Abstract:The relation between public policy and the private rented sector is usually unclear. The private rented sector often suffers from public policy, although private landlords mostly enjoy fiscal advantages as well. In many European countries, private renting housing has been losing ground. Nevertheless, private rented housing fulfils a number of useful functions in the housing market: as a tenure for urban starters; for the elderly; and for a mobile, well-to-do segment of the population engaged in flexible labour markets.The main lines of seven country profiles are sketched here: (West) Germany, England, the Netherlands, Sweden, France, Canada and the United States. In his comparative contribution at the end of this special issue, Maclennan points out that the private rented sector has indeed declined in many European countries. But he also shows that in countries like the USA, Germany and Sweden the sector has had a broadly constant share since about 1980. In the future, private rented housing will remain an attractive sector, at least for those who are unable to afford owner-occupied housing and those unable to gain access to social housing.

Abstract:What lies ahead for the social rented sector in western Europe? Do countries differ merely in degree, or do differences between countries offer grounds on which to sketch divergent scenarios for the future? This paper treats these questions in light of the work of Harloe and Kemeny. Based on the development of the policy context and the size and the character of the social rented sector in six west European countries, three plausible scenarios will be presented. The first (residual dual market) scenario is comparable to Harloe's residual model and Kemeny's dual market model. The second (residual unitary market) scenario starts with Kemeny's unitary market model but develops in the direction of the first (residual dual market) scenario. The third (unitary rental market) scenario combines social responsibilities with a market approach to housing provision.

Abstract:It is now commonly acknowledged that there are three principle models of social housing policy in the 27 countries of the European Union:The"residual"model,predominant in southern Europe and parts of the former Communist countries of Eastern Europe,whose main characteristic is that it reserves access to social housing to the poorest segments of the population.The"generalist"model,in which social housing is available to a wide segment of the population,though always subject to income and rent ceilings of one form or another.This model is chiefly operative in Germany,the United Kingdom,France and Belgium.The"universal"model,in which social housing is more a form of"public housing"without any social target,but with the aim of forming the bulk of the rental sector and providing both a huge volume of rented stock and affordable rents for all.This model is still partially operative in Sweden,Denmark and the Netherlands.Thefirst part of this paper describes these three models and the current social housing situation in the various EU countries.The second part shows how and why the prevailing trends in European housing policies are toward a desegregation of the universal model and,for most of the generalist countries,toward the spread of the residual model.Thefinal section focuses on the French situation, showing how the housing crisis of the 2000s and the main orientations of national housing policy here are tending toward a"residualization"of social housing.In closing,we examine the main impact of this process on urban issues such as social integration and the depreciation of housing estates.

Abstract:Housing markets and housing policies are in an interdependent relationship with each other. On the one hand, housing markets can be seen as an outcome of housing policy frameworks and long-term housing policies. On the other hand, changes in the housing market provoke new housing policies and force the revision of existing housing policy instruments. This study examines the general challenges and specific problems of housing provision in the developed world. It includes a review and a classification of housing policy instruments, as well as trends in current reforms. The article briefly describes the world practice of housing and communal services management. The management of this component of social quality of life in economically developed countries is assessed and recommendations for Ukraine are developed. The differences and peculiarities of management in this sphere are revealed, including those related to the degree of participation of the state and private sector in making management decisions. The study applies a methodological approach to the study of the world practice of housing and communal services management using the analytical method.

Abstract:Housing research is one of the hot topics in many countries. This paper provides a quick review of the housing economics research in the US, Sweden, Latvia, China, Corsica, and Italy published in this special issue. Bao and Shah studied the effects of home-sharing platforms in general and the effects of the US’ Airbnb on neighbourhood rent. Wilhelmsson’s results showed that interest rates directly affected house prices and indirectly affected bank loans in Sweden. Caudill and Mixon threw light on the relative negotiating power of the buyer and seller as a key element of real estate price models. Čirjevskis presented a real application of “step-by-step” valuation options for real estate development projects as a managerial risk management tool for similar real estate development projects in the EU to make investment decisions during COVID-19 and in the post-COVID-19 era. Pelizza and Schenk-Hoppé used an exponential Ornstein–Uhlenbeck process to model price dynamics provincially and regionally to estimate the liquidation value.

Abstract:Research on young people leaving the parental home has tended to focus most closely on charting and explaining the age at which young people leave, and exploring the incidence of returning after a period of living either ‘semi‐autonomously’ or independently. The majority of these studies have been quantitative and fairly static in approach. This paper develops an approach to the topic that is more qualitative in its orientation and that views housing biographies as essentially dynamic. Using primary data from the United Kingdom, the paper constructs five ‘ideal’ typical housing pathways followed by young people: a chaotic pathway, and unplanned pathway, a constrained pathway, a planned (non‐student) pathway, and a student pathway. The paper then gives particular consideration to the characteristics of the student pathway, and compares the experience of students studying away from the parental home with the long‐term housing biographies of their non‐student peers. The paper concludes that the typical student housing experience—including a supervised leaving of the parental home and a ‘sheltered’ spell in the private rented sector—constitutes an essential education in housing that enhances the housing and labour opportunities of graduates compared with other young people who have not studied away from the parental home.

Abstract:Climate change commitments and the current global energy and living cost crises require investment into energy efficiency in buildings. With one of the oldest housing stocks in Europe, the energy intensity of buildings in the United Kingdom remains high compared to other countries. The adoption of energy retrofit measures can support tackling several social, economic, and environmental objectives. Scarce uptake of these is particularly evident within the private rented sector, which presents additional hurdles compared to social and owner-occupied housing. We adopt an innovative theoretical and methodology approach at the intersection of new economic sociology and energy demand reduction literature to analyse the social relations of energy retrofitting in Brighton and Hove through interviews with landlords and experts in the field. A high percentage of private rented sector housing in poorly insulated and historical buildings, makes retrofitting in this area particularly challenging. Several strategies and policies have been implemented to decarbonise homes; yet have failed in framing the problem surrounding the adoption of retrofitting measures largely in economic terms. By contrast, our case study shows evidence of the 'relational' nature of a retrofitting decision-making process shaped by landlords' identities and networks of relations among and within retrofit actors; this could support tailoring more efficient policies. Place-related assets, institutional landscape, climate and built environment specificities are also critical. We are recommending more efficient strategies at the central level that allow for place specific policies; these should account for local features and relational approaches to overcome challenges to retrofit within the sector.

Abstract:Abstract Europe’s aggravating housing crisis lies in the blind spots of law. While central in constructing housing both as a home and as an asset, law bears the task of mediating between housing’s multiple – social, economic, and cultural – dimensions. However, inner-legal fragmentation and a legal imaginary of property, the nation state, and its welfare system have depoliticized, deflected and rendered inaccessible the ‘housing question’. Turning to tenancy contract law in particular, this article argues that the ‘social’ orientation of this early example of a ‘materialised’ field of contract law is not only ill-suited to reflect the recent structural shifts in the housing market brought about through financialisation. Tenancy contract law has effectively taken a conservative drift by claiming to adequately administer the bilateral landlord–tenant relation while being insensitive to macro-level developments. Tenancy contract law reindividualises tenant responsibility in the eye of hardships whose roots lie outside the contractual sphere and thereby furthers, rather than curtails, neoliberal housing policies. As a reaction, the article proposes political economy as a conceptual vantage point from which to develop a ‘holistic housing law’. Such a perspective combines a concern for democratic and collective agency with careful attention to law’s tacit and technical role in shaping the flow of finance and the techniques of landlords’ governmentality. Part of this is a ‘transformative tenancy law’, to be reformulated to protect not against landlord bargaining power in the first place but against a hegemonic and expansive market rationality that structurally corrupts the social and material meaning of housing.

Abstract:This research addresses the shared housing market, that is, large-scale developments targeting students and 'young professionals', equipped with shared spaces and services for the residents. This housing segment has emerged in response to young adults' demand for flexible and affordable housing. It has developed in cities that concentrate students and young single professionals, plan densification strategies and face housing commodification. We specifically explore the production side of this market, through the comparison of two projects in Amsterdam. Our objective is to understand the institutional context in which these projects were developed and their outcomes. Consequently, the research questions are: which actors develop these projects, what instruments do they use, and what are the outcomes in a commodifying housing market? From our analysis, the actors need to collaborate on shared housing developments and receive support from local governments, through the strategic use of planning instruments and tenure regulations. However, the shared facilities seem to merely serve to commercialize small housing production, while housing affordability and accessibility are threatened. We, thus, recommend local and national authorities to regulate the provision of shared spaces and suggest further research on the effects of the shared housing market in cities facing housing commodification.

Abstract:The lack of affordable housing remains a major problem in Spain. Following the decline in public and affordable housing production caused by the economic, political, and social crisis of 2008, efforts to produce public housing were reactivated in the mid-2010s, gaining increasing importance. In Barcelona, housing policies have played a central role in recent political discourse, particularly with the tenure of housing rights activist Ada Colau (2015–2023). With traditional approaches failing to address the housing emergency, the local government introduced five new procurement strategies to increase the affordable housing stock. These involve new forms of council housing, delegated developments, limited-profit investments, zero-equity housing cooperatives, and urban refurbishment. This article uses a mixed methods approach to analyse these strategies. The analysis spans all design phases, from inception to construction, and includes post-occupancy evaluations. Methods include typological analysis, expert interviews, and spatial performance analysis using ethnographic methods and inhabitant interviews. The results evidence the importance of diversifying procurement models, tailoring approaches to different user profiles, and enhancing emerging opportunities by including new stakeholders in the development process.

Abstract:The recent housing crisis's devastating effects on U.S. households’ economic situations provides reason to examine the risks, pitfalls and assumptions underlying contemporary housing policy. This paper examines issues associated with renting and owning housing in America. It argues that housing operates as (1) a dimension of the U.S. system of stratification, (2) a method for the unfair distribution of resources in metropolitan space, and (3) a mechanism for the construction of the “other” and as a vehicle for social exclusion. Homeownership restricts people to homogeneous neighborhoods, renders low-income families and renters of all types unacceptable, makes neighborhoods fertile ground for learning who is socially undesirable, breeds class-based distinctions, and puts people in financially risky situations. Rethinking questions about renting and owning may allow consideration of how housing can play a more constructive role in pursing economic opportunities, redistribution and social and economic justice in America.

Abstract:Rental houses in Australia represent approximately one third of all homes, and this proportion has been growing over recent decades. However, the quality, comfort and environmental credentials of these houses are often poor, particularly when compared to owner-occupied homes. With climate change, the urgency increases to move to a more sustainable built environment. Consequently, exploring how to make rental properties more sustainable warrants further investigation and action. Using data gathered from a broad range of experts through a four-stage Policy Delphi technique, findings reveal four key enabling forces: communication, facilitation, incentivization, and regulation. These forces both influence and are influenced by rental market conditions. A conceptual framework is presented which highlights the interplay between the stakeholders and enabling forces, which has the potential to lead to a Win-Win-Win scenario for landlords, tenants and the environment. With a clear social and environmental imperative to move to a more sustainable rental sector, this research presents a pathway to reach this goal.

Abstract:It is generally agreed that food, clothing and shelter are the three basic material needs of all people. A simple test for the successfulness of any economic system may therefore be the extent to which it succeeds in providing the population with these commodities. One would conjecture that in the countries that are generally considered as highly developed there would be no problems at all with their availability. And although this conjecture is to a large extent, confirmed by the evidence, it is nevertheless surprising that in western economies with the high per capita incomes housing is still an important object for public concern. Food and clothing are abundantly available in these countries, but the provision of housing is often an object of serious policy concern. To mention one striking example : in the Netherlands there still exist official figures that mention housing shortages of ten thousends of dwellings. This state of affairs is not mentioned here to motivate an exaggerated view on housing problems in Western countries. The situation in the Netherlands and comparable countries is indeed much better than that in underdeveloped countries and a comparison with developing countries would presumably show figures which are comparable to those for food or clothing. The point I want to make is that even in highly developed market economies where the availability of food and clothing is quite satisfactory, the availability of dwellings often is not.

Abstract:How can struggles for housing justice act as a lens to expand housing researchers' understanding of the rental crisis and of the systems that underpin this crisis? By presenting papers from Sweden, Spain, Greece, Sweden, the UK, and Australia this special issue contributes with knowledge on how housing struggles can inform new theoretical and methodological approaches within the field of housing studies. In turn, the SI presents three tenets that together form a framework for housing scholars: institutionalization as politics, tenants as political actors, and learning housing justice. We argue that it is crucial for housing scholars to recenter on struggles for housing justice in their readings of contemporary housing systems.

Abstract:Private rental housing has had a mixed experience of growth and decline across the advanced economies over the postwar period. Patterns of the tenuer’s significance have been driven by policy rather than economic growth and public housing provision, home-ownership subsidies and inflation have been as significant as rent controls. Sectors now comprise well-defined segments or niches and there are both commonalities and contrasts in units provided, ownership and occupancy. A more stable macroeconomic environment and the mobility and fiscal stringency consequences of global competition appear to facilitate a more expanded role for the sector which also requires scrutiny in relation to the housing requirements for successful European Monetary Union.

Abstract:European Urban and Regional Studies, Ahead of Print. In recent decades, institutional investment in rental housing has expanded into a wider range of localities and rental market segments, thereby further pushing the financialization of rental housing. As investment in single-family homes, multi-family apartments, student housing, (former) social housing, co-living, mobile homes, nursing and care homes, Built-to-Rent developments, and short-term rentals is increasing, niche asset classes are being mainstreamed into the capital flows of global real estate markets. However, there is little research that, on one hand, goes beyond 'mature' and 'primary' institutional markets where rental housing financialization has emerged under rather exceptional conditions (such as mass-privatization of social housing and severe consequences of the Global Financial Crisis), and on the other hand, attempts to gauge institutional investment across the rental market, including across niche asset classes. Through an in-depth case study of the Brussels Capital Region, we examine how and under which market and policy conditions institutional investment flows into an emerging institutional market where investment primarily takes places in niche asset classes. While recent studies have argued that institutional investment in rental housing is limited and, therefore, financialization still a marginal phenomenon, we argue that an in-depth market-wide analysis of institutional investment strategies is necessary for understanding how and to what extent rental housing financialization takes place. Finally, we argue that the patterns of emerging financialization we observe in Brussels may be applicable to other cities as well.

Abstract:Background Policy, research, and people's own experience in the UK consistently highlight the central importance of a home of choice for people with learning disabilities. Yet attention is mainly focused on the development of specialist as opposed to generic housing options for people with learning disabilities. Methods This article reviews the findings from a major research study looking at the rented housing sector for people with learning disabilities. The study comprised of a review of local authority learning disability strategies; a 'national conversation' with key stakeholders; and thirty‐five, qualitative interviews with people with learning disabilities who rent their own homes. Findings The research found that local learning disability strategies are lacking in information on rented housing for people. A national consultation identified a range of challenges in accessing rented housing for people wishing to do so. Interviews with people with learning disabilities renting their own place confirmed some of these problems but also, crucially, highlighted the success for most who rented their own home. People liked renting and were managing their tenancies well with relatively modest support. Conclusions The evidence points to the possible benefits of a greater focus on renting for people with learning disabilities.

Abstract:The housing system in England has experienced unprecedented stress and instability over the last decade, absorbing the impact of demographic pressure, a credit-fuelled boom, financial crisis, recession and policy change. A failing supply system and unexpected tenure changes now confront austerity and welfare cutback. How have these conditions impacted on traditional and contemporary indicators of housing need and what does this tell us about the drivers and dynamics of housing need outcomes? Drawing mainly on analysis of large-scale longitudinal and cross-sectional surveys, linked to subregional market data, this paper describes and models the changes in housing need outcomes over two decades. It explores the impact of demography, market affordability, labour markets, tenure change and supply on these outcomes. Particular attention is paid to the persistence or recurrence of need in the context of different housing pathways and different market contexts, including the relationship with poverty.

Finally,the paper combines with our current status of the construction of affordable housing,putting forward some suggestions.

Abstract:We synthesize the vast, international scholarly literature related to the growing problem of housing affordability. As a foundation for assessing both the causes of housing affordability problems and possible policies for alleviating them, we take a systematic, holistic perspective and specify nine structural relationships for a metropolitan area that comprehensively delineate the determinants of housing affordability. We discuss concepts and measures of housing affordability, evidence on the primary causes and effects of unaffordable housing, alternative policy approaches, potential future trends in affordability, and suggestions for further research. While focusing on the most recent, high-quality empirical evidence, we also rely on previously published reviews and seminal papers in order to provide historical perspective on how the literature has evolved. Our reconnaissance of the international literature since 2008 demonstrates that although evaluation research in the context of western, developed countries' housing policies has dominated, increasingly such research has emerged from other countries.<b>Highlights</b> We discuss how to frame housing affordability issues, synthesize evidence from the relevant literature, and propose directions for future research.We take a holistic perspective to understand causes of housing affordability problems and assess policy responses.Our review of the international scholarly literature encompasses the evidence from non-western, developing countries.Despite the extensive literature, there remain unexplored questions and emerging topics.
