Abstract:Extreme event attribution aims to elucidate the link between global climate change, extreme weather events, and the harms experienced on the ground by people, property, and nature. It therefore allows the disentangling of different drivers of extreme weather from human-induced climate change and hence provides valuable information to adapt to climate change and to assess loss and damage. However, providing such assessments systematically is currently out of reach. This is due to limitations in attribution science, including the capacity for studying different types of events, as well as the geographical heterogeneity of both climate and impact data availability. Here, we review current knowledge of the influences of climate change on five different extreme weather hazards (extreme temperatures, heavy rainfall, drought, wildfire, tropical cyclones), the impacts of recent extreme weather events of each type, and thus the degree to which various impacts are attributable to climate change. For instance, heat extremes have increased in likelihood and intensity worldwide due to climate change, with tens of thousands of deaths directly attributable. This is likely a significant underestimate due to the limited availability of impact information in lower- and middle-income countries. Meanwhile, tropical cyclone rainfall and storm surge height have increased for individual events and across all basins. In the North Atlantic basin, climate change amplified the rainfall of events that, combined, caused half a trillion USD in damages. At the same time, severe droughts in many parts of the world are not attributable to climate change. To advance our understanding of present-day extreme weather impacts due to climate change developments on several levels are required. These include improving the recording of extreme weather impacts around the world, improving the coverage of attribution studies across different events and regions, and using attribution studies to explore the contributions of both climate and non-climate drivers of impacts.

They take place in the air (storms, tornadoes, heavy rain, atmospheric rivers), in the ocean (storm surges, marine heatwaves), and on the land (wildfires, heatwaves, floods, droughts). Many weather and climate extremes happen naturally, even without climate change. But Earth’s changing climate does change where and how often some extreme events take place, and how strong those events are. What are extreme climate and weather events? Will new or stronger extreme events happen due to climate change? How is climate change impacting extreme events? These are the type of questions that our team of climate and earth scientists from around the world will answer in this article.

Abstract:Abstract—Carbon dioxide is the main greenhouse gas emitted through human activities that impact human beings and the natural ecosystem. According to a study done in 2019, human activities were seen to accumulate approximately 80 percent of all United States greenhouse gas emissions. The earth's carbon cycle depicts carbon dioxide as a naturally present gas circulating in plants, soil, ocean, animals, and the atmosphere. Therefore, the purpose of the study is to assess how an increase in the concentration of CO2 is correlated to more extreme weather events. The research was geared to help combat climate change since the impacts of severe weather are always catastrophic. Also, the study would help in improving public health, avoiding the runaway cost of climate change, protecting vital ecosystems and species, and preserving water resources and clean water. The research topic is carbon dioxide's role in extreme weather events. Literature studies were used in collecting qualitative data. From the analysis, the study found out that an increase in carbon dioxide concentration leads to more extreme weather and climate events in the atmosphere. It discovered that human-related emissions since the industrial revolution are responsible for an increase in carbon dioxide.

Abstract:Climate change has profoundly impacted the Earth's atmospheric system and altered the terrestrial water cycle, reshaping the spatiotemporal patterns of hydrological extremes, including floods and droughts. This review aims to summarize recent advancements in understanding the response of hydrological extremes to climate change in both past and future. Historical floods driven by heavy rainfall are increasing, while those dominated by snow processes are decreasing, resulting in non-significant changes on a global average. Previously overestimated droughts, due to inaccuracies in hydrological modules within offline diagnostic metrics, have been corrected by advanced modeling results, also revealing minimal historical changes on a global scale. Earth system simulations project concurrent increases in both floods and droughts under future climate change scenarios. Climate change influences hydrological extremes across various scales, with diverse spatial distributions and underlying mechanisms. Decision-makers should integrate multi-source information to enhance the monitoring and adaptation of hydrological extremes, particularly focusing on abrupt drought-flood alternations.
On the attribution of weather events to climate change using a fit to extreme value distributions

Abstract:Increases in extreme weather events are a potentially important consequence of anthropogenic climate change, yet, are difficult to attribute to ACC because the record length is often similar to, or shorter than, extreme-event return periods. This study is motivated by the ``World Weather Attribution Project'' and, their approach of fitting extreme value distribution functions to local observations. The approach calculates the dependence of distribution parameters on global mean surface temperature and uses this dependence to attribute extreme events to ACC. Applying this method to preindustrial climate simulations with no time-varying greenhouse gas forcing, we still find a strong dependence of distribution parameters on GMST. This dependence results from internal climate variability (e.g., ENSO) affecting both extreme events and GMST. Therefore, dependence on GMST does not necessarily imply an effect of ACC on extremes. For 3 different cases examined by WWA we find that the parametric relationship between weather and GMST is indistinguishable between simulations that are and are not forced by greenhouse gasses. We further consider for these 3 cases whether an extreme value, normal, or log-normal distribution better represents the data; if a GMST-dependence of distribution parameters is justified using a likelihood ratio test; and if a meaningful attribution is possible given uncertainties in GMST dependence. We find that an attribution of Australia's 2020--2021 Bushfires to ACC is difficult due to the effects of Natural variability. For the 2019--2021 drought in Madagascar we find that the small number of available data points precludes a meaningful attribution analysis. Overall, we find that the effects of natural climate variability on GMST and the uncertain relationship between GMST and regional extremes may lead to inaccurate attribution conclusions using the WWA approach.

Abstract:Extreme weather patterns can be linked to the effects of anthropogenic climate change with increasing confidence. Evidence from the USA suggests a weak relationship between individuals' experiences of many types of weather events and concern about climate change. Using data from Australia, we investigate the effects of experiences of increases in mean temperatures and drought on a range of measures related to individuals' beliefs in, and concerns about, climate change. Our results show no association between recent experiences of elevated temperature relative to long-term average and views about climate change, though some association between longer-term temperature experiences. We find some evidence that experiencing less rainfall relative to the historical average is related to stronger sentiment that climate change is happening and higher levels of concern. The results are consistent with previous research showing experiences of extreme weather events do not have a large effect on beliefs in, or concerns about, climate change.

Abstract:Abstract Investigations into the role of anthropogenic climate change in extreme weather events are now starting to extend into analysis of anthropogenic impacts on non-climate (e.g. socio-economic) systems. However, care needs to be taken when making this extension, because methodological choices regarding extreme weather attribution can become crucial when considering the events’ impacts. The fraction of attributable risk (FAR) method, useful in extreme weather attribution research, has a very specific interpretation concerning a class of events, and there is potential to misinterpret results from weather event analyses as being applicable to specific events and their impact outcomes. Using two case studies of meteorological extremes and their impacts, we argue that FAR is not generally appropriate when estimating the magnitude of the anthropogenic signal behind a specific impact. Attribution assessments on impacts should always be carried out in addition to assessment of the associated meteorological event, since it cannot be assumed that the anthropogenic signal behind the weather is equivalent to the signal behind the impact because of lags and nonlinearities in the processes through which the impact system reacts to weather. Whilst there are situations where employing FAR to understand the climate change signal behind a class of impacts is useful (e.g. ‘system breaking’ events), more useful results will generally be produced if attribution questions on specific impacts are reframed to focus on changes in the impact return value and magnitude across large samples of factual and counterfactual climate model and impact simulations. We advocate for constant interdisciplinary collaboration as essential for effective and robust impact attribution assessments.

Abstract:In many parts of the world, wildfires have become more frequent and intense in recent decades, raising concerns about the extent to which climate change contributes to the nature of extreme fire weather occurrences. However, studies seeking to attribute fire weather extremes to climate change are hitherto relatively rare and show large disparities depending on the employed methodology. Here, an empirical-statistical method is implemented as part of a global probabilistic framework to attribute recent changes in the likelihood and magnitude of extreme fire weather. The results show that the likelihood of climate-related fire risk has increased by at least a factor of four in approximately 40% of the world's fire-prone regions as a result of rising global temperature. In addition, a set of extreme fire weather events, occurring during a recent 5-year period (2014–2018) and identified as exceptional due to the extent to which they exceed previous maxima, are, in most cases, associated with an increased likelihood resulting from rising global temperature. The study's conclusions highlight important uncertainties and sensitivities associated with the selection of indices and metrics to represent extreme fire weather and their implications for the findings of attribution studies. Among the recommendations made for future efforts to attribute extreme fire weather events is the consideration of multiple fire weather indicators and communication of their sensitivities.

Abstract:Abstract There is a direct influence of global warming on changes in precipitation and heavy rains. Increased heating leads to greater evaporation and thus surface drying, thereby increasing intensity and duration of drought. However, the water‐holding capacity of air increases by about 7% per 1 °C warming, which leads to increased water vapor in the atmosphere, and this probably provides the biggest influence on precipitation. Storms, whether individual thunderstorms, extratropical rain or snow storms, or tropical cyclones and hurricanes, supplied by increased moisture, produce more intense precipitation events that are widely observed to be occurring, even in places where total precipitation is decreasing. In turn, this increases the risk of flooding. Patterns of where it rains also have been observed to change, with dry areas becoming drier (generally throughout the subtropics) and wet areas becoming wetter, especially in mid to high latitudes. This pattern is simulated by climate models and is projected to continue into the future. Since more precipitation occurs as rain instead of snow with warming, and snow melts earlier, there is increased runoff and risk of flooding in early spring, but increased risk of drought in deep summer, especially over continental areas.

Abstract:Abstract An important and under-quantified facet of the risks associated with human-induced climate change emerges through extreme weather. In this paper, we present an initial attempt to quantify recent costs related to extreme weather due to human interference in the climate system, focusing on economic costs arising from droughts and floods in New Zealand during the decade 2007–2017. We calculate these using previously collected information about the damages and losses associated with past floods and droughts, and estimates of the “fraction of attributable risk” that characterizes each event. The estimates we obtain are not comprehensive, and almost certainly represent an underestimate of the full economic costs of climate change, notably chronic costs associated with long-term trends. However, the paper shows the potential for developing a new stream of information that is relevant to a range of stakeholders and research communities, especially those with an interest in the aggregation of the costs of climate change or the identification of specific costs associated with potential liability.

Abstract:The increasing frequency of global climate extremes has significantly impacted the terrestrial carbon cycle. Extreme weather events such as heatwaves, droughts, and extreme precipitation pose serious threats to ecosystem carbon sequestration. This study investigated the impacts of these extreme events on terrestrial carbon sequestration using data from weather stations in the Northern Hemisphere, by combining weather station observations and machine learning-based Gross Primary Production (GPP) and ecosystem respiration (Reco) estimates. Droughts and heatwaves have the most significant impact, often correlated as compound events. The effects of extreme precipitation and cold extremes may have been underestimated in the past. Whether various extreme events occur in spring or summer led to different mechanisms. We provided a more precise and station-specific analysis compared to using coarse-resolution climate reanalysis and model simulations. It also suggests the need for improved methodologies and the integration of data-driven and process-based models to better predict and understand the effects of extreme weather on ecosystem carbon cycling.

Abstract:The response of precipitation extremes to climate change is considered using results from theory, modeling, and observations, with a focus on the physical factors that control the response. Observations and simulations with climate models show that precipitation extremes intensify in response to a warming climate. However, the sensitivity of precipitation extremes to warming remains uncertain when convection is important, and it may be higher in the tropics than the extratropics. Several physical contributions govern the response of precipitation extremes. The thermodynamic contribution is robust and well understood, but theoretical understanding of the microphysical and dynamical contributions is still being developed. Orographic precipitation extremes and snowfall extremes respond differently from other precipitation extremes and require particular attention. Outstanding research challenges include the influence of mesoscale convective organization, the dependence on the duration considered, and the need to better constrain the sensitivity of tropical precipitation extremes to warming.

On the essentials of drought in a changing climate

Abstract:Droughts of the future are likely to be more frequent, severe, and longer lasting than they have been in recent decades, but drought risks will be lower if greenhouse gas emissions are cut aggressively. This review presents a synopsis of the tools required for understanding the statistics, physics, and dynamics of drought and its causes in a historical context. Although these tools have been applied most extensively in the United States, Europe, and the Amazon region, they have not been as widely used in other drought-prone regions throughout the rest of the world, presenting opportunities for future research. Water resource managers, early career scientists, and veteran drought researchers will likely see opportunities to improve our understanding of drought.

Abstract:The economic and social costs of extreme weather-related events have been increasing around the globe. There is some debate over how much of this past increase has been due to social factors and how much due to changes in frequency or characteristics of extreme events. The Intergovernmental Panel on Climate Change (2001a) has affirmed that humans are having a role in changing the climate and will have a larger role in the future. Although the changes in extreme events are by their nature both difficult to detect and difficult to model, the consensus is that there will be changes in the future. Through a risk-based decision-making analysis, it is concluded that society should make the additional investments to reduce vulnerability to this increased risk.

Abstract:Recent extreme weather events in eastern Australia have again raised questions in the public sphere about the nature of links between anthropogenic climate change and extreme weather events. Demonstrating that anthropogenic climate change was wholly responsible for any extreme weather event may never be possible in a system as complex as the Earth's. Yet the extent to which anthropogenic climate change increased the likelihood of some specific extreme weather events occurring can be quantified. However, this article argues that unmitigated climate change threatens not just measurable, increased likelihoods of extreme events, but over time, wholly unpredictable frequencies for extreme weather events. This article asks what the prospects might be for continued provision of insurance in a climate-changed world, for the insurance sector as well as the societies dependent on insurance as a primary tool to manage financial risks. The article argues that ultimately, the only viable way to insure against climate risks will be through effective mitigation of climate change: deep and rapid cuts in emissions now as a ‘premium’ to avoid uninsurable climate risks in the future.

Abstract:Despite hazard mitigation efforts and scientific and technological advances, extreme weather events continue to cause substantial losses. The impacts of extreme weather result from complex interactions among physical and human systems across spatial and temporal scales. This article synthesizes current interdisciplinary knowledge about extreme weather, including temperature extremes (heat and cold waves), precipitation extremes (including floods and droughts), and storms and severe weather (including tropical cyclones). We discuss hydrometeorological aspects of extreme weather; projections of changes in extremes with anthropogenic climate change; and how social vulnerability, coping, and adaptation shape the societal impacts of extreme weather. We find four critical gaps where work is needed to improve outcomes of extreme weather: (a) reducing vulnerability; (b) enhancing adaptive capacity, including decision-making flexibility; (c) improving the usability of scientific information in decision making, and (d) understanding and addressing local causes of harm through participatory, community-based efforts formulated within the larger policy context.
