphasis upon the urgent need of transitioning towards more sustainable agricultural and food-production/consumption systems. Water Footprint (WF) is increasingly playing a guiding role in that context. Indeed, it makes it possible to quantify water consumption and related environmental consequences. With the objective of contributing to enhancement of research and of supporting practitioners and decision-makers in environmentally sustainable and resilient food production/consumption, the authors of this article addressed the relevant issues connected with: a) physical and economic water scarcity in agriculture, b) practices and tools to reduce water wastage, c) WF assessment methodologies. A number of environmental, economic, and engineering solutions were proposed to mitigate water scarcity. The improvement of irrigation technologies and practices was identified as an important major way to reduce water scarcity. Additionally, solar powered 'reverse-osmosis' is being used in many parts of the world to produce irrigation water from saline water, thereby reducing the need to extract freshwater from underground aquifers. This article confirmed the importance of research on water scarcity; moreover, it can stimulate development and application of solutions that make agricultural production/consumption more efficient and resilient.

Abstract:A water crisis has prompted the Chinese government to develop an ambitious water conservancy plan. However, the plan may not achieve water sustainability and may cause unintended environmental and socioeconomic consequences, unless it accounts for complex human-nature interactions ( 1 ). Water shortages, for example, force people to find alternatives, such as treatment facilities, whose land and energy requirements aggravate food and energy production, which need large amounts of water. Other nations face similar challenges and share real water from China along international rivers and/or virtual water through trade. Water problems are particularly challenging in China, which has the largest population, fastest-growing economy, rising water demand, relatively scarce water, dated infrastructure, and inadequate governance. We highlight China's water crisis and plan, and then offer recommendations.

Abstract:Abstract The increasing demands placed on the global water supply threaten biodiversity and the supply of water for food production and other vital human needs. Water shortages already exist in many regions, with more than one billion people without adequate drinking water. In addition, 90% of the infectious diseases in developing countries are transmitted from polluted water. Agriculture consumes about 70% of fresh water worldwide; for example, approximately 1000 liters (L) of water are required to produce 1 kilogram (kg) of cereal grain, and 43,000 L to produce 1 kg of beef. New water supplies are likely to result from conservation, recycling, and improved water-use efficiency rather than from large development projects.

Abstract:The scarce resource of water is vital for agriculture, serving multiple functions in accruing biomass and improving water use efficiency in crop production. Global crop production in agriculture depends on water availability. Future scenarios predict increasing occurrence of flash floods and rapidly developing droughts accompanied by heatwaves in humid regions that rely on rain‐fed agriculture. It is challenging to maintain high crop yields, even in arid and drought‐prone regions that depend on irrigation. The average water demand of crops varies significantly, depending on plant species, development stage, and climate. Most crops, such as maize and wheat, require relatively more water during the vegetative phase compared to the ripening phase. In this review, we explain WUE and options to improve water use and thus crop yield. Nutrient management might represent another possibility to manipulate water uptake and use by plants. An emerging topic involves agroforest co‐cultivation, where trees in the system facilitate water transfer through hydraulic lift, benefiting neighbouring crops. Other options to enhance crop yield per water use are discussed.

Abstract:Climate change poses a substantial threat to agricultural sustainability globally. Agriculture is a vital component of the gross domestic production of developing countries. The multifaceted impacts of climate change on agriculture, highlighting how extreme weather events such as water stress, heatwaves, erratic rainfall, storms, floods, and emerging pest infestations are disrupting agricultural productivity. The socioeconomic status of farmers is particularly vulnerable to climatic extremes with future projections indicating significant increment in ambient air temperatures and unpredictable, intense rainfall patterns. Agriculture has historically relied on the extensive use of synthetic fertilizers, herbicides, and insecticides, combined with advancements in irrigation and biotechnological approaches to boost productivity. It encompasses a range of practices designed to enhance the resilience of agricultural systems, improve productivity, and reduce greenhouse gas emissions. By adopting climate-smart practices, farmers can better adapt to changing climatic conditions, thereby ensuring more sustainable and secure food production. Furthermore, it identifies key areas for future research, focusing on the development of innovative adaptation and mitigation strategies. These strategies are essential for minimizing the detrimental impacts of climate change on agriculture and for promoting the long-term sustainability of food systems. Abstract:Rainfed agriculture plays and will continue to play a dominant role in providing food and livelihoods for an increasing world population. We describe the world's semi-arid and dry sub-humid savannah and steppe regions as global hotspots, in terms of water related constraints to food production, high prevalence of malnourishment and poverty, and rapidly increasing food demands. We argue that major water investments in agriculture are required. In these regions yield gaps are large, not due to lack of water per se, but rather due to inefficient management of water, soils, and crops. An assessment of management options indicates that knowledge exists regarding technologies, management systems, and planning methods. A key strategy is to minimise risk for dry spell induced crop failures, which requires an emphasis on water harvesting systems for supplemental irrigation. Large-scale adoption of water harvesting systems will require a paradigm shift in Integrated Water Resource Management (IWRM), in which rainfall is regarded as the entry point for the governance of freshwater, thus incorporating green water resources (sustaining rainfed agriculture and terrestrial ecosystems) and blue water resources (local runoff). The divide between rainfed and irrigated agriculture needs to be reconsidered in favor of a governance, investment, and management paradigm, which considers all water options in agricultural systems. A new focus is needed on the meso-catchment scale, as opposed to the current focus of IWRM on the basin level and the primary focus of agricultural improvements on the farmer's field. We argue that the catchment scale offers the best opportunities for water investments to build resilience in small-scale agricultural systems and to address trade-offs between water for food and other ecosystem functions and services.

Abstract:Water is a fundamental component in primary food production, whether it be rainfall, irrigation used to water crops, or for supplying drinking water for animals, while the amount of water in the soil determines it capacity to support machinery and animals. We identify that UK agriculture is exposed to five main water-related risks: agricultural drought, scarcity of water resources, restrictions on the right to abstract water, excess soil water, and inundation. Projected milder, wetter winters and hotter, drier summers by the end of the century will change the frequency, persistence, or severity of each of these risks. This paper critically reviews and synthesizes the scientific literature on the impact of these risks on primary food production and the technological and managerial strategies employed to build resilience to these changing risks. At the farm scale, the emphasis has been on strategies to build robustness to reduce the impact of a water-related risk. However, collaborative partnerships allow for a more optimal allocation of water during times of scarcity. Enhancing cross-scale interactions, learning opportunities, and catchment-scale autonomy will be key to ensuring the agricultural system can build adaptive and transformational capacity.

Abstract:California agriculture will undergo significant transformations over the next few decades in response to climate extremes, environmental regulation and policy encouraging environmental justice, and economic pressures that have long driven agricultural changes. With several local climates suited to a variety of crops, periodically abundant nearby precipitation, and public investments that facilitated abundant low-priced irrigation water, California hosts one of the most diverse and productive agroecosystems in the world. California farms supply nearly half of the high-nutrient fruit, tree nut, and vegetable production in the United States. Climate change impacts on productivity and profitability of California agriculture are increasing and forebode problems for standard agricultural practices, especially water use norms. We highlight many challenges California agriculture confronts under climate change through the direct and indirect impacts on the biophysical conditions and ecosystem services that drive adaptations in farm practices and water accessibility and availability. In the face of clear conflicts among competing interests, we consider ongoing and potential sustainable and equitable solutions, with particular attention to how technology and policy can facilitate progress.
The groundwater crisis and sustainable agriculture in northern China

Abstract:In northern China, groundwater is the main water source for industry and agriculture. Most food is produced in irrigated farmland. Groundwater withdrawal has exceeded the permitted exploited power. The adverse ecological and environmental impacts of groundwater withdrawal are outlined. These include subsidence, salinization, desertification and seawater intrusion. Four methods for solving the groundwater crisis in northern China are described: development of water-saving agricultural practices and efficient water utilization; water transfer from south to north; water protection to combat pollution; and development of research on multi-water sources.

Abstract:Warming of the earth is considered as the major adverse effect of climate change along with other abnormalities such as non-availability of water resources, decreased agriculture production, food security, rise in seawater level, glaciers melting, and loss of biodiversity. Over the years, decreased agriculture production and water quality degradation have been observed due to climatic abnormalities. Crop production is highly sensitive to climate. It gets affected by long-term trends in average rainfall and temperature, annual climate variations, shocks during different stages of growth, and extreme weather events. Globally, the areas sown for the major crops of barley, maize, rice, sorghum, soya bean, and wheat have all seen an increase in the percentage of area affected by drought as defined in terms of the Palmer Drought Severity Index since the 1960s, from approximately 5–10% to approximately 15–25%. Increase in temperature will be observed in terms of wheat yield losses − 5.5 ± 4.4% per degree Celsius for the United States, − 9.1 ± 5.4% per degree Celsius for India, and − 7.8 ± 6.3% per degree Celsius for Russia as these countries are more vulnerable to temperature increase. Water management through increasing storage capacity (or rainwater storage), fair policies for water supply and distribution, river health, and watershed management can reduce the negative effects of climate change on water resource availability. Similarly, climate change-resistant crop development, water management in irrigation, adapting climate-smart agriculture approach, and promoting indigenous knowledge can ensure the food security via increasing agricultural yield. Technical intervention can equip the farmers with the scientific analyses of the climatic parameters required for the sustainable agriculture management. These technologies may include application of software, nutrient management, water management practices, instruments for temperature measurement and soil health analysis etc. Holistic efforts of the stakeholders (farmers, local society, academia, scientists, policy makers, NGOs etc.) can provide better results to reduce the risks of climate change on agriculture and water resources as discussed in this paper.

According to the Food and Agriculture Organization (FAO, Citation 2011 ), 90% of freshwater resources are used for agriculture in the Asia Pacific region, considerably more than the global average of 75%. As is widely known, climate change is exacerbating water scarcity, which, together with increased demand from competing sectors, is limiting the agriculture sector's capacity to contribute to food security unless issues related to improved water management are addressed.

Abstract:There is growing concern about the prospect of global warming caused by the accumulation of carbon dioxide and other greenhouse gases in the atmosphere. Several studies address the impact of climate change on the agricultural sector in various countries (Marland, McCarl, and Schneider, 1999). While many of these studies assess the impact of climate change on farm commodity yields and prices, only a few address the problems of rising seawater levels, water supplies, pest dynamics, and energy price increases. This chapter focuses on each of these issues. We present a comprehensive overview of the implications of climate change on agricultural productivity, including changes in yield from increased temperatures, variations in water supply, increased carbon concentration in the atmosphere, pest movement, and other factors. We also address the implications of climate change on water and land resources, in particular, the issues associated with rising water levels. We discuss strategies to slow the pace of global warming, the effects of incentives to conserve energy, and the benefits and institutional changes resulting from the implementation of soil carbon sequestration in farming and agro-forestry. We conclude with a presentation of policy implications for developed and developing countries.
How does building healthy soils impact sustainable use of water resources in irrigated agriculture?

Abstract:As blue water resources become increasingly scarce with more frequent droughts and overuse, irrigated agriculture faces significant challenges to reduce its water footprint while maintaining high levels of crop production. Building soil health has been touted as an important means of enhancing the resilience of agroecosystems to drought, mainly with a focus in rainfed systems reliant on green water through increases in infiltration and soil water storage. Yet, green water often contributes only a small fraction of the total crop water budget in irrigated agricultural regions. To scope the potential for how soil health management could impact water resources in irrigated systems, we review how soil health affects soil water flows, plant–soil–microbe interactions, and plant water capture and productive use. We assess how these effects could interact with irrigation management to help make green and blue water use more sustainable. We show how soil health management could (1) optimize green water availability (e.g., by increasing infiltration and soil water storage), (2) maximize productive water flows (e.g., by reducing evaporation and supporting crop growth), and (3) reduce blue water withdrawals (e.g., by minimizing the impacts of water stress on crop productivity). Quantifying the potential of soil health to improve water resource management will require research that focuses on outcomes for green and blue water provisioning and crop production under different irrigation and crop management strategies. Such information could be used to improve and parameterize finer scale crop, soil, and hydraulic models, which in turn must be linked with larger scale hydrologic models to address critical water-resources management questions at watershed or regional scales. While integrated soil health-water management strategies have considerable potential to conserve water—especially compared to irrigation technologies that enhance field-level water use efficiency but often increase regional water use—transitions to these strategies will depend on more than technical understanding and must include addressing interrelated structural and institutional barriers. By scoping a range of ways enhancing soil health could improve resilience to water limitations and identifying key research directions, we inform research and policy priorities aimed at adapting irrigated agriculture to an increasingly challenging future.

Abstract:Agriculture commands more water than any other activity on this planet. Although the total amount of water made available by the hydrologic cycle is enough to provide the world’s current population with adequate freshwater, most of this water is concentrated in specific regions, leaving other areas water-deficient. Because of the uneven distribution of water resources and population densities worldwide, water demands already exceed supplies in nearly 80 countries with more than 40% population of the world. Consequent to future population increase in these countries, supplies of good-quality irrigation water will further decrease due to increased municipal–industrial–agricultural competition. These facts reveal that the time has come for the sustainable management of available water resources based on global, regional, and site-specific strategic options: (1) understanding the concept of ‘virtual water’ and potential use of this water as a global solution to regional deficits, i.e. the water-short countries may import a portion of food crops or other commodities that require more water and export those that need less water in production; (2) improvement in current efficiencies of agricultural water use and conservation, both in the rain-fed and irrigated agriculture, i.e. to produce more with the existing resources with minimum deterioration of land and water resources; (3) use of efficient, economic, and environmentally acceptable methods for the amelioration of polluted waters and degraded soils, and (4) re-use of saline and/or sodic drainage waters via cyclic, blended, or sequential strategies for crop production systems, wherever possible and practical. We believe that these strategies will serve as the four pillars of integrated agricultural water management and their suitable combinations will be the key to future agricultural and economic growth and social wealth, particularly in regions that are deficient in freshwater supplies and are expected to become more deficient in future.

Abstract:Increasing crop production to meet the food requirements of the world's growing population will put great pressure on global water resources. Given that the vast freshwater resources that are available in the world are far from fully exploited, globally there should be sufficient water for future agricultural requirements. However, there are large areas where low water supply and high human demand may lead to regional shortages of water for future food production. In these arid and semi–arid areas, where water is a major constraint on production, improving water resource management is crucial if Malthusian disasters are to be avoided. There is considerable scope for improvement, since in both dryland and irrigated agriculture only about one–third of the available water (as rainfall, surface, or groundwater) is used to grow useful plants. This paper illustrates a range of techniques that could lead to increased crop production by improving agricultural water use efficiency. This may be achieved by increasing the total amount of water available to plants or by increasing the efficiency with which that water is used to produce biomass. Although the crash from the Malthusian precipice may ultimately be inevitable if population growth is not addressed, the time taken to reach the edge of the precipice could be lengthened by more efficient use of existing water resources.
