Abstract:Through the comparison and Analysis of current medical security system between China and Australia,Combining with the present situation of medical and health development in China,We Analyse the current medical security system from the different angle of view.Because of restricted and influenced by the macro economic system,coupled with the regional characteristics of China is north-south span,economy,culture and other regional development imbalances,there are many problems in China's medical insurance system: The overall level of security system is not high,people pay large gap,adaption lacked of liquidity,The sustainability lacked of guarantee etc.Our country had draw lessons from and absorbed the advanced experience of foreign countries,established of a national,and everyone enjoys the medical security system,but how to further improve our current system of the continuous development,promote China's medical and health undertakings,puts forward corresponding countermeasures and suggestions: We should Establish a sound,sustainable health service system,learn from Australia's successful experience and combined with China's national conditions,increase capital investment,simplify the reimbursement process and constantly improve the modern medical security system in our country;strengthen the training of general practitioners,solve the " Medical treatment is difficult,expensive medical treatment" to a certain extent.The improvement of modern medical security system in China is a big project related to the beneficial to the people's livelihood,complex and systemic.The reform of China's medical security system is facing a huge challenge.only to speed up the pace of economic development,learn and absorb more foreign successful experience,and constantly improve the medical security system in China,we can realize the universal free medical and health security system.

Abstract:According to the strategic aim of establishing the health care system through Universal Coverage,the status of medical assistance will be weakened.Medical assistance is designed only for people whose poverty caused by diseases and other special group.However,the medical security system which is dominated by social insurance cannot solve the problem of medical expenditure for the poor radically.Therefore,medical assistance will still play an important role until the health care system through universal coverage is established.At present,the medical assistance does not fully defuse disease risks,because of the unclear concept of medical assistance.Based on the aim of establishing health care system through universal coverage and medical reform,this paper defines some basic concepts,such as the basic risk,the minimum demand and government responsibility.Then starting with the social risk defused by medical assistance,it analyses the basic risk which still should be defused by medical assistance when realizing the aim.Taking the new social assistance system which covers urban and rural in Zhejiang for example,this paper discusses two key problems when the concept of medical assistance is positioned,for promoting equity and efficiency.

Abstract:The low-income as well as those falling into poverty resulting from illness and physical disability,usually regarded as medically vulnerable,are in great need of medical security.This article described the systems of basic medical insurance,medical assistance and supplemental medical insurance of Shanghai in details,discovered the challenges confronted by the systems in terms of coverage,health demand,equity and efficiency.Finally,the directions and strategies of development were proposed,including the ways to strengthen role definition and integration of the systems,to link expenditure with income to distinguish the objects,and to pay more attention to those who join the residential medical insurance and to the demand in the basic health care and chronic diseases.

Abstract:Medical assistance systems are an integral part of the health security system and they represent the integrity and adequacy of health risk protection. The overwhelming majority of developed countries have already es-tablished medical assistance systems to improve the accessibility of healthcare services and provide catastrophic pro-tection for families, especially for the poor. The paper conducts a comparative study of typical foreign medical assis-tance systems, where in the general method by which developed countries embed catastrophe protection mechanisms into public healthcare security systems and provide tilt protection to the needy is described. Medical assistance is pro-vided on a means-test basis and the development of private health insurance is encouraged to alleviate pressure on the public side. Corresponding implications for China are also warranted, including the provision of tilt protection to the needy, to re-define objects and standards of medical assistance, and enhance the coordination of different medical se-curity systems.

Abstract:This study introduced medical insurance system for urban and town residents in some cities,and analyzed adverse selection problem caused by high risk of the safeguarded object and forms taken by the voluntary participation. It is thought that the gradual integration between the methodology of risk avoidance and the medical insurance system of urban and town residents is easy to take mandatory measures for dispersing risk.Therefore,the following suggestions were put forward: firstly,the national and integrated suggestions on implementing and guiding are introduced to improve level of overall planning;secondly,the government strengthens investment to public health and community health services.

Abstract:Rural in medical care one of most important problems in China since it relates to the health care of over half of China's population. Under such severe circumstances, China's government started to bring new rural cooperative medical care system into effect since the beginning of 21st century. It had been six crucial years until 2003 for The New Rural Cooperative Medical System (NRCMS) , which has achieved good results. But the system has been encountered lots of problems and need to be continuously improved as an innovative one.This article analyzes the present situation of the medical security system in the China, which consists of two chapters. The first is to explain the medical system of China in terms of setup, development, promotion and decline from historical point of view. The second is to investigate the implementation and problems of the new rural cooperatives medical system. As most of the farmer does not trust the NRCMS, and safeguard level it seems difficult for the cooperative medical treatment has difficulties to adapt various medical safeguard demands.

Abstract:Nowadays, the shortage of the binary systems of society security is becoming more obvious in its innovation and practice. This paper is based on the expatiation of the strategic sense of the construction of urban-rural Harmonious social security system, and the referencing the development experience and revelation of foreign social security systems. With synthetically utilizing theories and technology means, such as social security basic theory, demography, actuarial science, life-table method and system simulation, the "Three-Step" covering strategy theory from urban to rural area of social security system is presented in this paper. The research explains how to alter the actual binary system to the future Harmonious system of social security. "The First Step" is that the social security system covering urban and rural area will be realized in 2020. It adheres to the principle of "Wide-Covering, Levels-Dividing, Different and Continual" and its backbone is to establish new rural social security system. "The Second Step" will be taken during from 2021 to 2035. The main task of this step will aim at founding a social security linking urban and county in grand regions divided into three parts: East, Middle and West. It takes the concept of "making overall plans while taking all factors into consideration, and dynamically linking" and the parameters of pension substitute rates and yield ratios. "The Third Step" is to try to realize the harmony social security system stably before the century celebration of PRC in 2049. The security system will link the region in the range of the whole state in stead of the three grand regions.

Abstract:Objective:To analyze the current situation of allocation and utilization of major medical equipment in China and make policy recommendations.Methods:Literature review and field survey methods were used to achieve the purpose.Results:The utilization of major medical equipment in the inpatients was higher than that in the outpatients.The service amount of CT was the biggest and service amount of major medical equipment decreased from east to west.Utilization efficiency varied among sample provinces(city),and positive detection rate was generally high.Excessive use and under use coexisted.Macro distribution and utilization management need to be improved.Conclusion:The macro-governance policy on major medical equipment should be optimized during the new health system reform.Some mechanisms for major medical equipment should be developed and improved,including distribution,investment,monitoring and evaluation.

Abstract:China has become an aging society faced with difficult challenges. However, the country’s endowment system is still in the infant stage, and the pension problem has become one of the major problems that need to be solved promptly. Based on China’s national policies, this paper proposes a “Medical-and-Care Wisdom Linkage” pension system with a large hospital for diagnosis and treatment as the centerpiece. This system can connect institutional pension models, community pension models, and family pension models by means of the Internet. At the same time, the system uses new cloud-based artificial intelligence for diagnosis and rehabilitation. Related practice has proven that using the Internet, advanced artificial intelligence, and other effective comprehensive treatment technologies to solve the current problems of China?s pension industry has important research value. These are also very promising efforts that are in line with national development strategies and relevant policies.

Abstract:With the analysis on the several oustanding issues of china’s medical financing assistant system (MFAS) in the urban and rural areas, this paper discusses MFAS itself location in the china’s multi-level medical security system and corresponding reform principles. On the basis of that, it provides some policy suggestions of establishing and developing a new MFAS, such as extending the MEAS’s coverage to disadvantaged groups, building up the supplementary medical insurance system, and accelerating related law and regulation system construction process.
