Abstract:The number of small satellites has grown dramatically in the past decade from tens of satellites per year in the mid-2010s to a projection of tens of thousands in orbit by the mid-2020s. This presents both problems and opportunities for observational astronomy. Small satellites offer complementary cost-effective capabilities to both ground-based astronomy and larger space missions. Compared to ground-based astronomy, these advantages are not just in the accessibility of wavelength ranges where the Earth's atmosphere is opaque, but also in stable, high precision photometry, long-term monitoring and improved areal coverage. Astronomy has a long history of new observational parameter spaces leading to major discoveries. Here we discuss the potential for small satellites to explore new parameter spaces in astrophysics, drawing on examples from current and proposed missions, and spanning a wide range of science goals from binary stars, exoplanets and solar system science to the early Universe and fundamental physics.
On the Verge of an Astronomy CubeSat Revolution

Abstract:CubeSats are small satellites built in standard sizes and form factors, which have been growing in popularity but have thus far been largely ignored within the field of astronomy. When deployed as space-based telescopes, they enable science experiments not possible with existing or planned large space missions, filling several key gaps in astronomical research. Unlike expensive and highly sought-after space telescopes like the Hubble Space Telescope (HST), whose time must be shared among many instruments and science programs, CubeSats can monitor sources for weeks or months at time, and at wavelengths not accessible from the ground such as the ultraviolet (UV), far-infrared (far-IR) and low-frequency radio. Science cases for CubeSats being developed now include a wide variety of astrophysical experiments, including exoplanets, stars, black holes and radio transients. Achieving high-impact astronomical research with CubeSats is becoming increasingly feasible with advances in technologies such as precision pointing, compact sensitive detectors, and the miniaturisation of propulsion systems if needed. CubeSats may also pair with the large space- and ground-based telescopes to provide complementary data to better explain the physical processes observed.

Abstract:In the next decade, there is an opportunity for very high return on investment of relatively small budgets by elevating the priority of smallsat funding in heliophysics. We've learned in the past decade that these missions perform exceptionally well by traditional metrics, e.g., papers/year/\$M (Spence et al. 2022 -- <a class="link-https" data-arxiv-id="2206.02968" href="https://arxiv.org/abs/2206.02968">arXiv:2206.02968</a>). It is also well established that there is a "leaky pipeline" resulting in too little diversity in leadership positions (see the National Academies Report at <a class="link-external link-https" href="https://www.nationalacademies.org/our-work/increasing-diversity-in-the-leadership-of-competed-space-missions" rel="external noopener nofollow">this https URL</a>). Prioritizing smallsat funding would significantly increase the number of opportunities for new leaders to learn -- a crucial patch for the pipeline and an essential phase of career development. At present, however, there are far more proposers than the available funding can support, leading to selection ratios that can be as low as 6% -- in the bottom 0.5th percentile of selection ratios across the history of ROSES. Prioritizing SmallSat funding and substantially increasing that selection ratio are the fundamental recommendations being made by this white paper.

Abstract:Recent breakthroughs in technology have led to a thriving "new space" culture in low-Earth orbit (LEO) in which performance and cost considerations dominate over resilience and reliability as mission goals. These advances create a manifold of opportunities for new research and business models but come with a number of striking new challenges. In particular, the size and weight limitations of low-Earth orbit small satellites make their successful operation rest on a fine balance between solar power infeed and the power demands of the mission payload and supporting platform technologies, buffered by on-board battery storage. At the same time, these satellites are being rolled out as part of ever-larger constellations and mega-constellations. Altogether, this induces a number of challenging computational problems related to the recurring need to make decisions about which task each satellite is to effectuate next. Against this background, GomSpace and Saarland University have joined forces to develop highly sophisticated software-based automated solutions rooted in optimal algorithmic and self-improving learning techniques, all this validated in modern nanosatellite networked missions operating in orbit.
Commercial Small Satellites for Business Constellations Including Microsatellites and Minisatellites

Abstract:The smaller version of “smallsats” known as “femtosats,” “picosats,” and “nanosats” or “cubesats” was discussed in the preceding chapter. These very small spacecraft, plus small hosted payloads, or tiny space experiments that are carried out in the Nanoracks experimental platform on board the International Space Station provide a gateway into space that can allow students to conduct experiments without huge multimillion dollar investments.The commercial uses of “smallsats” for 1-unit cubesats and below are extremely rare. Increasingly, there are commercial systems, however, that are using 3U cubesats particularly for automatic identification services (AIS) and for messaging, machine to machine (M2M), and Internet of Things (IoT) connectivity. The other prime commercial applications by 3U and above cubesats are for remote sensing with lower resolution in cases where rapid updates of information and data analytics are the prime purpose of a small satellite constellation.Thus small space units such as cubesats and even smaller pocketqubes are typically used for student or scientific experiments or used for proof of concept for a much larger follow-on activity. This means that most commercial networks are using the larger class of microsats and minisats for their constellation designs. Thus this chapter is focused on the burgeoning growth of “smallsats” for commercial networks and the “NewSpace” or “Space 2.0” constellations that employ larger spacecraft. These satellites are still far smaller than the typical commercial and space agency research spacecraft that has grown to the size that ranges from 1000 Kg on up many thousands of Kgs.There is now a huge and rapidly growing new commercial market for what are called “microsats” (e.g., 10–100 kg or 22–220 pounds) and “minisats” (e.g., 100–500 kg or 220–1100 pounds). Others, however, define minisats as being from 100 kg up to 1000 kg (or 220–2200 pounds). These types of “smallsats” unlike those discussed in the preceding chapter are typically being deployed for commercial missions and applications and most often for large constellations to create a global service. Space agencies, military agencies, and established research organizations are finding that these smaller but highly capable satellites can be used for scientific exploration in orbit and in deep space and for proof of concept for larger missions.These microsatellites and minisats are most often launched in low Earth orbit (LEO) but not exclusively so. GEO-orbiting spacecraft and deep space missions can also use this type of “smallsat” that are performing ever more complex and difficult missions. Even radarsats that require substantial power levels because they require “active sensing” have been deployed as constellations using this type of smallsat such as Canada’s most recent Radarsat Constellation.This chapter provides the background of the earlier “smallsat” constellations that failed financially, the resurgence in the technologies, financial support, markets for these new “smallsat” systems, and the regulatory and other challenges still to be faced in this highly dynamic market that is still in what might be considered a second shakeout phase of development.

Abstract:The commercial SmallSat industry is booming and has developed numerous low-cost, capable satellite buses. SmallSats can be used as vehicles for technology development or to host science missions. Missions hosted on SmallSats can answer specific science questions that are difficult or impossible to answer with larger facilities, can be developed relatively quickly, serve to train engineering and scientists, and provide access to space for small institutions. SmallSats complement larger Astrophysics missions and allow the broader community to test new ideas at the bottom of the market, creating new capabilities which find their way to larger missions. Currently, NASA Astrophysics does not provide flight opportunities that would allow technology maturation of instrument systems or concepts of operations. Without flight opportunities to mature technologies, missions hosted on SmallSats are likely to be considered high risk, and face long odds being selected for implementation. Our primary suggestion is that NASA decouples science and technology for SmallSats by creating a technology-based SmallSat AO, modeled after the Earth Sciences InVEST call. Such AO would help reduce the new technology risk for science missions of any size. We also suggest that NASA provides additional science-driven SmallSat opportunities at the ~$12M funding level, provides access to new launchers free of charge to proposers, and re-structures the solicitation AOs so that SmallSats do not compete with other mission classes such as balloons.

Starlinked! An analysis of SpaceX’s small satellite mega-constellation under the Fourth Amendment

Abstract:Private commercialization is making broadband internet accessible through a new frontier: space. Space Exploration Holdings, LLC (SpaceX), is launching a mega-constellation of thousands of small-satellites into low-Earth orbit to provide fixed-satellite service across the globe. In order to do so, SpaceX was required to receive a license from the Federal Communications Commission (FCC). The licensing regime is part of a larger international regulatory framework based on five governing treaties – the Outer Space Treaty, Rescue Agreement, Liability Convention, Registration Convention, and the Moon Treaty. Compliance with these treaties is managed through the International Telecommunications Union (ITU) an agency of the United Nations. In this instance, the FCC’s domestic licensing processes ensure compliance by the United States to the ITU’s procedures and the treaties. The role of the FCC in maintaining these regulatory operations may, however, introduce risks to consumer privacy. This paper explores the tension between government regulation of information and communication technologies, specifically, small satellite mega-constellations and the right to privacy under the Fourth Amendment of the United States Constitution.

Abstract:Small satellites (smallsats) provide low-cost access to space and have historically been used for flight technology demonstrations and limited-function space science activities. Novel antenna technologies have enabled high-performance smallsat telecommunications, science in Earth orbit, and the first CubeSat mission to deep space. In the past five years, technologists at NASA's Jet Propulsion Laboratory (JPL) have designed, tested, and successfully flown these innovative and enabling smallsat antennas. This article describes these innovations and their impact on smallsat performance for recent and future NASA missions.

Abstract:Over 2500 active satellites are in orbit as of October 2020, with an increase of ~1000 smallsats in the past two years. Since 2012, over 1700 smallsats have been launched into orbit. It is projected that by 2025, there will be 1000 smallsats launched per year. Currently, these satellites do not have sufficient delta v capabilities for missions beyond Earth orbit. They are confined to their pre-selected orbit and in most cases, they cannot avoid collisions. Propulsion systems on smallsats provide orbital manoeuvring, station keeping, collision avoidance and safer de-orbit strategies. In return, this enables longer duration, higher functionality missions beyond Earth orbit. This article has reviewed electrostatic, electrothermal and electromagnetic propulsion methods based on state of the art research and the current knowledge base. Performance metrics by which these space propulsion systems can be evaluated are presented. The article outlines some of the existing limitations and shortcomings of current electric propulsion thruster systems and technologies. Moreover, the discussion contributes to the discourse by identifying potential research avenues to improve and advance electric propulsion systems for smallsats. The article has placed emphasis on space propulsion systems that are electric and enable interplanetary missions, while alternative approaches to propulsion have also received attention in the text, including light sails and nuclear electric propulsion amongst others.

Abstract:With the development of commercial space technology, low-orbit large-scale satellite constellation has shown great development potential in communication services and military applications due to its advantages of low delay, strong signal, high coverage rate, fast communication rate, and low cost of mass production. It has become an urgent problem in the field of satellite constellations to study the perturbation evolution law of low-orbit large-scale constellation initialization and orbit maintenance, and how to maintain and control the deployment and initialization of low-orbit satellite constellations efficiently, economically, and stably. In this paper, the satellite motion law, constellation configuration evolution characteristics, and constellation initialization control strategy are analyzed considering the perturbation of earth's nonspherical gravity and atmospheric drag under the orbit deviation of satellite orbit elements. Firstly, MonteCarlo simulation was used to simulate the deviation of satellite initial orbit elements, and the evolution law of ascending ascension point and phase angle of different constellations was analyzed and, secondly, establish the initialization phase constellation deployment and the ascending node right ascension deployment of mathematical equations, using Starlink constellation (V1.0-L3, 8) satellite TLE data; initialization of Leo constellation orbit plane is analyzed, by considering the orbit bias satellite simulation data; the same orbital plane satellite initialization phase deployment method is analyzed; finally, this paper provides some suggestions for the future deployment and maintenance control strategy of low-orbit constellation.

Abstract:The use of space through satellites is more and more important for nations, companies, and individuals. However, since the first satellite was sent up in 1957, mankind has been polluting space with debris (i.e., artificial objects with no function), especially in low orbits (between 100 and 2000 km). The current situation is such that: 1/ space agencies send on average several collision risk alerts every day, and 2/ satellites as well as the International Space Station regularly perform avoidance maneuvers to escape being damaged or simply destroyed.In addition, in the last few years, these problems have become more worrisome and may permanently change dimension with the advent of mega-constellations of satellites. Indeed, in order to develop telecommunications and high-speed Internet, several companies (e.g., Starlink, Kuiper, OneWeb, Hongyan, Hongyun, Leosat, Athena) are planning to send several tens of thousands of satellites into low orbits, which are already the most polluted.The purpose of this paper is to provide an economic analysis in terms of dynamic games of the trade-off between constellation size and cost of preserving the space environment. Our goal is to contribute to provide a framework for a sustainable development of a space economy.

Abstract:The rise of the commercial space industry has resulted in the development of mega‐constellations that promise to provide global broadband. These constellations capitalize on advancements in technology, improved modeling capabilities, and reductions in launch cost. One of the significant open questions is whether these constellations will significantly increase access for uncovered and underserved communities, in addition to serving existing markets. This paper analyzes which constellation characteristics provide the best global coverage at the lowest operational cost. First, we present the demand model that assesses the number of under‐served and uncovered users in a given region. Then, we present a genetic algorithm used to identify potential constellations. Finally, we conclude by identifying which characteristics are the most promising for broadband constellations, as well as predictions of how the market will develop in the coming years. Our analysis has found that geostationary (GEO) and medium Earth orbit (MEO) satellite constellations have the highest likelihood of profitability. LEO networks are on average 27% more expensive, but if designed wisely, they can be competitive. Our work shows that there are diminishing returns with large constellations, and that it is more cost effective to have a small number of highly capable satellites, rather than many low complexity satellites. Key technologies like high frequency bands and miniaturization of components can lead to further cost reductions and increase the competitiveness of LEO constellations. Building Small-Satellites to Live Through the Kessler Effect

Abstract:The rapid advancement and miniaturization of spacecraft electronics, sensors, actuators, and power systems have resulted in growing proliferation of small-spacecraft. Coupled with this is the growing number of rocket launches, with left-over debris marking their trail. The space debris problem has also been compounded by test of several satellite killer missiles that have left large remnant debris fields. In this paper, we assume a future in which the Kessler Effect has taken hold and analyze the implications on the design of small-satellites and CubeSats. We use a multiprong approach of surveying the latest technologies, including the ability to sense space debris in orbit, perform obstacle avoidance, have sufficient shielding to take on small impacts and other techniques to mitigate the problem. Detecting and tracking space debris threats on-orbit is expected to be an important approach and we will analyze the latest vision algorithms to perform the detection, followed by quick reaction control systems to perform the avoidance. Alternately there may be scenarios where the debris is too small to track and avoid. In this case, the spacecraft will need passive mitigation measures to survive the impact. Based on these conditions, we develop a strawman design of a small spacecraft to mitigate these challenges. Based upon this study, we identify if there is sufficient present-day COTS technology to mitigate or shield satellites from the problem. We conclude by outlining technology pathways that need to be advanced now to best prepare ourselves for the worst-case eventuality of Kessler Effect taking hold in the upper altitudes of Low Earth Orbit.

Development of the Tactical Satellite 3 for Responsive Space Missions

Abstract:Numerous Department of Defense studies show implementing a responsive satellite capability provides for significant military utility to augment or surge current space capabilities. The TacSat concept explores the capability/technological maturity of small, low-cost satellites with the most prominent efforts currently being conducted within the Science and Technology (S&T) Program. In addition to providing for ongoing innovation and demonstration in this important technology area, these S&T efforts also help mitigate technology risk and establish a concept of operations (CONOP) for future acquisitions. TacSat efforts underway by the Air Force Research Laboratory (AFRL) and the Naval Research Laboratory (NRL) are focused on demonstrating small (<500kg), operationally responsive, lowcost satellite and launch capabilities to support warfighter. AFRL’s Space Vehicles Directorate is leading the Tactical Satellite 3 (TacSat3) team and partners include Space and Missiles Center Detachment 12, the Army Space Battle Laboratory, the Air Force Space Warfare Center, the Office of Naval Research, and the DoD Office of Force Transformation. Building on the experiences with TacSats 1 and 2, TacSat-3’s mission was vetted through a formal payload selection process with Air Force Space Command (AFSPC) and Combatant Commands (COCOMs). TacSat-3’s mission was selected for specific capabilities to meet user needs, and to demonstrate those capabilities within cost and schedule constraints. A stepping stone for Operationally Responsive Space, TacSat-3 will experiment with a Hyperspectral Imaging (HSI) capability direct to the tactical warfighter within 10 minutes of a collection opportunity. The TacSat-3 demonstration features a low cost “plug and play” modular bus and low cost militarily significant payloads a Hyperspectral Imager and a secondary payload demonstrating data exfiltration provided by the Office of Naval Research. . Abstract:In the coming decade, up to 100 000 satellites in large constellations could be launched into low Earth orbit. The satellites will introduce a variety of negative impacts on astronomy observatories and science, which vary from negligible to very disruptive depending on the type of instrument, the position of the science target, and the nature of the constellation. Since the launch of the first batch of SpaceX's Starlink constellation in 2019, the astronomy community has made substantial efforts to analyse the problem and to engage with satellite operators and government agencies. This article presents a short summary of the simulations of impacts on ESO's optical and infrared facilities and ALMA, as well as the conducted observational campaigns to assess the brightness of satellites. It also discusses several activities to identify policy solutions at the international and national level.

Abstract:This work presents a large-scale simulation study investigating the deployment and operation of distributed swarms of CubeSats for interplanetary missions to small celestial bodies. Utilizing Taylor numerical integration and advanced collision detection techniques, we explore the potential of large CubeSat swarms in capturing gravity signals and reconstructing the internal mass distribution of a small celestial body while minimizing risks and Delta V budget. Our results offer insight into the applicability of this approach for future deep space exploration missions.

Abstract:The freedom of access to outer space has resulted in an exponential increase of objects located in Earth’s orbits. In the coming decade, up to 100,000 satellites in large constellations could be added to Low Earth Orbit (LEO) alone. These new activities require coordination with preexisting ones and consideration of the balance between the different interests at stake. This article addresses satellite constellations’ impact on astronomy and explores solutions to ensure that the development of both are coordinated and harmful interference is minimized. The research analyses former and recent international collaboration efforts to protect astronomy. The authors examine the international legal framework, evaluating the opportunity to consider astronomical observations as space activities, even when ground-based, and present the regulatory consequences of this interpretation, proposing the provision of information to the UN of the aforementioned activities through the mechanism of Article XI Outer Space Treaty (OST) and the protection of such activities through the consultation mechanisms of Article IX OST. Abstract:October 1957, and the successful launch of Sputnik 1 into Earth orbit, marked the dawn of the Space Age. The first of the 'fellow travellers' - humanity's first artificial satellite - orbited for a mere three months before re-entering the Earth's atmosphere, though its mission paved the way for an era of exploration that has endured to the present day. For many, a world without satellites would be a difficult one to imagine. As a society, we have become reliant on them for a vast array of services and applications. With a divine view of large swathes of the Earth's surface, and the ability to relay signals around its curvature, satellites have enabled the fast transfer of data on a global scale, bypassing the challenges associated with ground-based broadcasting, long-distance wiring, and so on. Positioning, Navigation and Timing (PNT) satellites have revolutionised transportation by land, air, and sea, while weather satellites enable scientists to monitor and warn of large-scale phenomena as they develop in near real-time. Satellites have extended the frontiers of observation: looking outwards, astronomers are able to circumvent the Earth's atmosphere to look deeper into the cosmos than ever before; looking inwards, patterns and processes that feed into general circulation models can be monitored on a range of timescales, improving our understanding of climate change. Satellites, and the services they provide, are not going to disappear any time soon. That said, threats to satellite safety do exist, and it is important that they be addressed as soon as possible to avoid long-lasting damage to operations in the space domain. Nearly sixty-five years on from the advent of human activity in space, I chart the evolution of the orbital debris environment and review latest efforts to make space operations more sustainable.

The Role of NewSpace in Furthering Canadian Astronomy

Abstract:[Highly abridged, from executive summary] As much as NewSpace presents opportunities, there are significant challenges that must be overcome, requiring engagement with policy makers to influence domestic and international space governance. Failure to do so could result in a range of long-lasting negative outcomes for science and space stewardship. How will the Canadian astronomical community engage with NewSpace? What are the implications for NewSpace on the astro-environment, including Earth orbits, lunar and cis-lunar orbits, and surfaces of celestial bodies? This white paper analyzes the rapid changes in space use and what those changes could mean for Canadian astronomers. Our recommendations are as follows: Greater cooperation between the astronomical and the Space Situational Awareness communities is needed. Build closer ties between the astronomical community and Global Affairs Canada (GAC). Establish a committee for evaluating the astro-environmental impacts of human space use, including on and around the Moon and other bodies. CASCA and the Tri-Council should coordinate to identify programs that would enable Canadian astronomers to participate in pay-for-use services at appropriate funding levels. CASCA should continue to foster a relationship with CSA, but also build close ties to the private space industry. Canadian-led deep space missions are within Canada's capabilities, and should be pursued.
