We consider a debate of this sort as imperative for such important research projects, but we also hold that they should develop upon sound foundations, avoiding specific pitfalls and biased tendencies that form a metaphorical minefield around them. Abstract:This white paper is the result of a collaboration by those that attended a workshop at the Facility for Rare Isotope Beams (FRIB), organized by the FRIB Theory Alliance (FRIB-TA), on Theoretical Justifications and Motivations for Early High-Profile FRIB Experiments. It covers a wide range of topics related to the science that will be explored at FRIB. After a brief introduction, the sections address: (II) Overview of theoretical methods, (III) Experimental capabilities, (IV) Structure, (V) Near-threshold Physics, (VI) Reaction mechanisms, (VII) Nuclear equations of state, (VIII) Nuclear astrophysics, (IX) Fundamental symmetries, and (X) Experimental design and uncertainty quantification.

Abstract:The main theme of the lectures covered the experimental work at hadron colliders, with a clear focus on the Large Hadron Collider (LHC) and on the roadmap that led finally to the discovery of the Higgs boson. The lectures were not a systematic course on machine and detector technologies, but rather tried to give a physics-motivated overview of many experimental aspects that were all relevant for making the discovery. The actual lectures covered a much broader scope than what is documented here in this writeup. The successful concepts for the experiments at the LHC have benefitted from the experience gained with previous generations of detectors at lower-energy machines. The lectures included also an outlook to the future experimental programme at the LHC, with its machine and experiments upgrades, as well as a short discussion of possible facilities at the high energy frontier beyond LHC.

Abstract:Research of cosmic rays at the Physical Institute of the USSR Academy of Sciences resulted in the construction of the JINR Synchrophasotron. For this purpose the Electrophysical Laboratory of the USSR Academy of Sciences was founded in 1953, which became part of JINR in 1956 as the High Energy Laboratory. The initial milestones to develop experiments at the Laboratory on the Synchrophasotron are presented. Leaders and key participants in the experiments are highlighted, as well as the lessons and results relevant today.

Abstract:The topic of this conference is 'South-South and North-South Collaboration in Science and Technology', which is addressed in this contribution in the context of basic research in high energy physics (HEP). The question whether developing countries can or should invest scarce resources in big science is not covered. HEP may be less expensive than one might fear, but cheap it is not, so priorities have to be set and these may indeed differ from country to country. The scope of this article is not to argue one way or another, but rather to give an indication and practical examples of both the requirements and the opportunities for scientific collaboration with CERN.

Abstract:C. N. Yang: We have just heard three speakers describing to us various problems which arise in theoretical and experimental high-energy physics, and in the designs of high-energy accelerators. The problem of the aims, prospects, and the impact of the whole enterprise is a very complex subject. I shall confine myself to a few remarks concerning the historical aspect of the subject. High-energy physics is a natural continuation of the traditional efforts by physicists to study the structure of matter. By all standards of comparison, I think we are not exaggerating when we say that achievements in this line of research have been most spectacular in the past sixty years. At the turn of the century, physicists, as we recall, were just looking at the structure of atoms. Thirty years later, the subject of studies progressed to atomic nuclei, and today we are looking at subnuclear constituents. The increase in energy is equally impressive; in fact, perhaps even more so. We have progressed from a few electron volts to millions of electron volts to today's multibillion electron volts. Reviewing the progress of the experimental techniques that have made possible these investigations, one is deeply impressed by the power and the ingenuity that were brought to bear at each stage of this development. With the greatly awakened interest in science in all nations, with the rapid progress of technology, there seems to be little doubt that new experimental techniques will be developed to meet every new challenge encountered in this enterprise. The impact of these developments on technology, on human affairs, and on other sciences has been important beyond description.

Abstract:I outline experimental results on heavy ion collisions at the Relativistic Heavy Ion Collider for a non-technical audience. This includes: elliptic flow and nearly ideal hydrodynamics; the suppression of hard particles and the ratio R_AA; and electromagnetic signals, including dileptons and direct photons. Especially puzzling is why the behavior of heavy (charm) quarks appears to be so similar to that of light quarks.

Abstract:(transcript of a talk given by Prof.~Feshbach:) Nuclear physics has been and will be a major factor in science and technology. It makes unique and important contributions to medicine, to industry and to other sciences. Interaction with other physics has been strong. Astrophysics and mesoscopic physics are notable examples. But what I shall talk about today are labeled {\bf``universals"}. This refers to results which transcend the limits of a given subject providing fundamental principles which inform not only nuclear physics but all of science. It is the universals which take nuclear physics research from the parochial albeit fascinating studies of nuclear reactions and structure to the development and formulation of concepts of significance for all of the physical sciences.

Abstract:We outline the course of affairs in the experimental and theoretical fields of nuclear and particle physics which determined its finale, and give several fragmentary remarks on its present state. The essay tells about events and their participants, known from the literature, but presented here from the perspective of a person whose 50-year labor activity, 1972--2022, proceeded at the All-Union Scientific Research Institute of Experimental Physics, Sarov. In order to predict the fate of particle physics and related astrophysics and cosmology, it is useful to become aware of the facts about another branch of physics that has already gone through its decline $\sim 30$ years ago, the physics of nuclear weapons. These facts are important not in themselves, but as evidence of the growing problems of science and social life, which are not only far from a satisfactory solution, but have not even been the subject of any serious discussion.

Abstract:The recent status of the EMU01 experiment where nuclear emulsions are used as both target/detector material for horizontally exposed stacks and as detector for vertically exposed chamber plates is discussed. An investigation of the behaviour in the number of produced particles per participating nucleon reveal weak nonlinear effects for the most central collisions. Intermittency index can be obtained from the density distributions for S+Au and S+Ag interactions which corresponds to fractal dimensions somewhat smaller than unity.

Abstract:The Experimental Cavern North 3 (ECN3) is an underground experimental cavern on the CERN Prévessin site. ECN3 currently hosts the NA62 experiment, with a physics programme devoted to rare kaon decays and searches of hidden particles approved until Long Shutdown 3 (LS3). Several options are proposed on the longer term in order to make best use of the worldwide unique potential of the high-intensity/high-energy proton beam extracted from the Super Proton Synchrotron (SPS) in ECN3. The current status of their study by the CERN Physics Beyond Colliders (PBC) Study Group is presented, including considerations on beam requirements and upgrades, detector R&D and construction, schedules and cost, as well as physics potential within the CERN and worldwide landscape.

Abstract:Fundamental neutron physics, combining precision measurements and theory, probes particle physics at short range with reach well beyond the highest energies probed by the LHC. Significant US efforts are underway that will probe BSM CP violation with orders of magnitude more sensitivity, provide new data on the Cabibbo anomaly, more precisely measure the neutron lifetime and decay, and explore hadronic parity violation. World-leading results from the US Fundamental Neutron Physics community since the last Long Range Plan, include the world's most precise measurement of the neutron lifetime from UCN$\tau$, the final results on the beta-asymmetry from UCNA and new results on hadronic parity violation from the NPDGamma and n-${^3}$He runs at the FNPB (Fundamental Neutron Physics Beamline), precision measurement of the radiative neutron decay mode and n-${}^4$He at NIST. US leadership and discovery potential are ensured by the development of new high-impact experiments including BL3, Nab, LANL nEDM and nEDM@SNS. On the theory side, the last few years have seen results for the neutron EDM from the QCD $\theta$ term, a factor of two reduction in the uncertainty for inner radiative corrections in beta-decay which impacts CKM unitarity, and progress on {\it ab initio} calculations of nuclear structure for medium-mass and heavy nuclei which can eventually improve the connection between nuclear and nucleon EDMs. In order to maintain this exciting program and capitalize on past investments while also pursuing new ideas and building US leadership in new areas, the Fundamental Neutron Physics community has identified a number of priorities and opportunities for our sub-field covering the time-frame of the last Long Range Plan (LRP) under development. This white paper elaborates on these priorities.

Abstract:The formation of hadrons is a fundamental process in nature that can be investigated at particle colliders. Given their large mass, heavy quarks (charm and beauty) are produced only in initial hard-scatterings, prior to hadronisation, which determines instead the relative abundances and the kinematics of the various heavy-flavour hadron species. As several recent findings demonstrate, with \ee collisions as a "vacuum-like" reference at one extreme, and central AA as a dense, extended-size system characterised by flow and local equilibrium at the opposite extreme, different collision systems offer a lever arm that can be exploited to probe with a range of heavy-flavour hadron species the onset of various hadronisation processes. In these proceedings, a selection of the experimental results related to heavy-flavour hadronisation shown for the first time at the Hard Probes 2023 conference is presented together with some of the most important ones of the last years. The focus is on open-heavy flavour measurements. The comparison with model predictions and connections among the results in \ee, proton--proton, proton--nucleus, nucleus--nucleus collisions are discussed.

Abstract:In over forty presentations on experiments at the 2012 conference on Flavor Physics and CP Violation (FPCP 2012), there was an abundance of beautiful and significant results. This summary of these experiment presentations begins with a reminder of the context in which the measurements have been made and the motivations for making the specific measurements reported at the symposium. Given the number and breadth of physics topics covered at the meeting, this review covers only a limited set of highlights, sort of a traveler's set of souvenir postcards of favorite slides. The selected slides are grouped into eight overlapping categories as an aid to flipping through the postcards and being reminded of the high points of the conference. Finally, there are some summarizing comments about how the experiment results presented here compare to expectations and what we may hope for the future.

Abstract:In the first part of the talk the interesting new results of MINOS, OPERA and CMS collaborations (connected with the observational evidence of the rise in the muon charge ratio at muon energies around 1 TeV) are briefly discussed from theoretical point of view. A short review of charge asymmetric effects in muon energy losses is given. In the second part of the talk, the modern theoretical approaches to the problem of heavy quark production in high energy nucleon-nucleus interactions are briefly considered (color dipole formalism, saturation models). The recent new theoretical developments in the ancient problem of intrinsic charm are also discussed.

Abstract:This article summarizes main developments of the hadron colliders and physics results obtained since their inception around forty years ago. The increase in the collision energy of over two orders of magnitude and even larger increases in luminosity provided experiments with unique data samples. Developments of full acceptance detectors, particle identification and analysis methods provided fundamental discoveries and ultra-precise measurements which culminated in the completion and in depth verification of the Standard Model. Hadron Collider Physics symposium provided opportunities for those working at hadron colliders to share results of their research since 1979 and helped greatly to develop the field of particle physics.

Laminar Branched Surfaces in 3-manifolds

Abstract:We define a laminar branched surface to be a branched surface satisfying the following conditions: (1) Its horizontal boundary is incompressible; (2) there is no monogon; (3) there is no Reeb component; (4) there is no sink disk (after eliminating trivial bubbles in the branched surface). The first three conditions are standard in the theory of branched surfaces, and a sink disk is a disk branch of the branched surface with all branch directions of its boundary arcs pointing inwards. We will show in this paper that every laminar branched surface carries an essential lamination, and any essential lamination that is not a lamination by planes is carried by a laminar branched surface. This implies that a 3-manifold contains an essential lamination if and only if it contains a laminar branched surface.

High Energy Astrophysical Phenomena

Abstract:The XVII International Symposium on Very High Energy Cosmic Ray Interactions, held in August of 2012 in Berlin, was the first one in the history of the Symposium, where a plethora of high precision LHC data with relevance for cosmic ray physics was presented. This report aims at giving a brief summary of those measurements and it discusses their relevance for observations of high energy cosmic rays. Enormous progress has been made also in air shower observations and in direct measurements of cosmic rays, exhibiting many more structure in the cosmic ray energy spectrum than just a simple power law with a knee and an ankle. At the highest energy, the flux suppression may not be dominated by the GZK-effect but by the limiting energy of a nearby source or source population. New projects and application of new technologies promise further advances also in the near future. We shall discuss the experimental and theoretical progress in the field and its prospects for coming years.
