Abstract:The sports industry policy tools is an effective means to achieve sports economic development policy expectations and to make policy analysis.Based on Charmaz's Construction Type Grounded Theory,the study took advantage of X and Y dimensions of the measurement and analyzed the 11 sports industry policies at the national level.In accordance with the building analytical framework,unit of analysis,code classification and statistical analysis were defined.Problems in policy tool choosing,execution and feedback were analyzed so as to provide suggestions for perfecting the sports industry policies.
