The Localization of Foreign Constructors in China: Developing A Theoretical Framework

Abstract:The international business literature identifies localization as a significant predictor of international business success. However, no comprehensive study of how firms localize their operations has yet been undertaken. This is particularly salient with respect to Global Construction as an industry, where firms frequently suffer low performance, and with respect to China as a market, consistently amongst the world's fastest growing. Yet before such a study can be undertaken a theoretical framework to guide the research needs to be proposed. Such a framework is offered in this paper. An extensive review of the literature identifies five parameters across which localization occurs. These are: (1) Client Base, (2) Human Resources, (3) Factor Inputs, (4) Value Chain Integration, and, (5) New Capability Acquisition. Localization across these parameters, however, is expected to be moderated by three external factors: (1) Host Country Context, (2) Firm Characteristics, and, (3) Firm Strategy. An investigation of the phenomenon of the localization of Foreign Constructors in China utilizing this framework is expected to uncover localization typologies, with particular typologies being associated with specific firm strategies. Any such knowledge extracted would serve as a foundation to further investigate the relationship between localization and firm performance.
