Abstract:Trade among regions or countries not only allows the exchange of goods and services but also leads to the transfer of pollution. The unequal exchange of goods and services and associated value added and pollution may be subject to environmental inequality in China given that Chinese provinces are in different development stages. By using the latest multiregional input-output tables and the sectoral air pollutant emission inventory in 2012, we traced emissions and value added along China's domestic supply chains. Here, we show that 62%-76% of the consumption-based air-pollutant emissions of richer regions (Beijing-Tianjin, East Coast and South Coast) were outsourced to other regions; however, approximately 70% of the value added triggered by these region's final consumption was retained within the region. Some provinces in western China, such as Guizhou, Ningxia, and Yunnan, not only incurred net pollution inflows but also suffered a negative balance of value added when trading with rich provinces. Addressing such inequalities could provide not only a basis for determining each province's responsibility for pollution control but also a model for other emerging economies.

Abstract:As the world's factory, China has enjoyed huge economic benefits from international export but also suffered severe environmental consequences. Most studies investigating unequal environmental exchange associated with trade took China as a homogeneous entity ignoring considerable inequality and outsourcing of pollution within China. This paper traces the regional mismatch of export-induced economic benefits and environmental costs along national supply chains by using the latest multiregional input-output model and emission inventory for 2012. The results indicate that approximately 56% of the national GDP induced by exports has been received by developed coastal regions, while about 72% of air pollution embodied in national exports, measured as aggregated atmospheric pollutant equivalents (APE), has been mainly incurred by less developed central and western regions. For each yuan of export-induced GDP, developed regions only incurred 0.4-0.6 g APE emissions, whereas less developed regions from western or central China had to suffer 4-8 times the amount of emissions. This is due to poorer regions providing lower value added and higher emission-intensive inputs and having lower environmental standards and less efficient technologies. Our results may pave a way to mitigate the unequal relationship between developed and less developed regions from the perspective of environment-economy nexus.
Decline of virtual water inequality in China's inter-provincial trade: An environmental economic trade-off analysis

Abstract:The trade-off between economic growth and environmental conservation is a significant factor in national environmental management. Previous studies have revealed that there are substantial water resources embodied in the inter-regional trade of China, but there is a scarcity of studies analyzing the cost-benefit inequality in trade, which should be considered when developing water resource allocation and conservation policies. The aim of the present study was to fill the gap in existing research by constructing a novel virtual water inequality index based on the net transfers of virtual water and value added between trading provinces. The results of the present study reveal that the virtual water trade of China accounts for about a third of the annual water use thereof and tends to flow from interior developing provinces to coastal developed provinces. Over 70% of consumption-based water consumption of richer provinces (Beijing, Tianjin and Shanghai) is imported from other regions; however, approximately 60% of the value added triggered by the final consumption of said regions is retained within the region. When trading with rich provinces, several developing provinces with rich water resources, such as Xinjiang and Heilongjiang, not only incur net water outflows but also suffer a negative balance of value added, thereby resulting in the occurrence of virtual water inequality. However, with the coordinated development of China's economy, the problem of virtual water inequality in China's inter-provincial trade has been alleviated to some extent. Advocating water pricing system reform to reflect local water scarcity is suggested, especially in arid regions. Additionally, a virtual water compensation scheme considering cost-benefit inequality in trade may also be a practical solution.
Temporal-spatial evolution of environmental inequality of embodied energy transfer within inter-provincial trade of China

Abstract:Reducing embodied energy inequality is the key to achieve sustainable development. However, research on the spatial-temporal impacts of embodied energy transfer within inter-provincial trade and regional energy inequality is insufficient. Taking the embodied energy inequality of China as the research object, this research establishes the environmentally extended multi-regional input-output model, traces the transfer path of embodied energy and value-added along the national supply chain, and calculates the embodied energy inequality using the regional environmental inequality index. The results show that the developed eastern coastal provinces mainly outsourced the consumption-based embodied energy to the developing regions, such as the northern provinces. Among them, S3 and S4 were the key sectors responsible for embodied energy consumption. Furthermore, when the developed regions traded with the developing regions, the value-added brought by their final demand was mainly retained locally. Some developing regions suffered double losses of embodied energy and value-added, leading to embodied energy inequality. From 2012 to 2017, China's inter-provincial trade witnessed a slight increase in the degree of embodied energy inequality. This study helps to understand the mismatch between domestic environmental burden and economic benefits from the perspective of inter-provincial trade, and provides a decision-making basis for realizing regional equity.

Abstract:<p>An urban agglomeration is a highly connected city group, which is nested in complex trading networks. Ignoring the intercity connections and regional inequality may lead to the unsustainability of the urban agglomeration. The misuse and overuse of cultivated land resources are threatening environmental sustainability and causing global climate change. Facing the inequality and environment pressures in the urban agglomeration, the cultivated land resource reallocation within the complex urban agglomeration trading network should be systematically explored. This study analyzes the virtual cultivated land flows of the Jing-Jin-Ji (JJJ) region embodied in China's interregional trade network using a multiregional input-output model. Results show that the average virtual cultivated land intensity of the JJJ region is 1.59 ha/million yuan, which is below the national average. The JJJ region has 10.74 million ha of embodied cultivated land in consumption, accounting for 7.82% of the country's total amount. JJJ region is an import-oriented region and it receives virtual cultivated land from surrounding underdeveloped regions, such as Heilongjiang and Inner Mongolia. Beijing and Tianjin are typical net importers of virtual cultivated land, while Zhangjiakou, Xingtai, Hengshui, Baoding, and Cangzhou are net exporters in the interior of the JJJ region. This study could provide a systematical perspective and data supporting system for formulating the sustainable cultivated land use policies and collaborated development policies in the JJJ region to mitigate regional inequality. Policy suggestions concerning the eco-compensation mechanism, collaborative innovation mode, and uniform management platform in JJJ are given.</p>

Abstract:Global trade may lead to unequal distribution of CO 2 emissions and economic benefits among countries. While regional carbon inequality within a country driven by specific foreign consumers is rarely discussed. Taking China as an example, this study constructed a nested MRIO table to trace the CO 2 emissions & value-added flows between each province of China (30 in total) and 18 other countries/regions, and measured the provincial carbon inequality based on emission terms of trade (ETT), emission-value (EV), carbon-Gini coefficient indicators triggered by these global consumers. Here we show that most provinces are net emission exporters and almost half of China's provinces suffered both environmental and economic losses in international trade. What is worse, it triggered severe regional imbalance of emissions and economic gains within China. The less developed western provinces with high emission intensity are always at a disadvantage in international trade, but some eastern provinces are on the favorable side. The consumption of the EU caused the most severe carbon inequality among provinces. These findings provide further information to relieve trade-induced carbon inequality at a refined scale and give inspiration to build more equitable trading mechanisms globally.

Abstract:Effectively coordinating urban development and urban socioecology is crucial for achieving sustainable development goals. However, efficacious measurements and assessment frameworks in this field are still insufficient. This study proposes a novel metrics, termed trade-off efficiency, which measures the relationship between urban development and urban socioecology from a return on investment perspective. Using three major Chinese cities, Zhengzhou, Nanchang and Changsha as a case study, we initially quantified regional socioecological states, including urban heat island effect, air quality, habitat quality, and green space accessibility, at a 1 km2 grid level. We also measured regional land use efficiency at the same resolution. The super-slack-based measure model was employed to examine the trade-off efficiency. The results revealed that the regional socioecological quality, in general, exhibits an opposite spatial pattern to the land use efficiency, underscoring the practicality of quantifying the trade-off efficiency from a return on investment perspective. The trade-off efficiency, which decreases from the inside to the outside, demonstrates a similar spatial pattern as the land use efficiency, implying that urban development and urban socioecology may conform to the Environmental Kuznets Curve. The proposed framework, with its fine resolution, holds the potential to serve specific urban planning and assist decisionmakers in targeting low-efficiency areas.

Abstract:Trade between regions not only brings about the exchange of goods and services but also leads to the transfer of emissions. As one of the larger emitting industries, the unequal exchange between environmental costs and economic benefits embodied in trade of the Construction industry has rarely been quantified. This paper applied a multi-regional input-output model to quantify the Construction -related carbon footprint (CF) and carbon emission flows among Chinese provinces. Subsequently, a regional environmental index was built to investigate the unbalanced exchange between Construction -related environmental costs and economic benefits embodied in the interprovincial trade. We found that the provincial per capita CF of Construction was unevenly distributed, with wealthier coastal regions generally having larger CF than poor inland regions. Compared with inland provinces, coastal ones have gained more economic benefits and lower environmental pressure. For example, over 75% of Construction -related carbon emissions in wealthier provinces (Beijing and Shanghai) were outsourced, while 60% of the value-added triggered by these provinces' Construction was retained within the region. However, with the progress of technology and the optimization of trade structure, the REI index decreased by about 30% during 2012–2017. This inequality problem gradually alleviated. Addressing these inequality issues could provide a basis for developing mitigation strategies across different provinces in the Construction industry.

Abstract:Urban land is the primary scene for manufacturing and services providing, through which the economic activities and trade flows amplify and cascade, interacting the natural and human systems. However, our understanding of the spatial pattern, remote drivers, and coupled interwoven linkages of economic sectoral land use within and among cities remains inadequate. Here, we establish a novel sectoral urban land use inventory and a virtual land flow network for 13 cities in the Jing-Jin-Ji region in China to understand urban land use metabolism. Results show highly mixed distribution patterns of urban sectoral land use. Moreover, spatial heterogeneity exists among industries and across spatial scales. Urban virtual land flow presents inverse directions compared to agricultural land. Results also reveal inequalities in benefit-cost and supply chain networks across cities, and a wide range of control and exploitation relationships in the region. Our results suggest that Beijing and Tianjin, as main beneficiaries in the regional economic network, are responsible for collaborating intensively in Jing-Jin-Ji region and will be key in promoting sustainable development.

The Embodied Flow of Built-Up Land in China's Interregional Trade and Its Implications for Regional Carbon Balance

Abstract:Built-up land intensively concentrates human activities, and its area or the changes in its intensity dramatically affect the regional carbon balance. This study proposed a new framework to assess how in China, the interregional trade's use of built-up land affects regional carbon balance with regard to the initial maintained land and the expanded built-up land. Then, a multiregional input−output model was used to simultaneously analyse China's built-up land flow in interregional trade and the effect on carbon balance. Finally, hidden regional inequality was analysed. The results show that the domestic trade pulled indirect external built-up land use reached to 100286 km2 in 2012 and caused 28084 × 104 t external province pulled carbon emissions for whole China, including 286 × 104 t from vegetation carbon storage loss. Regionally, more developed regions were always net receivers of built-up land use, in contrast, less developed regions more frequently acted as net suppliers, but most regions experienced economic and environmental deficits. The majority of other provinces experienced a contradictory status of loss of economic profit or environmental profit. For sustainable development and regional equality, more developed regions should provide more economic and technological support for effective built-up land use and emissions reduction to less developed regions.

Abstract:International trading networks significantly influence global economic conditions and environmental outcomes. A notable imbalance between economic gains and emissions transfers persists, manifesting as carbon inequality. This study introduces a novel metric, the Ecological Economic Equality Index, integrated with complex network dynamics analysis, to quantitatively evaluate the evolving roles within the global trading network and to pinpoint inequities in trade relationships from 1995 to 2022. Utilising high spatiotemporal resolution data from the Environmentally Extended Multi-regional Input-output model, our findings reveal a widening disparity in carbon inequality and dynamic patterns. This analysis emphasises the gap in regional carbon inequality and identifies unequal trade. The study underscores that carbon inequality is a critical challenge affecting both developing and developed regions, demanding widespread attention and action.

Abstract:Inter‐regional trade can potentially extend the management of resources and induced ecological environmental impacts beyond a region's territory along supply chains. We combined environmental‐extended multi‐regional input–output analysis and ecosystem services value (ESV) assessment, to identify the remote connections of construction land use and the induced ecosystem services potential loss in inter‐provincial trade in China from 2007 to 2017. The findings indicated that the virtual construction land flow increased by 0.774 million ha in the eight regions of China during 2007–2017. The Northeast and the Northwest were net exporters while most of the inflow areas were in the more developed areas such as Beijing–Tianjin–Hebei and the Yangtze River Delta. The net regional flow of ecosystem service potential loss (ESPL) in China increased by 352.64 billion yuan. The spatial heterogeneity of ESV in each province led to differences in the inter‐sectoral or inter‐regional flow characteristics of ESPL from embodied construction land use. The outflow areas of ESPL were mostly located in the old industrial bases of the Northeast and Northern Coast, which sacrificed their local ecological service value to meet the development needs of Southern Coast, Southwest China and Beijing–Tianjin. The research results help to clarify ecological and environmental responsibility, improve ecological compensation mechanisms and formulate scientific policies for coordinated protection of ecosystem services.

Transport Connectivity and Regional Development in China

Abstract:This paper examines the relationship between transport connectivity and regional economic development in China. It develops measurements appropriate for transport connectivity based on a set of evaluation models. This model is used to analyze the logistic connectivity of China’s 31 provinces by focusing on 11 variables, including some new factors (Density of road network, Density of railway network, Number of Internet Users) not used in previous studies, over the 13-year period from 2002 to 2014. Using panel data regression analysis, the empirical results show a statistically significant and positive impact of transport connectivity (factors like Density of road network, Density of railway network and Number of Internet Users) on economic development in China. In particular, the Number of internet users is a key factor reflecting information connectivity in all the variables. Comparative analysis regarding economic development is conducted to benchmark between coastal provinces and interior provinces. Like most previous research, this study yields the same finding of higher impact of transport connectivity on economic development in eastern provinces than in western provinces. This study suggests that decentralized decision-making will be significantly more efficient for analyzing regional infrastructure development. It also shows that the influence of transport connectivity on economic development is dependent on a certain developmental stage. This suggests that an economic region should adopt different development strategies for transport connectivity during different stages of development.
Unveiling the inequalities in virtual water transfer in China: The environmental and economic perspectives

Abstract:To alleviate the geographical mismatch between supply and demand of water resources, virtual water trade had attracted extensive attention. Many studies had estimated the virtual water flow and measured the virtual water inequality using Environmental Input-Output (EIO) model. However, EIO model ignores the feedback effect in the trade, which may lead an overestimation or underestimation of virtual water transfer. Moreover, while considering the relation between economic benefits and environmental costs, the studies of virtual water inequality are still limited in both number and methodology. Here, to address these gaps, we recalibrated the virtual water and value-added transfer in China's 30 provinces in 2017 using a new Environmental Spillover-Feedback Effects (ESFEs) model, and then measured the inequality between virtual water transfer and the resource endowments taking the value-added into account. Our results show that the virtual water transfer of half of provinces changed exceeding 50 %, with a maximum of 428 %. The ratio of net virtual water outflow to one-way virtual water inflow (which is called virtual water plunder index in this study) in Xinjiang is up to 935 %, which directly contributing to the inequality among regions. Moreover, the virtual water transfer in different regions is not compensated equally from the perspective of economy. As a result, some regions are getting both water resources and economic benefits, while others are getting the opposite. Our study highlights the importance of considering both the pressure on water resources and economic benefits when measuring the virtual water inequality. Our findings support policymakers in developing adequate responses, i.e., clarifying regional responsibilities of virtual water trade, building a whole industrial chain, and balancing the transfer of value-added and virtual water.

Regional carbon inequality and its impact in China: A new perspective from urban agglomerations

Abstract:The principal urban agglomerations in China function as critical hubs for both economic advancement and the mitigation of carbon emissions. Given the disparate levels of development across various urban agglomerations, trade between these agglomerations may result in inequality between carbon transfers and value added transfers. Assessing carbon inequality among major urban agglomerations in China can help identify the identification of primary trade relationships and industrial sectors of carbon inequality, thereby fostering the coordinated development of urban agglomerations. This study constructs a carbon inequality index based on an environmentally extended input-output model. This study conducts a thorough evaluation of carbon inequality among various urban agglomerations and analyzes the industry characteristics of embodied carbon net transfers and value added net transfers in typical urban agglomerations. The research findings indicate that: The carbon inequality index for underdeveloped urban agglomerations, exemplified by the Central Plains urban agglomeration, is generally greater than 1. The carbon inequality index for developed urban agglomerations, exemplified by the Yangtze River Delta urban agglomeration, is generally less than 1 due to their higher levels of economic development. An analysis of the industry characteristics of carbon emissions net transfer and value added net transfer in typical urban agglomerations reveals that heavy industry is the main contributing sector to the net inflow of embodied carbon and net outflow of value added in the Central Plains urban agglomeration. The main contributing sector to the net outflow of embodied carbon and net inflow of value added in the Yangtze River Delta urban agglomeration is the service industry. This study ultimately proposes more refined recommendations aimed at fostering coordinated development among regions in China, establishing a win-win situation for economic growth and carbon reduction.

Revealing Virtual Water Transfers and Imbalanced Economic Benefits Hidden in China’s Interprovincial Trade

Abstract:Interprovincial trade has expanded China’s virtual water consumption and economic development. This study uses an environmental–economic inequality index to calculate the virtual water and economic benefit transfer imbalances in interprovincial trade and applies a structural path analysis (SPA) model to find the imbalances on the key virtual water supply chain paths between provinces. The findings are fourfold. (1) The developed provinces, such as Guangdong, Jiangsu, and Shandong, had more virtual water on the consumption side from 2002 to 2017 and had the most value added on the consumption and production sides. (2) The developing provinces in northwest and central China suffered from net virtual water outflows and negative value-added gains in bilateral trade with developed provinces. (3) The developed provinces, such as Beijing, acquired more virtual water from other provinces in 0–5 production tiers, but only a small part of the value added was transferred out. (4) All of the four top ranking virtual water supply chain paths of Beijing came from other provinces, accounting for 28.22% of the total virtual water flowing to Beijing, but their value added only accounted for 1.44%. It is suggested that provinces adopt differentiated water-use systems to reduce virtual water transfer imbalances and provide subsidies to the nodes to compensate the economic benefits on key virtual water supply chain paths.
An Index Decomposition Analysis of China's Interregional Embodied Carbon Flows

Abstract:Being the largest emitter of carbon dioxide in the world, China also possesses enormous regional disparities in terms of carbon dioxide emissions. Significant carbon emission flows from developed regions to undeveloped regions through inter-regional trade have been observed in China. In order to examine the determining factors of such virtual carbon flows, an index decomposition analysis was conducted to investigate emissions embodied in trades among eight regions, which were grouped with recourse to the latest available provincial I/O tables in China. This paper finds that trade balance and energy intensity are two most salient factors with regard to interregional carbon flows. In the largest outsourcing region, the northwest region of China, the two factors account for 35.6–59.1% of the total carbon surplus, respectively. Thus, China is experiencing more ‘efficiency losses’ than ‘efficiency gains’ resulting from carbon transfers. In order to switch to a future “efficiency gain” situation, policies and supports for technology innovation in and transfer to inland regions, as well as enhanced technology standards for expanded carbon intensive productions in less developed regions are suggested to complement the current policy of carbon intensity target.

Abstract:In global trade, there is a phenomenon that the "economic gains" and "ecological damages" of some countries and regions are not consistent. Using the multi-regional input-output model (MRIO), this study measures the transfer of embodied carbon and value-added in trade among 16 countries or regions, including the European Union, the United States and other countries from 1995 to 2022. On this basis, we use the four-quadrant analysis method to classify the carbon inequality in international trade, and construct the carbon inequality index to quantify the carbon inequality situation in bilateral trade. The results indicate that carbon inequality between international trade can be divided into three categories: victims of absolute carbon inequality, relative carbon equality and beneficiaries of absolute carbon inequality. Carbon inequality in bilateral trade exists between developed and developing countries, as well as between developing countries. Finally, a carbon compensation accounting model is constructed to measure the monetary value of cross-regional carbon offset, which provides data support for international carbon emission reduction cooperation. Our study contributes to contemplating the impacts of international trade and provide recommendations for global equity and sustainable development.

Abstract:China‘s remarkable growth since its economic reform in 1978 brought significant socio-economic changes which led to uneven economic development between regions and labour migration from western China to Central and Eastern Coastal regions. China can be perceived as a group of disparate economies with distinct income, lifestyle and expenditure patterns rather than a homogenous entity. Urban population in newly formed mega-cities adapted energy-intense lifestyles, and the steadily growing demand for consumer products coupled with an inefficient heavy industry causes a drastic increase of Chinese emissions. Raw materials and production sites for intermediate goods are located in different regions than their final demand for consumption, causing a vast trade flow between regions in China. Following the concept of consumption-based emissions accounting we apply environmentally extended multi-regional input-output analysis (EE-MRIO) to eight economic regions in China to assess the emissions embodied in the trade meshwork between regions and sectors. We were able to identify sink and source regions of carbon emissions, with the two economic ―powerhouses‖ in China, Central Region and East Coast, exporting large amounts of emissions, and regions like the South West and Beijing Tianjin importing emissions through trade. The construction sector is primarily responsible for emissions embodied in imports, followed by the electricity sector. We propose that policies aiming at reduction of carbon intensities should focus on these sectors, and also suggest a regional consumption-based emissions accounting approach to support policies in line with legally binding carbon reduction targets in the future.
