Abstract:The product-service system (PSS), in which customers pay for a product's functionality, is the common business model in a circular economy (CE). Digital technology (DT) is considered to be a crucial enabler of a PSS that facilitates CE integration in businesses. While discussions concerning the capacity of DT to overcome the main challenges posed by CE are growing, the specific evolution path of a PSS that can evolve to the level required by a CE and for the development of DT for each PSS type have not been widely explored. This paper reviewed a multiple-case study involving three manufacturing firms that each used PSS in business evolution projects and proposes guiding principles that can be used to support an effective approach to using the PSS to facilitate a CE at the business evolution stage. Moreover, in this systematic approach, DT impacts PSS deployment by acting as an enabler. The results contribute to theory by advancing the discussion exploring the potential relation between business evolution and circular principles through the mapping of PSS types. Explicit knowledge of the design principles behind PSS approaches can be obtained by analyzing this relationship. In addition, precise DT adaptation has been found in this study to be able to integrate toolsets that satisfy a variety of product demands and productivity plans by using specific technology to develop iterations for increasing service quality. From a practical perspective, this paper can help practitioners navigate the evolution of their businesses through the PSS model to enable a CE that is based on their existing digital and business capabilities.

Abstract:The challenges facing the Singapore education system in the new millennium are unique and unprecedented in Asia. Demands for new skills, knowledges, and flexible competencies for globalised economies and cosmopolitan cultures will require system-wide innovation and reform. But there is a dearth of international benchmarks and prototypes for such reforms. This paper describes the current Core Research Program underway at the National Institute of Education in Singapore, a multilevel analysis of Singaporean schooling, pedagogy, youth and educational outcomes. It describes student background, performance, classroom practices, student artefacts and outcomes, and student longitudinal life pathways. The case is made that a systematic focus on teachers' and students' work in everyday classroom contexts is the necessary starting point for pedagogical innovation and change. This, it is argued, can constitute a rich multidisciplinary evidence base for educational policy.

Abstract:Abstract Hitherto marginalized in the extant innovation studies is the role of intermediaries in innovation ecosystems, which require greater coordination and orchestration between manifold organizations. We conduct qualitative research on the Precision Engineering Centre of Innovation to understand how this government-affiliated intermediary in Singapore takes the initiative in shaping an innovation ecosystem through which local/foreign precision engineering firms, government agencies, and multinational corporations harmoniously co-develop advanced manufacturing capabilities. By analyzing the qualitative data through the theoretical lenses of innovation ecosystem and intermediary, our findings reveal that intermediaries nurture ecosystems in four major steps: (1) developing the ecosystem vision, (2) forming the ecosystem community, (3) orchestrating the ecosystem resources, and (4) materializing the new value proposition. Based on this process model, the implications for innovation intermediary research, innovation ecosystem studies, and innovation policy are discussed.

Abstract:Based on investigations of 112 Chinese firms and studies on foreign leading corporations, a theoretical framework of dynamic capabilities-based strategy innovation (SI) is put forward. Several large firms in China winning through SI were studied empirically. This paper complements previous publications on the theories of innovation and strategy. This work's findings will be useful for managers interested in our approach, which highlights the importance of SI and focuses on and points out the major pitfalls in the innovation processes. Implementing the dynamic capabilities-based strategy innovation can effectively cultivate and develop core competences of corporations. It is concluded that implementing SI is the only path for Chinese enterprise growth in the intensified competition in the knowledge economy.

Abstract:Recent theoretical attempts to understand the dynamics of technological innovation have been based predominantly on the theory of localized knowledge spillover which sees technological innovation as the result of inter-firm interactions in the process of industrial clustering. This study introduces a new analytical framework that goes beyond inter-firm knowledge exchange and highlights the significance of the strategies and selectivity of both the state and firms to understand the dynamics of technological innovation in a transitional economy such as China. A comparative study on the strategies and selectivity of central government, local government, and individual firms in both Shanghai and Shenzhen, the two key city-regions in China, has found that difference in the degree of state-firm strategic coordination- or the dynamic process in which firms' innovation-related strategies are coordinated with the ”strategic selectivity” of the central and/or local governments- is a significant factor explaining the regional variation in technological innovation. The Chinese experience demonstrates that the uneven growth of technological innovation has been contingent upon how the state builds a favorable institutional structure and market environment to stimulate, encourage, and support firms' innovative activities and how firms actively respond to the institutional environment created by the state.

Abstract:Purpose This paper aims to present an approach to the knowledge‐based economy that focuses on the developmental synergies between technology (especially information and communication technologies), culture and place (hub) as expressed in the innovative milieu of the inner city. Design/methodology/approach This paper draws on research in city and urban planning, which emphasizes the importance of quality of a place, location or city and the more intentional emphasis given to development of human and cultural resources, which are conducive to innovation, learning, creativity and change in a knowledge‐based economy. Findings Singapore is chosen as a case study of analysis for a knowledge‐based economy in transition because of its developmental approach and strategic shift from one focused on technology‐intensive sectors to one focused on high knowledge‐intensive companies and towards a free‐spirited dynamic creative hub in the making. It displays many characteristics typical of a knowledge‐based economy in which people, their ideas and capabilities are the key sources of wealth and opportunities. Practical implications The paper observes a missing link in the transition from technology to knowledge to culture hub, which might have implications for Singapore's effort towards establishing itself as a cultural industries metropolis, a renaissance city using culture to re‐position its international image as a global city for the arts. Originality/value The originality and value of the paper lie in this analysis, which makes one conclude that, although Singapore's developmental model had created benefits in many ways, it had also negatively constrained its development, particularly in the area of knowledge creation and application to entrepreneurship, innovation and creativity.

Abstract:The Singapore Economic Review, Ahead of Print. This study explores the influence mechanisms of digitalization, servitization strategy and the business model innovation and performance of small and medium enterprises (SMEs). It incorporates the three into the research framework of "innovation support–innovation strategy–innovation process" and presents corresponding research hypotheses. Using a quantitative approach, 468 valid questionnaires were obtained. The empirical results show that digitalization positively affects the service-oriented strategy and business model innovation, and the service-oriented strategy partially mediates the relationship between digitalization and business model innovation. This study guides the digital- and service-oriented transformation of SMEs in China.

Abstract:The dissemination of digital technologies enabled massive data generation and new forms of cooperation. Hence, a new type of innovation named digital innovation emerged. Digital innovation has evolved in different domains and contexts, one of which is called Smart Product-Service System (Smart PSS). Many research works have been done on the development of Smart PSS by leveraging various digital technologies and exploiting its digital capabilities along its lifecycle to generate personalized and innovative solutions. However, there are scarcely any works to explore how the digital innovation process can be manifested to fully exploit digital capabilities throughout Smart PSS development. Aiming to fill this gap, this research provides a theoretical basis for digital innovation in Smart PSS and investigates how it can be in line with the development of Smart PSS from an engineering lifecycle perspective. This work also provides a definition of Smart PSS from the context of digital innovation. A case study on smart office chair is employed to demonstrate the digital innovation process in the usage stage. This work can provide insight and guidance for Smart PSS development and further harness its digital innovation process.

Abstract:The current business context is more and more characterized by innovation capability as a key factor to boost firm's competiveness. Chinese firms are devoting its actions to develop science and technology to innovate their success. Inspired by synergetics and portfolio innovation, we propose that innovation synergy is an important means to reconfigure competencies and reduce the resource deficiency in order to exploit competitive advantage and success. System dynamics is an insightful approach to the problem structuring to investigate and illuminate the synergy effectiveness of innovation. We establish a SD model of a new venture in China to explore the synergy effect from the interaction of different innovation elements. Results show that as technology market, culture, and process innovation input increase, firm could fully exploit the benefits of innovation synergy and favor its growth and success.

Abstract:Purpose In the age of Industry 4.0, digital advancement is reshaping manufacturing models towards product–service systems (PSS). The drivers, readiness and challenges to move to a PSS model are not well understood, and the exploitation of the digital era presents the gap of this research. Design/methodology/approach The research was conducted using semi-structured interviews in six manufacturers. Two forum debates were also conducted to supplement and validate the findings. Findings Social and economic motivations rather than environmental considerations were driving the change to PSS. Digital technologies could be an important driver if manufacturers reached a certain PSS maturity level. A high level of technical readiness was offset by a low level of social investments and the strategic development of human resources. Value co-creation was a main challenge though manufacturers had the advantage of digital connectivity, which indicated new human requirements; the greater the enabling power of digital technologies, the greater the need for advanced human skills. Practical implications Human resource management has underpinned lean models; yet, the role of employees within PSS is underdeveloped despite the impact of staff in exploiting digitalisation and value co-creation. A “learning organisation” and socio-technical fit are required for the “diffusion of innovation” of PSS. Originality/value This research attempted to explore drivers, readiness and challenges for PSS from a socio-technical systems (STS) perspective. Three levels of PSS maturity with STS features were derived from the research, providing guidance for manufacturers.

Abstract:Singapore has achieved great success in economic transformation and industrial upgrading. The four reforms after Lee Kuan Yew took office changed the economic situation of Singapore, which included the development of import-oriented economy, labor-intensive industries, capital-intensive industries, and knowledge-based industries. Finally following the Industry 4.0 era began the development of artificial intelligence technology and innovation reforms. However, Singapore's industrial transformation was still problematic, and over-reliance on international trade caused Singapore's economy to take a hit during COVID19. In addition, Singapore is facing human resource problems, including a growing aging and unemployed population. This paper will analyze the implementation methods and effectiveness of Singapore's economic reforms through the process of economic transformation and review the reasons for Singapore's rapid economic development. Based on the transformation of Singapore's economy, it will also examine the aging population and the impact of COVID-19. Ultimately, we may provide some useful thoughts and lessons for the development of developing countries by analyzing Singapore's successful experience as well as the dynamics and reasons behind it.

Abstract:Singapore's socio-economic success has often been treated as an exception in East Asia, and therefore is of little value for generalisation. However, recent interest in the meanings of productivism and developmentalism in East Asia has reconnected and highlighted the theoretical potential of the Singaporean model. What makes more balanced socio-economic development possible in Singapore, other than the well-known growth factor? This paper argues that this partly lies in the practice of developmentalism through successful institutional integration of selected social policy sectors, manifested in the role of public housing and its amalgamation with social security and economic development. Additionally, since the Singapore government decides to lead in the housing and real estate sector, its policy shapes the urban form, minimising uneven urban development and its effect experienced by many other East Asian economies.

Abstract:The government of Singapore is launching a new university, the Singapore University of Technology and Design (SUTD), that is scheduled to take in its first freshman class in April, 2012. SUTD, in collaboration with MIT and Zhejiang University, is striving to establish a 21st century innovation paradigm that recognizes the synergy between innovation and design. Many aspects of such an exciting development are of interest to engineering educators and particularly to design educators and two are covered in this paper. One challenge addressed in this paper is the possibility for conflicting agendas between design-centric education and the goal of becoming a leading research-intensive university. An overview of research intended to address this conflict that of the International Design Center that is jointly part of MIT and SUTD is given. It is argued that, rather than conflicting, design-centric education and research-intensity are synergistic for a 21st century university. The second challenge discussed in some depth is the setting of 'culture' for the new institution that encourages bold attempts to improve the world through technical innovation ('innovation culture') with breadth in national cultures ('global culture') bridging from Western to Asian perspectives. Relative to the latter item, a central feature is the 'Eastern Cultural' curriculum items being developed by a second SUTD partner university Zhejiang University (Hangzhou, China). The breadth of national cultures and a wide academic disciplinary base as part of the education process are postulated to be enablers for developing a strong 21st century innovation-leadership-culture for the modern research university.

Abstract:Purpose The purpose of this article is to examine, appraise and highlight the significance of promoting innovation in aid of industrial development. Design/methodology/approach A comprehensive range of published literature is critiqued first to understand why industrial development constitutes a major objective of a country's economic strategy and government policy. Then, through a theoretical review of industrial policy works, relevant issues (e.g. how efficient industrial development sustains economic growth) are highlighted for discussion. For instance, the importance of private sector‐led industrial development and the need to adopt a primary focus on innovation‐driven industrial policy. Findings By drawing lessons from the developed world, the article explains why industrial policy‐making must address the pursuit of innovation as a prime mover of economic development; and further outlines the role of government in innovation‐driven industrial policy. As a case study, evolutionary perspectives of Singapore's industrialisation process are elaborated to illustrate a government's role in industrial policy‐making. Research limitations/implications Future research could provide better guidance to address new emergent challenges of industrial policy‐making. Practical implications The discussion on industrial policy issues raised in this article is expected to be of interest to policy makers, industry planners, academic researchers and business practitioners. Originality/value This article offers insights into effective industrial policy‐making for developing nations that may help to transform their economies.

Design will be a great force to promote this transformation. In the future, the responsibility of the design will not only focus on the product innovation, but explore a comprehensive and holistic solution to actively encourage and guide a new concept of values and consumption, thereby contributing to the sustainable socio-economic development in China. This paper describes the concept and method of product service system (PSS) design, and introduces the joint project of Academy of Art and Design of Tsinghua University and NOKIA Research center. In this way, we can nd the designer’s role in the transformation of sustainable society, that is, how to transform from "suppliers in form" to the "coordinator" among various stakeholders.
Building the Ecosystem for Social Entrepreneurship: University Social Enterprise Cases in Singapore

Abstract:There has been limited study on the role of the startup ecosystem in social entrepreneurship. This article addresses the gap by applying a theoretical framework of startup ecosystem to two social enterprises originating from a Singapore university, examining how they engage with stakeholders to create social impact. WateRoam Pte Ltd is a water innovation startup that deploys cost-effective water filtration solutions to rural communities and disaster-hit locations. Tware is a wearable technology startup with a range of therapeutic products for individuals with autism, stress or anxiety. The two cases provide insights on the ecosystem for social ventures in Singapore. The Finance domain is identified as a potential area of improvement, as there is uncertainty on the appropriate growth trajectory for funding. University incubation and mentor networks are found to be pivotal in extending the Markets domain. Finally, this study highlights the Supports domain in the form of university R&D facilities and accelerator programmes that have been instrumental in strengthening connections. Extending beyond the university context, it is evident that infrastructural resources in the ecosystem are crucial. Policymakers may draw on the experience of countries, like Israel, which have successfully built such support facilities to nurture innovation-based social enterprises.
A TRIZ-based product-service design approach for developing innovative products

Abstract:As recent ICT-enabled innovations are becoming increasingly popular, there will inevitably be a need for enterprises to create innovative products and services to help improve people’s daily lives. Although current product-service systems (PSS) envision a future in coupling products and services to co-create more satisfying value for both customers and enterprises, most recent studies focus on a product’s service system design in the context of its use phase rather than a methodical support for implementing entire PSS design. This research aims to address the shifting interest of research and practices in Smart PSS from the viewpoint of product design and development (PDD). It presents a TRIZ-based product-service design approach to assist designers/engineers in developing innovative cyber-physical products (CPP) for use by customers. In the context of COVID-19 pandemic, an empirical study concerning a novel face mask design was conducted to verify the applicability and validity of the proposed design approach. The theoretical frameworks and practical implications of the proposed approach are also discussed.

Abstract:Many post-industrial economies are deemed to have entered a stage where knowledge and innovation are the main determinants of corporate competitiveness and national growth and development. This ‘knowledge-based economy’ has implications for all business activities. Singapore has prepared inter-related concept plans to guide its socio-economic development in the new age. What challenges does the knowledge-based economy pose to the construction industry? How can Singapore develop its construction industry to meet these demands? This paper begins by discussing the features of the knowledge-based economy. It outlines Singapore's strategies for developing a knowledge-based economy, and measures being taken to prepare the construction industry for such an economy, focusing on improvement in practices, integration of the construction process and export of services. It is suggested that other aspects require attention, including corporate development, business networks and procurement arrangements, and that the industry should be more involved in the implementation of these initiatives.

Abstract:This chapter focuses on the learning and catch-up experience of Singapore between 1965 and 2018. It attempts to contribute to both academic and practical policy discussion by examining the critical role of the state, and its determination of the policies, incentives, and institutions that played a crucial role in the pace and direction of learning. Case studies of industrial strategy and upgrading, public housing, and the development of regional transport hubs illuminate the experience of technological learning and policy learning as well as the process of catching up. The experience of past policy failures will also be highlighted. Finally, given the present challenging global and trade environment, relevant lessons for developing countries are drawn.

Abstract:Identifying opportunities for service innovation and exploiting them requires novel capability building in the rapidly changing business environments. This study extends the existing literature on dynamic capabilities in service innovation by operationalizing the capabilities of sensing and seizing new opportunities. The purpose of this chapter is to examine how futures thinking and design thinking can facilitate service innovation from the dynamic capabilities point-of-view. As a result this chapter provides a conceptual framework for service innovation process that is grounded on foresight and service design. To synthesize the literature into a new conceptual framework, this chapter is based on a large body of literature from four burgeoning fields of study: dynamic capabilities, service innovation, foresight, and service design. The key point the chapter wishes to make is that a forward look at new methodological perspectives in service innovation is needed and that integrating the methods and tools of foresight and service design to the service innovation process provides a promising new avenue to future success.
