Abstract:We focus on the relationship between the network structure of Chilean rural drinking water associations (APRs) and effective governance outcomes regarding the provision of infrastructure and drinking water to peripheral rural communities in the Valparaiso region. Based on a comparative regional multi-method case study, we assess the coherence of differences in the governance network structure with the corresponding governance outcomes. Using qualitative interviews, participant observation, and a network survey of collaboration and legitimacy relationships among leaders of local APRs, we find that when isolated APRs establish collective organizations, they can generate better governance outcomes even without support from the state. We demonstrate that higher levels of collaboration as well as a more integrative distribution of legitimacy relations in the network are coherent with more effective governance outcomes. The findings suggest to strengthen social and organizational capacity at the local level of water governance in order to overcome the challenges of megadroughts and of a lack of public infrastructure in peripheral rural areas.

Abstract:While in some districts having drinking water is a given reality, there are others where there is a lack of access to this resource. Unfortunately, even today, 10.2% of the world population lives this situation and it could be worse in the coming years, according to UNICEF. Inhabitants in Pamplona Alta at southern Lima, Peru, daily suffer this harsh reality. This social challenge study attempts to define a methodology for an effective logistic planning of water distribution in Torres Minas. Currently, they obtain it from unsanitary and informal vendors. This chapter provides the basis of a new layout of the water distribution network based on clusters to efficiently satisfy water demand. Specifically, we propose the use of orderly delivery points called “bus-stops of water” in a two-echelon distribution system, whose optimization relies on a mixed-integer linear programming (MILP) technique. The objective of these guidelines is minimizing the transactional and transportation cost, while increasing the bargaining power of the community. Results showed a reduction of 52.67% and 26% in transactional and transportation costs, respectively, and a reduction of the associated risks of shortage and contamination of a tight delivery of water. Moreover, we foster the application of this methodology in other similar situations to produce sustainable growth for human settlements; regardless, there is a lack of access to water or a steep geography.

Abstract:The present study aimed to develop and assess a vulnerability index for access to rural drinking water and sanitation services, which was applied to 42 Rural Sanitation Services in the Coquimbo Region, Chile. For the development and assessment of the vulnerability index, the construction of composite indicator methodology was employed. An underlying model based on 65 indicators, linked to nine sub-pillars and three pillars, was established. In addition, the COINTool software was used for the development and analysis of the composite indicator results. The vulnerability index results showed medium vulnerability at regional and provincial levels, with a greater degree of vulnerability at a commune level. At a Rural Sanitation Services level, 2.4% of the evaluated services presented high vulnerability, 73.8% presented medium vulnerability, and 23.8% presented low vulnerability. The vulnerability index values obtained for the Rural Sanitation Services fluctuated from a minimum value of 32.3% to a maximum value of 64.1%. The significance of the vulnerability indicator developed and assessed lies in its high potential as a tool and/or methodology to monitoring, from a multidimensional perspective, the effectiveness of policies, strategies, and/or actions implemented at the level of Rural Sanitation Services, contributing to strengthened decision-making in vulnerability reduction.

Abstract:Access to accurate spatio-temporal groundwater level data is crucial for sustainable water management in Chile. Despite this importance, a lack of unified, quality-controlled datasets have hindered large-scale groundwater studies. Our objective was to establish a comprehensive, reliable nationwide groundwater dataset. We curated over 120,000 records from 640 wells, spanning 1970-2021, provided by the General Water Resources Directorate. One notable enhancement to our dataset is the incorporation of elevation data. This addition allows for a more comprehensive estimation of groundwater elevation. Rigorous data quality analysis was executed through a classification scheme applied to raw groundwater level records. This resource is invaluable for researchers, decision-makers, and stakeholders, offering insights into groundwater trends to support informed, sustainable water management. Our study bridges a crucial gap by providing a dependable dataset for expansive studies, aiding water management strategies in Chile.

Abstract:Water quality is an integral part of water security. Measuring the physico-chemical indicators for water quality can provide an objective picture of water health, but it does not provide information on lived experiences related to water quality, expectations of water resources, nor how the quality of water affects its usage. Perceptual information and traditional ecological knowledge on water quality can help to understand interactions between water and people, and thereby support locally appropriate sustainable water resource strategies. Accordingly, our project sought to collect and synthesise insights from local perspectives on water quality in the upper Santa River basin, Peru, a region where water quality directly relates to people's livelihoods. Perceptual data was collected via the Nuestro Rio mobile app ( N = 149) as well as walking interviews ( n = 84) (July-August 2021) in two main study areas, Olleros and Catac. We find that water quality perspectives differ within, and between, study areas and communities, however four overarching themes were identified, and are explored here: i) environmental indicators for water quality; ii) water uses; and iii) perceived causes of water quality; iv) water quality perceptions behind emotions. Most rural participants felt the main cause of poor water quality was mineral pollution, likely linked to local geology, however we also found that local perceptions of water quality depend on water usage, directly linked to domestic water use and agricultural livelihoods. Qualitative data highlighted the complex relationships between water quality, perceptions and emotions. More inclusive citizen-based science that considers what people observe, think and feel about the quality of their rivers can help provide a much deeper contextual understanding of dynamic human-water systems, with further benefits for improving water management and policy implementation.

Abstract:Chile's approach to water management, based on a private property regimen combined with a period of extreme drought, had led to the overexploitation of groundwater. To address this issue, groundwater communities have formed and implemented management actions beyond the functions assigned to them by law. This article focuses on the experience of groundwater communities in the Copiapó Aquifer in Chile, highlighting their innovative actions such as incorporating environmental protection goals, promoting participation in decision-making, facilitating temporary water transfers, and conducting studies for improved management. The adaptive capacity demonstrated by groundwater communities shows the potential for innovation in Chilean groundwater management.

Abstract:Access to essential infrastructure services such as water, sanitation, and garbage collection can considerably affect children's environment and may play a significant role in shaping early childhood developmental and health outcomes. Using data from the Multiple Indicator Cluster Surveys (MICS) and the Demographic and Health Surveys (DHS) for 18 countries in Latin America and the Caribbean (LAC), we show a significant positive association between access to water and sanitation and early childhood development, as well as reduced instances of stunting. In addition, we identify a negative association between access to improved garbage collection services and the rates of stunting among children under five. Our findings are robust after using alternative measures for access and controlling for individual, maternal, and household factors, alongside considerations of household wealth, caregiver's stimulation activities and behaviors, and local community spillovers. Similarly, the economic relevance of the relationship is highlighted by the substantial gap relative to the size of the vulnerable groups, persisting even after adjusting for confounding variables. Our results also suggest that households may be able to lessen the potential impact of pollutants through mitigation measures such as treating water to make it safe for consumption, using handwashing cleansers, and storing household trash in lidded containers. The current findings underscore the importance of investing in basic infrastructure services as a critical component of comprehensive strategies to enhance early childhood development and health in low- and middle-income countries. We emphasize the importance of considering the quality and type of infrastructure services alongside their availability. Future research should incorporate more complete and detailed data to improve understanding of the causal relationship between water, sanitation, and garbage collection and early childhood development, as well as the mechanisms underlying the observed associations.

Abstract:Chile is currently facing a mega-drought, which is expected to lead to a significant increase in the water stress level. Social conflicts related to water use are linked to the effects of climate change and a governance system marked by the privatization of the natural resources of public interest. This study aims to analyze whether the current Chilean water governance scheme can adapt to the effects of climate change through a critical observation of the role of the River Vigilance Committees (RVCs; private user organizations exercising the public function of water management), from the perspective of Ostrom's design principles for long-enduring Common-pool Resource (CPR) institutions. We analyze legal approaches, management mechanisms, and decision-making processes under the socio-climatic conditions that the country is currently facing. The results indicate that, with a few exceptions, the Chilean governance system does not allow RVCs to effectively incorporate the design principles—and, therefore, to achieve adaptation—due to dispersed functions, the exclusion of water users, and a lack of planning at different levels. We propose that water governance should consider the creation of River Basin Boards with broader planning powers, as well as the incorporation of different relevant stakeholders.

Abstract:Objective: The aim of this research is to demonstrate how the use of hierarchical cluster analysis on 366 municipalities and other minor entities (parishes) of Venezuela, could be useful to consider regional differences and similarities between territorial entities when designing national public policies of Water, Sanitation and Hygiene (WASH) based on evidence. Methods and results: Consider data from various sources to characterize the population of Venezuela through their territorial entities. Select variables at the level of the territorial entities to cover demographic characteristics, mortality and nutrition, coverage of reliable water and sanitation services, access to education, and access to information and communication technologies. Classify the territorial entities into a limited number of mutually exclusive groups using hierarchical clustering techniques and based on proximity in the multi-dimensional space. Adjust of assignments, reallocating some entities into a different group based on the specialists' opinion about its hierarchy in the cities regional system and its geographic location. Define an indicator to verify the consistency of the groups built. Conduct a statistical analysis to confirm separation of the groups. Demonstrate the utility of the results with some examples of common analysis when building a sanitary public policy, using seven distinct groups of recommendations depending on each cluster. Conclusions: Cluster analysis can be a useful method to analyse relevant differences between territorial entities when designing national public policies based on evidence.
Development and Validation of a Model to Evaluate the Water Resources of a Natural Protected Area as a Provider of Ecosystem Services in a Mountain Basin in Southern Chile

Abstract:The objective of this work is to validate a model to characterize and evaluate the water resources (supply and downstream demands) of the hydrological basins associated with the Conguillío National Park, located in the Andes Mountains in central-southern Chile (38°14'–38°54'S). This area is part of the Chilean biodiversity hotspot, of the first geopark in Chile, and constitutes the core of the Araucaria biosphere reserve, which provides multiple ecosystem services. To describe the behavior of the water resources in the four main river sub-basins originating in the park, the Water Evaluation and Planning System (WEAP) software was used, which was calibrated and validated with local hydrological data from 2000 to 2015. The WEAP System allows to quantify parameters involved in the hydrological cycle and water consumption of the different user sectors, and their interrelationships, to establish the water balance of the basins. Water is supplied by rain and snow, which occurs from June to December upstream in the Andes, and feeds the rivers Cautín, Allipén, Quepe and Lonquimay, which maximum flows occur between June and September, and minimum flows between January and April. The evolution of the water demand during the year was determined for each sub-basin for the following user sectors: human consumption, agriculture, livestock, industry, electricity production, aquaculture and other uses. As expected, the main water consuming sector is agriculture, with an average of 79.4 Mm 3 /yr. Considering that mountain ecosystems are areas of high productivity value, but are very fragile and vulnerable to anthropic and climatic effects, the use of the obtained data and the calibrated/validated model describing and characterizing these resources, will allow future studies under different socio-economic and climate change scenarios, to assess the importance of mountain basin ecosystem services, providing an example for equivalent studies throughout South America.

Abstract:This work aims to analyze the experience of a Nicaraguan rural community in the management of water for domestic use through the conformation of community committees, and the relationships that such committees have with the government and other relevant organizations. The research is conducted through the qualitative paradigm of social sciences; hence, the methodology is based on a case study where empirical data were collected through semi-structured interviews, focus group discussions and participant observation. The community organization for local management has emerged in order to meet a specific need; in this case, the water supply for domestic use. According to the collective action theory, this work demonstrates that the internal rules and regulations have favored the economic sustainability, the empowerment and the active participation of the community organization in order to obtain autonomy in the management of its resources. This research is important for it shows that the state’s recognition of the community organizations has favored the cooperative effort between communities, government and non-governmental organizations, facilitating the management process and the access to financial, technical and training resources.
Bacterial community assessment of drinking water and downstream distribution systems in highland localities of Ecuador

Abstract:Bacterial communities in drinking water provide a gauge to measure quality and confer insights into public health. In contrast to urban systems, water treatment in rural areas is not adequately monitored and could become a health risk. We performed 16S rRNA amplicon sequencing to analyze the microbiome present in the water treatment plants at two rural communities, one city, and the downstream water for human consumption in schools and reservoirs in the Andean highlands of Ecuador. We tested the effect of water treatment on the diversity and composition of bacterial communities. A set of physicochemical variables in the sampled water was evaluated and correlated with the structure of the observed bacterial communities. Predominant bacteria in the analyzed communities belonged to Proteobacteria and Actinobacteria. Sphingobium genus, a chlorine resistance group, was particularly abundant. Of health concern in drinking water reservoirs were Fusobacteriaceae, Lachnospiraceae, and Ruminococcaceae; these families are associated with human and poultry fecal contamination. We propose the latter families as relevant biomarkers for establishing local standards for the monitoring of potable water systems in highlands of Ecuador. Our assessment of bacterial community composition in water systems in the Ecuadorian highlands provides a technical background to inform management decisions.

Abstract:The governance model established in Chilean water law delegates responsibility for groundwater management to private water rights owners. The Copiapó aquifer in the Atacama Region, Chile, has problems of overexploitation resulting from intensive use of the resource. This is explained by the limited information on the water availability in the aquifer and the existence of legally granted water rights whose flows exceed the rate of natural recharge. In this context, water users formed Chile’s first groundwater users’ community in the Copiapó basin for the collective administration of the aquifer. Although this organization is regulated by Chilean water law, the way in which its members participate in decision-making processes and some self-management mechanisms that they have implemented are local institutional arrangements that go beyond the rules established in the Water Code, showing this organization to be an empirical case of institutional adaptation to the overdepletion of an aquifer. The local institutional arrangements include incorporating environmental protection objectives for aquifers and wetlands, establishing an institutional arrangement that guarantees the participation in the decision-making processes of different water uses and users, developing an internal management model that promotes temporary transfers of partial volumes of a water right and carrying out studies to improve water management.

Abstract:The joint “International Forests and Water Conference 2018” highlighted among its main conclusions the need to involve the viewpoint and participation of local communities in the management and monitoring of forest watersheds. This topic constitutes a strategic and transverse challenge for the sciences and public policies in the current context of global climate change. As a contribution to this challenge, the aim of this research was to qualitatively describe and analyze a territorial intervention model based on two case studies. Both involve stakeholders from the public sector, forest companies, and rural communities within the framework of implementing a participatory process at a local scale. The first case study was based on the collective creation of a set of indicators for local water monitoring. The second case, through the incorporation of the social and local dimension, culminated in the collective creation of a forest watershed management guide. The research hypothesis was that the inclusion of stakeholders and local knowledge in forest watershed management is essential to create and/or strengthen local abilities that ensure the involvement of communities in water governance, surpassing the current informative and consultative approaches. The research methodology was qualitative, and the data collection strategies were focused on the compilation of the process, the participatory work, and gathering diverse local knowledge. The data analysis included content tabulation, including both local indicators and ones extracted from the guide. In both cases, the systematization process and the main empirical findings were included. Among the findings, it was observed that both the pilot of local indicators and the design of the forest watershed management guide confirmed that the main challenge of local participation is the effective inclusion of local knowledge in water governance. This ethical and methodological challenge must be approached more rigorously and with more commitment.

Abstract:The world's urban population is growing rapidly, and threatening natural ecosystems, especially streams. Urbanization leads to stream alterations, increased peak flow frequencies, and reduced water quality due to pollutants, morphological changes, and biodiversity loss, known as the urban stream syndrome. However, a shift towards recognizing urban streams as valuable natural systems is occurring, emphasizing green infrastructure and nature-based solutions. This study in Uruguay examined water quality in various watersheds with different urbanization levels and socio-environmental characteristics along a precipitation gradient. Using Geographic Information Systems (GIS) and in situ data, we assessed physicochemical parameters, generated territorial variables, and identified key predictors of water quality. We found that urbanization, particularly urban areas, paved areas, and populations without sanitation, significantly influenced water quality parameters. These factors explained over 50% of the variation in water quality indicators. However, the relationship between urbanization and water quality was non-linear, with abrupt declines after specific urban intensity thresholds. Our results illustrate that ensuring sanitation networks and managing green areas effectively are essential for preserving urban stream water quality. This research underscores the importance of interdisciplinary teams and localized data for informed freshwater resource management.

Abstract:In Chile, there is an increasing demand for freshwater supply for human consumption, agriculture, and industrial activities. In this sense, the country is highly threatened by climate change, which is drastically affecting the availability of water resources in the north-central region due to desertification processes. Therefore, seawater reverse osmosis (SWRO) desalination is becoming one of the most feasible alternatives to address current and future challenges regarding water scarcity in the country. This investigation aims to evaluate potential locations for a sustainable and cost-effective installation of desalination projects; the latter, under a multi-criteria and geographic information system (GIS)-model. The model was tested in the highly water scarcity-threatened Valparaiso Region, Chile, as a case study. The model was developed integrating economic and socio-environmental criteria involved in the development and/or construction of desalination projects. The results of the multi-criteria analysis show that the Valparaıso Region presents optimal areas for developing SWRO projects. Both the northern and central areas of the Region show appropriate locations for installing SWRO plants and their freshwater distribution lines, ensuring short- and long-term water supply, especially for agriculture and population consumption. The results obtained in this study could be extrapolated as a tool to assess the desalination projects development in other world regions to make future desalination projects more viable and sustainable for addressing global water demands.

Inter and transdisciplinarity strategies for evaluating and improving water quality monitoring systems: Uruguay as a study case

Abstract:Developing robust systems for monitoring and evaluating water quality is crucial for assessing ecosystem integrity and the impacts of human activities on nature. It also enables the assessment of water management effectiveness, governance systems, and the design and evaluation of public policies. However, designing such monitoring programs is complex due to multiple constraints like eco-hydrological knowledge, economic resources, human capital availability, and governance dynamics. This study combines quantitative and qualitative analyses (virtual watershed methodologies, empirical modeling, and theoretical frameworks of water governance) to evaluate the robustness of water quality monitoring systems and identify strengthening alternatives (including institutional design and public policy). The inter and transdisciplinary strategy is tested in the evaluation of eutrophication processes in Uruguay. Major spatial patterns of water quality at a national scale were identified, highlighting the influence of land use, soil types, point sources of pollution, and livestock on nitrogen and phosphorus concentrations. Current monitoring efforts and spatial coverage fall short of adequately addressing water management needs, especially in Uruguay's socio-economic context. Based on the weaknesses identified, an increase in the number of stations (and their spatial distribution) is proposed to have a better representation of biogeophysical and socio-economic conditions diversity. The challenge involves an important transformation (i.e. establishing a network system of public institutional nodes at national and regional levels) due to the country's centralism, fragmented water governance system, and scarce economic assets.

Assessing the dynamic performance of water companies through the lens of service quality

Abstract:The measurement of performance within the water industry holds significant importance for policymakers, as it can help guide decision-making for future development and management initiatives. In this study, we apply data envelopment analysis (DEA) cross-efficiency techniques to evaluate the productivity change of the Chilean water industry during the years 2010-2018. Water leakage and unplanned interruptions are included in the analysis as quality of service variables. Moreover, we use cluster analysis and regression techniques to better understand what drives productivity change of water companies. The results indicate that the Chilean water industry is characterized by considerable high levels of inefficiency and low levels of productivity change. This is due to the existence of technical regress whereas gains in efficiency were small. Concessionary water companies were found to be more productive than full private and public water companies. Best and worst performers need to make efforts to reduce production costs and improve service quality. Other factors such as customer density and ownership type statistically affect productivity.
