Abstract:Currently, 1 billion residents inhabit informal settlements characterized by a lack of urban services, inadequate housing, insecure land tenure, and heightened vulnerability to climate-related hazards. With minimal governmental support, these communities bear the burden of managing climate risks. This systematic review utilized Scopus and Web of Science databases to identify and synthesize peer-reviewed literature investigating global climate-related hazards in informal settlements over the past 23 years. Search terms included "Informal Settlements OR Slums" AND "Landslide" OR "Heat Stress" OR "Heatwaves " OR "Urban Heat Island" OR "Flooding" OR "Water Scarcity". The review reveals a rising trend in published articles on climate-related hazards in informal settlements, particularly in the last six years. Of the 415 papers identified, the majority (approximately 70 %) focus on flood risk impacts and adaptation measures. We identified six emerging trends, including 1) gender analysis, 2) scaling demographies, 3) adaption actions, 4) transferability, 5) GIS and remote sensing, and 6) building climate resilience. Despite the prevalence of high temperatures in informal settlement areas, studies addressing heat-related hazards, such as heat stress or Urban Heat Island, are underdeveloped. Individuals or households predominantly carry out risk reduction and adaptation efforts, with few transformative, multi-stakeholder initiatives observed. Developing a transferable, community-based climate risk assessment model could significantly enhance resilience and adaptive capacity to climate-related hazards and disaster risks in informal settlements, emphasizing the need for collaborative, multi-scale strategies.

Abstract:Sub-Saharan Africa has been identified as one of the most vulnerable regions to climate change. The objective of this study was to explore knowledge and perspectives on climate change and health-related issues, with a particular focus on non-communicable diseases, in the informal settlement (urban slum) of Mukuru in Nairobi, Kenya. Three focus group discussions and five in-depth interviews were conducted with total of 28 participants representing local community leaders, health care workers, volunteers, policy makers and academia. Data were collected using semi-structured interview guides and analyzed using grounded theory. Seven main themes emerged: climate change related diseases, nutrition and access to clean water, environmental risk factors, urban planning and public infrastructure, economic risk factors, vulnerable groups, and adaptation strategies. All participants were conscious of a link between climate change and health. This is the first qualitative study on climate change and health in an informal settlement in Africa. The study provides important information on perceived health risks, risk factors and adaptation strategies related to climate change. This can inform policy making, urban planning and health care, and guide future research. One important strategy to adapt to climate change-associated health risks is to provide training of local communities, thus ensuring adaptation strategies and climate change advocacy.
Climate Risk and Vulnerability Assessment in Informal Settlements of the Global South: A Critical Review

Abstract:This study investigated the climatic risks and vulnerabilities of informal settlements in the Global South, as well as the extent to which these risks impact the vulnerabilities. Using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2009 methodology and deductive content analysis, this study critically examined 69 documents, including 28 scholarly journal articles obtained from Scopus and ScienceDirect and 41 web-based releases identified through the Google search engine and snowballing technique. Document inclusion criteria focused on the relevance to climate risks and vulnerabilities, excluding non-peer-reviewed, non-English, and unreliable sources, as well as irrelevant studies. Seven major climate risks impacting informal settlements were identified: floods (44), temperature changes (41), storms (31), sea level rise (30), drought (28), rainfall (23), and landslides (14). The primary vulnerabilities highlighted were poor housing conditions (64), health risks (50), lack of basic services (49), inadequate sanitation (41), inadequate hygiene (39), and limited access to water (38). The combination of vulnerabilities and climate risks creates considerable direct, indirect, and low-level threats to informal settlements. Despite Asia, Africa, and Latin America's vulnerability, most studies focused on formal and developed areas. The findings highlight the critical need for climate adaptation strategies in informal settlements of the Global South to ensure the United Nations Sustainable Development Goals (SDGs) are met.

Abstract:The chapter on cities, settlements, and infrastructure in the 2022 report of the Intergovernmental Panel on Climate Change (IPCC) affirms the parallel crises driven by urbanisation, climate change, population growth, and economic development models.1 These crises in turn generate land pressures, socioeconomic inequality, and insecurity. The chapter outlines health issues and the climate related consequences of urban heat, water scarcity, drought, and floods, intersecting with other urban health risks. However, the strategic importance of health vulnerability and of the health systems features needed to drive integrated actions for urban adaptation, mitigation, health equity, and sustainable development are underplayed. Climate hazards in Latin American cities: Understanding the role of the social and built environments and barriers to adaptation action

Abstract:Climate hazards threaten the health and wellbeing of people living in urban areas. This study characterized reported climate hazards, adaptation action, and barriers to adaptation in 124 Latin American cities, and associations of climate hazards with urban social and built environment characteristics. We examined cities that responded to a global environmental disclosure system and that were included in the Urban Health in Latin America (SALURBAL) Project database. The cities studied reported a median of three climate hazards. The most reported hazards were storms (61%) water scarcity (57%) extreme temperature (52%) and wildfires (51%). Thirty-eight percent of cities reported four or more distinct types of hazards. City size, density, GDP, and greenness were related to hazard reports, and although most cities reported taking actions to reduce vulnerability to climate change, 23% reported no actions at all. The most frequently reported actions were hazard mapping and modeling (47%) and increasing vegetation or greenspace coverage (45%). Other actions, such as air quality initiatives and urban planning, were much less common (8% and 3%, respectively). In terms of challenges in adapting to climate change, 35% of cities reported no challenges. The most frequently reported challenges were urban environment and development (43%) and living conditions (35%). Access to data, migration, public health, and safety/security were rarely reported as challenges. Our results suggest that climate hazards are recognized, but that adaptation responses are limited and that many important challenges to response action are not fully recognized. This study contributes to understanding of local priorities, ongoing actions, and required support for urban climate vulnerability assessment and adaptation responses. Findings suggest the need for future research documenting local perceptions of climate hazards and comparison with documented climate hazards.
Sustainable Urban Heat Risk Resilience: Lessons on Opportunities and Barriers to Action from Colombo, Sri Lanka

Abstract:Cities face increasing heat risk due to global and local warming, and the risk is greater in the developing world. South Asia, in particular, faces increasing urban climate risk, but the translation of urban climate knowledge into sustainable climate-sensitive planning is weak. In this paper, we report on our conversations with experts from the Sri Lankan urban planning community on the barriers to and opportunities for urban climate mitigation action. We uncover six themes (insights, integrate, specify, exhort, commitment, and continuity) that best exemplify both the barriers to and opportunities for enhancing heat risk resilience in this primate city. We then map a set of agencies and actors that need to be involved in any holistic risk resilience plan and draw wider lessons to sustainably manage the urgent practical gaps in heat health planning.

Abstract:Climate projections indicate that persistent high temperatures and related heat stress will become a common experience in the future, across Africa. It is, therefore, important to understand challenges that might result from increasing extreme heat conditions, and how humans within urban centres can adapt. In this article, we provide a review that considers the experience of poor urban residents with extreme temperatures and adaptation strategies in relation to low-income, informal urban contexts in Africa. Our analysis is carried out across four focus countries: Nigeria, South Africa, Kenya, and Egypt. Only cursory insights exist in the context of informal settlements. We found that heat stress remains an overlooked topic in comparison to other climate change adaptation needs. Evidence shows that adaptation strategies varied and differed in framing, scale, and applied methods across the contexts. Adaptation strategies dominantly examine a broad variety of alternative building measures and, to a lesser degree, greening/nature-based strategies. It is important to highlight heat stress as a cross-cutting, focal topic in urban research in relation to informal settlements and generally broaden the spectrum. It is worthwhile to pay special attention to strategic actions and research designs that foresee win–win and co-beneficial options for local urban communities.

Public Health Adaptation to Climate Change in Large Cities: A Global Baseline

Abstract:Climate change will have significant impacts on human health, and urban populations are expected to be highly sensitive. The health risks from climate change in cities are compounded by rapid urbanization, high population density, and climate-sensitive built environments. Local governments are positioned to protect populations from climate health risks, but it is unclear whether municipalities are producing climate-adaptive policies. In this article, we develop and apply systematic methods to assess the state of public health adaptation in 401 urban areas globally with more than 1 million people, creating the first global baseline for urban public health adaptation. We find that only 10% of the sampled urban areas report any public health adaptation initiatives. The initiatives identified most frequently address risks posed by extreme weather events and involve direct changes in management or behavior rather than capacity building, research, or long-term investments in infrastructure. Based on our characterization of the current urban health adaptation landscape, we identify several gaps: limited evidence of reporting of institutional adaptation at the municipal level in urban areas in the Global South; lack of information-based adaptation initiatives; limited focus on initiatives addressing infectious disease risks; and absence of monitoring, reporting, and evaluation.
Understanding the interplay of occupational, public health, and climate-related risks for informal workers: A new framework with findings from Zimbabwe and India

Abstract:Globally, there are 2 billion 'informal' workers, who lack access to social protection while facing profound health risks and socioeconomic exclusions. The informal economy has generated most jobs in Low and Middle-Income Countries (LMICs), but few studies have explored informal workers' complex health vulnerabilities, including in the face of climate change. This paper will discuss recent action-research in Indore (India), Harare, and Masvingo (Zimbabwe) with informal workers like vendors, waste-pickers, and urban farmers. We conducted qualitative interviews (N = 110 in India), focus group discussions (N = 207 in Zimbabwe), and a quantitative survey (N = 418 in Zimbabwe). Many informal workers live in informal settlements ('slums'), and we highlight the interrelated health risks at their homes and workplaces. We explore how climate-related threats-including heatwaves, drought, and floods-negatively affect informal workers' health and livelihoods. These challenges often have gender-inequitable impacts. We also analyse workers' individual and collective responses. We propose a comprehensive framework to reveal the drivers of health in the informal economy, and we complement this holistic approach with a new research agenda. Our framework highlights the socioeconomic, environmental, and political determinants of informal workers' health. We argue that informal workers may face difficult trade-offs, due to competing priorities in the face of climate change and other risks. Future interventions will need to recognise informal workers' array of risks and co-develop multifaceted solutions, thereby helping to avoid such impossible choices. We recommend holistic initiatives to foster health and climate resilience, as well as participatory action-research partnerships and qualitative, intersectional data-collection with informal workers.

Abstract:As the world's population is expected to be over 2/3rd urban by 2050, climate action in cities is a growing area of interest in the inter-disciplines of development policy, disaster mitigation and environmental governance. The climate impacts are expected to be quite severe in the developing world, given its urban societies are densely packed, vastly exposed to natural elements while possessing limited capabilities. There is a notable ambiguity and complexity that inhibits a methodical approach in identifying urban resilience measures. The complexity is due to intersection of large number of distinct variables in climate geoscience (precipitation and temperature anomalies at different locations, RCPs, timeline), adaptation alternatives (approach, priority, intervention level) and urban governance (functional mandate, institutional capacity, and plans & policies). This research examines how disparate and complex knowledge and information in these inter-disciplines can be processed for systematic 'negotiation' to situate, ground and operationalize resilience in cities. With India as a case, we test this by simulating mid-term and long-run climate scenarios (2050 & 2080) to map regional climate impacts that shows escalation in the intensity of climate events like heat waves, urban flooding, landslides and sea level rise. We draw on suitable adaptation measures for five key urban sectors- water, infrastructure (including energy), building, urban planning, health and conclude a sleuth of climate resilience building measures for policy application through national/ state policies, local urban plans and preparation of city resilience strategy, as well as advance the research on 'negotiated resilience' in urban areas.

Abstract:In many low- and middle-income countries, urbanisation and urban development are characterised by hazards that conspire with climatic risks and socio-economic vulnerability to influence population health inequality now and in the future. A large part of the epidemiological profile across countries in the �Global South�, has been influenced by a rapid rate of urbanisation and interlinked factors such as climate and ecology. This necessitates an integrated approach to governance for health and climate change. Through three case studies in Lagos, we explore real-life examples that demonstrate these interdependencies, noting approaches taken and missed opportunities. We conclude by reflecting on these experiences, as well as historical examples of comprehensive systems approaches to health, to propose a community-oriented model for integrated climate change and health action in rapidly growing cities.

Abstract:Purpose The adverse impacts of climate change coupled with rapid informal urbanization in the Southern African region are increasing the vulnerability of already sensitive population groups. Consequently, these urban regions are highly vulnerable to urban heat island effects and heatwaves due to exogenous and endogenous factors. While the dynamic interplay between the built environment, climate and response strategies is known, this paper highlights the lived experience of informal settlement residents. It presents work from a project undertaken in Melusi, an informal settlement in Tshwane, South Africa, as a multi-disciplinary project focusing on improving the local resilience to climate change associated heat stress. Design/methodology/approach Following a mixed method approach, a semi-structured observational analysis of the spatial layout and material articulation of selected dwellings along with the continuous monitoring and recording of their indoor environments were undertaken. Findings The paper presents the research results in terms of the dwelling characteristics, as spatial and material-use strategies and documented heat stress exposure in these structures. The findings highlight that informal dwellings perform poorly in all cases due to endogenous factors and that inhabitants experience extreme heat stress conditions for between 6 and 10 h daily during the peak summer period. Originality/value Currently, there are little empirical data on the heat stress residents living in informal settlements in Southern Africa are experiencing. This article provides insight into the indoor environments of informal dwellings and hopes to contribute future guidelines or heat health policies.
Climate change, urban vulnerabilities and adaptation in Africa: a scoping review

Abstract:Urban areas and the fastest-growing cities in Africa are experiencing devastating impact of climate change. The changing climate requires a human response to reduce urban vulnerability in Africa. The purpose of this scoping review was to map evidence of climate vulnerability, existing adaptation, and associated barriers to inform policies and future research in Africa. Search done in four main databases (PubMed, Central, JSTOR, and Science Direct) produced 13,191 records, and an additional 25 records were retrieved from Google, Google Scholar and Dimensions. Finally, 34 studies were included in this scoping review based on the inclusion criteria. Findings indicate that climate change is harming urban populations and communities, especially poor urban populations in informal settlements through food insecurity, water stress, destruction of livelihoods and key infrastructure, physical and mental health issues, poor sanitation, stigmatisation, crime, disruption in school and healthcare delivery, migration and unemployment. Also, existing urban adaptation responses to climate risk are not at the level needed to build resilience to urban vulnerability. In addition, there is evidence of maladaptation which might worsen the climate burden on the poor urban population. In conclusion, climate change poses severe challenges for Africa's urban poor, heightening vulnerability through food insecurity, water stress, and infrastructure destruction. Current adaptation efforts are insufficient and may worsen adaptation efforts. Urgent actions are needed, including enhanced climate knowledge, early warning systems, robust policies, and targeted interventions addressing poverty and infrastructure deficits. Integrating climate research into urban planning is vital to build resilience and protect marginalized urban populations in Africa.

Abstract:African cities are largely less-built with agile informal settlements and multiple ecologies that harbor different pathways for resilience to climate change. We undertook a qualitative systematic review of academic and policy evidence, to address the question of what interventions are emerging at neigbourhood to city scale to enhance resilience to climate change in Africa. Resilience at neigbourhood scale often stems from harnessing the local resource base and technologies for urban agriculture and forestry; alternative energy from wastes; grassed drainages for protection against erosion; recreation along dry riverbeds; fog-water harvesting; and adjustments in irrigation schedules. At city scale, planning is targeted at buildings, mobility and energy service delivery as the objects to be made resilient. The review established that evidence on comparisons across regions is mainly on East, West and South African cities, and much less on cities in Northern and Central Africa. Ecological comparisons are majorly on coastal and inland cities, with minimal representation of semi-arid and mountainous cities. Resilience efforts in capital cities are the most dominant in the literature, with less emphasis on secondary cities and towns, which is necessary for a deeper understanding of the role played by inter-municipal and inter-metropolitan collaborations. African cities can bring context-sensitivity to global debates on climate resilience, if theoretical perspectives are generated from emerging interventions across case studies. We conclude with suggestions on what future research needs to take on, if evidence on resilience to climate change in African cities is to be strengthened.

Abstract:While ambitious carbon reduction policies are needed to avoid dangerous levels of climate change, the costs of these policies can be balanced by wide ranging health benefits for local communities. Cities, responsible for ~70% of the world's greenhouse gas (GHG) emissions and home to a growing majority of the world's population, offer enormous opportunities for both climate action and health improvement. We aim to review the current state of knowledge on key pathways leading from carbon mitigation to human health benefits, and to evaluate our current ability to quantify health benefits for cities around the world. For example, because GHGs and air pollutants are both released during fuel combustion, reducing fuel burning can reduce both GHGs and air pollutants, leading to direct health benefits. Air quality improvements may be particularly important for city-scale climate action planning because the benefits occur locally and relatively immediately, compared with the global and long-term (typically, decades to centuries) benefits for the climate system. In addition to improved air quality, actions that promote active transport in cities via improved cycling and pedestrian infrastructure can reap large cardiovascular health benefits via increased physical activity. Exposure to green space has been associated with beneficial health outcomes in a growing number of epidemiological studies and meta-analyses conducted around the world. Finally, noise is an underappreciated environmental risk factor in cities which can be addressed through actions to reduce motor vehicle traffic and other noise sources. All of these environmental health pathways are supported by well-conducted epidemiological studies in multiple locales, providing quantitative exposure–response data that can be used as inputs to health impact assessments (HIAs). However, most epidemiologic evidence derives from studies in high-income countries. It is unclear to what extent such evidence is directly transferable for policies in low- and middle-income countries (LMICs). This gap calls for a future focus on building the evidence based in LMIC cities. Finally, the literature suggests that policies are likely to be most effective when they are developed by multidisciplinary teams that include policy makers, researchers, and representatives from affected communities.

Abstract:Managed retreat, a key strategy in climate change adaptation for areas with high hazard exposure, raises concerns due to its disruptive nature, vulnerability issues and overall risk in the new location. On-site upgrading or near-site resettlement is seen as more appropriate and effective compared to a relocation far from the former place of living. However, these conclusions often refer to only a very limited set of empirical case studies or do not sufficiently consider different context conditions and phases in resettlement. Against this background, this paper examines the conditions and factors contributing to community resilience of different resettlement projects in Metro Manila. In this urban agglomeration reside an estimated 500 000 informal households, with more than 100 000 occupying high-risk areas. In light of the already realized and anticipated climate change effects, this precarious living situation exposes families, already socio-economically vulnerable, to an increased risk of flooding. The response of the Philippine government to the vexing problem of informal dwellers has been large-scale resettlement from coasts, rivers and creeks to state-owned sites at urban fringes. However, only very few resettlement projects could be realized as in-city projects close to the original living space. The study employs a sequential mixed-method approach, integrating a large-scale quantitative household survey and focus group discussions (FGDs) for a robust comparison of resettlement types. Further, it reveals community-defined enabling factors for managed retreat as climate change adaptation strategy.
Building Resilient Cities: Climate Change and Health Interlinkages in the Planning of Public Spaces

Abstract:Greenhouse gases emissions resulting from the combustion of fossil fuels are worsening air quality and affecting the climate system. While climate change impacts on meteorological variables affects air quality by altering the concentration and distribution of pollutants, air pollution significantly influences the climate, leading to negative impacts on human health. Due to the combination of high temperatures, air pollution, and high population density, cities are particularly vulnerable to climate change impacts. The planning and design of public spaces aimed at climate change mitigation and adaptation can result in multiple co-benefits for human health, while reducing social inequalities. To address the major research gaps in the communication between health and planning experts, and the lack of capacity among public sectors and policy makers, it is necessary to promote capacity building and knowledge sharing between the planning and health sectors. The purpose of this article is to develop preliminary recommendations for a process that allows a comprehensive assessment of the interlinkages between climate and health, social, environmental, and economic vulnerabilities, and the quality of the urban spaces, to support local governments, policymakers, and education institutions in making informed decisions for public spaces. The methods applied were a literature review and interviews with experts.

Abstract:Abstract The impact of climate extremes upon human settlements is expected to accelerate. There are distinct global trends for a continued rise in urban dwellers and associated infrastructure. This growth is occurring amidst the increasing risk of extreme heat, rainfall, and flooding. Therefore, it is critical that the urban development and architectural communities recognize climate impacts are expected to be experienced globally, but the cities and urban regions they help create are far more vulnerable to these extremes than nonurban regions. Designing resilient human settlements responding to climate change needs an integrated framework. The critical elements at play are climate extremes, economic growth, human mobility, and livability. Heightened public awareness of extreme weather crises and demands for a more moral climate landscape has promoted the discussion of urban climate change ethics. With the growing urgency for considering environmental justice, we need to consider a transparent, data-driven geospatial design approach that strives to balance environmental justice, climate, and economic development needs. Communities can greatly manage their vulnerabilities under climate extremes and enhance their resilience through appropriate design and planning towards long-term stability. A holistic picture of urban climate science is thus needed to be adopted by urban designers and planners as a principle to guide urban development strategy and environmental regulation in the context of a growingly interdependent world.
Globalisation and climate change in Asia: the urban health impact

Abstract:Asia's economic development successes will create new policy areas to address, as the advances made through globalisation create greater climate change challenges, particularly the impact on urban health. Poverty eradication and higher standards of living both increase demand on resources. Globalisation increases inequalities and those who are currently the losers will carry the greatest burden of the costs in the form of the negative effects of climate change and the humanitarian crises that will ensue. Of four major climate change challenges affecting the environment and health, two—urban air pollution and waste management—can be mitigated by policy change and technological innovation if sufficient resources are allocated. Because of the urban bias in the development process, these challenges will probably register on policy makers' agenda. The second two major challenges—floods and drought—are less amenable to policy and technological solutions: many humanitarian emergency challenges lie ahead. This article describes the widely varying impact of both globalisation and climate change across Asia. The greatest losers are those who flee one marginal location, the arid inland areas, only to settle in another marginal location in the flood prone coastal slums. Effective preparation is required, and an effective response when subsequent humanitarian crises occur.

Abstract:There is an urgent need to understand lived experiences of climate change in the context of African cities, where even small climate shocks can have significant implications for the livelihoods of the urban poor. This article examines narratives of climate and livelihood changes within Jinja Municipality, Uganda, emphasizing how Jinja's residents make sense of climate change through their own narrative frames rather than through the lens of global climate change discourses. We demonstrate how the onset of climate change in Jinja is widely attributed to perceived moral and environmental failings on the part of a present generation that is viewed as both more destructive than previous generations and unable to preserve land, trees and other resources for future generations. A focus on local ontologies of climate change highlights how the multiple, intersecting vulnerabilities of contemporary urban life in Jinja serve to obfuscate not only the conditions of possibility of an immediate future, but the longer-term horizons for future generations, as changing weather patterns exacerbate existing challenges people face in adapting to wider socio-economic changes and rising livelihood vulnerability. This form of analysis situates changing climate and environments within the context of everyday urban struggles and emphasizes the need for civic participation in developing climate change strategies that avoid the pitfalls of climate reductionism. The article draws on more than 150 qualitative interviews, generational dialogue groups, and creative methods based on research-led community theatre.
