A data-driven optimal method for massive passenger flow evacuation at airports under large-scale flight delays

Abstract:Devising an effective evacuation plan for the sudden massive passenger flow (SMPF) is critical in enhancing the resilience of transportation system. Previous studies rarely link large-scale delays with the SMPF evacuation (SMPFE), even if some studied on transportation hub resilience founded on real cases, are still not enough. Based on multi-source heterogeneous data, this study develops a trilevel evacuation response framework for the resilience-based recovery scheduling of the SMPF in a large-scale flight delay environment. The lower level is a set of large-scale flight delays and SMPFE alarming mechanism containing delay symptoms detection and evacuation demand estimation from two types of information perceptions respectively. The middle level presents a data-driven evacuation destination selection approach blended with qualitive and quantitative tools. The upper level proposes a novel collaborative optimization model integrating evacuation schedule, loading scheme and round-trip route planning. This framework helps decision makers better quantify the SMPF to support rapid response and recovery of airports with the balance of costs of enterprises and passengers. The optimization approach bears the potential to be extended to solving general SMPFE scheduling problems effectively like train or bus stations. The proposed methodology is demonstrated using a real case of airport in Beijing.
