Abstract:We study a set of high-profile scams that were well engineered and have hit people hard in China in recent years. We propose a simple but novel theoretical framework to examine psychological, situational and social fabric factors that have played a role in these scams. We also use this framework as a tool to explore scam countermeasures. In so doing, we identify how these Chinese scams differ from their Western counterparts.

Instrumental Guanxi Culture and Inbound Urban Migration in China: A Prefecture-level Analysis Using Online Search Data

Abstract:The socioeconomic role of guanxi networks among individuals has been widely recorded, yet macro-level analysis has been sparse in empirical research. This research fills that gap by presenting the first nationally representative evidence illustrating the connection between regional guanxi culture and population mobility among cities in China, with a particular focus on instrumental guanxi culture. To quantify guanxi culture, we employ online search indices related to gift giving, a measure which is challenging to capture through traditional survey data. Applying matched prefecture-level data spanning from 2011 to 2019, the panel model reveals a strong negative correlation between a city's instrumental guanxi culture and inbound migration, while sentimental guanxi culture exhibits a positive correlation with inbound mobility. This research not only adds to the existing theories by exploring the macro-level effects of both instrumental and sentimental guanxi practices but also introduces an innovative method for quantifying guanxi culture through big data analysis.

Abstract:This chapter develops a feedback economic model that explains the rise of the Sicilian mafia in the 19th century. Grounded in economic theory, the model incorporates causal relationships between the mafia activities, predation, law enforcement, and the profitability of local businesses. Using computational experiments with the model, we explore how different factors and feedback effects impact the mafia activity levels. The model explains important historical observations such as the emergence of the mafia in wealthier regions and its absence in the poorer districts despite the greater levels of banditry.

Organizing Crime: an Empirical Analysis of the Sicilian Mafia

Abstract:In this article we study the organizational structure of a large group of members of the Sicilian Mafia by means of social network analysis and an econometric analysis of link formation. Our mains results are the following. i) The Mafia network is a small-world network adjusted by its criminal nature, and is strongly disassortative. ii) Mafia bosses are not always central in the network. In particular, consistent with a prediction of Baccara and Bar-Isaac, we identify a "cell-dominated hierarchy" in the network: a key member is not central, but is connected to a relative with a central position. iii) The probability of link formation between two agents is higher if the two agents belong to the same Mandamento, if they share a high number of similar tasks, while being a "boss" reduces the probability of link formation between them. iv) The probability of link formation for an individual agent is higher if he is in charge of keeping connections outside his Mandamento, of collecting protection money and or having a directive role, while age has modest role. These results are interpreted in the light of the efficiency/security trade-off faced by the Mafia and of its known hierarchical structure.

Migration among Multicities

Abstract:This paper proposes a simple model of economic geography within the Dixit-StiglitzIceberg framework that may be used to analyze migration patterns among three cities. The costbenefit tradeoffs affecting incentives for three types of migration, including echelon migration, are discussed. This paper develops a tractable, heterogeneous-agent, general equilibrium model, where agents share constant human capital, and explores the relationship between the benefits of echelon migration and gross human capital. Using Chinese numerical solutions, we study the manifestation of echelon migration and how it responds to changes in transportation cost and elasticity of substitution. Numerical results demonstrate that (i) there are positive relationships between a migration’s benefitand-wage ratio, (ii) there are positive relationships between gross human capital ratios and wage ratios as to origin and destination, and (iii) we identify 13 varieties of human capital convergence among cities. In particular, this model predicts population shock resulting from the processes of migration choice and echelon migration. Abstract:A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages-rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers arc willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live. Transborder Spillover Effects of Poverty on Crime: Applying Spatial Econometric Models to Chinese Data

Abstract:"Poverty is the mother of crime", but existing literature has not yet analyzed the effect of local poverty on crimes in other jurisdictions. Based on 1992-2012 provincial data from China, this paper examines the transborder effects of poverty on crimes, by estimating spatial econometric models. Poverty is found to not only increase local crime, but also raise crime rates in other provinces. This spillover effect is more pronounced between provinces with close geographical proximity, high labor mobility and high dialect similarity. In addition, we compare the effects of increased police spending versus Dibao on poverty-related local and transborder crimes, finding that both can reduce poverty-related local crimes, but only Dibao can reduce poverty-related transborder crimes. The main policy implications of this paper are twofold. First, poverty alleviation can address both the symptoms and the root causes of local and external crimes, with broader and lasting effects than raising police spending. Thus, cross-border resource transfers shall target poverty alleviation; Second, poverty alleviation is not only a concern of the poor areas, but also a challenge for relatively developed areas in terms of crime governance.
Assessing and Explaining the Resurgence of China's Criminal Underworld

Abstract:Based upon collected crime statistics, this paper provides a sketch of China's criminal underworld during the past two decades and a quantitative assessment of its current state. Through examining the organised criminal groups, it also assesses the hardcore of China's criminal underworld — the mafia-style criminal syndicates and their greater base — the underworld society. It argues that a challenge from the criminal underworld has increasingly posed a serious threat to Chinese society. It also provides explanations for the recent resurgence of the criminal underworld in China through a perspective of political science — placing emphasis on the state-failure factors.

Abstract:The collusion between firms and government officials is ubiquitous but hard to empirically assess. This paper studies collusion by tracing the pattern of inter-city investments after political turnovers. Exploring the feature of bureaucratic transfers in China and using a unique firm registry data, this paper documents a significant increase of new investments with a close tie to the moving leaders' previous jurisdiction. Further empirical investigations find evidence consistent with a collusion between leaders and firms: First, new registrations tying to moving leaders concentrate in high-renting sectors. Second, the firms tying to moving leaders have a higher survival rate provided that their patrons stayed in the same jurisdictions, but those firms are more likely to exit local markets once the patrons left. Thirdly, the connected firms tend to crowd out new entries and dampens innovation. And lastly, career-concerned motives seem to mitigate collusion.

Abstract:Money flows reflect overall economic exchanges. Using unique data on cross-province bank transfers in China, we find a positive relation between migration and money flows. The finding is stronger among urban migrants and those with better education. Using historical migration as an instrument, there is causal evidence for our finding. Additional analysis reveals that migrants promote both the trade and the investment components of money flows. This study sheds light on how migrants facilitate economic exchanges between regions.

Abstract:Research on the geography of metropolitan opportunities has focused on a set of opportunities in different urban areas over time to justify policy interventions. The Beijing government implemented large-scale policy interventions to achieve structural industrial changes in order to stop the downward spiral of poverty and segregation in "urban villages." Beijing has accelerated the redevelopment of urban villages and helped tens of thousands of low-wage migrant workers in garment villages move to surrounding secondary cities or small towns in Hebei Province with better opportunities. However, low-wage migrant workers did not respond linearly to the intervention. This study analyzes the reasons underlying the response of low-wage migrant workers to these policy interventions. First, the antipoverty policy is a geographic exercise, moving low-end industries from a global center to peripheral locations. This study considers why this mobility strategy for improving opportunity has become the arena for opportunistic behavior and conceptualizes the logic of opportunism and the self-worth of low-wage migrant workers in a metropolitan area. Second, the Beijing government is attempting to disperse the low-end informal industries into formal industrial bases in Hebei. Dispersal campaigns inevitably involve circuitous mobility and the outcome of dispersal is inherently unstable. One of the crucial questions in dispersal strategies is scale. Would an upscaled Beijing-Tianjin-Hebei (BTH) City Region or a downscaled "neighborhood effect" better implement the antipoverty strategy? This dispersal strategy can break up the concentration of migrants, but their perceived opportunities remain in Beijing. One of the obstacles to the full implementation of the dispersal strategy is grassroots opposition. This study uses a three-year survey conducted prior to the COVID−19 lockdown to analyze how displaced migrant workers perceive these opportunities in their processual and networked decision-making. Garment villages are important "anchor places" where migrants can mobilize their social capital and facilitate upward mobility outside a dominant institution in Beijing. This study reveals how garment workers replicated informal habitats in more remote locations in Beijing as the old habitats disappeared.

Abstract:This paper investigates the impact of China's 2018–2020 anti-Mafia campaign on the business environment. Using a novel dataset on organized crime prosecutions across China's prefecture-level cities and above, we find that the anti-Mafia campaign significantly improved the overall business environment. Probing the mechanisms, we show that the anti-Mafia policy enhanced the business environment through four key channels: increasing international trade and investment, bolstering domestic commercial activities, improving government effectiveness, and promoting public safety. Our findings pass a battery of robustness checks. We contribute to studies on organized crime economics and highlight the need for continued efforts to combat the Mafia.

Ethnic Enclaves Revisited: Effects on Earnings of Migrant Workers in China

Abstract:Among rural-to-urban migrants, migrant workers from the same origins tend to concentrate in the same workplaces. When this concentration in a workplace is sufficiently dense, we may consider it a native-place enclave. According to extensive literature on US immigrants, enclave participation may improve the economic well-being of immigrants. This study borrows the same reasoning to evaluate whether or not working in a native-place enclave affects earnings of migrant workers in urban China. We pay particular attention to heterogeneity, not only in how migrants who work in an enclave may differ from those who choose to work in the open economy, but also in varying earnings returns to enclave participation across different groups of migrant workers. Using data from a 2010 survey of migrant workers in the Pearl River Delta and the Yangtze River Delta, we match enclave workers and non-enclave workers with the same propensity to work in an enclave and then compare their earnings differences. We find a positive average earnings return to enclave participation, although this effect is smaller than that resulting from a naïve comparison. Moreover, we find that migrants with a high propensity to work in an enclave benefit more from enclave participation than those with a low propensity. Our findings generally support the enclave thesis and its role in internal migration in China.

Abstract:Traditional census data are ill-suited for uncovering the true population patterns and underlying social and economic dynamics in China as the census relies on information of population with registered household status. A large number of migrant workers are registered rural residents but spend most of a year working in cities that are hundreds or even thousands of miles away. It is termed “annual spatial mismatch” here for the separation of registered residence and workplace in China, in contrast to “spatial mismatch” that is known in the urban commuting literature in the west but on a daily basis. Big geo-data, such as the mobile app data, afford us a rare opportunity to examine this unique phenomenon. Specifically, this research uses a mobile app dataset of two epochs, i.e., prior to and during the Chinese Spring Festival, to capture the population patterns before and after the migrant workers return home, respectively. The difference between them reflects distinctive roles of an area plays in labor market, termed “source-sink areas”. A GIS-automated regionalization method is used to delineate China into hierarchical “source-sink” areas, characterizing various urbanization levels or distinctive roles in labor market. The study demonstrates the value of using human mobility data in urban and regional analysis on issues that were previously infeasible, especially in study areas without reliable data.

Abstract:This paper investigates the new appearance of ethnic congregation in a Chinese city that is intimately tied to the worldwide web of production and global commodity chains. Through an empirical case study, the paper examines how the formation of ethnic enclaves in urban China is driven by the global shift of international production and the interaction between global forces and locally-bounded attributes. Its proposition is that the ethnic enclave should be conceptualized as both part of a global system and a locally-constructed place. This study adds to the "global-local nexus" literature on urban transformation by showing transnational spaces are produced by both exogenous and endogenous forces under global shift of capital, production and people. Stability and Change in China's Geography of Intercity Migration: A Network Analysis

Abstract:China's migration boom has reshaped its domestic economic pattern and social structure, resulting in a typical urbanization model dominated by massive internal migration. By using the 1% National Population Sample Survey data in 2005 and 2015, this study depicts and analyses the spatial pattern of intercity migration in China and its changes using the Gini index, network analysis approach, and gravity model. Individual-level data enable us to reveal that the distribution of migrants among destinations and origins has become considerably balanced over the decade, although destinations are markedly more concentrated than origins. The migration network is stable but also becomes significantly disperse owing to the increasing short-distance and intra-provincial migration. Even with a burgeoning railway system, migration distance generally matters more than before, particularly for migration from Central and Western China. The results provide new insights to universal migration theories and implications to regional development and population redistribution.

Abstract:Environment and Planning B: Urban Analytics and City Science, Ahead of Print. Socio-spatial segregation of immigrants or other ethno-racial groups in Western cities has been extensively investigated. In the recent decades, China has also witnessed a substantial growth of international immigrants. In the city of Guangzhou, one of the most famous destinations in China for transnational migration, the spatial presence of international migrants has received scholarly attention, mostly focusing on single racial groups. In this study, we present two cartograms using cellphone data to visualize the spatial distributions of multiple groups of international migrants, namely, the African migrants, the European and North American migrants, and the Japanese and Korean migrants, in Guangzhou. The cartograms indicate that the spatial distributions of migrants from Africa and those from the European, North American, and East Asian countries are considerably divided in Guangzhou, suggesting a possible ethno-racial segregation among the international migrants in this Chinese city. Such an issue is largely under-researched in the existing literature.

Abstract:It is estimated that Italian Mafias registered 135 billion euros in profits only in 2010. Part of this huge amount of money, coming mostly from the drugs, prostitution and arms illicit markets, is often used to invest into legitimate private economies. As a consequence, the affected economies destabilise, become entrenched with violent forms of competition and are bound to stagnation. Nonetheless, few are the attempts to uncover the patterns followed by criminal organisations in their business ventures. The reason lays mostly in the poor availability of data on criminal activity, or in the highly risky task of gather it. This paper partially fills this gap thanks to access to information about the Sicilian Mafia in a city. More specifically, it tries to analyse the nature and extent of criminal infiltration into the legitimate private economy of the case-study using network techniques. The research demonstrates that sectors with a high degree of centrality and comprising fewer firms are the most vulnerable to this kind of security threat. It also shows that centrality is also the key criterion that makes a firm sensitive to infiltration, provided it belongs to a susceptible economic sector.
Understanding Intercity Mobility Patterns in Rapidly Urbanizing China, 2015–2019: Evidence from Longitudinal Poisson Gravity Modeling

Abstract:Whereas much academic effort has been devoted to the physics and geographies of daily intraregion individual movements using new big data on human locations, systematic econometric modeling of the spatiotemporal logic of periodic interregional mobility has received limited attention. Using a multiyear, location-based service data set of daily intercity mobility from the Internet company Tencent, this study systematically examines China’s intercity mobility patterns between 2015 and 2019 for the first time. Following a conceptual framework, a Poisson pseudo-maximum likelihood estimation (PPML) gravity approach is applied. It reveals a stable “diamond” pattern of high-value mobility flows among the four vertexes of Beijing, Shanghai, Guangzhou/Shenzhen, and Chengdu, embedding radiation patterns of flows connecting some large cities to their neighbors. The econometric results indicate the influence of gravity factors, short-term trips, long-term mobility tendencies, and transportation facilities. Factors of origin and destination exert the same effects on mobility, implying a circulation character. Results of subsample heterogeneity analysis (urban agglomerations vs. nonurban agglomerations, larger cities vs. smaller cities) and the moderating effects of time, distance, and economy are discussed. Our findings reveal differences between intercity mobility and traditional migration under the hukou system and propose implications for urban governance in the postepidemic era.

Abstract:The association between villages in the city (ViCs) and crime is an important topic but has not been rigorously investigated in crime geography. This study developed three new variables in explaining burglary at the community level: the existence of ViCs, the area of ViCs and the ViC-based segregation index. We extracted all ViCs in the study area from satellite images using machine learning. The relationships between these variables and burglary are tested using two negative binomial models. The existence of ViCs in a community is significantly associated with burglary. Results showed that the ViC communities have more burglary than non-ViC communities. Further, the size of ViCs in a community is the most powerful variable in explaining burglary in ViC communities. Communities with larger ViCs have more burglary. This ViC area variable is critical, given that the number of households, a traditional measure of burglary target, is not effective in a city with ViCs. The co-variates pertaining to disadvantaged population, mixture of locals and non-locals, informal controls, crime generators and accessibility shed light on why ViCs contribute to crime. Finally, ViC-based segregation is not significantly related to burglary. This finding is an important addition to the literature on segregation and crime, a challenging research problem that requires future attention. The high concentration of crime in ViCs calls for targeted intervention strategies by law enforcement agencies.
