Abstract:This paper is based on the investigation and research for a project — China and Europe Taking Care of Healthcare Solutions and aims to discuss the trading environment of traditional Chinese medicinal product in European Union from the legal aspect including E.U. pharmaceutical law and World Trade Organization rules. It concerns the general knowledge of healthcare issues of WTO law, basic understandings of Chinese and western people concerning Traditional Chinese Medicine and market access provision of E.U. pharmaceutical law, hereinto to discuss the prospect and development difficulties and trend of TCM in E.U., and economic and political concerns are involved. The methodology of qualitative study is used, mainly including literature review, case study, and interview. It concludes that the E.U. law has set up standards to register traditional herbal medicinal products, yet it is very difficult for TCMP producers to reach the standards at this moment due to the lack of scientific data and references. E.U. has recognized the merit of traditional medicine; by comparing with the full acceptance of the efficacy of western conventional medicine, the writers foresee that traditional Chinese medicine will require a more general treatment in law of trade sooner or later.

Abstract:Traditional Chinese medicine (TCM) is one of the unique cultural treasures of Chinese; it represents a significant feature and prominent advantage of the healthcare cause in China. Data in this paper were fromWorld Health Organization, Chinese Bureau of Statistics, China National Knowledge Infrastructure, and PubMed. In recent years, TCM has established a solid foundation in Europe, which made great strides in legislation, education, research, and international exchange, and has enjoyed a vast development space in the continent. Now, TCM is embracing unprecedented development opportunities in Europe. At the same time, the stiff international competition poses a grave threat to China’s TCM industry. With multiple cultural, legal, and institutional challenges, as well as talent shortages in the way, TCM is now facing many difficulties in Europe. To fully prepare and enact active and vigorous steps to seize opportunities, we should have a clear picture about the serious challenges hampering TCM development in Europe. The TCM development at overseas markets has shifted from a spontaneous trade activity into a national strategy spearheaded by the government and participated in by multiple stakeholders. We should make a systematic, comprehensive, and sustainable push in fields such as TCM therapy, healthcare, education, research, culture, and industry development. The ultimate goal is to bring TCMs to the global market and allow them to play a role in safeguarding public health along with modern medicines.

Complementary Therapies in Medicine

Abstract:The work presented in this paper compares traditional Chinese medicine and traditional Thai medicine, expounding on origins, academic thinking, theoretical system, diagnostic method and modern development. Based on a secondary analysis of available literature, the paper concentrates on two crucial historical developments: (1) the response to, and consequences of, the impact of the Western medicine; and (2) the revival of traditional medicine in these two countries and its prospects. From a comparative perspective, the analysis has led to the conclusion that the rise and fall of traditional medicine is an issue closely related with social and political issues; and the development of traditional medicines requires national policy and financial support from governments, human resource development, the improvement of service quality, and the dissemination of traditional medicine knowledge to the public. In addition, this paper also suggests deepening exchanges and cooperation between China and Thailand, strengthening cooperation between traditional medicine and medical tourism.

Abstract:Traditional and complementary medicine (T&CM) plays an integral role in providing health care worldwide. It is based on sound fundamental principles and centuries of practices. This study compared traditional Indian medicine (TIM) and traditional Korean medicine (TKM) basing on data obtained from peer reviewed articles, respective government institutional reports and World Health Organization reports. Despite the fact that TIM and TKM have individual qualities that are unique from each other including different histories of origin, they share a lot in common. Apart from Homeopathy in TIM, both systems are hinged on similar principle of body constitutional-based concept and similar disease diagnosis methods of mainly auscultation, palpation, visual inspection, and interrogation. Similarly, the treatment methods of TIM and TKM follow similar patterns involving use of medicinal herbs, moxibustion, acupuncture, cupping, and manual therapy. Both T&CM are majorly practiced in well-established hospitals by T&CM doctors who have undergone an average of 6-7 years of specialized trainings. However, unlike TIM which has less insurance coverage, the popularity of TKM is majorly due to its wide national insurance coverage. These two medical traditions occupy increasingly greater portion of the global market. However, TIM especially Ayurveda has gained more global recognition than TKM although the emergence of Sasang Constitutional Medicine in TKM is beginning to become more popular. This comparative analysis between TIM and TKM may provide vital and insightful contribution towards constitutional-based concept for further development and future studies in T&CM.

Abstract:Ayurveda, the traditional Indian medicine (TIM) and traditional Chinese medicine (TCM) remain the most ancient yet living traditions. There has been increased global interest in traditional medicine. Efforts to monitor and regulate herbal drugs and traditional medicine are underway. China has been successful in promoting its therapies with more research and science-based approach, while Ayurveda still needs more extensive scientific research and evidence base. This review gives an overview of basic principles and commonalities of TIM and TCM and discusses key determinants of success, which these great traditions need to address to compete in global markets.

Abstract:China is the only country in the world where Western medicine and traditional medicine are practised alongside each other at every level of the healthcare system. Traditional Chinese medicine has a unique theoretical and practical approach to the treatment of disease, which has developed over thousands of years. Traditional treatments include herbal remedies, acupuncture, acupressure and massage, and moxibustion. They account for around 40% of all health care delivered in China. The current government policy of expansion of traditional facilities and manpower is being questioned because many hospitals using traditional Chinese medicine are already underutilized and depend on government subsidies for survival. Research priorities include randomised controlled trials of common treatments and analysis of the active agents in herbal remedies. As more studies show the clinical effectiveness of traditional Chinese medicine, an integrated approach to disease using a combination of Western medicine and traditional approaches becomes a possibility for the future.

Abstract:With the effective implementation of the Belt and Road Initiative, Chinese culture has been accepted by more and more Central and Eastern European countries, and has further promoted political, economic and cultural exchanges and cooperation among these countries. As an important part of Chinese culture, traditional Chinese medicine (TCM) has become a channel of cultural exchange, and has been paid more and more attention. However, in general, the development and scale of traditional Chinese medicine in central and Eastern Europe are far smaller than that of the United States, Canada and Japan, and Australia as well as Western European countries, such as the United Kingdom, France and the Netherlands. Therefore, it is necessary to promote traditional Chinese medicine to CEE in order to further spread traditional Chinese medicine culture and open up more opportunities for cooperation.

Abstract:Chinese medicine (CM), one of the oldest continuously surviving traditions, has been practised to maintain good health and treat diseases in the Chinese communities and recently by other ethnic groups worldwide. Chinese medicinal materials (Chinese materia medica, CMM) and proprietary CM products (PCM), acupuncture and related physical therapies, as well as special life styles are often used together in the practice, co-existing with orthodox medicine (OM) in China and some regions in the Far East. Increasing uses of CMM have created both skepticism and support of CM practice that have been the major debate since the successful randomised clinical trial of the 10-CM herbs prescription in relieving atopic eczema was published in 1992. Available in the West, some CMM are supplied with wrong species or wrong named herbs that possess liver and kidney toxicity and some PCM adulterated with OM drugs. These do not give CMM the right reputation and recognition. These problems have been due to lack of recognition and regulation of the profession, qualified practitioners, quality-controlled CMM products and evidence-based clinical studies. Though practised widely, CM was not recognised officially in some regions such the EU and North America as part of the healthcare system run by western OM practice. Such circumstance has delayed the development of CM in these regions including Hong Kong comparing with that in Australia, Japan (As Kampo medicine), the UK, some European countries, and the USA. It can be considered as obstacles for proper development of CM in general. This paper addresses these key issues and attempts to propose ways for future research and development for CMM. The impact will certainly be modernisation in every aspect of CMM to cope with the fast growing demand in quality medicines in the 21st century. Several major areas are listed for discussion.

Abstract:Primary health care is a salient feature of the health care system in both developed and developing countries. In accordance with the indicators put forward by Starfield of primary health care development in various countries, a comparative study was made on primary health care personnel, sources of funds and manners of payment, modes of services, and reform and development trends in both China and Germany. By means of analyzing primary health care and the system of general practitioners in Germany, the paper aims to explore channels for achieving ptimary health care in China so as to promote further reform in the domestic health system.

Abstract:Clinical practice guidelines in Traditional Chinese Medicine (CPG-TCM) is the recommendation that aims to provide the best service to users by identifying and summarizing the rules of prevention, diagnosis, treatment, rehabilitation, and regression of diseases based on systematic reviews of evidence and balancing the advantages and disadvantages of different interventions for clinical questions of Traditional Chinese Medicine. Over the past 30 years, the concept and methods of evidence-based medicine have had a significant impact on the development of clinical practice guidelines in Western Medicine (CPG-WM), and their standardized guideline development methods are being adapted and used in the development of CPG-TCM. However, the quality of CPG-TCM is far from CPG-WM, and the methodological system for developing CPG-TCM is not yet fully established. Therefore, this study aims to explore the methodological differences between CPG-TCM and CPG-WM and to inform the development of high-quality CPGTCM.

Abstract:Along with China's entry into the WTO and the trend of the economic globalization,our country will open medicine retailing area in 2005.By sampling some native representative medicine retailing enterprises such as Shenzhen Yizhi Pharmacy Co.and Shanghai Huashi Pharmacy Co.,the paper makes a comparative study of them with foreign counterparts in terms of history,profit-making model,preformance evaluation indexes,etc.The gap idicated by the comparasion between native and foreign enterprises may make those Chinese retailing enterprises aware of the necessity of taking active measures to optimize organizational structure.

Data were entered into PASW statistics package and analysed using frequency tables, cross-tabulations and chi-squared tests to compare EU and Chinese results.

Abstract:To a certain extent,the drug effect is determined by its blood concentration.It is generally accepted that the blood concentrations of constituents of Chinese medicines are very low.There is no sufficient experimental bases and references on its degree and the possibility of taking effect.In this study,69 papers were collected and analyzed by searching the database of Scifinder,Pubmed,CNKI.The minimum effective blood concentrations of 73 common Western medicines and the maximum blood concentrations of 211 in vivo constituents of 40 Chinese medicines (single herb or compound Chinese medicine) were summarized.It was found that the maximum blood concentrations of the most in vivo constituents of Chinese medicines were much less than the minimum effective blood concentrations of the Western medicines.Specifically,the minimum effective blood concentrations of 17 Western medicines (23％ of total) and the maximum blood concentrations of the 143 in vivo constituents of Chinese medicines (68％ of total) were less than 100 ng ·mL-1;the minimum effective blood concentrations of 31 Western medicines (42％ of total) and the maximum blood concentrations of the 20 in vivo constituents of Chinese medicines (9％ of total) were more than i 000 ng·mL 1.In this paper,a systematic summary and comparison of the blood concentrations in traditional Chinese medicines and Western medicines were conducted,which could provide a new ideas and references for the study of the pharmacodynamical material basis and its mechanism in traditional Chinese medicine.
Traditional Medicine in China, Korea, and Japan: A Brief Introduction and Comparison

Abstract:Background and Purpose . Traditional medicine (TM) has been widely used in China (including the Taiwan region), Korea, and Japan. The purposes of this paper are to summarize the basic data on TM systems in these three countries and to compare them in terms of overall policy, education, and insurance. Methods . Government websites, national statistics, and authoritative papers from each country were fully searched. Further data were gathered by TM experts from each country. Results . China and Korea showed similar patterns in TM systems, whereas Japan showed different patterns. In China and Korea, TM was practiced in a dual system with conventional medicine (CM), and TM education was 6-year training programs on average for TM doctors, and acupuncture, moxibustion, and cupping were completely insured. Whereas, CM was dominant in Japan, and TM was practiced by each health care worker who has received different TM education respectively, and main TM therapies were partially insured. Conclusions . TM was developed similarly or somewhat differently based on differences in cultural background and national policies in East Asia. We cautiously propose that this study could contribute to the development of TM and also be used for reference in complementary and alternative medicine systems.

[A comparative study on the ethics of Western and traditional Chinese medicine]

Abstract:The ethics of Western medicine and that of traditional Chinese medicine (TCM) developed separately in their own ways. The formation and development of ancient medical ethics of China were extensively and deeply influenced by Confucianism, Taoism, Buddhism and other religious thought, while the ancient ethic basis of western society was influenced by traditional Judaism, Christianism, Catholicism and other natural philosophical thinking of ancient Greece and Rome. With the progress of medical and life sciences, the medical ethics begins to transfer into the life ethics, thus giving rise to new questions in the ethics of Western medicine and TCM.

Data were entered into PASW statistics package and analysed using frequency tables, cross-tabulations and chi-squared tests to compare EU and Chinese results.RESULTS: From a total of 747 useable questionnaires (420 from China, 327 from the EU) of those responding from the EU, TCM was generally more commonly used for obstetric/gynaecological and dermatological conditions, compared to neurological and gastrointestinal diseases in China. Disorders treated by Chinese practitioners were more varied, and often more serious, than those treated by their European counterparts, and the range of materials used in China was wider. The potential for toxicity was not high in either region, but although greater in China due to the use of more potent CMM, the incidence of side effects was perceived to be higher by EU practitioners.CONCLUSIONS: Very few of the species used to prepare CMM in the EU in this study give rise to safety concerns from what is known from the scientific and other literature, and in China only a few toxic CMM appear to be commonly used, some of them only after processing and mainly for serious disorders. The main cause for concern is likely to be interaction with prescribed medication, especially in central nervous system and cardiovascular conditions where drug interactions have previously been reported most frequently and which would currently be more applicable in China than Europe.

Abstract:Objective To compare and analyze the Chinese medicine resources of different community health service centers with or without Traditional Chinese Medicine(TCM) characteristics,and provide science reference for national department concerned in establishing policy on Chinese medicine community service.Methods The status of Chinese medicine resources was investigated in different health service center with the Chinese medicine and west medicine in 2008.Results The characteristic community health service centers were well equipped with Chinese medicine equipments and complete Chinese medicine drugs,but insufficient human resource.Conclusion The human resource construction should be emphasized on the next points.①To establish and improve the credentials system of professional health workers such as doctor,nurse,etc.②To construct the training mode of post-graduate education,post training and continual education on Chinese medicine.③To formulate the policies on raising the social,technical and economic positions of TCM general practitioners.④To establish the national and local training bases,provide the scheduled training and education of TCM,and produce for community health service center the Chinese medicine general practitioners.

Abstract:Though not fatal,erectile dysfunction (ED) affects the patient's quality of life and family harmony,with high cost of treatment,which has become one of the clinical medical problems need to be resolved.Though traditional Chinese medicine and western medicine belong to different medical system,they are similar in terms of diagnosis and treatment of ED,patients,therapeutic purpose and classification.It's very necessary to compare the diagnosis and treatment of ED by traditional Chinese medicine and western medicine,to provide a new treatment thought and push forward the research in ED eventually.

Abstract:Despite their similarities, Western medicine and Eastern medicine are very different because they are built on different fundamentals. The general idea has arisen that we will benefit by connecting Western and Eastern medicine. First, both the merits as well as the limitations of both types of medicine are discussed. It was concluded that to create a bridge, we should focus on similarities that inspire the further unravelling of the molecular mechanism of the mode of action and toxicity of Traditional Chinese Medicine. It is suggested that the energy perspective provides a basis to integrate Eastern and Western medicine.
