Abstract:We discuss how visions for the futures of humanity in space and SETI are intertwined, and are shaped by prior work in the fields and by science fiction. This appears in the language used in the fields, and in the sometimes implicit assumptions made in discussions of them. We give examples from articulations of the so-called Fermi Paradox, discussions of the settlement of the Solar System (in the near future) and the Galaxy (in the far future), and METI. We argue that science fiction, especially the campy variety, is a significant contributor to the "giggle factor" that hinders serious discussion and funding for SETI and Solar System settlement projects. We argue that humanity's long-term future in space will be shaped by our short-term visions for who goes there and how. Because of the way they entered the fields, we recommend avoiding the term "colony" and its cognates when discussing the settlement of space, as well as other terms with similar pedigrees. We offer examples of science fiction and other writing that broaden and challenge our visions of human futures in space and SETI. In an appendix, we use an analogy with the well-funded and relatively uncontroversial searches for the dark matter particle to argue that SETI's lack of funding in the national science portfolio is primarily a problem of perception, not inherent merit.

Abstract:The Search for Extraterrestrial Intelligence (SETI) is a research activity that started in the late 1950s, predating the arrival of "Big History" and "Astrobiology" by several decades. Many elements first developed as part of the original SETI narrative are now incorporated in both of these emergent fields. However, SETI still offers the widest possible perspective, since the topic naturally leads us to consider not only the future development of our own society but also the forward trajectories (and past histories) of many other intelligent extraterrestrial forms. In this paper, I present a provocative view of Big History, its rapid convergent focus on our own planet and society, its oversimplified and incomplete view of events in cosmic history, and its limited appreciation of how poorly we understand some aspects of the physical world. Astrophysicists are also not spared - in particular those who wish to understand the nature of the universe in "splendid isolation", only looking outwards and upwards. SETI can help re-expand all of our horizons but the discovery of extraterrestrial intelligence may also require its own practitioners to abandon preconceptions of what constitutes intelligent, sentient, thinking minds.

Abstract:Alan Turing, one of the fathers of computing, warned that artificial intelligence (AI) could one day pose an existential risk to humanity. Today, recent advancements in the field of AI have been accompanied by a renewed set of existential warnings. But what exactly constitutes an existential risk? And how exactly does AI pose such a threat? In this chapter, we aim to answer these questions. In particular, we will critically explore three commonly cited reasons for thinking that AI poses an existential threat to humanity: the control problem, the possibility of global disruption from an AI race dynamic, and the weaponization of AI.

Abstract:For more than 60 years, the predominant SETI search paradigm has entailed the observation of stars in an effort to detect alien electromagnetic signals that deliberately target Earth. However, this strategy is fraught with challenges when examined from ETs perspective. Astronomical, physiological, psychological, and intellectual problems are enumerated. Consequently, ET is likely to attempt a different strategy in order to best establish communications. It will send physical AI robotic probes that would be linked together by a vast interstellar network of communications nodes. This strategy would solve most or all problems associated with interstellar signaling.

Abstract:The Search for Extraterrestrial Intelligence (SETI) has heretofore been a largely passive exercise, reliant on the pursuit of technosignatures. Still, there are those that advocate a more active approach. Messaging Extraterrestrial Intelligence (METI) has had a controversial history within the larger SETI project; it is claimed that the risks involved outweigh any potential benefits. These arguments are ultimately not compelling, result in absurd policy recommendations, and rest on a faulty appreciation of the nature of technosignatures, whose detectability implies intent to signal. Present technology is advancing quickly such that we will soon have great observational reach, to the point of reliably detecting such technosignatures and biosignatures: a capability that can be matched or exceeded elsewhere. To escape the SETI Paradox properly defined, at least one technological civilization must choose not to suppress its own continuum of astrobiological signals, of which METI is merely the most effective endmember. Passive SETI's low likelihood of success in the short-term is a serious obstacle to sustainable funding, alongside a 'giggle factor' enhanced by a pernicious fear of contact. The scientific community must integrate an active approach to better ensure both the continuity and eventual success of the SETI project.

Geopolitical Implications of a Successful SETI Program

Abstract:We discuss the recent "realpolitik" analysis of Wisian & Traphagan (2020, W&T) of the potential geopolitical fallout of the success of SETI. They conclude that "passive" SETI involves an underexplored yet significant risk that, in the event of a successful, passive detection of extraterrestrial technology, state-level actors could seek to gain an information monopoly on communications with an ETI. These attempts could lead to international conflict and potentially disastrous consequences. In response to this possibility, they argue that scientists and facilities engaged in SETI should preemptively engage in significant security protocols to forestall this risk. We find several flaws in their analysis. While we do not dispute that a realpolitik response is possible, we uncover concerns with W&T's presentation of the realpolitik paradigm, and we argue that sufficient reason is not given to justify treating this potential scenario as action-guiding over other candidate geopolitical responses. Furthermore, even if one assumes that a realpolitik response is the most relevant geopolitical response, we show that it is highly unlikely that a nation could successfully monopolize communication with ETI. Instead, the real threat that the authors identify is based on the perception by state actors that an information monopoly is likely. However, as we show, this perception is based on an overly narrow contact scenario. Overall, we critique W&T's argument and resulting recommendations on technical, political, and ethical grounds. Ultimately, we find that not only are W&T's recommendations unlikely to work, they may also precipitate the very ills that they foresee. As an alternative, we recommend transparency and data sharing (which are consistent with currently accepted best practices), further development of post-detection protocols, and better education of policymakers in this space.

Abstract:For decades we have been searching for an answer to the knotty question, “do aliens exist?.” Other questions in line are: “where are they?,” “are they like us, sophisticated intelligent beings?” or “do they exist in the form of simpler lifeforms?,” “Have they ever visited us?,” “Why haven't we encountered them yet?,” “or have we?” To satiate this curiosity, astrophysicists and astronomers have come up with innumerable theories and ideas, engaged in building facilities and institutes and come up with a planet-wide effort for the search of extraterrestrial intelligence — SETI @ home. This article will take a ride through time, from the first documented idea to look for extraterrestrial beings to the current exploration of this field.

Abstract:The possibility that extraterrestrial intelligences (ETIs) could be hostile to humanity has been raised as a reason to avoid even trying to contact ETIs. However, there is a distinct shortage of analytical discussion about the risks of an attack, perhaps because of an implicit premise that we cannot analyze the decision making of an alien civilization. This paper argues that we can draw some inferences from the history of the Cold War and nuclear deterrence in order to show that at least some attack scenarios are likely to be exaggerated. In particular, it would seem to be unlikely that the humanity would be attacked simply because it might, some time in the future, present a threat to the ETI. Even if communication proves to be difficult, rational decision-makers should avoid unprovoked attacks, because their success would be very difficult to assure. In general, it seems believable that interstellar conflicts between civilizations would remain rare. The findings advise caution for proposed interstellar missions, however, as starfaring capability itself might be seen as a threat. On the other hand, attempting to contact ETIs seems to be a relatively low-risk strategy: paranoid ETIs must also consider the possibility that the messages are a deception designed to lure out hostile civilizations and preemptively destroy them.

Abstract:The Defense Department and NASA are investigating the possibility that aliens are currently surveilling Earth. This aligns with some search-for-extraterrestrial-intelligence (SETI) theorists who have concluded that ET's best strategy for opening a channel of communication is to send artificially intelligent probes to our Solar System for that purpose. This is a golden age for traditional SETI, which is currently well funded, with most of the world's radio telescopes now engaged in the hunt. One way or another, contact with aliens may be imminent. There has been no planning among nations for the aftermath of a first detection. This paper advocates for such planning and diplomacy.

Abstract:The Search for Extra-terrestrial Intelligence (SETI) using radio telescopes is an area of research that is now more than 50 years old. Thus far, both targeted and wide-area surveys have yet to detect artificial signals from intelligent civilisations. In this paper, I argue that the incidence of co-existing intelligent and communicating civilisations is probably small in the Milky Way. While this makes successful SETI searches a very difficult pursuit indeed, the huge impact of even a single detection requires us to continue the search. A substantial increase in the overall performance of radio telescopes (and in particular future wide-field instruments such as the Square Kilometre Array, SKA), provide renewed optimism in the field. Evidence for this is already to be seen in the success of SETI researchers in acquiring observations on some of the world's most sensitive radio telescope facilities via open, peer-reviewed processes. The increasing interest in the dynamic radio sky, and our ability to detect new and rapid transient phenomena such as Fast Radio Bursts (FRB) is also greatly encouraging. While the nature of FRBs is not yet fully understood, I argue they are unlikely to be the signature of distant extra-terrestrial civilisations. As astronomers face a data avalanche on all sides, advances made in related areas such as advanced Big Data analytics, and cognitive computing are crucial to enable serendipitous discoveries to be made. In any case, as the era of the SKA fast approaches, the prospects of a SETI detection have never have been better.

Internalizing Null Extraterrestrial "Signals": An Astrobiological App for a Technological Society

Abstract:One of the beneficial outcomes of searching for life in the Universe is that it grants greater awareness of our own problems here on Earth. Lack of contact with alien beings to date might actually comprise a null "signal" pointing humankind toward a viable future. Astrobiology has surprising practical applications to human society; within the larger cosmological context of cosmic evolution, astrobiology clarifies the energetic essence of complex systems throughout the Universe, including technological intelligence that is intimately dependent on energy and likely will be for as long as it endures. The "message" contained within the "signal" with which today's society needs to cope is reasonably this: Only solar energy can power our civilization going forward without soiling the environment with increased heat yet robustly driving the economy with increased per capita energy usage. The null "signals" from extraterrestrials also offer a rational solution to the Fermi paradox as a principle of cosmic selection likely limits galactic civilizations in time as well as in space: Those advanced life-forms anywhere in the Universe that wisely adopt, and quickly too, the energy of their parent star probably survive, and those that don't, don't.

A Critical Review on the Assumptions of SETI

Abstract:The Search for Extraterrestrial Intelligence (SETI) makes certain assumptions which guide all current search programs. To illustrate some, this includes (1) that interstellar flight is not possible (2) that the motivations of interstellar cultures are based largely on anthropomorphic understandings of homo sapiens (3) that the Fermi Paradox and the Drake equation are the starting point (axioms) of all reasoning (4) that definitions of 'life' are based largely on our understanding of homeostasis (5) that radio waves are the most likely method of interstellar communications (6) that unknown single event source signatures detected in space are not amenable to scrutiny due to the demands of the scientific method to be reproducible (7) that such anomalous signatures are either astronomical or communications based in type with no consideration for emissions from advanced industrialisation or propulsion and power technology. These assumptions, and others, have guided the SETI community towards a constrained level of thinking that is equivalent to philosophical dogma. In this paper, we unpack these assumptions, and others, and argue that the potential for life and intelligent life in the Cosmos may be much greater than the SETI community currently appears to conclude. It is also argued that more progress in our underanding of our place in the Cosmos can be made, if the separate disciplines of astronomy, interstellar spacecraft design, SETI, biology and philosophy can work together in a complementary way. Is Power-Seeking AI an Existential Risk?

Abstract:This report examines what I see as the core argument for concern about existential risk from misaligned artificial intelligence. I proceed in two stages. First, I lay out a backdrop picture that informs such concern. On this picture, intelligent agency is an extremely powerful force, and creating agents much more intelligent than us is playing with fire -- especially given that if their objectives are problematic, such agents would plausibly have instrumental incentives to seek power over humans. Second, I formulate and evaluate a more specific six-premise argument that creating agents of this kind will lead to existential catastrophe by 2070. On this argument, by 2070: (1) it will become possible and financially feasible to build relevantly powerful and agentic AI systems; (2) there will be strong incentives to do so; (3) it will be much harder to build aligned (and relevantly powerful/agentic) AI systems than to build misaligned (and relevantly powerful/agentic) AI systems that are still superficially attractive to deploy; (4) some such misaligned systems will seek power over humans in high-impact ways; (5) this problem will scale to the full disempowerment of humanity; and (6) such disempowerment will constitute an existential catastrophe. I assign rough subjective credences to the premises in this argument, and I end up with an overall estimate of ~5% that an existential catastrophe of this kind will occur by 2070. (May 2022 update: since making this report public in April 2021, my estimate here has gone up, and is now at >10%.)

Abstract:Our Universe is a vast, tantalizing enigma - a mystery that has aroused humankind's innate curiosity for eons. Begging questions on alien lifeforms have been thus far unfruitful, even with the bounding advancements we have embarked upon in recent years. Coupled with logical assumption and calculations such as made by Dr. Frank Drake starting in the early 1960s, evidence in the millions should exist in our galaxy alone, and yet we've produced no clear affirmation in practice. So, where is everybody? In one sense, the seeming silence of the Universe past terra firma reveals layers of stubborn human limitation. Even as ambitious programs such as SETI aim to solve these knotty challenges, the results have turned up rather pessimistic possibilities. An existential disaster may lay in wait as our society advances exponentially towards space exploration, acting as the Great Filter: a phenomenon that wipes out civilizations before they can encounter each other, which may explain the cosmic silence. In this article, we propose several possible doomsday-type scenarios, including anthropogenic and natural hazards, both of which can be prevented with reforms in individual, institutional and intrinsic behaviors. We take into account multiple calamity candidates: nuclear warfare, pathogens and pandemics, artificial intelligence, asteroid and comet impacts, and climate change. Each of these categories have various influences but lack critical adjustment to accommodate to their high risk. We have long ignored the quickly encroaching Great Filter, even as it threatens to consume us entirely, especially as our rate of progress correlates directly to the severity of our fall. This indicates a necessary period of introspection, followed by appropriate refinements to properly approach our predicament, and see our way through it.

Abstract:Framed in positive terms, this report examines how technical AI research might be steered in a manner that is more attentive to humanity's long-term prospects for survival as a species. In negative terms, we ask what existential risks humanity might face from AI development in the next century, and by what principles contemporary technical research might be directed to address those risks. A key property of hypothetical AI technologies is introduced, called \emph{prepotence}, which is useful for delineating a variety of potential existential risks from artificial intelligence, even as AI paradigms might shift. A set of \auxref{dirtot} contemporary research \directions are then examined for their potential benefit to existential safety. Each research direction is explained with a scenario-driven motivation, and examples of existing work from which to build. The research directions present their own risks and benefits to society that could occur at various scales of impact, and in particular are not guaranteed to benefit existential safety if major developments in them are deployed without adequate forethought and oversight. As such, each direction is accompanied by a consideration of potentially negative side effects.

Abstract:The constant depictions of contact with extraterrestrial life and their constant basic presence in science fiction shows the deep human desire for connection and transcendence with other life forms. In reality, continuous efforts on the search for aliens are being made by renown not-for-profit research organization such as the Search for Extraterrestrial Intelligence (SETI) since 1984. Over the years, plenty of detected signals were dismissed as noise from transmitters on Earth or orbiting satellites but one – the “Wow!” signal. However, artificial signals from extraterrestrial sources could be the key to detecting extraterrestrial intelligence. Apart from passively searching, some are doing active SETI, or known as METI (Messaging Extraterrestrial Intelligence), where humans create and transmit interstellar messages to aliens instead of waiting for theirs. Substantial effort in many areas – awareness, time, technological advancement, techniques – would be necessary to increase the probability of locating outer space intelligence.

Abstract:Large-scale three dimensional molecular dynamics simulations of hopper flow are presented. The flow rate of the system is controlled by the width of the aperture at the bottom. As the steady-state flow rate is reduced, the force distribution $P(f)$ changes only slightly, while there is a large change in the impulse distribution $P(i)$. In both cases, the distributions show an increase in small forces or impulses as the systems approach jamming, the opposite of that seen in previous Lennard-Jones simulations. This occurs dynamically as well for a hopper that transitions from a flowing to a jammed state over time. The final jammed $P(f)$ is quite distinct from a poured packing $P(f)$ in the same geometry. The change in $P(i)$ is a much stronger indicator of the approach to jamming. The formation of a peak or plateau in $P(f)$ at the average force is not a general feature of the approach to jamming.

Abstract:This article posits that the search for extraterrestrial intelligent life (SETI) remains grounded in a hierarchical and progressivist worldview that has fueled colonialism throughout history. Building upon the work of Enrique Dussel and Arthur Lovejoy in particular, the author demonstrates how previous earthly explorations produced a covering over of others, rather than a “discovery.” Those working in SETI fields must consider these histories. This article advocates for more engagement with Indigenous studies scholarship to reach a genuine frontier—a metaparadigm shift beyond object-oriented scientific methods, which are a key component of what the author calls “settler science.”
Could AI be the Great Filter? What Astrobiology can Teach the Intelligence Community about Anthropogenic Risks

Abstract:Where is everybody? This phrase distills the foreboding of what has come to be known as the Fermi Paradox - the disquieting idea that, if extraterrestrial life is probable in the Universe, then why have we not encountered it? This conundrum has puzzled scholars for decades, and many hypotheses have been proposed suggesting both naturalistic and sociological explanations. One intriguing hypothesis is known as the Great Filter, which suggests that some event required for the emergence of intelligent life is extremely unlikely, hence the cosmic silence. A logically equivalent version of this hypothesis -- and one that should give us pause -- suggests that some catastrophic event is likely to occur that prevents life's expansion throughout the cosmos. This could be a naturally occurring event, or more disconcertingly, something that intelligent beings do to themselves that leads to their own extinction. From an intelligence perspective, framing global catastrophic risk (particularly risks of anthropogenic origin) within the context of the Great Filter can provide insight into the long-term futures of technologies that we don't fully understand, like artificial intelligence. For the intelligence professional concerned with global catastrophic risk, this has significant implications for how these risks ought to be prioritized.

Abstract:Searching for signatures of cosmic-scale archaeological artifacts such as Dyson spheres or Kardashev civilizations is an interesting alternative to conventional SETI. Uncovering such an artifact does not require the intentional transmission of a signal on the part of the original civilization. This type of search is called interstellar archaeology or sometimes cosmic archaeology. The detection of intelligence elsewhere in the Universe with interstellar archaeology or SETI would have broad implications for science. For example, the constraints of the anthropic principle would have to be loosened if a different type of intelligence was discovered elsewhere. A variety of interstellar archaeology signatures are discussed including non-natural planetary atmospheric constituents, stellar doping with isotopes of nuclear wastes, Dyson spheres, as well as signatures of stellar and galactic-scale engineering. The concept of a Fermi bubble due to interstellar migration is introduced in the discussion of galactic signatures. These potential interstellar archaeological signatures are classified using the Kardashev scale. A modified Drake equation is used to evaluate the relative challenges of finding various sources. With few exceptions interstellar archaeological signatures are clouded and beyond current technological capabilities. However SETI for so-called cultural transmissions and planetary atmosphere signatures are within reach.
