Abstract:Climate change, characterized by fluctuations in temperature and precipitation, presents significant challenges to household welfare. This study offers novel insights into how climate change influences household energy poverty. Leveraging data from the 2015 and 2018 China General Social Survey, we apply clustering analysis and a pseudo-panel data model to investigate the effects of temperature and precipitation variations on both the incidence and intensity of household energy poverty, as well as the mechanisms driving these outcomes. Our findings reveal that climate change, manifested in widening temperature deviations and increasing precipitation, significantly heightens both the incidence and intensity of household energy poverty. Specifically, urban households and those in southern regions demonstrate greater vulnerability to amplifying temperature fluctuations, whereas rural households, northern residents, and low- to middle-income groups are more susceptible to the impacts of precipitation changes. Rising temperature deviations exacerbate energy poverty by driving up energy demand, while increased precipitation intensifies it by augmenting off-farm labor transfers. However, temperature and precipitation changes can also mitigate poverty by boosting crop yields. This study is the first to incorporate precipitation changes into the energy poverty discourse. The findings underscore the critical need to account for climate change when devising policies aimed at addressing household welfare loss and alleviating energy poverty.

Abstract:Based on cross‐country data from 2002 to 2019, we explore the impact of climate change risk (CCR) on energy poverty (EP), and the moderating role in the CCR–EP nexus is also discussed. The empirical results suggest that CCR can exacerbate EP, especially for rural areas. Moderating effect analysis shows that financial development, technological innovation, and adaptation readiness can modify the negative impacts of CCR on EP to some extent. Moreover, the impact of CCR on EP is heterogeneous, demonstrating that CCR is more likely to exacerbate EP in countries with low economic development, low economic freedom, high carbon intensity, and the Africa region. Our findings emphasize the challenge of balancing EP alleviation with climate change response and provide the policy guidance to promote coordinated development of CCR management and energy supply security.

Abstract:This study aims to investigate the links between China's energy poverty and environmental rules, emphasizing the role of energy storage capacity and energy infrastructure development in alleviating energy poverty. The research emphasizes that implementing tighter environmental regulations increases the cost of living of the household depending on non-renewable energy sources, causing energy poverty. The household survey data collected in China from 2010 to 2020. Moreover, the research emphasizes the energy storage mechanism. In this paper, we examine the potential implications of environmental regulations on residential EE and the mechanism by which such environmental constraints affect energy efficiency, using the passage of China's most recent ecological preservation legislation as an example. Our results show that the most recent environmental preservation regulation has less effect on families that rely on pure electricity. In contrast, it produces higher power loads and more severe EE for families' dependent on impure power. The research further suggests the necessity for considering the environmental and energy impact for policymakers while implementing these policies and these could help handle energy poverty while maintaining ecological integrity.

Energy poverty and household development resilience: Household level evidence from China

Abstract:Energy poverty is a significant challenge facing sustainable human development and a key constraining factor for household development. Based on theoretical analysis, this study utilizes data from the Chinese Family Panel Studies (CFPS) conducted from 2012 to 2020 to analyze the impact of energy poverty on household development resilience and explore its underlying mechanisms through the Bootstrap method. The findings reveal the following: Firstly, energy poverty significantly reduces household development resilience, and this conclusion remains robust after addressing endogeneity issues and conducting a series of robustness tests. Secondly, energy poverty restricts household development by compromising health, educational levels, and internet access. Thirdly, the constraining effect of energy poverty on household development resilience exhibits heterogeneity, with a stronger impact in urban areas than rural areas and in eastern regions than central and western regions. Fourthly, further analysis suggests that the use of solid fuels significantly reduces household development resilience, whereas the utilization of clean energy facilitates the enhancement of household development resilience. This study provides important policy implications for addressing energy poverty and promoting long-term household development, serving as a reference for other developing countries.

Abstract:Along with economic growth, improving the quality of life of its citizens is a focal issue for the Chinese government. Energy poverty—a topic closely related to people’s quality of life—has received global attention. This article focuses on the relationship between marketization and energy poverty, estimating the intrinsic relationship between marketization and energy poverty by constructing panel data using the instrumental variable method. The study reveals a significant upward trend in marketization in China in recent years, with a concomitant decrease in energy poverty. The results confirm that marketization improves the quantity of energy supply and alleviates energy poverty, and that the quality of energy supply is also an effective way for marketization to impact energy poverty. However, this mechanism is mainly reflected in the fact that marketization increases the accumulation of human capital and promotes the use of clean energy, but not in the improvement of energy supply efficiency by marketization. Additionally, marketization-led increase in people’s income alleviates energy poverty. This study adds to the existing literature and provides important policy insights for market-based development and energy poverty reduction.

Abstract:We estimate the casual effect of warmer temperatures on energy poverty in China using a nationally representative household survey from 2014 to 2018. Exploiting daily mean temperatures over the 12 months preceding the interview, we find that warmer temperatures increase energy poverty at the intensive and extensive margins. We find evidence of seasonal effects and that it is unusually warmer springs, rather than hotter summers, that are responsible for our results. We decompose the energy poverty result into the effect of temperature on energy expenditure and the effect of temperature on income. Our results suggest that both channels operate via heat stress, but not cold stress, and that the income channel is relatively more important. We show that one reason why warmer temperatures increase expenditure on energy is that on hotter days households shift leisure activities inside in order to cope with heat stress; hence, consuming more energy.

Abstract:With increasing energy demand, energy poverty (EP) caused by climate extremes is becoming a significant concern in China, which has great differences in geographical environment and social development. This paper aims to quantify the response and uncertainty of EP to climate extremes in China from 2002 to 2021 by integrally using the econometric model, geographically weighted regression, and uncertainty assessment model. The results indicate that EP varies in response to climate extremes in China. Temperature extremes indices CSDI, TXn, and DTR change by 1% will cause EP changes of 0.0020%, − 0.0036%, and 0.0544%, respectively, while precipitation extremes indices R10mm, CDD, and CWD change by 1% will cause EP changes of − 0.0034%, 0.0002%, and 0.0021%, respectively. The responses of EP to climate extremes exhibit heterogeneity. EP responds more to TXn, DTR, R10mm, and CDD in the east coast, except CWD. CSDI affects it more in the southwest and DTR and CWD in the northwest. Moreover, the EP uncertainty under the temperature and precipitation extremes differs considerably, with uncertainties of about 0.47–9.13% and 0.26–76.00%. The results of this study contribute new evidences from China for the response and uncertainty of EP to climate extremes, which can provide useful references for related researches.

Abstract:The relationship between air pollution and energy consumption is a hot topic that is receiving increased attention by industry, regulatory agencies, as well as the public. China is currently undergoing a profound economic and social transition. Since the late 1990s, China's energy production and consumption have undergone an unexpectedly precipitous up-and-down fluctuation, and the related air pollution has changed dramatically. In this study, energy use and the related air pollution during the past years are analyzed and discussed in detail. Further, suggestions on sustainable energy use, air pollution control, as well as CO2 abatement are proposed. By 2003, the total primary energy consumption of China had reached 1678.00milliontons (MT) of standard coal equivalent. As a result, emissions of SO2 and NOX increased to 21.58 and 16.13MT in 2003, respectively. Acid rain pollution worsened nationwide after 2000, with the areas of acid rain remaining stable while some seriously acid rain polluted areas worsened. This implies that more rigorous regulations, standards, and effective economic policies are needed.

Abstract:Eliminating energy poverty is not only a prerequisite for escaping the "energy poverty trap" but also crucial to enhancing the welfare of residents and realising ecological civilization. Income inequality has become an essential challenge affecting China's economic growth and social stability. By integrating Chinese household data for 2016, 2018, and 2020, a mixed-method approach of energy income response modeling, income inequality measurement modeling, and fixed panel modeling is used in this paper to explore the relationship between income inequality and household energy poverty. Further, the mechanism of income inequality on energy poverty and the poverty reduction effect of household income on energy poverty are explored. The results show that income inequality is significantly and positively correlated with household energy poverty, implying that widening income inequality leads to energy "poverty enhancement." In terms of mechanisms, income inequality increases energy poverty by increasing households' willingness to save and reducing energy consumption. The moderating effect analysis shows that the breadth of digital financial inclusion reduces the contribution of income inequality to household energy poverty. The increase in household income will increase the affordability of households, especially the increase in wage income and property income, which can help households lift themselves out of "energy poverty." Therefore, creating sustainable digital ecosystems, incorporating sound government interventions, and providing diversified income channels are key to helping households escape energy poverty.

Abstract:Drawing upon data from the 2018 CHARLS, this paper utilizes MEPI and a 10% threshold indicator to, respectively, assess the energy poverty (EP) status among middle-aged and older adults in China, focusing on the unavailability and unaffordability of energy services. Additionally, an econometric model is constructed to investigate the effects of EP on the health and welfare of middle-aged and older adults. Regression results indicate that EP exerts a significant negative impact on the health and welfare of middle-aged and older adults. This conclusion remains robust after conducting endogeneity and robustness tests, demonstrating its validity. Finally, based on the calculation results, we propose relevant policy recommendations including enhancing energy services for older adults in rural areas, integrating household energy alternatives with targeted poverty alleviation, enhancing monitoring mechanisms, and conducting energy education activities to alleviate EP and improve the quality of life of middle-aged and older adults.

Abstract:Carbon dioxide (CO 2 ) emissions and climate change risk have become constraints on global economic sustainable development. Environmental regulation (ER) is a key method for achieving synergy in CO 2 and pollution reduction in China. This paper is the first study to explore the effects of ER on CO 2 emissions by exploiting the National Environmental Protection 11th Five-Year Plan (NEP11-FYP). The implementation of the NEP11-FYP significantly decreases CO 2 emissions by 19.73% in key environmental cities relative to other cities. Heterogeneity analyses suggest that this negative impact is larger in western cities and cities with more pressure to reduce CO 2 emissions. Scale effects, structural effects, and technical effects might be three potential influencing channels through which ER contributes to the CO 2 reduction effect. In addition, the results of the spatial externality of the NEP11-FYP demonstrate a positive spillover effect in neighboring cities within a distance of 300 km and a negative spillover effect in cities more than 500 km away. Our empirical findings provide policy implications for implementing low-carbon transition strategies and reducing CO 2 emissions.

Abstract:Energy poverty (EP) presents a significant challenge to the global energy system while also hindering sustainable development in various countries. Based on an evaluation indicator system of EP, this paper explores whether green finance (GF) significantly alleviates EP in 30 provinces of China using the method of moment estimation quantile regression (MMQR), and investigates how climate risks affect the relationship between GF and EP. The findings are as follows: (1) GF has a significant alleviating effect on EP. It can provide funding and support for sustainable energy and energy efficiency projects, thereby improving people's energy supply and utilization. GF can alleviate EP at all quantiles, but the degree of alleviation varies. (2) Climate risks have a significant moderating effect on the negative relationship between GF and EP. However, the moderating effect is only significant at the 25th and 50th quantiles. This means that the alleviating effect of GF on EP is severely affected by climate risks, which is more prevalent in provinces with lower and medium EP. (3) This moderating effect indicates the existence of spatial heterogeneity, mainly in the western regions of China. Our findings offer guidance for attaining sustainable energy development and targeted EP reduction.

Abstract:Considering that the forms of representation and consequences of energy poverty differ with national conditions, this study first defined energy poverty in China based on theory and the reality of household energy consumption. Subsequently, new assessment indicators of energy poverty of structural stacking and insufficient application were constructed based on this definition. Using data from Chinese Family Penal Studies (CFPS) 2012 to 2018, the study then validated the adverse impact of energy poverty on academic performance of school-age children in Chinese households. And the robustness of the finding is established through the instrumental variables approach. The key findings of this study are: (1) Energy poverty in households has a lasting impact across generations, which acts as an important constituent of human capital development in offspring. (2) Energy poverty influences knowledge acquisition by impacting the time allocated, health and fundamental competencies. (3) There is a rural-urban gap in the effects and the underlying mechanisms. These findings offer new perspectives on multidimensional poverty in developing countries. They also shed light on the intergenerational consequences of energy poverty and provide new evidence highlighting the importance of effective energy poverty management.

Abstract:This article utilizes three data envelopment analysis-based models: a no environmental regulation model, a weak environmental regulation model and a strong environmental regulation model to reveal the impact of environmental regulation on China’s regional total-factor energy efficiency (TFEE) during the period of 2003–2010. To take a further step, these three models are adjusted for calculating the correspondingly macro-economic cost of environmental regulation. The estimation results show that at present, the level of China’s environmental regulation is relatively low, and an enhancing of environmental regulation would lead to a sufficient increase of China’s regional TFEE with an enormous economic cost as its price. That means in China, the nationwide environmental stress is high, and the regulation cost is very huge. Strengthening environmental regulation would inevitably have some negative influences on China’s economy in the short run. Based on our findings, some corresponding policies are also proposed in this article.

Abstract:The complex and severe problem of energy poverty seriously affects the health and quality of life of residents and poses a significant challenge to the country's macroeconomic development. The purpose of this paper is to analyze the spatial distribution of energy poverty and the characteristics of regional differences in 30 provinces in mainland China from 2008 to 2019 by constructing an energy poverty evaluation index system and explore the main reasons for the gap between energy poverty regions in China from the perspective of "relational data." The results show that the spatial distribution of energy poverty in China is "high in the west and central area and low in the east," and the spatial pattern is relatively stable. From the perspective of the time dimension, the problem of energy poverty in China has been alleviated during the sample period, and the overall gap in energy poverty has shown a decreasing trend. The difference in energy poverty between regions is the primary source of the overall gap, but its contribution is gradually decreasing. The empirical results suggest that reducing the imbalance of industrial structure, energy price, and energy investment among regions can effectively narrow the inter-regional energy poverty gap. Moreover, there are differences in the dominant factors that determine the difference in energy poverty within the eastern, central, and western regions. In this regard, it is recommended to further improve the relevant policies in developing new energy sources according to local conditions, reasonably increasing energy construction investment, strengthening technological innovation, establishing financial guarantee mechanisms, and guiding residents to consume modern, clean energy.

Abstract:The research aims to determine the nexus of energy projects retrofit and poverty under two scenarios: energy project cost estimation and energy price determination. Households in rural areas of northern China are now required to switch from coal to cleaner heating options, including natural gas and electricity, as part of a government-led clean heating initiative. This initiative significantly increased the heating expense for participating homes, even when substantial subsidies were applied. We surveyed a large number of northern Chinese households to learn more about the rise in energy insecurity that has been attributed to government action. Our research shows that switching to electricity and gas from coal considerably worsens energy poverty in several ways, whereas switching to clean coal improves the situation. According to an econometric study, changes in energy poverty reveal heterogeneity in several ways. There is little change in Beijing, while the considerably less developed province of Hebei to the north sees a 75% rise. Energy poverty is more common in families with poorer incomes, lower levels of education, and smaller sizes. People who lack resources to insulate their homes will feel the effects more acutely. These results support the idea that low-income families would suffer disproportionately under a "one policy for all" mandate. For policymakers working on energy transition strategies for a low-carbon economy, it highlights the need to consider the distributional impact.

This study examines the relationship between marketization and energy poverty by constructing provincial-level panel data using the fixed effect model. To address endogeneity, the instrumental variable method is further employed. The study obtains two major findings. First, the study reveals a significant upward trend in marketization in China in recent years, with a concomitant decrease in energy poverty. Here, the causal (and negative) effects of marketization on energy poverty are identified. Second, the mechanism analysis shows that this effect operates through (i) improvements in the quantity of energy supply (rather than energy supply efficiency), (ii) the accumulation of human capital that promotes the use of clean energy, and (iii) an increase in people’s income. This study makes three key contributions. First, it empirically analyzes the impact of marketization on energy poverty from a macro-perspective. Second, it systematically discusses the pathways through which marketization operates. Third, drawing on several theories, it provides a deeper understanding of the theoretical connection between marketization and energy poverty.

Abstract:This paper aims to study the gender inequality in the health impacts of energy poverty. Using the Chinese Family Panel Studies (CFPS) 2018 data, we examine the gender heterogeneous effects of energy poverty on residents' health. The empirical results indicate that energy poverty would increase the ratio of respiratory disease, hospitalization as well as the healthcare expenditure. The effects are moderated by housework time. Moreover, we explore the gender inequality of the health impacts and find that women's health is more severely impaired and the effect of gender inequality is heterogeneous between urban and rural areas. We further investigate the historical origins of intra-household division of labor and reveal that the root of gender inequality in the health effects of energy poverty is status inequality. The government should give the first priority to energy poverty alleviation through modern energy network construction. Providing the energy-deprived families with ventilation equipment and medical insurance should be considered as the next step. Finally, it is imperative to eradicate urban-rural dual structure and legislate to ensure gender equality in the whole society.
