Sustainable and Resilient Infrastructure

Abstract:Community resilience has been addressed across multiple disciplines including environmental sciences, engineering, sociology, psychology, and economics. Interest in community resilience gained momentum following several key natural and human-caused hazards in the United States and worldwide. To date, a comprehensive community resilience model that encompasses the performance of all the physical and socio-economic components from immediate impact through the recovery phase of a natural disaster has not been available. This paper summarizes a literature review of previous community resilience studies with a focus on <i>natural</i> hazards, which includes primarily models of individual infrastructure systems, their interdependencies, and community economic and social systems. A series of national and international initiatives aimed at community resilience are also summarized in this study. This paper suggests extensions of existing modeling methodologies aimed at developing an improved, integrated understanding of resilience that can be used by policy-makers in preparation for future events.

Abstract:We explore opportunities for an integrated approach in community resilience to inform new research directions and practice, using the productive common ground between two strands of literature on community resilience, one from social–ecological systems and the other from the psychology of development and mental health. The first strand treats resilience as a systems concept, dealing with adaptive relationships and learning in social–ecological systems across nested levels, with attention to feedbacks, nonlinearity, unpredictability, scale, renewal cycles, drivers, system memory, disturbance events, and windows of opportunity. The second strand emphasizes identifying and developing community strengths, and building resilience through agency and self-organization, with attention to people–place connections, values and beliefs, knowledge and learning, social networks, collaborative governance, economic diversification, infrastructure, leadership, and outlook. An integrative approach seated in the complex adaptive system and ecological understanding can incorporate the identification of explicit social strengths and connections to place, activated by agency and self-organizing.

Community Resilience After Hurricanes: Can Neuman's Systems Theory Guide Public Health Nursing?

Abstract:Objective: Examination of community resilience after Hurricane Harvey and -applicability of Neuman's systems model to the role of public health nurses in applying primary, secondary, and tertiary prevention strategies to communities susceptible to natural disasters. Design: Descriptive, exploratory study. Sample: A convenience sample (N = 1,470). Measurements: Hurricane Harvey Survey. Results: Respondents from seven counties in southeast Texas report previously experiencing a hurricane (80%) with no weather-related flooding (79%), adequate preparation (54%), failure to comprehend the potential severity of Hurricane Harvey (62%), damage to their homes (45%), and a 68% loss of personal belongings. Anxiety, frustration, disbelief, determination, and hopefulness were rated highest after the storm. Residents received updates from family and friends, social media, and online news reports regarding rising water, even though, in many cases, a mandatory evacuation was not officially announced. Only 35% of respondents reported being aware of resources available, possibly due to flooding or inaccessibility of typical resources (e.g., hospitals, shelters). Communicating through social networks (social media, family, and friends) provided avenues for arranging evacuations and assistance. Respondents report giving assistance to others and receiving assistance from family, friends, and their faith community. The majority of respondents reported that the community provided adequate services during the hurricane (59%), and they plan to stay in southeast Texas (70%). Conclusions: Southeast Texas residents demonstrated individual and community resilience which may be further supported with primary, secondary, and tertiary nursing interventions as illustrated by Neuman's systems model. The rise in positive emotional response traits demonstrates positive coping, which is consistent with resilience. Effective and timely communication through social networks provides an additional line of resistance to protect and promote the resilience of the community. The lack of medical resources indicates a break in the normal line of defense and an area for potential improvement with the utilization of mobile medical units to provide healthcare for areas not easily accessible during a disaster. Public health nurses are strategically positioned in the international community to lead prevention and recovery efforts by applying theory-based community interventions.

Abstract:Resilience of human systems has increasingly become a popular topic of research. The aim of this article is to present a juxtaposition of public officials' and residents' perceptions of community resilience along the three-class typology of resilience (basic, adaptive, and transformative) using Dayton, OH as a case study. A two-pronged data collection approach was designed to recruit public officials and residents. This approach was structured using the Community Capitals Framework. A multi-chain referral sampling process (and subsequent snowball sampling) was initiated subsequently. The data were gathered through semi-structured interviews with 75 participants. The interviews were analyzed using a three-tiered deductive structural coding approach. The findings highlight the similarities and differences in resilience perceptions between public officials and community members along the three-class typology of resilience that could inform creative policy initiatives. The factors that might undergird residents' and public officials' perceptions of resilience are discussed. Based on these perceptions, the importance of social capital, communication infrastructure, and addressing chronic stressors are discussed as important strategies to build community resilience, in addition to focusing on essential community infrastructure systems (such as roads, energy, water, sewer, and gas systems).

Abstract:<h3 class="Heading">Purpose of Review</h3><p class="Para">The concept of resilience continues to grow in influence and prominence in national and international programs seeking to improve individual and collective capacity to prepare for and respond to disasters. This review of the literature published in 2018 examines how disaster scholars and professionals are conceptualizing and applying the concept of community disaster resilience.</p><h3 class="Heading">Recent Findings</h3><p class="Para">Three trends in the literature on community disaster resilience are observed: (1) advancements in the measurement of resilience continue to refine the concept and its related mechanisms using both primary and secondary data, (2) social capital continues to be a central mechanism through which community resilience reduces disaster impact and enhances recovery, and (3) programs across the globe are advancing the practice of improving resilience through community interventions to enhancing adaptive capacities.</p><h3 class="Heading">Summary</h3><p class="Para">Community disaster resilience offers much promise as a guiding paradigm for the promotion of disaster risk reduction and the enabling of disaster recovery through attention to, and investment in, local capacities for adaptation to a changing and uncertain environment. However, there remains work to be done in the clarification of the concept and the operationalization of the mechanisms leading to enhancing community capacity for resilience.</p>

Abstract:Over the past years, the concept of resilience has gained attention recognizing the fact that not all threats or disasters can be averted. In fact, communities around the world are turning their attention to efforts and ways that can enhance their resilience against extreme events in any dimensions of life. Resilience is becoming increasingly important for modern societies as states come to accept that they cannot prevent every risk from being realized but rather must learn to adapt and manage risks in a way that minimizes impact on human and other systems. This paper presents a holistic framework for defining and measuring disaster resilience for a community at scales ranging from individual structures (e.g. hospitals) and smaller communities (neighborhoods) to entire regions. Seven dimensions of community resil- ience have been identified and are represented by the acronym PEOPLES: Population and Demographics, Environmental/ Ecosystem, Organized Governmental Services, Physical In- frastructure, Lifestyle and Community Competence, Economic Development, and Social- Cultural Capital. The PEOPLES Resilience Framework provides the foundation to integrate any quantitative and qualitative models that measures systems' resilience against extreme events (or disasters for that matter) in any or a combination of the above-mentioned seven dimensions. Besides a short-term gap finding analysis, this framework enables communities over the long-term to add and utilize geospatial and temporal decision-support tools that help communities in their planning efforts to assess and to enhance resilience.

Abstract:Urban resilience requires sophisticated technical expertise to anticipate problems and develop transformative solutions, yet these efforts alone are often insufficient. We argue that resilience work needs to acknowledge the social contexts in which these plans are situated to better identify potential pitfalls and negotiate challenges “on the ground.” Drawing on Zukin and DiMaggio’s (Structures of capital: the social organization of the economy. Cambridge University, Cambridge, pp 1–36, 1990) embeddedness framework, we explain how cognitive, cultural, structural, and political contexts can complicate resilience work. First, we describe the framework and draw on extant literature to show how the four dimensions relate to urban resilience. Then, we use case studies from two environmental disasters to illustrate how emergency response efforts fell short because they did not adequately account for social context. Our aim is to orient urban resilience experts and practitioners to embeddedness thinking and offer suggestions for ways to better negotiate obstacles to success and opportunities for improvement inherent in the social environment.

Abstract:More than two decades after E. E. Werner and R. S. Smith (1982), N. Garmezy (1983), and M. Rutter (1987) published their research on protective mechanisms and processes that are most likely to foster resilience, ambiguity continues regarding how to define and operationalize positive development under adversity. This article argues that, because resilience occurs even when risk factors are plentiful, greater emphasis needs to be placed on the role social and physical ecologies play in positive developmental outcomes when individuals encounter significant amounts of stress. Four principles are presented as the basis for an ecological interpretation of the resilience construct: decentrality, complexity, atypicality, and cultural relativity. These 4 principles, and the research upon which they are based, inform a definition of resilience that emphasizes the environmental antecedents of positive growth. This framework can guide future theory development, research, and the design of interventions that promote well-being among populations who experience environments that inhibit resilience-promoting processes.

Abstract:Despite the ubiquity of disaster and the increasing toll in human lives and financial costs, much research and policy remain focused on physical infrastructure–centered approaches to such events. Governmental organizations such as the Department of Homeland Security, United States Federal Emergency Management Agency, United States Agency for International Development, and United Kingdom’s Department for International Development continue to spend heavily on hardening levees, raising existing homes, and repairing damaged facilities despite evidence that social, not physical, infrastructure drives resilience. This article highlights the critical role of social capital and networks in disaster survival and recovery and lays out recent literature and evidence on the topic. We look at definitions of social capital, measurement and proxies, types of social capital, and mechanisms and application. The article concludes with concrete policy recommendations for disaster managers, government decision makers, and nongovernmental organizations for increasing resilience to catastrophe through strengthening social infrastructure at the community level.

Abstract:Unpredictable timing, disruption of community and health services, severe economic impacts, and the deterioration of psychosocial well-being necessitate the evaluation of natural disasters from a social work perspective. Social workers play critical roles in these situations, such as connecting disadvantaged groups with necessary resources, protecting individuals' well-being, assessing needs, and providing relief and support. The core roles and functions of the social work profession, which emphasize a people-centered, rights-based approach, become particularly significant after a disaster. Neoliberal policies and disaster capitalism exploit the fear and anxiety generated by natural disasters to gain public consent for practices that may not be in their best interests. In this context, fear appeals can be manipulated as a persuasive tool to make disaster-affected citizens accept policies and practices they would typically reject. This study outlines the issues that social workers should address at micro, meso, and macro levels to counteract the influence of neoliberal policies and disaster capitalism, which leverage the fear and anxiety induced by natural disasters to secure public consent for unfavorable practices.

Abstract:Climate change is increasing the prevalence and impact of extreme events, which may have severe psychosocial aftereffects for the people and communities who are affected. To mitigate their impact, governments advocate developing community resilience. Most approaches to community resilience employ the concept of social capital, suggesting that communities with more dense preexisting networks of trust and reciprocity are more likely to prepare for, respond to, and recover more effectively from disasters. Notwithstanding its benefits, we argue that social capital cannot account for microprocesses of disaster behavior such as groups that emerge in absence of any preexisting ties and provide social support. We propose a new conceptualization of aspects of community resilience based on the social identity approach in social psychology and grounded upon the principles of collective psychosocial resilience—the way that shared identification allows groups to emerge, coordinate, express solidarity, and provide social support. We argue that our approach overcomes the limitations of social capital, because it can explain the processes of group behavior in disasters, acknowledges people's propensity to organize collectively, promotes bottom-up approaches to community resilience, recognizes emergent communities, and suggests evidence-based recommendations for policy and practice. However, rare or unprecedented disturbances that are unusually intense or extensive require a more broad-spectrum type of resilience. General resilience is the capacity of social-ecological systems to adapt or transform in response to unfamiliar, unexpected and extreme shocks. Conditions that enable general resilience include diversity, modularity, openness, reserves, feedbacks, nestedness, monitoring, leadership, and trust. Processes for building general resilience are an emerging and crucially important area of research.

Abstract:Resilience has become a common goal for science-based natural resource management, particularly in the context of changing climate and disturbance regimes. Integrating varying perspectives and definitions of resilience is a complex and often unrecognized challenge to applying resilience concepts to social-ecological systems (SESs) management. Using wildfire as an example, we develop a framework to expose and separate two important dimensions of resilience: the inherent properties that maintain structure, function, or states of an SES and the human perceptions of desirable or valued components of an SES. In doing so, the framework distinguishes between value-free and human-derived, value-explicit dimensions of resilience. Four archetypal scenarios highlight that ecological resilience and human values do not always align and that recognizing and anticipating potential misalignment is critical for developing effective management goals. Our framework clarifies existing resilience theory, connects literature across disciplines, and facilitates use of the resilience concept in research and land-management applications.

Abstract:Community leaders, with compassionate humanism, seem to be effective in driving the community towards resilience and sustainability. This study examines the impact of community leadership with compassionate humanism on community sustainability and Community members' resilience. Data were collected from 243 community members from Odisha out of which 220 responses were complete and taken for analysis. The collected data were analyzed using the Analysis tool AMOS 24. Structural Equation Modelling was followed to analyze the data and get the results. Results indicate that community leadership with compassionate humanism strongly predicts community sustainability. Furthermore, the community members' resilience is found to mediate the relationship between community leadership and community sustainability. This study will help in shaping effective leadership practices, formulating policy, promoting resilience and fostering the sustainable development of communities.

Abstract:In recent years, the concept of resilience has been introduced to the engineering field in particular related to disaster mitigation and management. However, the built environment is only part of the elements that support community functions. Maintaining community functionality during and after a disaster, defined as resilience, is influenced by multiple components. The paper is proposing a framework for measuring community resilience at different spatial and temporal scales. Seven dimensions are identified for measuring community resilience: population and demographics, environmental and ecosystem, organized governmental services, physical infrastructures, lifestyle and community competence, economic development, and social-cultural capital. They are summarized with the acronym PEOPLES. Each dimension is characterized by a corresponding performance metric that is combined with the other dimensions using a multilayered approach. Therefore, once a hybrid model of the community is defined, the proposed framework can be applied to measure its performance against any type of extreme event during emergency and in long term postdisaster phases. A resilience index can be determined to reflect all, or part, of the dimensions influencing the events. Several applications of part of such framework can already be found in literature for different types of infrastructures, physical and organizational (e.g.,gas network, water distribution networks, health care facilities). The proposed framework can be used as decision support by stakeholders and managers and it can help planners in selecting the optimal restoration strategies that enhance the community resilience index.

Abstract:There is considerable research interest on the meaning and measurement of resilience from a variety of research perspectives including those from the hazards/disasters and global change communities. The identification of standards and metrics for measuring disaster resilience is one of the challenges faced by local, state, and federal agencies, especially in the United States. This paper provides a new framework, the disaster resilience of place (DROP) model, designed to improve comparative assessments of disaster resilience at the local or community level. A candidate set of variables for implementing the model are also presented as a first step towards its implementation.

Abstract:We expand the current understanding of ecological resilience to include the nested hierarchy of cognitive submodules that particularly, if not uniquely, delineates human ecosystems. These modules, ranging from the immune system to the local social network, are embedded in a cultural milieu which, to take the perspective of the evolutionary anthropologist Robert Boyd, ''is as much a part of human biology as the enamel on our teeth''. We begin by extending recent treatments of cognitive process as associated with characteristic information sources to a certain class of ecosystems through a generalization of coarse-graining. In the spirit of the Large Deviations Program, we then import renormalization formalism via the Asymptotic Equipartition Theorem to obtain punctuated response to parameters of increasing habitat degradation. A Legendre transform of an appropriate joint information permits analysis away from critical points, and generates the expected quasi-stability in a highly natural manner. We interweave the discussion with applications to the public health impacts of the massive deurbanization and deindustrialization presently afflicting the United States.

Abstract:The frequency, social, and economic impacts of natural disasters show exponential increases in recent decades. Cities and countries around the world have begun to realize that these events are no longer "hundred year" storms, but repeat within a few years. As urbanisation continues throughout this century, more and more people and more economic activity will be concentrated in at-risk areas; especially as new arrivals in cities throughout Asia and Africa are likely to be concentrated in the highest risk districts, much as they often are in North America and Europe today. This article reviews recent growth of natural disasters and considers how a systems approach can improve approaches to mitigation and adaptation of these risks and to recovery from such events.
