Abstract:PurposeThis study aims to address an important gap between the normative view of an integrated performance measurement system (PMS) design that assumes a clean slate and the organizational realities of a PMS design as an ongoing analysis, coordination and improvement process.Design/methodology/approachThe authors present a framework for evaluating the effectiveness of a PMS based on three criteria – i.e. causality, continuous improvement and process control – and use a case study to illustrate the application of the methodology and the interpretation of results for PMS design.FindingsThe determination of “driver measures” in an integrated PMS involves a complex process that requires a number of considerations not adequately addressed in prior research.Research limitations/implicationsThis study involves only a single case study and the model presented involves only a two‐tier analysis.Practical implicationsThe framework provides a simple methodology that organizations can easily adopt to analyze individual and group performance measures and relate them to the strategic performance measures of the company.Originality/valueThe study follows an emerging line of research that addresses the design of an integrated PMS as an ongoing improvement process.

Abstract:Abstract This article examines the decades‐long practices of performance budgeting in different countries and their associated challenges from a multilayered institutional framework. Based on theory and lessons learned, the article recommends an array of strategies to address institutional and organizational barriers. It also proposes to reconceptualize performance budgeting as a performance budget management system and suggests how multiyear budget planning, financial risk assessment, policy planning, the departmental budget cycle, the program budget cycle, stakeholder engagement, regular spending reviews, and performance audits should be integrated more closely to address the long‐term fiscal challenges faced by many governments and to respond to the public pressure on agencies to do more with less .

Abstract:The rapid advancement of socio-economic conditions and technology offers enterprises opportunities to enhance their capabilities. As they expand operations, improving management precision becomes essential. Budgeting, a crucial accounting tool for implementing corporate strategy, quantifies action plans and translates strategic planning into specific quantitative measures. Budget management involves forecasting, planning, evaluating, and providing feedback on future business activities and financial outcomes, guiding operational optimization and driving the achievement of strategic goals. Comprehensive implementation of budget management is highly significant for enterprises. This paper explores the characteristics and implementation details of comprehensive budget management, assesses the achievements and shortcomings of Company A in its practice, and analyzes its budget performance evaluation methods, particularly the deficiencies in indicator design. Using the balanced scorecard theory and methods, this study designs a budget performance evaluation indicator system tailored to Company A’s context. This system, based on the company’s strategy and objectives, employs budget performance evaluation as a means to achieve overall strategic goals through business improvement and employee motivation.

Abstract:Issues in the area of performance management and management control systems are typically complex and intertwined, but research tends to be based on simplified and partial settings. Simplification has made the work easier to carry out, but it has come at the price of increased ambiguity and conflicting findings from different studies. To help mitigate these issues, this paper puts forward the performance management systems framework as a research tool for describing the structure and operation of performance management systems (PMSs) in a more holistic manner. The framework was developed from the relevant literature and from our observations and experience. In particular, it elaborates the 5 questions of Otley's [Otley, D., 1999. Performance management: a framework for management control systems research. Management Accounting Research 10, 363–382] performance management framework into 12 questions and integrates aspects of Simons’ levers of control framework.Anecdotal evidence suggests that the extended framework provides a useful research tool for those wishing to study the design and operation of performance management systems by providing a template to help describe the key aspects of such systems. It allows an holistic overview to be taken while making this a feasible task. The paper uses material from two field studies to illustrate how the framework can be used to provide an overview of the major performance management issues within an organization.

Abstract:With the application of public–private partnership (PPP) model in urban transportation infrastructure projects, various participants have put forward multi-dimensional demands to the operation and maintenance of infrastructures. This study aims to establish a systematic operational performance evaluation framework for PPP transportation infrastructure projects. Based on a literature review, the balanced scorecard was improved, and a conceptual model of multidimensional performance assessment was constructed. The structure of the qualitative performance assessment system was quantified and analyzed by combining structural equation modeling with questionnaires to obtain causal relationships among the indicators. Subsequently, a system dynamics model was constructed to assess the performance dynamically, and a validation analysis was conducted. It finds that maintaining a low level of operational quality over an extended period can significantly reduce stakeholder satisfaction, consequently exacerbating the decline in project performance. In contrast, an improvement in the level of informatization is found to positively contribute to enhancing operational quality and facilitating the long-term sustainability of project operations. It innovatively integrates four dimensions of financial, multi-stakeholder satisfaction, operation and maintenance quality, and sustainability performance to enrich the theoretical system of PPP transportation infrastructure performance assessment. At the same time, it analyzes the influence mechanism among the indicators and its long-term dynamic performance, which provides an effective decision-making tool for operational performance management.

Abstract:To enhance inter-organizational integration performance in the networked manufacturing environment,based upon the conceptual framework of economic view,an integrated and complete solution was proposed for the performance measurement of intra-organizational and inter-organizational integration,which realized the related performance analysis and management from enterprise network level to enterprise node level and under the enterprise node level as well.A concrete intra-organizational modeling method was presented for economic view at first,which was correlated to the relevant models of other views in Computer Integrated Manufacturing(CIM)architecture.Then,a performance measurement method of inter-organizational integration was carefully examined and discussed from three aspects,which were the required essentials to construct a complete performance measurement system.

Abstract:Manufacturers have extensively recognised the strategic importance of quality and environmental management. However, there is little guidance on how they adopt and exercise both management practices in a way that enhances firms' performance outcomes. To fill the research gap, this paper empirically investigates the relationships among mimetic pressures, a firm's quality management practices (QMPs), environmental management system (EMS), and environmental and financial performances. By using a data set collected from 212 U.S. manufacturing firms, this study examines the proposed hypotheses. Our major findings are: first, mimetic pressures are a driving factor for EMS but do not motivate the adoption of QMPs; second, QMPs are an important enabler not only for enhancing firms' financial performance but also for promoting EMS and environmental performance; and finally, EMS does not influence firms' financial performance directly, but indirectly does so through enhancing environmental performance. This study contributes to the literature of quality and environmental management and provides practical implications by addressing motivating factors of both QMPs and EMS, and identifying factors for successful environmental management practices.

Abstract:Describes the evolution of performance measurement (PM) in four sections: recommendations, frameworks, systems and inter-organisational performance measurement. Measurement begins with a recommendation, which is a piece of advice related to the measures or structure of performance measurement; frameworks can be dichotomised into a structural and procedural typology that suggests structural framework development has outstripped procedural framework development. The basic requirements for a successful PM system are two frameworks—one structural and one procedural as well as a number of other performance management tools. Inter-organisational performance measurement may be divided into supply chain and extended enterprise performance measurement: the former relying solely on traditional logistics measures, while the latter incorporates the structural aspects of the supply chain system and adds non-logistics perspectives to its measurement arena. Finally, the encroachment of the performance measurement literature into the processes related to performance management is examined, and areas for future research are suggested.

To illustrate the model, survey data were examined using path analysis. The empirical evidence supports the model, and suggests several intervening variables that mediate the direct and indirect effects of budgeting, performance evaluation, and incentives on gaming behaviors and individual performance.

Abstract:Purpose The purpose of this paper is to provide managers with suitable strategic KPIs in decision-making processes, which aim to integrate the environmental dimension of sustainability at a business level in manufacturing organisations. Design/methodology/approach In view of the research proposal addressed, semi-structured interviews were conducted, based on theoretical milestones of the performance management system (PMS), with 48 managers that work in Italian manufacturing firms and specialise in green practices. Findings The authors developed a novel environmentally performed framework to adequately integrate environmental value drivers at a strategic level. Practical implications The resulting issues addressed in this paper, and their integration in the business strategy for managing environmental complexity, allows contributing, firstly, to the existing literature by suggesting the relevant key value drivers that need to be mostly studied from an accounting point of view. In addition, from these results, though their experience managers will have up-to-date key measures that could, in the future, help the integration process between the environmental aspect of the sustainability dimension and the PMS. Originality/value The results generate a robust roadmap for future analysis in this research field. Accordingly, the paper engenders a strategic alignment in the green transition process, providing scholars and practitioners with a clear view of the key sustainable drivers, metrics and potential solutions that have not been addressed to date.

Abstract:This research explores the confluence of Human Resource Management (HRM), Strategic Marketing Management (SMM), and Corporate Financial Performance (CFP), offering a comprehensive understanding of their synergistic effects on organizational success. The study provides empirical evidence supporting the theory that a strategic blend of HRM and SMM is instrumental in enhancing financial performance. Efficient HRM practices, which improve productivity and innovation, coupled with effective SMM strategies that strengthen market positioning and revenue flows, are shown to be significant drivers of sustainable financial growth. The managerial implications of this integration are profound, underscoring the need for business leaders to consider investments in human resource development and strategic marketing as pivotal to the company's long-term success rather than as mere departmental functions. Through a quantitative analysis using SMARTPLS with a sample size of 150, the research contributes to management literature by highlighting the often-overlooked functional interconnections between HRM and SMM divisions. It challenges the conventional compartmentalization of these functions and advocates for a more integrative approach within corporate strategies. The findings indicate that companies embracing this integrated approach tend to report superior financial performance. This study addresses a gap in existing literature by demonstrating the collective impact of HRM and SMM on CFP across various industries, organization sizes, and cultural contexts, emphasizing the strategic amalgamation of these practices as a source of competitive advantage and financial enhancement.

Abstract:This study examines the role of performance management systems (PMS) in enhancing corporate financial performance. The primary focus is how effectively PMS can align employee efforts with organizational goals and its impact on economic outcomes such as ROI and profit margins. This research employs a qualitative approach with case studies of technology and financial services companies. Data was collected through in-depth interviews and analysis of company documents. This approach allows for a comprehensive understanding of PMS implementation and the contextual factors influencing it. The findings indicate that precise goal setting, continuous feedback, and fair performance evaluations are critical components of effective PMS. Contextual factors such as leadership commitment and supportive organizational culture also play a crucial role. Integrating advanced technologies like AI and data analytics significantly improves the accuracy and efficiency of performance management processes, leading to enhanced financial performance. This study significantly contributes to the performance management field by highlighting technology's importance in optimizing PMS. Business practitioners can use these findings to improve the effectiveness of PMS in their organizations. Additionally, the research guides managers to involve employees in the PMS design and offer continuous training to ensure the system operates optimally. Further research is needed to explore the long-term impact of technology integration in PMS across various industry sectors.

Abstract:This paper builds on the view that too much attention in the management, management control and management accounting literatures has been given to ex post performance measurement as distinct from ex ante performance management. The paper develops a conceptual model of Performance Management Systems (PMS) building on the work and insights of primarily Otley (1999) and Ferreira and Otley (2005, 2009) who share similar concerns. Particular attention is given to analysing the underlying factors that influence the nature of any PMS, which Ferreira and Otley (2005, 2009) address only to a limited extent in their model. This analysis into these factors leads to the development of Ferreira and Otley's conceptualisation into a ‘middle range’ (Laughlin, 1995, 2004; Broadbent and Laughlin, 1997) model of the alternative nature of PMS lying on a continuum from ‘transactional’ at one end to ‘relational’ at the other built on respectively underlying instrumental and communicative rationalities and guided by a range of contextual factors.

Abstract:Information and Communication Technologies (ICT) has practically penetrated into all spheres of life. Therefore a closer look at the impact of ICT in public financial management and performance is highly justified. Public finance is defined as a field of economics concerned with paying for collective or governmental activities, and with the administration and design of those activities. Activities will be viewed as services or more precisely as public services. We believe that there is need to consider performance from the perspective of effective performance and the perceived performance. In fact the real or effective performance might not correspond to the perceived performance. A service can be considered from the perspective of the decision-maker, who in our case could be a government or a collectivity. ICT can be employed in the three phases that concern the decision-maker: design, implementation and evaluation. The beneficiaries of a service can employ ICT in any of the three phases - awareness, exploitation and assessment - for guarantying a high level of efficiency. Each phase in the environment of a service will be presented as well as illustrations of how ICT can be employed in order to improve the end-result of each one of them. We believe that a high efficiency of each phase will produce a high global efficiency. It should be noted however that the effectiveness of any system is highly dependent on the human engagement in the system. Therefore, the impact of ICT in public financial management will be felt only if the decision-makers and the end-users of the services engage themselves in the success of the system. Instead of giving a catalog of services, the focus has been on the model (or methodology) to adopt in designing services for which ICT could enhance the implementation.

Abstract:Purpose – The purpose of this paper is to explore benefits and issues of integrating the theory of constraints (TOC), resource-based view (RBV) and resource-dependence theory (RDT) with conventional project-based management frameworks. Design/methodology/approach – Extant literature is used to develop a conceptual framework of an integrated model that will be tested for applied robustness. The model has been applied to published projects to identify its strengths and weaknesses. Findings – The work shows important implications for improved success of projects from the use of TOC, RBV and RDT. Research limitations/implications – While TOC, RBV and RDT are well established in the context of organization theory, there is limited application in project management. Moreover, the model has yet to be applied in the field. The hypotheses identified in this research are currently being tested using empirical investigation. Practical implications – The research falls short in addressing some resources, e.g. innovation, tacit knowledge and decision-making methods in traditional project management context. Therefore, identifying these critical resources in future work and exploiting them as the means of improving project performance would enhance the success of project-based management. Social implications – Project management is an emergent discipline and a project is temporary in nature. Therefore, new ideas and development of theories for project management practices are required. This innovative research, for example, may change the way projects are executed in future. Originality/value – This paper examines the components of a successful project according to the iron triangle, i.e. scope, quality, time and cost. However, through the application of TOC, RBV and RDT into an integrated project-based management framework gives new insights to resources management.
