Abstract:We study non-vanishing of Dirichlet $L$-functions at the central point under the unlikely assumption that there exists an exceptional Dirichlet character. In particular we prove that if $\psi$ is a real primitive character modulo $D \in \mathbb{N}$ with $L(1, \psi) \ll (\log D)^{-25-\varepsilon}$, then, for any prime $q \in [D^{300}, D^{O(1)}]$, one has $L(1/2, \chi) \neq 0$ for almost all Dirichlet characters $\chi \pmod{q}$.

Abstract:Assuming the Generalized Riemann Hypothesis, it is known that at least half of the central values $L(\frac{1}{2},\chi)$ are non-vanishing as $\chi$ ranges over primitive characters modulo $q$. Unconditionally, this is known on average over both $\chi$ modulo $q$ and $Q/2 \leq q \leq 2Q$. We prove that for any $\delta>0$, there exist $\eta_1,\eta_2>0$ depending on $\delta$ such that the non-vanishing proportion for $L(\frac{1}{2},\chi)$ as $\chi$ ranges modulo $q$ with $q$ varying in short intervals of size $Q^{1-\eta_1}$ around $Q$ and in arithmetic progressions with moduli up to $Q^{\eta_2}$ is larger than $\frac{1}{2}-\delta$.

Abstract:Assuming the Generalized Riemann Hypothesis (GRH), we utilize the long resonator method to derive $\Omega$-results for the family of quadratic Dirichlet $L$-functions $L(\sigma, \chi_d)$, where $d$ runs over all fundamental discriminants with $|d| \leq X$ and $\sigma\in [1/2, 1]$ is fixed. This study advances understanding of the maximum size of $L(\sigma, \chi_d)$ within the segment $\sigma\in [1/2, 1]$. In particular, we improve upon Soundararajan's results at the central point and provide a lower bound on the proportion of fundamental discriminants, uniformly within an expected order of magnitude, up to optimal values of the constant for a fixed $\sigma \in (1/2, 1]$.

Abstract:We study the non-vanishing problem for the family of Hecke $L$-functions associated to primitive cubic characters defined over the Eisenstein quadratic number field $\mathbb{Q}(\omega)$. We prove unconditionally that a positive proportion of Hecke $L$-functions associated to the cubic residue symbols $\chi_q$ with $q \in \mathbb{Z}[\omega]$ squarefree and $q \equiv 1 \pmod{9}$ do not vanish at the central point. Our proof goes through the method of first and second mollified moments. The principal new contribution of this paper is the asymptotic evaluation of the mollified second moment with power saving error term. No asymptotic formula for the mollified second moment of a cubic family was previously known (even over function fields). Our new approach makes crucial use of Patterson's evaluation of the Fourier coefficients of the cubic metaplectic theta function, Heath-Brown's cubic large sieve, and a Lindelöf-on-average upper bound for the second moment of cubic Dirichlet series that we establish. The significance of our result is that the (unitary) family considered does not satisfy a perfectly orthogonal large sieve bound. This is quite unlike other families of Dirichlet $L$-functions in the literature for which unconditional results are known: the symplectic family of quadratic characters and the unitary family of all Dirichlet characters $\chi \pmod{q}$. Consequently, our proof has fundamentally different features from the corresponding works of Soundararajan and of Iwaniec and Sarnak.

Abstract:An explicit formula for the mean value of $\vert L(1,\chi)\vert^2$ is known, where $\chi$ runs over all odd primitive Dirichlet characters of prime conductors $p$. Bounds on the relative class number of the cyclotomic field ${\mathbb Q}(\zeta_p)$ follow. Lately the authors obtained that the mean value of $\vert L(1,\chi)\vert^2$ is asymptotic to $\pi^2/6$, where $\chi$ runs over all odd primitive Dirichlet characters of prime conductors $p\equiv 1\pmod{2d}$ which are trivial on a subgroup $H$ of odd order $d$ of the multiplicative group $({\mathbb Z}/p{\mathbb Z})^*$, provided that $d\ll\frac{\log p}{\log\log p}$. Bounds on the relative class number of the subfield of degree $\frac{p-1}{2d}$ of the cyclotomic field ${\mathbb Q}(\zeta_p)$ follow. Here, for a given integer $d_0>1$ we consider the same questions for the non-primitive odd Dirichlet characters $\chi'$ modulo $d_0p$ induced by the odd primitive characters $\chi$ modulo $p$. We obtain new estimates for Dedekind sums and deduce that the mean value of $\vert L(1,\chi')\vert^2$ is asymptotic to $\frac{\pi^2}{6}\prod_{q\mid d_0}\left (1-\frac{1}{q^2}\right )$, where $\chi$ runs over all odd primitive Dirichlet characters of prime conductors $p$ which are trivial on a subgroup $H$ of odd order $d\ll\frac{\log p}{\log\log p}$. As a consequence we improve the previous bounds on the relative class number of the subfield of degree $\frac{p-1}{2d}$ of the cyclotomic field ${\mathbb Q}(\zeta_p)$. Moreover, we give a method to obtain explicit formulas and use Mersenne primes to show that our restriction on $d$ is essentially sharp.

Abstract:We establish an asymptotic formula for the first moment and derive an upper bound for the second moment of L-functions associated with the complete family of primitive cubic Dirichlet characters defined over the Eisenstein field. Our results are unconditional, and indicate that there are infinitely many characters within this family for which the L-function $L(s,\chi)$ does not vanish at the central point $s=1/2$.

Abstract:We compute asymptotic formulae for the mollified first and second moments for the family of quadratic Dirichlet $L$-functions in the function field setting. As an application, we obtain non-vanishing results for the derivatives of the completed $L$-functions $\Lambda(s,\chi_D)$ at the central point $s=1/2$. In particular, we show that the proportion of $\Lambda^{(2k)}(\frac{1}{2},\chi_D) \neq 0$ is $1+O(k^{-2})$ as $k \to \infty$.

Vanishing of quasi-invariant generalized functions

Abstract: Determination of quasi-invariant generalized functions is important for a variety of problems in representation theory, notably character theory and restriction problems. In this note, we review some new and easy-to-use techniques to show vanishing of quasi-invariant generalized functions, developed in the recent work of the authors (Uniqueness of Ginzburg-Rallis models: the Archimedean case, Trans. Amer. Math. Soc. 363, (2011), 2763-2802). The first two techniques involve geometric notions attached to submanifolds, which we call metrical properness and unipotent $\chi$-incompatibility. The third one is analytic in nature, and it arises from the first occurrence phenomenon in Howe correspondence. We also highlight how these techniques quickly lead to two well-known uniqueness results, on trilinear forms and Whittaker models.
Proof of a conjecture of Kudla and Rallis on quotients of degenerate principal series

Abstract:In this paper we prove a conjecture of Kudla and Rallis. Let $\chi$ be a unitary character, $s\in \mathbb{C}$ and $W$ a symplectic vector space over a non-archimedean field with symmetry group $G(W)$. Denote by $I(\chi,s)$ the degenerate principal series representation of $G(W\oplus W)$. Pulling back $I(\chi,s)$ along the natural embedding $G(W)\times G(W)\hookrightarrow G(W\oplus W)$ gives a representation $I_{W,W}(\chi,s)$ of $G(W)\times G(W)$. Let $\pi$ be an irreducible smooth complex representation of $G(W)$. We then prove \[\dim _\mathbb{C}\mathrm{Hom}_{G(W)\times G(W)}(I_{W,W}(\chi,s),\pi\otimes \pi^\lor)=1.\] We also give analogous statements for $W$ orthogonal or unitary. This gives in particular a new proof of the conservation relation of the local Theta correspondence for symplectic-orthogonal and unitary dual pairs.

$P_d$ polynomials and Variants of Chinburg's Conjectures

Abstract:This article provides some solutions to Chinburg's conjectures by studying a sequence of multivariate polynomials. These conjectures assert that for every odd quadratic Dirichlet Character of conductor $f$, $\chi_{-f}=\left(\frac{-f}{.}\right)$, there exists a bivariate polynomial (or a rational function in the weak version) whose Mahler measure is a rational multiple of $L'(\chi_{-f},-1)$. To obtain such solutions for the conjectures we investigate a polynomial family denoted by $P_d(x,y)$, whose Mahler measure has been extensively studied in [34], and [14]. We demonstrate that the Mahler measure of $P_d$ can be expressed as a linear combination of Dirichlet $L$-functions, which has the potential to generate solutions to the conjectures. Specifically, we prove that this family provides solutions for conductors $f=3,4,8,15,20$, and $24$. Notably, $P_d$ polynomials provide intriguing examples where the Mahler measures are linked to $L'(\chi,-1)$ with $\chi$ being an odd non-real primitive Dirichlet character. These examples inspired us to generalize Chinburg's conjectures from real primitive odd Dirichlet characters to all primitive odd characters. For the generalized version of Chinburg's conjecture, $P_d$ polynomials provide solutions for conductors $5,7$, and $9$.

Abstract:We investigate the distribution of values of cubic Dirichlet $L$-functions at $s=1$. Following ideas of Granville and Soundararajan for quadratic $L$-functions, we model the distribution of $L(1,\chi)$ by the distribution of random Euler products $L(1,\mathbb{X})$ for certain family of random variables $\mathbb{X}(p)$ attached to each prime. We obtain a description of the proportion of $|L(1,\chi)|$ that are larger or that are smaller than a given bound, and yield more light into the Littlewood bounds. Unlike the quadratic case, there is an asymmetry between lower and upper bounds for the cubic case, and small values are less probable than large values.

Abstract:We prove an asymptotic formula with four main terms for the fourth moment of quadratic Dirichlet $L$-functions unconditionally. Our proof is based on the work of Li , Soundararajan, and Soundararajan-Young. Our proof requires several new ingredients. These include a modified large sieve estimate for quadratic characters where we consider a fourth moment, rather than a second, as well as observing cross cancellations between diagonal and off-diagonal terms, which involves somewhat delicate combinatorial arguments.

Abstract:In this paper, we give Dirichlet series with periodic coefficients that have Riemann's functional equation and real zeros of Dirichlet $L$-functions. The details are as follows. Let $L(s,\chi)$ be the Dirichlet $L$-function and $G(\chi)$ be the Gauss sum associate with a primitive Dirichlet character $\chi$ (${\rm{mod}} \,\, q$). Put $f (s,\chi) := q^s L(s,\chi) + i^{-\kappa (\chi)} G(\chi) L(s,\overline{\chi})$, where $\overline{\chi}$ is the complex conjugate of $\chi$ and $\kappa (\chi) :=(1-\chi (-1))/2$. Then we prove that $f (s,\chi)$ satisfies Riemann's functional equation appearing in Hamburger's theorem if $\chi$ is even. In addition, we show that $f (\sigma,\chi) \ne 0$ all $\sigma \ge 1$. Moreover, we prove that $f(\sigma,\chi) \ne 0$ for all $1/2 \le \sigma < 1$ if and only if $L(\sigma,\chi) \ne 0$ for all $1/2 \le \sigma < 1$. When $\chi$ is real, all zeros of $f(s,\chi)$ with $\Re (s) >0$ are on the line $\sigma =1/2$ if and only if GRH for $L(s,\chi)$ is true. However, $f (s,\chi)$ has infinitely many zeros off the critical line $\sigma =1/2$ if $\chi$ is non-real.

Abstract:Let $\pi$ be a unitary cuspidal automorphic representation of $\text{GL}_{4}(\mathbb{A}_{\mathbb{Q}})$. Let $f \geq 1$ be given. We show that there exists infinitely many primitive even (resp. odd) Dirichlet characters $\chi$ with conductor co-prime to $f$ such that $L(s, \pi \otimes \chi)$ is non-vanishing at the central point. Our result has applications for the construction of $p$-adic $L$-functions for $\text{GSp}_{4}$ following Loeffler-Pilloni-Skinner-Zerbes, the Bloch-Kato conjecture and the Birch-Swinnerton-Dyer conjecture for abelian surfaces following Loeffler-Zerbes, strong multiplicity one results for paramodular cuspidal representations of $\text{GSp}_{4}(\mathbb{A}_{\mathbb{Q}})$ and the rationality of the central values of $\text{GSp}_{4}(\mathbb{A}_{\mathbb{Q}})$ $L$-functions in the remaining non-regular weight case.

Moments and non-vanishing of $L$-functions over thin subgroups

Abstract:We obtain an asymptotic formula for all moments of Dirichlet $L$-functions $L(1,\chi)$ modulo $p$ when averaged over a subgroup of characters $\chi$ of size $(p-1)/d$ with $\varphi(d)=o(\log p)$. Assuming the infinitude of Mersenne primes, the range of our result is optimal and improves and generalises the previous result of S. Louboutin and M. Munsch (2022) for second moments. We also use our ideas to get an asymptotic formula for the second moment of $L(1/2,\chi)$ over subgroups of characters of similar size. This leads to non-vanishing results in this family where the proportion obtained depends on the height of the smallest rational number lying in the dual group. Additionally, we prove that, in both cases, we can take much smaller subgroups for almost all primes $p$. Our method relies on pointwise and average estimates on small solutions of linear congruences which in turn leads us to use and modify some results for product sets of Farey fractions.

Abstract:Let G be a real reductive group, and let chi be a character of a reductive subgroup H of G. We construct chi-invariant linear functionals on certain cohomologically induced representations of G, and we show that these linear functionals do not vanish on the bottom layers. Applying this construction, we prove two Archimedean nonvanishing hypotheses which are vital to the arithmetic study of special values of certain L-functions via modular symbols.

Abstract:The Generalized Riemann Hypothesis implies that at least 50% of the central values $L \left( \frac{1}{2},\chi\right)$ are non-vanishing as $\chi$ ranges over primitive characters modulo $q$. We show that one may unconditionally go beyond GRH, in the sense that if one averages over primitive characters modulo $q$ and averages $q$ over an interval, then at least 50.073% of the central values are non-vanishing. The proof utilizes the mollification method with a three-piece mollifier, and relies on estimates for sums of Kloosterman sums due to Deshouillers and Iwaniec. Note: The author has been made aware of an error in this work. It seems the error can be fixed, by using a different argument, and the author will present a correction in due course.
