Abstract:1 See Erskine ( Citation 1999 ). 2 The agreement was in the form of a memorandum between Travis and the Director of US Naval Communications Captain Carl Holden. 3 See, for example, Sims ( Citation 1997 ), Benson ( Citation 1997 ), and Erskine ( Citation 2006 ). 4 Smith calls this agreement BRUSA; others use the term UKUSA and refer to a 1943 agreement as BRUSA. Smith reserves the term UKUSA for the time (1953) when the agreement recognized the contributions of Canada, Australia, and New Zealand. 5 Redman was the Director of US Naval Communications. 6 Liberty quotes former NSA codebreaker (and prolific crossword puzzle creator) William Lutwiniak to whom Tiltman reported: "[Soon after Lutwiniak became the person to whom Tiltman reported, Tiltman explained to Lutwiniak that he] was under contract to NSA on a yearly basis, that he was to conduct cryptanalytic studies of certain cipher systems to be agreed upon, that he was to write a report monthly on his activities, and produce an annual report summing up the year's work ... ." (Liberty Citation 2022 , 167) Tiltman was a consultant at NSA until 1980. He died in August 1982. In 2004, John Tiltman was inducted in the NSA Hall of Honor; he was the first non-US citizen to receive this recognition. 7 Dermot Turing makes a similar comment about Howard Campaigne – that after the war "[Campaigne] would have to resume his career in academic mathematics, or possibly, having seen what was at Bletchley, the incipient discipline of computing machinery."
