Abstract:There are two competing views regarding the presence of social fathers on childrens' cognitive ability: (1) either the social father provides more financial resources which benefit the children or (2) the mother with new partners may shift the focus away from the children. Previous research focused on older children or adolescents and ignored the self-selection problem. We use data from the Fragile Families and Child Wellbeing Study (FFCWS), and a sample of younger children. Using propensity score matching method (nonparametric methods), we find that children with social fathers scored around three points less in a cognitive ability test than children living only with biological mothers (assuming that self-selection is based on observables). The result remains robust when using a control-function analysis (parametric method).

Abstract:Abstract With 20-27,000 children in Scotland experiencing a parent’s imprisonment and many more their parent’s involvement in the wider criminal justice system, it is vital that children’s needs and preferences are understood and acted upon. Parental imprisonment or involvement with the justice system short of imprisonment is a cause of deleterious chronic stress and adverse childhood experience. This 18-month participative study in Scotland was designed to establish the problems of having a parent involved in the criminal justice system and to co-produce solutions with affected families. The experiences of 14 children and young people were elicited through interviews (supplemented with input from parents and professionals), followed by a family consultation event. Schools elicited complex relationships of both stress and threat, an outlet, and a means for positive achievement despite the stressors. Schools need proactively to identify children who are struggling emotionally and to provide sensitive, discreet support. Children felt victimised by authorities and the community, experiencing devastating family disruption and loss of childhood. Community-based interventions could educate others about the impact on children of victimisation. Young people emphasised the need to humanise their experience from point-of-arrest to years after release. They sought more child-friendly prison visiting, physical contact, and meaningful activity with their parent. Parents wanted the development of parent-to-parent and young people-led support groups. A means to signpost affected families to self-support groups is needed. A model of symbiotic harm is used to offer theoretical context to the findings.

Abstract:Qualitative data from a larger study on the impact of parental imprisonment in four countries found that children of prisoners face fundamentally similar psychological and social challenges. The ways that children cope, however, are influenced by the interpretative frame adopted by the adults around them, and by how issues of parental imprisonment are talked about in their families. This article argues that families have to reappraise their view of the imprisoned parent and then decide on their policy for how to deal with this publicly. Their approach may be based on openness and honesty or may emphasise privacy and secrecy, or a combination of these. Children are likely to be influenced by their parents'/carers' views, although these may cause conflict for them. Where parents/carers retain a positive view of the imprisoned parent, children are likely to benefit; where parents/carers feel issues of shame and stigma acutely, this is likely to be transmitted to their children. This is important for social workers and practitioners involved in supporting prisoners' families and for parenting programmes.

Protective Factors to Promote Health and Flourishing in Black Youth Exposed to Parental Incarceration

Abstract:Background: Mass incarceration of Black fathers and mothers in the United States has had an undeniably negative effect on the health and well-being of their children, families, and communities. Nearly 1 in every 9 Black youth in the United States has had an incarcerated parent compared to 1 in every 17 White youth. To mitigate the consequences of such historical and structural racism, family and community protective factors that promote health and flourishing in Black youth need exploration. Objectives: The aim of this study was to understand the associations of protective family, school, and neighborhood factors of overall health and flourishing in Black youth ever exposed to parental incarceration. Methods: Using the 2016-2019 National Survey of Children's Health, secondary data analyses were conducted of Black youth ages 6-17 years exposed to parental incarceration (n = 839). Multivariable logistic regression models predicted the associations among protective family and community factors and two child outcomes of interest: overall good health status and flourishing. Overall good health status was measured dichotomously comparing children in "good, very good, or excellent" health to children in "fair or poor" health. Flourishing was measured as a count score using three survey questions designed to assess the child's curiosity and discovery about learning, resilience, and self-regulation. Protective factors of interest included family resilience and connectedness, neighborhood support and safety, and school safety. Other child and caregiver demographics and health characteristics were also included as covariates. Results: Across all models, higher levels of family connectedness were associated with greater odds of having overall good health and flourishing in Black youth exposed to parental incarceration after adjusting for covariates and neighborhood and school protective characteristics. No significant associations were found between neighborhood or school protective factors and either outcome. Discussion: To achieve health equity and maximize opportunities for all youth, we must remove the obstacles and consequences of mass incarceration. Improving the health and flourishing of Black youth who have had incarcerated parents requires greater investment in structural supports to bolster family connectedness and better evidence on how to support families affected by mass incarceration and structural racism.

Abstract:Criminal Justice and Behavior, Ahead of Print. Research has highlighted the role that childbearing and parenting can have in reducing involvement in antisocial behavior among adults. While some studies have similarly examined the short-term implications of parenthood for teen parents, very little research has considered the role that parenthood might have as they enter emerging adulthood. Accordingly, using data from the Pathways to Desistance study, the current study examines whether, among justice system involved young people, adolescent parenthood is associated with offending, incarceration, and drug dependency during emerging adulthood. Results indicate that adolescent parents, particularly teen fathers, are more likely to have continued justice system involvement during emerging adulthood. The opposite is true, however, for teen parents who live with their children (residential parents).

The Effect of Peer Influence and Neighborhood Quality on Incarcerated Fathers' Attachment

Abstract:Commonly referred to as the "hidden victims" of incarceration, children with a parent who is intermittently or repeatedly incarcerated face various challenges that exacerbate behavioral and psychological development. Using a baseline adaptation of the Multi-site Family Study on Incarceration, Parenting and Partnering (MFS-IP), we sought to clarify how peer influence and neighborhood quality can predict the extent of an incarcerated father's attachment to the focal child and partner. Results showed a negative association between negative peer influence and poor neighborhood quality. Conversely, incarcerated fathers' relationship with their biological mother and fathers produced a significant positive association. These findings propose that risk and protective factors can directly influence attachment levels with the focal child, as suggested by Social Control Theory. This article provides a basis for a more comprehensive understanding of clinical support that can be offered to children and families who bear the systemic societal mechanisms of incarceration.
Disrupting the Family Stress-Proximal Process: A Scoping Review of Interventions for Children with Incarcerated Parents

Abstract:The United States' overreliance on incarceration has resulted in the imprisonment of millions of individuals - the majority of whom are parents of minor children. While mass incarceration has failed to effectively reduce crime or increase safety, it has dramatically harmed children and families in the United States. In turn, a wealth of research confirms the negative social, emotional, and psychological impacts of parental incarceration on children and the disproportionate impact on Black and Hispanic families and families living in poverty. As activists work towards dismantling this discriminatory and overly punitive system, it is also necessary to support children and adolescents currently impacted by parental incarceration. Using the Family Stress-Proximal Process (FSPP) model (Arditti, 2016) as a frame, the current paper critically reviews the literature on interventions to support children with incarcerated parents (CIP). The use of the FSPP frame highlights that while most intervention research has focused on promoting parenting skills of incarcerated parents and improving visit experiences, there is a dearth of research on interventions that 1) support at-home caregivers, 2) provide developmentally-targeted and -appropriate services and 3) acknowledge and counteract systems of inequality like structural racism and poverty that cause and exacerbate incarceration-related stress. These findings support a research agenda that prioritizes interventions framed around the intersectional identities of CIP and the intersecting systems that impact their lives.
Fathers' Criminal Behavior and Involvement With Children: The Moderating Role of Family Relationships

Abstract:Objective: Research indicates that fathers' criminal behavior can be problematic for children through multiple pathways, yet few studies have examined the effect of fathers' kinship networks in this process. This study examines the association between fathers' criminal behavior and involvement with their children and the extent to which a father's relationships with individuals in his extended family network moderate this association. Method: Hierarchical linear modeling was used to predict fathers' involvement using data from a longitudinal intergenerational study of 335 children and 149 low-income, minority fathers. Measures included 8 father-involvement outcomes, a measure of fathers' criminal behavior, and 2 moderator variables. Results: High-quality relationships between fathers and their male relatives moderated the negative effect of criminal behavior on measures of fathers' involvement. Criminal behavior was only associated with decreasing levels of father involvement when fathers had low-quality relationships with male relatives. Conclusions: Strong and affirmative relationships-with male relatives specifically-may attenuate the adverse effects of antisocial and criminal behavior on fathers' involvement in at-risk families. Implications for tailoring practice to improve relationships between fathers and male relatives and to enhance fathers' prosocial involvement are noted.

Abstract:Rates of parental incarceration in the USA have increased dramatically over the past four decades. The Adverse Childhood Experiences study identified parental incarceration as one of several risk factors related to multiple health outcomes during childhood and adulthood. Parents and other caregivers are widely regarded as sources of resilience for children experiencing adversity, yet few studies have examined caregivers' parenting practices as sources of resilience for children with incarcerated parents. This study used secondary data from a longitudinal randomized controlled trial of the prison-based parent management training program Parenting Inside Out (PIO). Specifically, it included 149 caregivers (i.e., the non-incarcerated parent, extended family member, or other adult who provides the day-to-day caretaking of a child during parental incarceration) of children aged 2–14 years whose incarcerated parents were randomly assigned to receive PIO or the control condition. Path analysis was used to examine associations between caregivers' parenting, social support, self-efficacy, and change in child internalizing and externalizing symptoms across a 6-month period. Direct effects of caregivers' parenting were found on improvements in child behavioral health from baseline (conducted when the parent was incarcerated) to the 6-month follow-up (conducted after most parents had been released). Indirect effects were found for caregiver social support and self-efficacy. The findings highlight the importance of caregivers' adaptive parenting as a protective resource for children who experience parental incarceration and have implications for the design of preventive interventions for this underserved population.

The Impact of Paternal Closeness and Familial Incarceration on the Self-Esteem of Black Adolescents

Abstract:Background: Racially minoritized individuals make up the majority of the incarcerated population. The incarceration of a family member has lasting effects on family dynamics, particularly impacting the lives of adolescents. There is a need to understand how these experiences affect adolescent self-esteem and the role of family boundaries. Objective: To examine the impact of familial incarceration on adolescent self-reported self-esteem and the moderating role of boundaries between adolescents and their fathers, using structural family therapy as a guiding framework. Methods: The study utilized data from the 2016 wave of the National Longitudinal Survey of Youth-Children and Young Adults (NLSY-CYA), with a sample size of 341 adolescents. Simple linear and hierarchical regressions were conducted to assess the relationships between familial incarceration, perceived parental closeness, and adolescent self-esteem. Findings: Regression analysis revealed that having an incarcerated family member and lower perceived parental closeness were significantly associated with reduced self-esteem in adolescents. Additionally, closeness to fathers did not act as a protective factor in mitigating the negative impact of familial incarceration on adolescent self-esteem. Conclusions: The findings indicate that while familial incarceration and perceived parental closeness negatively impact adolescent self-esteem, closeness to fathers does not serve as a buffer. These results suggest that practitioners should explore alternative protective factors to support adolescents' self-esteem following familial incarceration.
Paternal Incarceration and Adolescent Delinquency: Role of Father Engagement and Early Child Behavior Problems

Abstract:Paternal incarceration is an important predictor of teen delinquency, but the factors that may explain this relationship—such as early child problem behaviors and level of father engagement—have not been adequately explored. The current longitudinal study examined paternal history of incarceration as a predictor of teen self-reported delinquency over a 15-year gap, considering early child problem behaviors and father engagement as mediators. Sex differences in these relationships were also evaluated. This four-wave longitudinal study included an analytic sample of 4897 teens who participated in the birth-cohort Future of Families and Child Well-Being Study. Mothers and fathers were interviewed shortly after the focal child's birth and were then reassessed in follow-up interviews at child ages 1, 3, 5, 9, and 15. The focal children were interviewed at ages 9 and 15. Results showed that paternal prior incarceration at year 1 was associated with greater child behavior problems and father engagement at year 5; however, those relationships disappeared by age 9. Paternal history of incarceration was not related to teen delinquency, but child behavior problems at age 9 were directly related to subsequent engagement in delinquent behaviors. Paternal current incarceration was related to subsequent father engagement but was not associated with later child behaviors. No significant indirect pathways emerged, indicating a lack of support for mediation. No sex differences in these relationships were observed. Overall, the findings underscore the complexity of the relationships between paternal incarceration, child behavior, and father engagement in the emergence of delinquent behaviors.

Abstract:A growing number of American school-aged children have incarcerated or formally incarcerated parents necessitating a more comprehensive understanding of the intergenerational effects of mass imprisonment. Using the Fragile Families Study, I assess whether having an incarcerated father impacts children's cognitive skill development into middle childhood. While previous studies have primarily found effects for boys' behavior problems, matching models and sensitivity analyses demonstrate that experiencing paternal incarceration by age 9 is associated with lower cognitive skills for both boys and girls and these negative effects hold net of a pre-paternal incarceration measure of child cognitive ability. Moreover, I estimate that paternal incarceration explains between 2 and 15 percent of the Black-White achievement gap at age 9. These findings represent new outcomes of importance and suggest that paternal incarceration may play an even larger role in the production of intergenerational inequalities for American children than previously documented.

Abstract:In the current study, we sought to determine the effects of parent visits on a range of psychological outcomes among children of incarcerated parents. Drawing on data from the Mentoring Children of Incarcerated Parents Enhancement Demonstration Project, a recent, large-scale evaluation of mentoring programme practices, we hypothesized that ongoing contact would lead to an improved parent–child relationship which, in turn, would promote a range of psychosocial outcomes in children. Results of a structural equation model (n = 228) revealed a significant positive association between child's frequency of visits with their incarcerated parent and child–parent relationship quality, which in turn, was significantly associated with the child's life purpose and depression/loneliness. Findings from the current study shed light on the importance of children's visits with their incarcerated parent for later psychological outcomes.

Abstract:Parental incarceration is an adverse childhood experience that inequitably burdens families of color and affects millions of U.S. children and adolescents. Although racialized disparities in exposure to parental incarceration are often acknowledged, researchers have yet to examine whether manifestations of racism may affect the link between parental incarceration and youth outcomes. This study provides a first look at how parental incarceration relates to health vulnerabilities in the Adolescent Brain Cognitive Development (ABCD) study, an ongoing, population-based study of U.S. children born between 2006 and 2008. We start by describing exposure to parental incarceration and then examine how parental incarceration, state-level racial prejudice, and discrimination relate to health risks among 9191 White (66%), Black (19%), or Hispanic (15%) youth. Consistent with what we know about pervasive racialized disparities in the U.S. criminal legal system, we find that 19.3% of Black children in our sample have experienced parental incarceration, followed by 7.8% of Hispanic children, and 4.8% of White children. Results of multilevel mixed models further indicate that parental incarceration was associated with increased health risks among White children whereas family economic hardship and discrimination experiences were more robustly associated with health vulnerabilities among Black and Hispanic children. Additional analyses explored whether parental incarceration was associated with other outcomes among Black and Hispanic children, revealing increased risk for behavior problems contingent upon parental incarceration and discrimination for Black children and Hispanic boys. Among Hispanic girls, parental incarceration was associated with increased risk of behavior problems in states with higher levels of racism. Results suggest that parental incarceration contributes to risk among early adolescents across racialized groups, but that the specific toll it takes depends on outcomes assessed and the context in which it occurs.
The Feasibility, Appropriateness, Meaningfulness, and Effectiveness of Parenting and Family Support Programs Delivered in the Criminal Justice System: A Systematic Review

Abstract:Children whose parents are involved in the criminal justice system (CJS) are at increased risk of developing social, emotional, and behavioural difficulties and are more likely than their peers to become involved in the CJS themselves. Parenting behaviour and parent-child relationships have the potential to affect children’s outcomes with positive parenting practices having the potential to moderate some of the negative outcomes associated with parental involvement in the CJS. However, many parents in the CJS may lack appropriate role models to support the development of positive parenting beliefs and practices. Parenting programs offer an opportunity for parents to enhance their parenting knowledge and behaviours and improve relationships with children. Quantitative and qualitative evidence pertaining to the implementation and effectiveness of parenting programs delivered in the CJS was included. Five databases were searched and a total of 1145 articles were identified of which 29 met the review inclusion criteria. Overall, programs were found to significantly improve parenting attitudes; however, evidence of wider effects is limited. Additionally, the findings indicate that parenting programs can be meaningful for parents. Despite this, a number of challenges for implementation were found including the transient nature of the prison population and a lack of parent-child contact. Based on these findings, recommendations for the future development and delivery of programs are discussed.

The Health and Development of Young Children Who Witnessed Their Parent’s Arrest Prior to Parental Jail Incarceration

Abstract:Most U.S. incarceration occurs in jails, with more than 10 million annual admissions, and most individuals in jail are parents of minor children. In this short-term longitudinal study, we examined the health and development of young children who did or did not witness their parent’s arrest prior to parental jail incarceration. 228 individuals in 76 triads (incarcerated parents, children, at-home caregivers) were enrolled from four jails in two states. Jailed parents and caregivers reported on whether the child witnessed the parent’s arrest or crime. Children’s caregivers completed questionnaires about children’s emotional symptoms during the prior 6 months and demographics, as well as children’s emotional reactions to separation from the parent and child health at the initial assessment and 2 weeks later. Trained researchers conducted a developmental assessment with children while waiting to visit parents. Results of regression-based moderated mediation analyses indicated that when their emotional symptoms were high, children who witnessed parental arrest were more likely to have poorer health initially and more intense negative reactions to the parent leaving for jail. In addition, when children’s general emotional symptoms were low, children who witnessed their parent’s arrest were more likely to exhibit developmental delays, especially in their early academic skills, compared to children who did not witness the arrest. Witnessing the parent’s crime related to missed milestones in social and adaptive development. Findings have implications for policies regarding safeguarding children during parental arrest and referrals for health- and development-promotion services following parental criminal justice system involvement.

Abstract:In this article, we summarize key findings from 20 years of research conducted at the intersection of developmental psychology and juvenile justice in the United States. We predominantly examine data from two large-scale, multisite longitudinal studies involving justice-system-involved adolescents—the Pathways to Desistance study and the Crossroads study. Topics of discussion include predictors of offending and desistance from crime; youth outcomes and psychosocial needs; and emerging research, programs, and policy initiatives. First, individual-level (e.g., age, psychosocial maturity) and contextual-level (e.g., antisocial peers, exposure to violence) risk factors associated with offending are explored. Second, we discuss short-term and long-term outcomes of justice-system contact for youths engaging in moderate offenses. We highlight main findings from the Crossroads study indicating that youths who are sanctioned by the justice system at their first arrest have worse outcomes than youths who are diverted from formal processing. Additionally, we discuss the high prevalence of youths’ exposure to violence and mental health disorders as well as the differential treatment of youths of color in the justice system. Third, we extend the conversation to justice-system-involved young adults and discuss emerging, innovative legal solutions, including young adult courts. Last, we discuss real-world implications of these findings.

Perceived parental security profiles in African American adolescents involved in the juvenile justice system.

Abstract:Many researchers have shown the importance of parent attachment in childhood and adolescence. The present study extends the attachment literature to African Americans involved in the juvenile justice system (N = 213), and provides an initial inquiry using person-oriented methods. The average age was 16.17 years (SD = 1.44), and the sample was predominantly male (71%). Results of a confirmatory factor analysis of Inventory of Parent and Peer Attachment-Short Form (IPPA-S) scores supported a 3-factor model: (a) Communication, (b) Trust, and (c) Alienation. Model-based clustering was applied to IPPA-S scores, and results pointed to 4 perceived parental security profiles: high security, moderately high security, moderately low security, and low security. In keeping with our hypotheses, IPPA-S profiles were associated with prosocial behaviors, depression, anxiety, and oppositional defiance. Contrary to hypotheses, IPPA-S profiles were not associated with perspective taking, emotional concern, or behaviors characteristic of a conduct disorder. Results also showed that gender, age, family member with whom the participant resides, charge severity, and offense history did not have an effect on IPPA-S clustering. Implications for therapeutic jurisprudence in African Americans involved with the juvenile justice system are provided.

Abstract:Abstract Addressing a gap in the extant literature on single-parent families and juvenile delinquency, we distinguish between different types of single-parent families. Using Dutch population register data on nearly 1.3 million children, we performed logistic regressions to assess the relation between growing up in a single-parent family before age 12 and the likelihood to engage in juvenile delinquency during adolescence. Our findings suggest that the likelihood of juvenile delinquency increases (1) when children are born to a single parent, followed by children with separated parents and children experiencing parental death, compared to children growing up with both biological parents; (2) when the single-parent family started at a younger age; and (3) when children grow up with only a biological mother, for both sons and daughters, compared to only a biological father. The relationship between growing up in single-parent families and juvenile delinquency is much more complex than often assumed. Future research should pay more attention to diversity in the composition of single-parent families.

Abstract:Objective: The objective of the present study was to examine whether exposure to prenatal psychoactive substances is associated with psychological outcomes and deviant behaviour. Methods: This was a secondary analysis of 7,769 mother-child dyads in the Avon Longitudinal Study of Parents and Children (ALSPAC) who were followed until the children were aged approximately 12 years. Parental characteristics and maternal use of various substances were collected in pregnancy and entered as predictors of psychological outcomes in childhood and deviant behaviours in early adolescence. The psychological outcomes were IQ, social cognition, working memory and inhibition, while the deviant behaviours were threatening others, truancy and cruelty to animals. Weighted logistic regression models were used to predict deviant behaviours and weighted linear regression for the psychological outcomes. Results: High prenatal alcohol exposure predicted truancy and cruelty to animals. Tobacco exposure predicted lower IQ, a greater social communication deficit, lower working memory, truancy and threatening others. Illicit drugs predicted a higher social communication deficit and truancy. All prenatal substance exposures remained significant after adjustment for peer influences and covariate imbalance. Conclusion: Alcohol, tobacco and illicit drugs were associated with deviant behaviours in early adolescence and these behaviours were preceded by psychological deficits in childhood. The present study supports the guideline that no amount of alcohol is safe to consume in pregnancy and that tobacco and illicit drugs should be avoided.
