Abstract:The foundation was set by early industrialization, post-1949 emphasis on heavy industries, and post-1978 economic reforms.China emerged as a significant exporter of steel in the 21st century due to several factors that enhanced its competitiveness. These factors include the presence of abundant reserves of iron ore, a substantial labour force, and developments in technology. As a result, China successfully debunked the prevailing notion of relying solely on domestic resources and established itself as a prominent player in the global steel market. This paper examines China's global steel market dominance due to historical foundations, economic reforms, and competitive advantages. This study employs the H-O model and the supply and demand model, utilizing secondary data from various sources. The samples for this study include China's total population, China's GDP, Australia, and Europe and the United States. The type of data utilized in this research is secondary data, and it involves characteristics such as bar charts to observe the steel industry's development in China, Australia, and Europe and the United States. The data encompasses steel resource content, total steel import and export, total steel production, and the environmental policy stringency index. This paper proposes a novel avenue for future research, focusing on the integration of environmental factors into models explaining international steel trade dynamics. The investigation aims to shed light on the influence of environmental standards on trade patterns and, consequently, advance our comprehension of China's position within the global steel market.

Analysis of the Effect of Adjusting Export Rebate Rate on China's Steel Export

Abstract:China is a big steel manufacturer and trading country in the world,and at the same time,is confronted with lots of problems,like high investment,high emission and so on. During Eleventh Five-Year period,the export rebate policy was used by the government,to restrict the export of heavy energy consumption,heavy pollution and resource-related products. Based on reviewing the adjustment process of the export rebate rate on China's steel industry since 1994,this study evaluates the effect of adjusting export rebate rate on China's steel export,by using an econometrics model and monthly data from 2004 to 2010. The results show that there is a long-term and slightly positive relation between the export rebate rate and steel export in China, but the short-term effect of it is statistically insignificant; and the foreign demand factor,which is statistically significant in both long-term and short-term effect,is the biggest positive stimulus on steel export; and the exchange rate factor and price factor,which only have long-term effect,are the second.

Abstract:Despite a number of adverse factors, China's steel industry has maintained a rapid growth trend. China continues to consume two-thirds of the world's iron ore, the majority of which is imported. In this context, Chinese steel companies have begun to consider integrating their supply chains to increase efficiency and lower costs. However, the increasingly volatile international environment makes this an extremely risky proposition. As a result, the issue of how Chinese steel producers should participate in global supply chain integration has emerged as a critical research question that requires investigation. In this paper, we examine the supply chain integration problem using a typical China-Australia steel trade as an example. Specifically, we discuss in detail whether relevant firms should continue to promote supply chain integration in the Chinese-Australian steel industry, as well as the decision boundary of influence, using evolutionary game theory and policy risk cost factors. The empirical analysis demonstrates that policy risk has a range of effects on different types of steel firms. Even when international tensions are considered, smaller steel companies may retain a greater willingness to integrate their supply chains. Overall, the above findings can provide necessary decision support for enterprises to formulate supply chain management strategies.

Abstract:Trade in intermediate goods has become a significant feature of the international economy. Nevertheless, questions regarding price negotiation and the determinants of importing firms' profitability remain unanswered. Using firm-level data, we attempt to address these issues in the context of the Chinese steel industry. Despite being the largest producer of steel in the world, the Chinese steel industry has maintained a very low level of profitability. This paper suggests that the low profitability of Chinese steel producers results from the abnormally high degree of market segmentation in China. Using a recently developed econometric method in panel data spatial analysis, we explain the level of geographic fragmentation in the Chinese steel industry. Our results reveal that local steel production depends only on local demand rather than on cross-regional demand. Production is responsive, as a 10% increase in local GDP induces more than 8% increase in local steel production, while the cross-province spill-over demand is insignificant under several reasonable model specifications. Less efficient firms survive because of the segmented market. As a result, Chinese steel producers realize lower profit in the face of high input prices.

Finally, based on the analysis of the influencing factors, it puts forward targeted feasible countermeasures to improve the export competitiveness of mechanical and electrical products.

Abstract:The issue of overcapacity has become an unavoidable challenge in the rapid development of nations, constraining economic progress, particularly within industries like steel, coal, and cement. This study, using the example of the Chinese steel industry in the context of supply-side structural reform, employs data envelopment analysis (DEA) models to measure capacity utilization, and ordinary least squares (OLS) models to investigate the impact of capacity reduction policies on the steel industry's capacity utilization pathways. The research findings indicate that capacity reduction policies have a significantly positive impact on the capacity utilization in the steel industry. They enhance capacity utilization through four pathways: "equipment optimization and upgrade", "enterprise mergers and restructuring", "technology innovation-driven", and "environmental protection regulations". Among these, "technology innovation-driven" and "environmental protection regulations" play predominant roles, while the effect of "international market expansion" on increasing capacity utilization in the steel industry is not significant. To ensure the sustained effectiveness of capacity reduction policies, the nation should continue to strengthen the "technology innovation-driven" and "environmental protection regulations" pathways. Additionally, it should activate the "national market expansion" pathway, fully exploring the potential for international cooperation to achieve improved capacity utilization in the steel industry.

Abstract:Although as a big and commonly-recognized country of iron and steel,China has an obviously low market centralization.It has become a basic objective for the policy of national steel industry to enhance industry concentration,promote business merger and recombination and improve international competitive power.However,according to former experience,it does not work well to reorganize by relying on administrative orders.With the largest consumption of world iron and steel,the expanding domestic market of China has not completely merge into the big international market.Vast market demands encourage the survival and development of Chinese businesses.Although Chinese government can temporarily resist the merger by foreign capital,it is still not realistic to expect our steel businesses to possess exclusively this noticeable high-increasing market nor does it conform to our long-lasting policy of reform and opening-up,which means that our steel businesses will be confronted with the competition with international steel businesses.

Abstract:Actively expanding the export of machinery and electronic products, improving the export product composition is one of our important goals for foreign trade export strategy, standard quantitative analysis of the economic benefits of the export of electromechanical products is an important annulus to achieve this goal ,for a long time, due to domestic and foreign different price system and electromechanical products processing level changes a lot , how the economic benefits of China's export of electromechanical products, there still has been a different understanding. To the country, exports machinery and electronic products is at a loss, while others think, for instance, exports machinery and electronic products is false loss, they are the countries tax in exports of machinery and electronic products. Whether has the ability to compensate for the price system and the unreasonable exchange rate or not? It is difficult to answer this question accurately without quantitative estimates, thus it is difficult to make perfect evaluation of the economic benefits of the export of electromechanical products.

Abstract:The paper presents an in-depth case study of the Shanghai Baosteel Group as a contribution to the overall assessment of the competitiveness and catch-up capability of the Chinese national champions after China's WTO accession. Significant competitive advantages of the firm in the domestic industry are identified, with cautionary remarks concerning the future stiff competition with the global steel giants. Through detailed examinations of the corporate governance mechanism and the industrial policy implementation in Baosteel and the whole steel sector, the paper sheds light on the institutional and policy challenges that the Chinese government has to face in building up its big businesses. It is concluded that whether Baosteel could emerge as a globally competitive steel firm depends critically upon the effectiveness of both the further reform of the state-dominated corporate governance system and the improvement of the industrial policy enforcement.

Abstract:Since 1994, electromechanical products have been the most export products in China. With the sustainable and quick export growth of the electromechanical products, trade protective measures on electromechanical products in the international market are becoming more and more intensive. Based on the new situation, the paper used the cost-benefit method of economics to analyze the influence of trade protective measures on electromechanical products export. Firstly, the paper generalized the kinds of trade protective measures affecting Chinese electromechanical products export; secondly, analyzed the influence of trade protective measures on electromechanical products cost; finally, analyzed the benefit game between customers and electromechanical firms, which made us more clearly recognize the essence of trade protection and provided the helpful thoughts for the electromechanical firms successfully responding to trade frictions.

Abstract:The EU Carbon Border Adjustment Mechanism (CBAM) has decided to impose carbon tariffs on some imported goods after 2026 based on their embodied carbon emissions. And China, as the fourth largest steel importer in the EU, its foreign trade in steel will undoubtedly be affected. The Multi-regional Input-output and Single-regional Input-Output models were used to calculate the embodied carbon in China's steel exports to the EU from 2000 to 2020. Under the current development scenario, the EU carbon tariff rate in 2034 will reach about 5.5%, exceeding the average profitability of steel in recent years. In order to reduce carbon tariffs, a strategy to accelerate the development of carbon reduction capacity is proposed from the perspective of reducing embodied carbon. Meanwhile, considering the development trend of the tradable green certificate system and the controversial nature of CBAM in the WTO framework, a countermeasure to promote green certificates offsetting carbon tariffs is proposed from the policy perspective, and the cost increase rate generated by this measure is calculated with the scenario settings, and the cost increase rate is only 1.1% under the best situation.
