Abstract:Carbon dioxide released from the burning of fossil fuels is a major concern of our times. There is now a political agreement that these emissions must decrease. So far one way forward has been to design and maintain carbon markets. As part of this process, trees in the tropics have been enrolled in peculiar transactions: actions such as reforesting a land of degraded savannah or preserving a piece of forest can produce tradable emission credits to offset against CO2 emissions in distant locations. Based on a multi-sited investigation of carbon offsetting, including fieldwork in the Congo, the paper presents a journey across different marketization sites where the enrolment of forest carbon into market exchanges can be seen to be at stake. Several operations are foregrounded, from United Nations negotiations and the measurement of carbon stocks, to business venture and legal work. The paper proposes a focus on the mundane that attends to details and frictions. This provides a deflationary story of the marketization of forest carbon, a story of contingencies and unexpected ramifications.

Abstract:Climate policy will create both disincentives and incentives for tropical deforestation. Disincentives if the carbon emissions from forest clearing are priced, as is currently being discussed within the United Nations Framework Convention on Climate Change (UNFCCC); incentives as a price on carbon will increase the demand for carbon-neutral energy sources, including bioenergy, making deforestation for biomass cultivation increasingly profitable. The question is whether the increased cost for forest clearing, through the price on carbon emissions, will be enough to counter-balance the increased profitability of deforestation through the escalating value of agricultural land. In an attempt to answer this question we analyze the profitability of tropical deforestation and subsequent bioenergy production, taking oil palm plantations as an illustrative example. We estimate that deforesting for palm oil bioenergy production is likely to remain highly profitable, even in the face of a price on the carbon emissions from forest clearing. Current efforts to include carbon emissions from tropical deforestation in a future international climate regime, while a step in the right direction, may therefore not suffice as protection for the world's tropical forests. Additional, and stronger, protection measures for the world's tropical forests will still be needed.

Abstract:The opinion piece "The climate change mitigation effect of bioenergy from sustainably managed forests in Central Europe" by Schulze et al (GCB Bioenergy 2020;12:186–197) argues against putting forests into conservation, concluding that that managed forests can help mitigate climate change more effectively than unmanaged forests mainly due to the potential to use end of life wood products as fuel. This is alleged to produce "emission savings" by substituting diesel or other energy use. However, we question some of the assumptions upon which this conclusion is based.

Abstract:Carbon offsets from voluntarily avoided deforestation projects are generated based on performance vis-à-vis ex-ante deforestation baselines. We examined the impacts of 27 forest conservation projects in six countries on three continents using synthetic control methods for causal inference. We compare the project baselines with ex-post counterfactuals based on observed deforestation in control sites. Our findings show that most projects have not reduced deforestation. For projects that did, reductions were substantially lower than claimed. Methodologies for constructing deforestation baselines for carbon-offset interventions thus need urgent revisions in order to correctly attribute reduced deforestation to the conservation interventions, thus maintaining both incentives for forest conservation and the integrity of global carbon accounting.

Abstract:Abstract Carbon finance projects that protect tropical forests could support both nature conservation and climate change mitigation goals. Global demand for nature-based carbon credits is outpacing their supply, due partly to gaps in knowledge needed to inform and prioritize investment decisions. Here, we show that at current carbon market prices the protection of tropical forests can generate investible carbon amounting to 1.8 (±1.1) GtCO 2 e yr −1 globally. We further show that financially viable carbon projects could generate return-on-investment amounting to $46.0b y −1 in net present value (Asia-Pacific: $24.6b y −1 ; Americas: $19.1b y −1 ; Africa: $2.4b y −1 ). However, we also find that ~80% (1.24 billion ha) of forest carbon sites would be financially unviable for failing to break even over the project lifetime. From a conservation perspective, unless carbon prices increase in the future, it is imperative to implement other conservation interventions, in addition to carbon finance, to safeguard carbon stocks and biodiversity in vulnerable forests.

Abstract:As part of the 2015 Paris climate agreement and under its Green Deal, the EU proposes to strongly rely on forests for offsetting its carbon footprint. However, planting trees should be avoided in wildfire prone and drought prone habitats, which are expanding significantly as climate warms across Europe. In favorable habitats, tree planting remains a controversial solution and the risk of using inappropriate material is high in the absence of long-term planning, unfortunately typical of the forest seed and nursery sector. The EU forest tree planting strategy should pay close attention to local land-use issues, to within- and among-species genetic diversity and should adopt relevant, pluri-annual funding schemes and planting contracts rather than letting market opportunities govern the future of forest tree plantations.

Abstract:The paper focuses on the failure to account for the value of standing tropical forests, and of ecosystem services in general, in economic decision-making. This blindness to the values of nature has led to overexploitation, degradation and destruction of tropical forests, which, in turn, has also significantly contributed to greenhouse gas emissions. Forest conservation and restoration has a critical role to play in the fight against climate change and brings a vast array of additional benefits, from security in water, energy, food, health and livelihoods to maintaining biodiversity itself as a core component of our living planet. As first Minister of Environment and Energy under President Oscar Arias (1986–1990), I brought these views into societal decision-making in Costa Rica and here I briefly describe how. This article is part of the theme issue ‘Bringing nature into decision-making’.

Abstract:The longstanding butter vs margarine debate has recently become more complex as the links between margarine, industrial palm oil plantations, and tropical deforestation are made increasingly clear. Yet despite calls for consumers to get informed and take responsibility for tropical deforestation by boycotting margarine or purchasing buttery spreads made with sustainably-sourced palm oil, research in multiple contexts demonstrates that even the most aware, engaged, and rational consumers run into significant barriers when trying to reduce their environmental impacts. This paper supplements important critiques of neoliberal conservation at the site of extraction or intended conservation (Carrier and West 2009; Igoe and Brockington 2009; Bόscher et al. 2012), with empirical research from the other end of the commodity chain. It argues that programs which place faith in the ability of rational consumers to influence conservation outcomes through their choices on the market, neglect significant structural constraints and overestimate the efficacy of market choices. While careful to recognise the importance of civic pressure for policy legitimacy, this article also contributes to a special section on rational actors, calling into question the dominant ideology of free and rational choice that undergirds so many market-based conservation programs.

Abstract:Tropical rain forests have suffered badly for many decades owing to human exploitation and deforestation and, more recently, climate change. The rapid decline in rainforests that are teeming with life has had scientists and environmentalists worrying not only about the loss of biodiversity, but also about how the disappearance of huge areas of forests will impact on regional and global climate. After nearly a century of destruction, tropical rain forests in Africa and South America have now reached a critical point at which they could either disappear altogether or slowly recover. However, there are signs that the rate of decline can at least be halted and even reversed. The future depends not just on government actions and inhabitants, but also further research on these delicately balanced ecosystems: Recent studies have suggested that a global temperature rise of 4°C would represent an irreversible tipping point for rain forests beyond which there would be no return [1]. At least such warnings have been headed by some governments, most notably in Brazil, which has achieved a dramatic decline in deforestation rates during the past 13 years after 50 years of rapid loss. At the peak of deforestation in 2004, 27,400 square kilometers of Amazon rainforest was cleared per year, while 2014 forest clearance had decreased to around 5,000 square kilometers, according to Brazilian government figures (http://www.obt.inpe.br/prodes/index.php). ### Protect and replant Yet, there is no cause for complacency. Most of that decline in deforestation has been attributed to Brazil and has not been matched in most other countries. Abstract:California's Cap-and-Trade Program sets a limit on the major sources of greenhouse gas emissions and allows a portion of excess emissions to be offset through purchase of credits for climate benefits accrued elsewhere. Badgley et al. (2021, Global Change Biology, https://doi.org/10.1111/gcb.15943) describe how the use of mean forest carbon stocks from ecological supersections can create perverse incentives for project developers, potentially leading to over-crediting and nonadditional offsets. Carbon markets remain a valuable tool in combating climate change, but ensuring projects' additionality is of critical importance to effective carbon mitigation. Badgley's article should serve as a call to action to redouble efforts at integrating the latest carbon science into effective and timely policy solutions.

Abstract:In an interval of just 1-2 decades, the nature of tropical forest destruction has changed. Rather than being dominated by rural farmers, tropical deforestation now is substantially driven by major industries and economic globalization, with timber operations, oil and gas development, large-scale farming and exotic-tree plantations being the most frequent causes of forest loss. Although instigating serious challenges, such changes are also creating important new opportunities for forest conservation. Here we argue that, by increasingly targeting strategic corporations and trade groups with public-pressure campaigns, conservation interests could have a much stronger influence on the fate of tropical forests.

Abstract:Global demands for agricultural and forestry products provide economic incentives for deforestation across the tropics. Much of this deforestation occurs with a lack of information on the spatial distribution of benefits and costs of deforestation. To inform global sustainable land-use policies, we combine geographic information systems (GIS) with a meta-analysis of ecosystem services (ES) studies to perform a spatially explicit analysis of the trade-offs between agricultural benefits, carbon emissions, and losses of multiple ecosystem services because of tropical deforestation from 2000 to 2012. Even though the value of ecosystem services presents large inherent uncertainties, we find a pattern supporting the argument that the externalities of destroying tropical forests are greater than the current direct economic benefits derived from agriculture in all cases bar one: when yield and rent potentials of high-value crops could be realized in the future. Our analysis identifies the Atlantic Forest, areas around the Gulf of Guinea, and Thailand as areas where agricultural conversion appears economically efficient, indicating a major impediment to the long-term financial sustainability of Reducing Emissions from Deforestation and forest Degradation (REDD+) schemes in those countries. By contrast, Latin America, insular Southeast Asia, and Madagascar present areas with low agricultural rents (ARs) and high values in carbon stocks and ES, suggesting that they are economically viable conservation targets. Our study helps identify optimal areas for conservation and agriculture together with their associated uncertainties, which could enhance the efficiency and sustainability of pantropical land-use policies and help direct future research efforts.

Abstract:Defaunation of tropical forests, particularly from unsustainable hunting, has diminished populations of key seed dispersers for many tree species, driving shifts in forest community composition toward small-fruited or wind-dispersed trees with low wood density. Such shifts can reduce aboveground biomass, prompting calls for overexploitation to be included in bioeconomic policy, but a synthesis of existing literature for wildlife impacts on carbon stores is lacking. We evaluated the role of wildlife in tropical forest tree recruitment and found that it was critical to tropical forest carbon dynamics. The emerging financial value of ecosystem services provided by tropical forest fauna highlights the need for carbon-based payments for ecosystem services schemes to include wildlife protection. We argue for three cost-effective actions within carbon finance schemes that can facilitate wildlife protection: support land security opportunities for Indigenous peoples and local communities; provide support for local people to protect forest fauna from overexploitation; and focus on natural regeneration in restoration projects. Incorporating defaunation in carbon-financing schemes more broadly requires an increased duration of carbon projects and an improved understanding of defaunation impacts on carbon stores and ecosystem-level models. Without urgent action to halt wildlife losses and prevent empty forest syndrome, the crucial role of tropical forests in tackling climate change may be in jeopardy.

Abstract:<div> The announced goal of reversing the European trend toward a declining land carbon sink has garnered much ink. Words can, however, be misleading. Annual additions/contributions (sinks) to the land carbon sink (stocks) from growing forest and increasing forest cover have slowed marginally in recent years. However, the existing European land forest sink (stocks) has (have) expanded continuously across most or all of the 20th century and on into the 21st. More importantly perhaps, EU Member states with significant long-term investments in the forestry sector have historically witnessed strong forest expansion and notmerely with the initiation of international attention to climate change mitigation through the UNFCCC negotiating and climate commitment framework. In this context, frequent assaults on forestry from multiple directions are cause for some bewilderment. We first highlight weaknesses in claims of increased forest use intensity and illustrate that forestry in the Nordic countries has a remarkably small and stable footprint over the 20th and 21st centuries. Addressing the second problem, however, understanding why such attacks occur in the first place, is more complex. Methodologically speaking, challenges to forestry should presumably be balanced by an understanding of the many human welfare benefits forests and the practice of forestry currently provide, as well as the costs of relinquishing those practices. Perhaps due to strong preferences among NGO&#8217;s and in parts of the academic community for natural, untouched, biodiverse forests, the benefits of forestry and forest resource use are consistently under-appreciated. Striking a balance between the desire for natural and biodiverse-rich forest environments on the one hand, and the climate change mitigation (and adaptation) benefits of forestry, forest resource use and substitution on the other is presumably a political and socio-economic necessity. The real question may be to what extent bias in favor of the &#8220;natural&#8221; may ultimately disrupt real, measurable progress toward effective climate change mitigation? Continuous, positive mitigation-related contributions to the growing European land cover sink (stocks), as well as to the global carbon budget (through annual net removals and substitution), have been and should remain the norm. These goals ultimately require an aggressive EU LULUCF strategy capable of fully mobilizing forest and forest resource use in favor of the goal of climate change mitigation (and adaptation). </div>

Abstract:Interest in forest-based carbon storage has led to growth in financing for carbon forestry. Most financial strategies rest on strong assumptions which are not valid in many parts of the world. We use cases drawn from tribal forestry in the US and government forestry in India to illustrate how carbon finance relies on the presence of enforceable rights, representative and accountable institutions, clear incentives, and symmetrical power relations. In the absence of these conditions, carbon finance provides perverse incentives that undermine biodiversity and human rights without storing carbon. We suggest that for forest-based carbon storage to be successful, more attention needs to be paid to underlying political reforms, as well as to policies that are not reliant on finance.

Abstract:Society is confronted by interconnected threats to ecological sustainability. Among these is the devastation of forests by destructive non-native pathogens and insects introduced through global trade, leading to the loss of critical ecosystem services and a global forest health crisis. We argue that the forest health crisis is a public-good social dilemma and propose a response framework that incorporates principles of collective action. This framework enables scientists to better engage policymakers and empowers the public to advocate for proactive biosecurity and forest health management. Collective action in forest health features broadly inclusive stakeholder engagement to build trust and set goals; accountability for destructive pest introductions; pooled support for weakest-link partners; and inclusion of intrinsic and nonmarket values of forest ecosystems in risk assessment. We provide short-term and longer-term measures that incorporate the above principles to shift the societal and ecological forest health paradigm to a more resilient state.

Abstract:Along with the accumulation of atmospheric greenhouse gases, particularly carbon dioxide, the loss of primary forests and other natural ecosystems is a major disruption of the Earth's system and is causing global concern. Quantifying planetary warming from carbon emissions, global climate models highlight natural forests' high carbon storage potential supporting conservation policies. However, some model outcomes effectively deprioritize conservation of boreal and temperate forests by suggesting that increased albedo upon deforestation could cool the planet. A potential conflict of global cooling vs. regional forest conservation could harm environmental policies. Here we present theoretical and observational evidence to demonstrate that, compared to the carbon-related warming, modeling skills for assessing climatic impacts of deforestation is low. We argue that estimates for deforestation-induced global cooling result from the models' limited capacity to account for the global effect of cooling from evapotranspiration of intact forests. Specifically, transpiration of trees can change the greenhouse effect via small modifications of the vertical temperature profile. However, due to their convective parameterization (which postulates a certain critical temperature profile), global climate models do not properly capture this effect. This may lead to an underestimation of warming from the loss of forest evapotranspiration in both high and low latitudes. As a result, conclusions about deforestation-induced global cooling are not robust and could result in action that immediately worsened global warming. To avoid deepening the environmental crisis, these conclusions should not inform policies of vegetation cover management, especially as studies from multiple fields are accumulating that better quantify the stabilizing impact of natural ecosystems evolved to maintain environmental homeostasis. Given the critical state and our limited understanding of both climate and ecosystems, an optimal policy with immediate benefits would be a global moratorium on the exploitation of all natural forests.
