Telecoupling Framework for Research on Migratory Species in the Anthropocene

Abstract:Migratory species are an important component of biodiversity and provide essential ecosystem services for humans, but many are threatened and endangered. Numerous studies have been conducted on the biology of migratory species, and there is an increased recognition of the major role of human dimensions in conserving migratory species. However, there is a lack of systematic integration of socioeconomic and environmental factors. Because human activities affect migratory species in multiple places, integrating socioeconomic and environmental factors across space is essential, but challenging. The holistic framework of telecoupling (socioeconomic and environmental interactions over distances) has the potential to help meet this challenge because it enables researchers to integrate human and natural interactions across multiple distant places. The use of the telecoupling framework may also lead to new conservation strategies and actions. To demonstrate its potential, we apply the framework to Kirtland's warblers (Setophaga kirt-landii), a conservation-reliant migratory songbird. Results show accomplishments from long-term research and recovery efforts on the warbler in the context of the telecoupling framework. The results also show 24 research gaps even though the species has been relatively well-studied compared to many other species. An important gap is a lack of systematic studies on feedbacks among breeding, wintering, and stopover sites, as well as other "spillover" systems that may affect and be affected by migration (e. g., via tourism, land use, or climate change). The framework integrated scattered information and provided useful insights about new research topics and flow-centered management approaches that encapsulate the full annual cycle of migration. We also illustrate the similarities and differences between Kirtland's warblers and several other migratory species, indicating the applicability of the telecoupling framework to understanding and managing common complexities associated with migratory species in a globalizing world.

Abstract:The emerging recognition of the importance of urban habitat and wildlife for increasing biodiversity, driven partly by responses to climate change and urbanization, presents critical opportunities for urban biodiversity conservation and species recovery. However, effectively communicating these benefits to the public and policymakers remains a challenge for scientists and landscape architects with public perceptions, often shaped by diverse socio-cultural factors, serving as obstacles for garnering support. Our research explores innovative communication strategies through an intersectional analysis of planning and design communications and theory in museology and presents a structured approach in the use of charismatic species within interpretive studies to enhance public empathy and the potential for action. This research offers a valuable foundation for planning and design professionals, guiding their efforts to promote urban wildlife habitat and bridge the gaps between scientific knowledge and public advocacy.

Abstract:The International Union for Conservation of Nature Red List of Threatened Species (RLS) is the key global tool for objective, repeatable assessment of species' extinction risk status and plays an essential role in tracking biodiversity loss and guiding conservation action. Satellite remote sensing (SRS) data sets on global ecosystem distributions and functioning show exciting potential for informing range‐based RLS assessment, but their incorporation has been restricted by low temporal resolution and coverage of data sets, lack of incorporation of degradation‐driven habitat loss, and noninclusion of assumptions related to identification of changing habitat distributions for taxa with varying habitat dependency and ecologies. For poorly known mangrove‐associated Cuban hutias (Mesocapromys sp.), we tested the impact of possible assumptions regarding these issues on range‐based RLS assessment outcomes. Specifically, we used annual (1985‐2018) Landsat data and land‐cover classification and habitat degradation analyses across different internal time‐series slices to simulate range‐based RLS assessments for our case study taxa to explore potential assessment uncertainty arising from temporal SRS data set coverage; incorporating proxies of (change in) habitat quality; and assumptions on spatial scaling of habitat extent for RLS parameter generation. We found extensive variation in simulated species‐specific range‐based RLS assessments, and this variation was mostly associated with the time series over which parameters were estimated. However, results of some species‐specific assessments differed by up to 3 categories (near threatened to critically endangered) within the same time series, due to the effects of incorporating habitat quality and the spatial scaling used in RLS parameter estimation. Our results showed that a one‐size‐fits‐all approach to incorporating SRS information in RLS assessment is inappropriate, and we urge caution in conducting range‐based assessments with SRS for species for which habitat dependence on specific ecosystem types is incompletely understood. We propose novel revisions to parameter spatial scaling guidelines to improve integration of existing time‐series data on ecosystem change into the RLS assessment process.Article impact statement: IUCN Red List guidelines need revision to enable appropriate, comparable incorporation of remotely sensed data into species assessments.This article is protected by copyright. Abstract:Over the past five decades, a large number of wild animals have been individually identified by various observation systems and/or temporary tracking methods, providing unparalleled insights into their lives over both time and space. However, so far there is no comprehensive record of uniquely individually identified animals nor where their data and metadata are stored, for example photos, physiological and genetic samples, disease screens, information on social relationships. Databases currently do not offer unique identifiers for living, individual wild animals, similar to the permanent ID labelling for deceased museum specimens. To address this problem, we introduce two new concepts: (1) a globally unique animal ID (UAID) available to define uniquely and individually identified animals archived in any database, including metadata archived at the time of publication; and (2) the digital 'home' for UAIDs, the Movebank Life History Museum (MoMu), storing and linking metadata, media, communications and other files associated with animals individually identified in the wild. MoMu will ensure that metadata are available for future generations, allowing permanent linkages to information in other databases. MoMu allows researchers to collect and store photos, behavioural records, genome data and/or resightings of UAIDed animals, encompassing information not easily included in structured datasets supported by existing databases. Metadata is uploaded through the Animal Tracker app, the MoMu website, by email from registered users or through an Application Programming Interface (API) from any database. Initially, records can be stored in a temporary folder similar to a field drawer, as naturalists routinely do. Later, researchers and specialists can curate these materials for individual animals, manage the secure sharing of sensitive information and, where appropriate, publish individual life histories with DOIs. The storage of such synthesized lifetime stories of wild animals under a UAID (unique identifier or 'animal passport') will support basic science, conservation efforts and public participation.

Abstract:Serengeti National Park, considered one of the most famous and significant wildlife reserves globally, where natural beauty and unparalleled scientific value converge, is experiencing a decline in habitat quality year after year. Despite the natural wealth within the Serengeti, various issues threaten wildlife species and habitats. These problems include the rapid growth of the human population, poverty, illegal hunting, and the drying up of the Mara River due to climate change. The international community has authorized the International Union for Conservation of Nature (IUCN) to develop ideas for conservation efforts. The organization illustrates how biodiversity is fundamental in addressing some of the world’s most significant challenges, such as tackling climate change, achieving sustainable energy, improving human well-being, and building a green economy. The study aims to narrate the IUCN’s role in executing environmental protection processes, intending to ensure that environmental goals hold the same importance as social goals through sustainable development. This study employs a qualitative approach, utilizing provided facts to create a detailed account of an incident. Additionally, secondary data is incorporated, involving the use of existing information. The results indicate that, despite various actions taken by the IUCN, the organization has not maximally resolved issues in the Serengeti, and several problems are still ongoing.

An Assessment of the Implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora in Kenya

Abstract:International trade is hastening extinction for many species of plants and animals despite the fact that many countries have ratified CITES. The adoption of treaties is often symbolic as many countries, especially in the developing world where most biodiversity is found, experience a lack of fit between international agreements and national laws and institutions. Our main objective here is to assess the extent of jurisdictional and institutional fit in the implementation of CITES in Kenya, an important issue given the amount of international trade in wild products and the importance of wildlife tourism to the country. The specific objectives are to assess the following: the capacity and level of coordination among state actors and conservation mandates in national policy and law using a mixed methods approach involving a literature review and 38 key informant surveys representing professional expertise from various stakeholder groups. We found that over 60% of respondents indicated only moderate capacity for the implementation of CITES and coordination between local and central governments. Some participants indicated that judicial officers lack adequate conservation knowledge, thus hampering enforcement via low prosecution rates. A moderate (at best) structural fit involving inefficiencies such as conflicting processes, unequal enforcement, and suboptimal coordination implies a degree of failure in developing the implementation capacity of CITES within Kenya. Our results also show a mismatch between agency staffing and workload at several levels of government, and we make suggestions for improvement.

Abstract:The CITES treaty is the major international instrument designed to safeguard wild plants and animals from overexploitation by international trade. CITES is now approaching 50 years old, and we contend that it is showing its age. In stark contrast to most environmental policy arenas, CITES does not require, encourage, or even allow for, consideration of the impacts of its key decisions—those around listing species in the CITES Appendices. Decisions to list species in CITES are based on a simplistic set of biological and trade criteria that do not relate to the impact of the decision, and have little systematic evidentiary support. We explain the conservation failures that flow from this weakness and propose three key changes to the CITES listing process: (1) development of a formal mechanism for consideration by Parties of the likely consequences of species listing decisions; (2) broadening of the range of criteria used to make listing decisions; and (3) amplification of the input of local communities living alongside wildlife in the listing process. Embracing these changes will help to ensure CITES decisions more effectively respond to the needs of wildlife in today’s highly complex and dynamic conservation context.

Abstract:?The Biodiversity Extinction Crisis, a Pacific and Australasian response? is the theme for the Australasian Section of the Society for Conservation Biology?s (SCB-A?s) inaugural regional conference. The idea of holding this conference has been a few years in the fermenting, mulling, and processing stages and the organizing committee is still in the initial stages of logistic planning, but in 2007 this meeting will be a reality. This will not be the first time that the Society has held a conference in the region, however. Many will remember the highly successful Society for Conservation Biology conference that was held at Macquarie University in 1998. That conference predated the formation of the international sections of SCB and attracted approximately 800 world-class conservation scientists and practitioners from around the globe, indicating not only the strength of the profession but also the strong need and desire for such a platform, particularly within Australia and the Australasian region.

Abstract:Abstract The fragmentation of habitats associated with urbanisation poses a significant threat to already vulnerable and endangered mammal species. While the county of Dorset has been identified as one of the UK’s biodiversity hotspots, it is characterised by large-scale urbanisation and intensive agriculture. Focusing on the largest urban area of Dorset—the conurbation of Bournemouth, Christchurch, and Poole—this study aims to investigate the importance of urban areas in supporting vulnerable and endangered mammals by comparing it to four other major land cover categories in the county: arable & horticulture, grassland, woodland, and heathland. The study utilises data collected by the county’s environmental records department through mainly volunteer-contributed ad-hoc sighting data of 10 872 georeferenced mammal records collected between 2000 and 2018. Our findings reveal that, despite having significantly different mammal communities to all other land covers, urban land cover was shown to host four out of five of the vulnerable and endangered species recorded in this study. These included the European rabbit (vulnerable on the IUCN red list), hazel dormouse (vulnerable on the UK red list), West European hedgehog (vulnerable on the UK red list) and European water vole (endangered on the UK red list). Our findings highlight the significance of urban areas as important habitats for mammal biodiversity, presenting an opportunity for the conservation of specific vulnerable and endangered species. Despite limitations in ad-hoc sighting data, our analysis indicates an overrepresentation of certain 'charismatic' species, like foxes and hedgehogs, in urban samples, likely due to their high intrinsic value to the population. While the recognition of urban habitats for 'red list' species is growing, it is also important to acknowledge the relative importance of charismatic species to urban human communities in conservation and management strategies.

Abstract:This work describes the achievements made towards geoconservation within the International Union for Conservation of Nature (IUCN) from the 1990s onwards. The key milestones in the recognition of geoconservation within the IUCN are presented. Initially, the IUCN's geoconservation efforts were focused on refining the criteria for World Heritage (WH) designation. Subsequently, the actions focused on spreading the geoconservation framework within the IUCN World Conservation Congresses (WCCs), the establishment of an expert group on geoconservation within the IUCN World Commission on Protected Areas (IUCN-WCPA) and the publication of guidelines for geoconservation. We describe how the inclusion within the IUCN membership of three organizations—two of them Spanish: The Geological Society of Spain (SGE) and the Society for the Defence of Geological and Mining Heritage (SEDPGYM); and one international, ProGEO—has been a key factor. These organizations have achieved the adoption of resolutions in which geoconservation, its vision, its principles and its definitions have been taken into account in the IUCN WCC (2008–2020 period), and have promoted the geoconservation conceptual framework among nature conservationists. We also analyse the progress made and offer a series of recommendations to improve geoconservation in the future adopting a more integrated approach to nature conservation within the IUCN. Conservation successes at micro-, meso- and macroscales

Abstract:Although large-scale biodiversity declines are ongoing, certain conservation actions have made a positive difference. Rates of extinction and endangerment of vertebrate species, for instance, have probably been reduced via conservation interventions. Such conservation actions operate at different spatial scales. Habitat preservation and endangered species recovery are examples of conservation successes at microscales. Mesoscale conservation includes regional cooperation among neighboring countries that has arrested population declines of endangered species, such as mountain gorillas. At macroscales, public pressure on multinational corporations has sometimes resulted in their abandoning environmentally damaging practices or suppliers with poor environmental records. Overall, conservation projects such as these need more long-term funding and greater political and popular support, and must also include provisions to evaluate and document their outcomes. As we discuss here, a focus on conservation successes achieved at different scales can help to promote these aims and guide future conservation victories.

Abstract:A key goal of conservation is to protect biodiversity by supporting the long-term persistence of viable, natural populations of wild species. Conservation practice has long been guided by genetic, ecological and demographic indicators of risk. Emerging evidence of animal culture across diverse taxa and its role as a driver of evolutionary diversification, population structure and demographic processes may be essential for augmenting these conventional conservation approaches and decision-making. Animal culture was the focus of a ground-breaking resolution under the Convention on the Conservation of Migratory Species of Wild Animals (CMS), an international treaty operating under the UN Environment Programme. Here, we synthesize existing evidence to demonstrate how social learning and animal culture interact with processes important to conservation management. Specifically, we explore how social learning might influence population viability and be an important resource in response to anthropogenic change, and provide examples of how it can result in phenotypically distinct units with different, socially learnt behavioural strategies. While identifying culture and social learning can be challenging, indirect identification and parsimonious inferences may be informative. Finally, we identify relevant methodologies and provide a framework for viewing behavioural data through a cultural lens which might provide new insights for conservation management.

Why Conferences Matter—An Illustration from the International Marine Conservation Congress

Abstract:A major activity in the life of an academic is the professional conference. It is common knowledge that this is a place to present your research, but what about other benefits of attending a conference? Online surveys were distributed to delegates of the 3rd and 4th International Marine Conservation Congresses (IMCCs), with respondents' (n = 100) feedback including that the congresses provided useful new information that will aid: (1) their research (58%); (2) in-the-field conservation (29%); (3) conservation communication (46%); and (4) conservation and management policy making (45%). They also reported gaining new techniques (56%), skills (64%), and novel ideas (70%) to further their research/careers. Nearly all (91%) gained new contacts that improved their research, in-the-field conservation, science communication, and/or conservation policy making. Two thirds (64%) gained ideas, contacts, and/or lessons could lead to publications. Over a third (39%) gained new ideas, contacts and/or lessons that led to grant proposals, and 36% gained contacts that led to funding. A conference is not just an avenue for a scientist to present their research to the wider community, but it can be an important venue for brainstorming, networking and making vital connections that can lead to new initiatives, papers and funding, in a way that virtual, online meetings cannot. This is why conferences matter.
